Clockwork soldiers can go where tanks cannot, and act in ways that a tank cannot. A steam-tank is at a much greater level than mortars, for certain, but the long guns and 240mm shells of the long guns are truly weapons to fear- falling from the sky, whistling the doom of the enemy, the crump of the blast- they'd be akin to the fist of God himself pulverizing the enemy!
