    The Big Bad rules a communist community that infests the capital city's incredibly complex and unmapped sewer system. Citizens that come to him join the commune and live in mindless happiness in return for their psychic energies and life as a psychic zombie.

    Since the sewer idea is interesting, how does the Big Bad avoid having the army march into his sewer domain? Has he struck a deal with the government? Does he manipulate politics so that there are always more obvious threats than him?

    The Big Bad remains in hiding through a combination of two methods - the government doesn't care because he has made a deal to keep the ultra-complicated sewer system working, which is a pain in the ass.     So, the big bad wanders the sewer complex according to his own MASTER PLAN, but his bolthole is a radioactive chamber underneath the industrial portion of the city. Whenever he feels threatened, he'll run there - he's immune to the radioactivity, and it keeps everyone else away. Additionally, the bolthole is defended by three mutant rabbits which attack all intruders.

    Throughout the sewer, a terrible gas is emitted from the festering waste that is modified by the Big Bad's psychic powers to confuse all that do not wish to join him. These poor, confused explorers can stumble around the sewers in circles for weeks before the Big Bad converts them into just another psycho-zombie.

    So, what is the Big Bad's costume? Giant cape? Rags?

    Whenever he actually speaks, he seems to be terribly confused. Sentence structure simply works on very different rules, and the more complicated it is to you, the clearer he thinks he's being. If he thinks you're really confused, he'll try riddles - which are suddenly spoken in perfect syntax. Besides simple speech, however, he is perfectly cold, an objective watcher. All his bumbled sentences seem perfectly correct to him, and if anyone tries to correct him, he gets very... angry.

    The Big Bad was once a poor scientist, attempting to do good as best he could for the city. He played his part as a doctor and patched people up for some money, but his passion was in experimentation and fighting disease and sickness at a more basic level. Over the years, he became aware of a strange sickness that periodically infested the poor population, then died out. Investigating, he soon became obsessed with the epidemic. Eventually, he found that the sickness came from growths within the complex and overrun sewer network where he collected mold growths for his experiments. Soon he was spending all of his time in the dank underground, experimenting on any specimen he could find and searching for the cure.

    As time went by, his self-professed cures repeatedly failed. Nothing he could make worked, and when something showed the slightest success, it was taken by the more well-known and corrupt scientists immediately. Soon he became far more interested in his research than the people that the research was for.

    Many years later, he was a deranged madman, living permanently in the sewers and conducting mad experiments on the hobos and homeless inhabitants of the sewers. He was repeatedly drawn to a section of sewer underneath the Industrial Sector, where the best mold grew, fed upon by a sort of sewer rabbit. Repeated exposure to radioactive waste there soon gave him psychic insight into the inhabitants of the sewer.

    And from there, the story is obvious. He grew slightly more insane, but remained relatively stable. His experimental subjects became his minions, and his laboratory became his domain. He grew into the background of the Capital City, another patch in its remarkable tapestry. And there he stayed.

    So, that's our Big Bad, /tg/. Two final questions. First: What's his birth name?

    Brother Rot, born Isaac Oilson, was a goody-two-shoes scientist in the poor quarter of the capital city. His obsession with a certain disease drove him to the super-intricate and unmanaged sewer system of the city, where the disease's origin came from. His cures were either ineffective or got stolen, eventually driving him insane with constant failure.

    He particularly liked a portion of the sewer underneath the Industrial Sector, where some radioactive waste had been secretly discarded. The radioactivity caused him to obtain psychic powers.

    Now, Brother Rot rules the sewer complex as a pseudo-communist community. Anyone wanting a pain-free life comes to him, and he takes their mind and psychic energy. They become a rabid, psychic zombie he uses as his minions.

    He wanders through the sewer complex, wearing nothing but a long, tattered, shapeless robe sewn together from scraps of cloth and and plated with pots, pans, and discarded armor. His head is covered by a head and mask of stark, horrifying yellow that has straps draping across the robe.

If the sewers start backing up, there are riots, and the government doesn't want to deal with that. He is also protected from mobs because he is basically invisible - intruders are confused and transformed into psycho-zombies, and if anyone sees a zombie on the street, it usually acts like a drunk hobo.

    A couple ideas, and I can't decide which one I like best:

    1. His wanderings are part of the physical spell that holds his army together. If he were to stop for too many days, his control would begin to decay.
    2. The sewers have been slowly converted into... something. A machine, a trap, a spell (see above)... something. He wanders because he is the only one who knows about it at all, and it has to be constantly checked and maintained.

    Well, his initial mission was to alleviate the misery and suffering of others. In a twisted way, he still is.

    However, the echo of his mission remains, but no context. The more people surround him and are happy, not only is fed psychically but he feels accomplished. That is something that cannot be stolen from him by superiors and jealous colleaques. Anyone who tries to take away his happiness and 'cure' is just another rival.

I was thinking about master plans, and it seems that the government giving him control over the sewer system has to have allowed him to make some really complex plan involving it. I was actually already envisioning massive secret passageways that he's slowly carved and ancient booby traps, but if it's all to protect this super-complex, hiding-in-plain-sight machine, that's pretty fucking epic.

    Yeah after writing it I decided I liked it better too, but posted the first one anyway.

    Maybe the machine is his idea of the real cure... or maybe he's discovered something about the disease that makes the cure dangerous... or something, I dunno.

    I almost want to say it's something immensely sadistic and macabre, but we've avoided going down that route so far and it would take away some of the empathy that makes him so great.
