    A setting with succubi has to answer a few existential questions, ironically none of which involve sex.

    1. How to get to succubi in the first place? Where are they from? If "hellspawn", why are they allowed to hang out with normal people? Are they hiding? If they are hiding, then remember, "secret!world" settings have been done to death and are for five-year-olds. Be more original.

    2. If not literal "hellspawn", perhaps just from another dimension, and if not hidden, how do "normal" people react to them? Is it accepted? Is seeing one something special, like " Hey, that's a celebrity!" or is it something special, like " Oh God, it's a horrible monster, fucking RUN!"

    From such questions, we can figure out the setting. A setting with open succubi aristocrats can treat them one of two ways- conquering gods (devils?) who tread the mortal landscape making normals quiver in fear, or as beautiful, exotic masters beloved by the populace.

    What's the answer here? It will change the whole setting.

    I like this. It has a lot of potential to be pretty awesome, hasn't been done quite to death yet, and also gives us origin, a reason why they haven't totally conquered the entire world, and the option to create three different general reactions to them from the populace.
    1) Fear and disgust of a being that was once human and is now seen as a monster
    2) Reverence for beings seen as ascended humans, glorious icons of power, prestige, and sexuality.
    3) A mix of the two, fear of what they have (or might) become and a respect for what they were and the power they can manifest (might be useful in areas where a succubus rules the people like a tyrant, but holds even worse enemies at bay)

    I'm sure, of course, you could have more individual reactions than that, but those three seem like solid choices for whole societies/cities/villages/whatever.

    The third option is the only realistic option. The horror of changing a human, and the wonder at being "more than human", would be... a complex mix.

    Just a note, though. Before we go all fuck-creepy and just make it women, add men as well. There's a reason there's an Incubi as well. Think of the devil, but in a tasteful tuxedo.

    A man of wealth and taste, after all....

    What powers would they get from this twisting process? And more, WHY would they get it? Something worse they've got to kill? Because every government has its own succubi/incubi and thus they all fight?

    Still strikes me as a little creepy, though. Having both makes sense, too - it's not like whoever found the first ritual would sit back, content with his/her results. The kind of person who works out how to perform arcane rituals from scratch is never the kind of person to be content with their success - they're too driven.

    Ideas:
    - Other succubi and incubi?
    - By the authority of the King, who needs a strong noble class to keep the peasants in line (and who may himself be some kind of super-demon, or might just be a normal guy who knows how to play the diplomacy game so well that he can keep the demons he raises to nobility in check)
    - The jurisdictions the succubi and incubi control pick a new one by lottery to undergo the ritual whenever the old one dies (presumably NOT of natural causes)
    - A shadow government takes likely candidates and raises them to power to further it's own agenda (a terrible idea as far as storytelling goes, but good in a pinch for gameplay)

    Fallen from grace in heaven, Lucifer and his demons were forced to live in Hell, emerging to tempt mortals. All of them, however, had known and longed for the divine. Lucifer himself still defied God. Where God was furious and unwilling to forgive such incredible betrayal, Lucifer was equally unable to forgive his condemnation. Slowly, dissent grew in the ranks. Used to tempting mortals, the Succubi and Incubi knew perfectly well how to lead humanity off the intended path set down by the Most High. Why not use their charm, their grace, their charisma, and keep the flock on the straight and narrow?

    And the wheels of demonic machinations to get Mankind back into heaven began, and with it, a chance to prove they truly were sorry, and wanted nothing more than to do God's work.

    This does still allow for a human to become one of the demons. They give up their chance of Heaven, but also cannot go to hell - they're reborn should they die. The ultimate sacrifice for the good of humanity, done to the willing once they find out what the demons are up to, or are told and invited to join their ranks.

    Expanding this idea further.
    Most of humanity is unaware of the demonic rulers' plans, hell, most people are no longer actually religious, because demonic-seeming beings appeared and didn't immediately go LOL WE CLAIM UR SOULS OMNOMNOM. This is all according to plan. After a wave of active unbelief, people stopped worrying about religion at all. When someone isn't thinking about God all the time, they stop thinking about how God may be wrong, stop being defiant, stop sinning in that respect. Victorian era begins just as the Demons are becoming normal, and their knowledge brings in a faster, more awesome industrial revolution with brass levers controlling superscience.

    OP's premise allows for a surprising amount of variety. Here's one example:

    The setting is magical, but only to a small degree- spells are always subtle things like minor curses, the best magic items are just relatively potent charms for good luck or protections vs. disease, etc. The minor fantastic elements make steampunk tech functional while still having progress rely on human innovation.

    "Succubi" are another result of another minor fantastic element: the increased potential of genetics. In this world, the careful breeding and natural selection that has occurred for centuries among the upper classes means that those of noble blood possess staggering amounts of natural beauty and charisma. Naturally, this has done nothing to reduce the amount of corruption and political backstabbing among such groups.
