    Depends how willpower works in Charming Spell's world.
    In my opinion, you can control others and lead them down a path towards freedom and independence.
    No person is truly 'free' - we talk to each-other, at the very least, and we affect who we talk to. Psychic connections are stronger, but there's no hard 'line' at which point controlling others becomes bad. Control is good, because you can just shepherd people into becoming even more self-reliant.

    Charmander controls those nearby her with her large psychic aura.
    Charmander, the Chess pieces, and probably Z are the only ones aware of this aura.
    Charmander does not want to force her will upon others, as she fights for the freedom of Pokemon.
    Charmander probably opposes an -enforced- psychic control aura, and would thus find her natural and involuntary one to be disagreeable.
    Charmander does not want to alienate her friends.

    -but-

    Charmander's friends are partially made of her judgment and decisions - anything charmander does, they'll be at least partially okay with.
    Charmander cares for her friends and wants them to know of anything that might harm them.
    Snover trusts Charmander. Charmander does not want to betray this trust.

    If the secret ever starts hurting Snover or Magnemite, Charmander will most likely spam about it. Until then, what Charmy will do In-character is undefined. Probably try to get to grips with the psychic power and control it.
