    Sup /tg/. I'm currently making a little list of NPCs to throw into a game later if I need to spice things up a bit, and I figured I'd see what you guys could come up with too.

    It's a 3.5 steampunk setting where there's some kind of planar barrier which prevents most planar travel - Plane Shift doesn't work, no demon-infested dungeons in sight, etc. There's still summoning, but on a much smaller scale (mostly high-level summon spells to temporarily call outsiders to perform specific tasks).

    On the other hand, over the centuries some powerful and/or lucky outsiders have slipped into the world somehow, and found they can help casters make magic items by paying their exp costs (which barely affects them).

    They have mostly used this as leverage to become merchant princes or (where allowed) political figures, spreading their philosophies and alignments with money, words, and tainted magic items. Somehow they know a little bit about technology, too, and have helped advanced society a little with their particular brand of punk (dieselpunk for devils, tesla-punk for archons, etc.). It hasn't had THAT big an effect, since the main country of the setting is an NG steampunk place which has generally outdone the others without outsider help so far, but still.

    Any outsider is fine, with these restrictions:

    - Once they are here, they generally intend to stay and find it even harder to leave.
    - Asmodeus, Demogorgon and their other-planar counterparts do not show. No gods.
    - However powerful they were, once in the world their abilities are reduced to around CR 15-20 at most.
    - They usually play a passive role, using money and contacts to their advantage or at least acting through proxies. (They're generally background characters in favour of the STEAMPUNK AND REIMAGINED HISTORICAL CHARACTERS OH MY.)
    - They don't necessarily have to be the same alignment they normally are.

    Outsiders I've used:

    - Mephistopheles is an influential advisor in a thankfully-far-away LE dieselpunk dictatorship, funding research into hellfire.
    - Levistus tried to get his cultists to summon him with a massive complicated ritual so he could mess up Mephy's shit, but some knight and his adventuring buddies crashed it and they fucked up. The PCs encountered him still trapped in the gauntlet the oblivious adventurer was wearing at the time, which was decorating an inn sign. They embarked on a quest to get rid of him.
    - A dapper firre known as Tony Gabriele who runs a gentleman's bunny bar has befriended the PCs and given them assistance (and poisons of surprisingly dubious legality in secret) every so often.
    - The demon Shami-Amourae, who spends her time lounging around a luxurious manor, insisting people call her "Shami" and doing strange things in her basement. For the most part she acts like a playful CN girl with a surprisingly good "innocent and cheerful" act. Also she can turn people on with a touch and has a snake growing out of her neck.

    I also plan to have Imix (or possibly his Good counterpart) roaming the land in a human-sized form clad in a pimp's outfit, hiring out the spellcasting services of some elemental weirds to rich wizards and suchlike.

    She owns a popular tavern in one of the poorer districts. She is the only worker there, functioning as the bartender, waitress, and cook. Her bar is set up to be mostly automated though, making her positions and titles a moot point; so she usually spends her days drinking and chatting up the patrons who hang around the bar. She also takes great pleasure in working as the bar's security. A job she refuses to relegate to a machine.

    Oops, forgot a couple:

    - Father Llymic is an outsider of unknown origin (presumed demonic) who found his way here a long time ago and began spreading frozen death across the land. Fortunately he was bad at it and is currently trapped deep in an icy prison on a mountain guarded by the land's residents, arctic elves, who avoid summoning (as it allows him to reach out to people if they're close to the mountain), prefer to make magic items by binding elemental spirits into them and reverse-engineer/lash together tech out of scraps pinched from other races rather than learn from outsiders.

    - Bel once got summoned by a king who made a deal for power to win some war, then got screwed when he failed to honor the agreement to the letter. Bel couldn't stay but he managed to transform the kingdom's citizens into your standard hooved-and-horned tieflings, who are understandably against outsiders and their summoning now and for elemental magic and paladins.

    Needs more good guys and slaad, I think.

    A Kobold Freedom Fighter. He can often be seen picketing in the streets for kobold equal rights, but he has been known to take his picketing to militant heights. He is wanted by the powers that be, but he always manages to slip away.

    a group of Kenku traders (let's say about ten). They're always bargaining like their lifes depended on it. All of different classes but almost all dressed the same, they complete one another sentence, endlessly cackling about a thing or another, discussing some useless matter but always agreeing with one another when contradicted.

    I was planning to use them as the servants of a vampire, a sort of very well educated mystic theurge.

    A police officer who walks the street on the graveyard shift. He takes a little too much enjoyment in tormenting the criminals he prosecutes. He has been previously accused of "excessive force" and "police brutality", but the charges are dropped everytime. Most people think its because the criminals are afraid to testify against him, for fear that he would be sent to the same jail as them.

    A blind seeress who gave up her sight for a second sight. She works pro bono only and lives off the good will of her neighbors and clients. She is always cryptic and mysterious, but those who know her well know that it is just a show for her clients. She is actually quite the goofball and is quick to jokes and good natured sarcasm. She rarely laughs in public though, because she dislikes her laugh.

    Works in the city's graveyard. He is said to manage the souls of the city's dead, filing them away according to their deeds while they lived. Nobody really knows for sure if that is even true though, but it IS known that he has never been seen outside of the massive graveyard.

    An erinyes who masquerades as a deva (wears gleaming gold armour and wields a mace of disruption) and performs the role of sherrif/judge in a frontier town that she's trying to corrupt into Lawful Evil while maintaining good publicity.

    Unfortunately for her there's a Faerie Noble (some type of Fey, or perhaps a Chaotic Neutral Eladrin) hidden in the town who's doing a far better job of subtly working people towards chaos, and has been at it since long before she arrived.

    The net result is that her sensible if brutal and overbearing laws are getting bogged down in insane bureaucracy and pointless minutiae whenever the crazed citizenry and her devoted but rather dim marshals attempt to enact them. The erinyes is slowly slipping towards Lawful Neutral as she's forced more and more to just hold the law together without having the luxury of doing what's most evil. She's aware of this, and horribly depressed over how badly everything is going for her, but her dilligent lawful nature won't let her just abandon the town.

She returned to her hometown a hero, married her childhood friend, started a family, and moved to the city where they run a hobby shop that sells her hoarded loot.     A haggard, filthy human male swordfighter/barbarian, looks as if he might at some point been a career soldier but has been driven insane after years of surviving in the jungles against savage monsters. His clothing is made of various bodyparts of slain ratmen. Surrounding him at all times is a veritable army of tiny mice people, who venerate him as some sort of avenging deity.

    This traveler frequents coffee/tea/bar shops where he generally stares into his drink while taking a sip every so often. He popped into this world while painting an elaborate masterpiece which accidently became a plane door, and has been stuck here since. Despite being an unusual bird entity, people have discovered his work is quite excellent, and this income has kept enabled him to continue to live in the city. Perhaps the PCs may find a way to bring him back, either through another painting or some steampunk invention?

    I actually used her in a game I once ran. The 'frontier town' was actually the Border Town of Xaos in the Outlands, and her devoted but dim marshals were a band of zealous but retarded Mercykillers.

    Sadly the PCs were hired by a succubus to kill her and they gleefully did so without me having a chance to really flesh her out on screen. A pity, since I loved the concept.

Unable to return to their plane, and not knowing if they COULD ever get back, they decided to make a permanent home on this plane.     Perhaps not watchmaking specifically - but in a steampunk setting where there are artificers making stuff then there's got to be a back to the shop where they put abandoned/unfit-for-sale stock and components. I'm imagining something like a steampunk Maplin Electronics, with a backroom filled with components (No. 3 48-tooth gear, No. 27 4-tooth worm gear &c) that are thrown out wholesale if there's something slightly wrong with a sample.
