    Greetings, elequen/t g/entlemen.

I'm planning to run a Mutants and Masterminds campaign over the winter break, inspired by last night's thread about the Latvian town for sale. The PC's are a group of small-time supervillains in some major American city, who hear about a mini-country for sale for less than a million dollars. They need to raise money via criminal exploits and attract enough minions to their banner to buy and populate the town, essentially creating Latveria.

Now, I just need help coming up with some local superheros in the PC's home city for them to contend with. The PC's will be opposed by a gang of supers who act as the enforcers for the city (basically, super police). I have a few ideas, but I need more.

Here are the ones I've come up with so far, to give you an idea of the tone I'm looking for:

Asphalt: official court summoner and leader of the group. Has the ability to meld into concrete and reemerge anywhere, and has elemental control over concrete. This guy is a nightmare to fight in urban environments. Orwellian overtones, he's always watching.

Madame Fanserve: this voluptuous young woman becomes stronger, faster, and more dexterous the less she wears. Second in command of the superhero troupe.

Captain Retcon: birth name Marty Stu. Once per day, Captain Retcon can retcon his entire backstory, powers, contacts, etc. The PC's are the only ones who notice the inconsistency.

Steam Man: like Ironman, but with a steampunk armorsuit. Constantly makes Mr. Freeze style puns about steam ("now you've gotten me REAL steamed up, villain!") and then laughs maniacally as the enraged PC's try in vain to penetrate his armor to beat the shit out of him for it.

The Grouch: Oscar Osmond became a superhero when, at eight years old, some neighborhood bullies threw him in a dumpster. He can teleport from trash can to trash can, make dust devils of litter, etc. The Grouch is disillusioned with the good guys, so the PC's may be able to win him over to their side.

He can only keep a few going at a time without the sounds clashing, but with his arm-mounted mixer and his speakerbox backpack, he can master the mix on the fly.

Not sure if these single entries are still the OP but regardless I'll just get in early that you should probably have a villain turned hero in the same way that there is always the hero turned villain "...I'd love to turn back, but its... its too late for me now" etc.

Rather than have them follow the usual villain ->hero tropes have them be an inverse. So constantly ranting to the PCs about how they still feel the urge to forge an empire of conquest, but they are too far lost to the adrenaline rush, the hedonistic appeal of saving people and caring for others before themselves.

I'll work on a more comprehensively described hero but just getting this out there first.

Oh and of course they can be convinced by the PCs to temporarily betray their comrades through speeches. Like "Look inside yourself. I know the old Master X is still there! There must be some spark of self centredness and malicious hate for the common man left in you! I knew you well enough to be sure that you can fight this!"

And then the guy will mime out struggling against some invisible force will gritting his teeth as he pulls out a knife and stabs a 6 year old in the face or something. Only the invisible force was trying to STOP him from doing it.

The Doorman: A man who can create a door from anything. Like if he wants to get a door through a steel wall, he can press his body against it to create a doorway in the shape of his body; alt. He can pick up a large piece of wood or something to press it against the wall and make a door in the shape of that object.

special ability: create a door to a sort of ghost dimension
pros: he can't be seen or attacked, but can see everything as if he was there
cons: he can't attack and when leaving the door makes a loud creaking sound so he can't do sneak attacks all that well.

Leapfrog: A colorful cornball hero with leaping powers, superhuman durability, and a techno-blaster that entagles villains. However, the source of his powers is much more sinister than it appears, he is actually a horrid undead creature who hides his true nature, save when he intends to murder a particularly evil villain in which case he dons the costume of The Ghoul.

Firefight: Possessing short range fire powers this vigilante fights with a gun with no trigger; he sets off the bullets by injecting fire into the chamber thereby shooting bullets encased in flames.

Elephant in the Room: A former poacher of African big game, this hero knows how to hunt dangerous prey. To atone for his sins a witchdoctor cursed him to be half-elephant, despite his size he is still quite capable of ambushing opponents and he uses his strength to dual-wield double barreled shotguns, which he reloads with his trunk.

Lead Foot: Capable of increasing the density of himself and things he touches, he spends most of his time in his souped-up car running down evil.

Professor Unkillable: A genius mathematician, he mathematically proved the time and cause of his own death, therefore any other attempt on his life will fail. Armed with this knowledge he fights crime knowing he can't do much, but he can do something, and can't be killed by his recklessness.

Captain Obvious, master of the obvious! He has two chief super powers. First, he is always aware of the obvious. This may sound silly, but then think on how many obvious traps heroes fall into. Second, he can say things that are Super Obvious. He makes an incrediblely obvious statement as if it were the most exciting and profound thing in the world. Everyone in the area is stunned as they attempt to determine if he's some sort of zen genius or just full of crap.

A vigilante wearing a trenchcoat and a fedora, and ONLY a trenchcoat and fedora. He keeps the trenchcoat buttoned (he actually uses buckles, or occasionally velcro), but when faced with a situation that calls for his powers, he rips open his trenchcoat. A bright flash emanates from his dick disorienting and blinding baddies. Wanted by the police for indecent exposure, he is forced to be a vigilante instead of a proper superhero .

Comrade Laser: This foreign hero speaks some broken english, but not enough for it to be intelligible at all. Comrade Laser isn't even his hero name, its just the one assigned to him by the city's populace in the absence of any kind of intelligible identification. The glyphs on his suit resemble Cyrillic however none of the city's European immigrants can understand it either. This hero flies in an upright position and projects energy beams from various points on his body, however there does not seem to be any correlation between these locations and the structural features of the human body. Comrade laser has on occasion displayed a penchant for theme music however his is a strange combination of German techno, Indian sounding vocals and Ukrainian folk music that has lead to collateral damage in the form of bystanders rendered insane by the unearthly melody.

Comrade Laser could be mistaken for a villain if it weren't for his mysterious interventions in mortal affairs being inevitably a force for good, be it saving citizens from crashing aircraft, disarming bank robbers, powering the christmas lights at the orphanage charity dinner, or defusing violence in the red light district.

Tankencarmen is lumberingly slow on foot, as befits a mummy, however considering he can just drive up and then hurl himself out of a car window at you this is not typically a problem. He also appears to be able to summon nearby vehicles to his aid, be they anything from a bulldozer to a segway. All this ultimately makes him a sufficiently effective crimefighter to make up for his poor speed, vulnerability to fire (He usually avoids being caught in a car wreck by exploiting his supernatural affinity for vehicles, being able to either cause a car to continue past its natural threshold or diving out into another vehicle), loose bandages, and stench.

or she has the whole equal use of forces only thing going on - Every time she uses a power for good, she unleashes an equal evil as well, with no control over it's nature. The same applies for evil deeds, if she ever does any- random interventions from the powers of good occur around her.
To make it interesting, these extra powers never cancel the original, and are usually totally unrelated.

That gives me an idea. The only reason Pope Benedict overturned the whole "unbaptized babies go to purgatory" thing was because she pestered him into doing it. When your afterlife is carpeted with the souls of babies its rather unpleasant. I've got an image of her as being the Cultist-chan of modern times.

Speaking of which, the Pope is a superhero in this setting. International level, way above the PC's heads, just part of the setting fluff. Kind of like Comrade Laser.

Metrognome: A short, slightly rotund and dapper man in his late 40s or early 50s. Wears a costume vaguely reminiscent of the Phantom of the Opera, except with a Riddler-esque mask / bowler hat combo. Carries a conductors baton. When he conducts a tune, nearby evildoers find themselves subconsiously moving to the beat, making their movements and actions inherently predictable by those with musical insight.

This, just.. have the beat mesmerize his opponents, so the longer he fights, the slower he will tap, making enemy movement incredibly sluggish. He defeats them by forcing them to wait for the next beat before they can move.

A dude I've always thought of, some due who can recognize patterns, sequences and codes as easily as a normal person can recognize the colour red.
    I call him Enigman.

I have NO idea what he'd be good for - other than hacking at super speed, perhaps.

Maybe he'd be excellent at unarmed combat as well, if he survived long enough to understand and analyse his opponent's technique and modify his own to counter it perfectly.

Hell, given the chance to study anything he could be brilliant at it. After all, everything's just patterns and if you can understand the variables the future is easy to predict.

I'm a regular at /x/, and in a "how do I become creepy?"-thread, I stumbled upon an odd fact: people move in subtle yet recognizable patterns, and thus not moving in a certain recognizable pattern becomes inhuman and freaky.
Enigman would easily figure out any person's pattern of movement within a minute of time or so, and I recon maybe his many years of experience with this 'power' (make him be in his early 30s or late 20s) have taught him how to interpret these patterns in a way to predict "what's next" - resolving in extreme mental reflexes (though not necessarily physical: he might see the boomerang and know it's on to get him, but he might not be fast enough to move away from it?)

I always had an idea for superhero that could create items at will - he's a loveable Chaotic Good scoundrel who'd start off with small things like coins, dollar bills, poker chips, cards - that kinda stuff, in Vegas. Of course his power would grow, and somewhere years down the line, he'd summon an aircraft carrier to drop on the BBEG, complete with fighter jets and fully stocked armories.

Anyone got a good name? Sleight just sounds meh to me.

Hmmm... So let's say Metrognome has his enemies entranced at, say, 58BPM (slow rythm, if I understand the concept correctly?) - this would result in the entranced enemies to move slowly and they wont be able to move until the next beat, giving Enigman plenty of time to calculate every possible outcome of every possible move they might perform?

Shit. All you need now is a mad scientist to build a brain wave transsequencer (aka. thoughtie-talkie) and a Flash-like character who can receive the transsequencer signal from Enigman's brain so he's always a step ahead of the enemy :|

Sir-plus: low level superhero in medieval themed powered armor and an electric greatsword. Inadvertently won a crate containing some decommissioned DARPA gizmos instead of a palette of 2 gross of toilet paper at a government auction. Decided that saving people would get more chicks than being thrifty. Tries to play the "White Knight" character, but frequently becomes poon-minded around women
Pros: Lots of gadgets, bigass taser sword
Cons: Hasn't read the manual, so frequently turns on the wrong gadget or power. Basically a "wannabe" according to the real supers out there

OP how familiar are you with M&M?

    And my two cents.

Mr Manikin. A man who fell into the plastic vats at a manikin making factory and 'survived'. He is now a more expressive department store dummy with all the features. His powers are detachable but fully functioning limbs that can somehow see and hear everything around the limb. Also being not quite alive he's not effected by poison and the like and can be repaired by just melting more plastic into him to patch up the holes, while discolored at first it changes to the color and texture of the original dummy. Not exactly the best stand up and fight hero but with the way his limbs work he's great at foiling defenses.

Also helpful, thank you. I love running horror, or games with a hint of horror to spice them up, but frankly it's not something that comes naturally and while I get praise for it it's something I really need to work on.

Apollo: A huge, bearded man, easily 6.5 - 7.0 feet tall. Hulking, toned and very imposing. Has a gruff, imperious manner which can be construed as domineering and bullying. He projects a permenant aura of doubt - any evildoers will lose their confidence in their ability to defeat him. This effect only lasts for as long as they can see, hear or otherwise perceive Apollo. Otherwise, he's just a bodybuilder with just enough intelligence to understand how his power functions and how to capitalise on it.

Mr.E: A man with minor psychic abilities, he can cloud the minds of others and has even, on occasion, erased all memories of himself from a person's mind. His goals are unknown, but he's been known to do quite evil deeds to get to his ends... though no one knows what those are.
