Apparently this spiritual doctrine is also highly intolerant of others, preaching the death of anyone and everyone who disobeys it. As faithful and pious as its followers are, very few people in the cult have the balls to kill in the name of their religion.

    You don't roll for what you actually believe in.
    Take that 1d100 roll that you do for your Threat Level to be a vague indicator for your religion.
    The lower the score, less the Imperial cares about you because you're an acceptable religion.
    The higher the score, the more the Imperial cares about you because of the more heretical you become.

    So, with a massive genocidal deathcult, if you roll a 1, the Inquisition doesn't mind you too much because it's completely Imperial, with no signs of Chaos corruption.
    If you roll a 50, the Inquisition cares - a lot. Probably because you follow a religion that doesn't follow the same ethics as the Imperial Cult.
    If you roll a 100, the Inquisition hates your guts. Your cult completely opposes Imperial beliefs and it can't be allowed to exist, especially not at that size.

    It's not the Illuminati, it's not widespread/exclusive enough. It would be a cult that refuses to believe in what can't be verified, which puts them in direct opposition to the basis of much of the Imperial Creed and the Imperium as a whole. They wouldn't believe in aliens in general unless they had direct proof of them, and anything that isn't proven would be dismissed as an attempt by the Imperium to strengthen it's control on the populace through fear.

    Their main goal would be to destabilize Imperial control because they believe that it is best for mankind. They carry out attacks in the forms of mail-bombs and the like against figures of authority to show that the Imperium is not all powerful and can be opposed.

    I have some issues with this.

    First, -20 to threat rating if peaceful. Preaching peace in the Imperium is DANGEROUS. It's not a case of the noble savage (xeno) fighting back only because his people and way of life are being attacked. No, It's not just Imperial propaganda that says "kill them before they kill you!". That's the way it actually is. Preaching peace means opening the Imperium up to attack.

    Secondly, size has no impact on the level of infiltration, both of and in the authorities.

    Thirdly, leadership type doesn't impact size, infiltration, secrecy, or anything. Some cult types, like those lead by a single prophetic figure, are usually harder to get into than some widespread doctrinal belief; It's like Waco or Jonestown vs Christianity.
