    The planet is covered in cliffs and cave, with howling fjords everywhere.

    The seas are near-freezing and treacherous, where there isn't icebergs there's cliffs and plateaus, often stretching all the way to the ice above.

    Life revolves around the many caves, and the moors and swamps around them. Almost everywhere that isn't around these somewhat cloistered communities is uninhabitable: nothing but frozen deserts and wasteland.

    RIGHT THEN.

    We have the following military forces on the planet:

    Enforcers: Only a small force, but rather well trained and equipped. We're talking close to guard standards.

    Militia: Almost half of the planet's population has gone in for voluntary military training. It's considered a right of passage, considering the militaristic nature of the Saint the planet was formed in reverence of. The average equipment and training rivals that of the actual enforcers. Mainly civilian by virtue of the fact that they haven't much need for a standing army.

    Standing Army: Not particularly large for the planet's population size, the local PDF has only a scant dozen regiments. One for each of the major cities. They are however, as well equiped and trained as any guard regiment that's ever seen service.

    Armoured Force: The main armored division has only a handful of tanks and transports. Given the hostile and insular nature of the world, there is but one armoured regiment, and most of it's gear has seen better days.

    Titan Force: Amazingly, despite the other lack-luster armor, this planet has something worth boasting about: A single Imperator class Emperor Titan. The only reason it's here is because the local Mechanius have no idea how to get it off-world.

    Private Army/Armies: Rather tiny in size, but a minor Rogue Trader house has it's nominal home here, so it has it's private forces, nearly a regiment in strength and rivaling the guard's stormtroopers, leading the household defense.

    Naval Force: The navy is inconsequential in size and equipment. Existing primarily as a hunting expedition to kill off one of the few life-forms able to thrive here: Fenrisian Sea-Dragons. Not intended for military purposes on the logic that the sea kills far more effectively than any naval power forged by man could hope to.

    Orbital Station(s): There are several orbital stations, but they exist mainly as a sort of border-patrol/early warning system. The continued planet-wide military doctrine is in full effect here: We'll hunt down whatever this fucking planet doesn't murder and finish the job.

    Missile Silos (planet): A few short-range anti-air types. Nothing long range because it'd just hit the ice and possibly cause a small collapse.

    Missile Silos (orbital): Only enough for point defense. Local leadership has decided that if the multiple moons somehow managed to not swat them down, they're either clued in to the best way to navigate in, or they've earned the brutal slaughter waiting for them on the 'ground'.

    Defense Lasers: The most potent weapon in the limited space arsenal. Capable of gutting a capital ship from Stem to Stern. The could only afford the one though.

    well due to the highly trained and indoctrinated populace of the planet democracy actually works. The training and indoctrination lead the populace to make decisions in line with the wishes of the imperium and the fact that this is a shrine world it would make sense that their politics is heavily influenced by religion keeping them in line so far as the inquisition is concerned.

    I thought after my last thirteen years serving as the regimental Commissar to a Valhallen regiment, I'd seen cold. Fool that I was I left Perlia thinking that following in the footsteps of my hero and mentor, Ciphas Cain, might be a quick and easy route to getting his fame and glory.

    After a few years of hard fighting, earning some respect, I ended up with a mixed gender Vallhallen unit: The 222nd Scout Infantry, sometimes called the Ice Devils. I thought for sure the Emperor was smiling on me.

    As my old mentor would less than piously say: “The Emperor has a pretty frakking terrible sense of humor.”

    Sure I got some heroic accolades, a few statues here and there, adoring fans, women in every port want their own 'Hero of the Imperium'. I'm starting to see why Cain loved the quiet life. I'm not even half the courageous hero he was (though his stress on making sure the rank and file love you has kept me alive so far, praise the throne) and I already wanted nothing more than to retire.

    When word reached us that we'd be going to an Ice-world, morale was at an all time high. Since I'd joined the regiment, we'd only seen one from orbit before being re-routed to a desert hell-hole. Well now we got to go kill some Orks on an ice-world. Our proverbial dream-job.

    Donning my great-coat, more for ceremony than anything else (Valhallen affinity for the cold must have been rubbing off on me), I went to attend the Lord General's briefing. My aide, a young miss Amelia Dremmond, fell into step beside me as we walked down the halls of the ship.

    “Commissar Harris, I found the local ecology data you asked for.”

    “My thanks Amy. Tell me, what do you know about this Shrine World?”

    “I know that, but I wanted your personal take on the matter. You've seen so much raw data over the last few days that you'd be as valuable as anything I managed to skim on the way to the meeting.”

    “Uh, well, it's a shrineworld dedicated to Saint Avidar Norvit.”

    “Not exactly a household name.”

    “No sir. He was courageous and wise, but he also had.... It might be a bit too kind to call it an 'abrasive' attitude, sir.”

    “This planet, first and foremost. His world of birth had seen an Exterminatus order by the Inquisition. After they got as many people out as they could, the Deathwatch used a special planet crushing device to literally rip the world to pieces. They only had time to ferry the survivors to the only world in system: what's now called Vernai. Apparently, one of the short-range colony ships actually crash-landed, breaking through the ice on the surface into the world below. A small hive was built on the surface, but it took almost three decades to build down far enough fo them to see past the limited promethium veins that were thought to be the planets only resource.”

    “What did they find there?”

    “The first miracle of the Saint. He managed to get his people out of the wreck more or less intact, and started a settlement. Apparently, above the surface of the ice, the temperatures get so cold the planet is actually considered a deathworld. Below the surface, there's another ocean almost 15 kloms down, with the massive Sky of Ice above them.”

    “Something to do with the planets plates. Enough water deep down gets superheated from the planet's core and that keeps the water mostly thawed, with massive mountains and plateaus keeping the surface ice supported. Apparently it's considered one of the largest natural wonders of the Imperium.”

    “We're Guard sir. The Galaxy's a big place, and we don't get sent places to sight see.”

    “Fair enough. Anything else?”

    “Well, about this point the Saint decided that he'd beaten the planet, so he needed to go find something else to kill. Within a couple of years he had the backing of a couple of Astares Chapters and was ripping apart a minor Orkish empire a few systems spin-ward. not quite a century later he pacified the system, and returned home to a well earned retirement. He passed away shortly thereafter.”

    “Peacefully?”

    “No sir. He contracted a Rogue Trader to capture and bring in Ferensian sea-dragons.”

    “What? Why?”

    “Sport hunting sir. Legend has it he died beating one to death with a power-hammer because he thought his old bolt-pistol wasn't giving them a sporting chance.”

    About then we arrived at the Lord-General's office.

    The Lord General Grivald was a rather kind man, at least to his subordinates. We were to be the first detachment to the surface, to ascertain the situation on the ground.

    I was pleasantly surprised that it wasn't quite the scouting mission we thought it would be.

    “What do you mean, 'no sign of the enemy'?”

    “Well sir,” The local youth assigned to be the envoy replied “After our orbital laser destroyed the space-hulk, only a couple of shards ended up making planet-fall. Only one of those made it to the surface, and it hit the water.”

    “In this so-called 'Sea of Dragons'?”

    “Yes sir.”

    “And then what?”

    “We had our Titan blast it sir. Several hundred times.”

    “TITAN!?!”

    “Yes sir. The Imperator class Emperor Titan, 'Terran Glory'. After it slagged most of the hulk's remains, the Sea-Dragons attacked the wreck. We estimate that perhaps a dozen orks made it to shore. From what our scouts have found, it seems they went to hole up in the caves.”

    “What's in the caves? Why would they go there?”

    “Well sir, the caves were one of the older Imperial settlements, before the proper cities were built. As for why... Everything they've done so far implies that they're hiding sir.”

    “From the PDF?”

    “No sir. It seems as though the local ecology scares the hell out of them.”

    Later that evening I met with the Colonel and my aide.

    “So you think we should tell the Lord General the situation's under control, but that we should stay here to 'supplement and advise local troops'?”

    “Yes Colonel. I'd say we've earned some shore leave.”

    I did a quick mock-up of army colors, tried to do mostly blues and grays because of the Chapter name/Location.

    By the way, something funny? Looking at the way we do siege breaker tactics, the way this thing is built, we're like the exact opposite of the Imperial fists in every way.

    In this chapter, they're given the option of either choosing another line of duty, or continuing down he path to try and become full Astares.

    Some of them turn out fine.

    The others are given a chance at an honorable death in battle, and grow gene-seed for the next generation.

    The Space Knights company isn't a dishonor: it's a show of mercy and compassion that most marines don't do.

    Lots of Armor. Every squad outside of the Scouts have either a Bane-Blade or a Landraider.

    We also have a much higher number of specialists in the Chapter. Tech marines are almost a third our number, we have a Chaplin in every Squad, and we have enough Librarians that they warrant their own company.

    Hell, first company? Almost entirely Terminators.

    Here's how the Ice-Serpents go to war: We pretty much drop enough tanks to conquer any three Chaos Controlled Forge worlds right on someone's door-step and ruin their day.

    Wars take an average of two-three days as compared to the normal 2-3 months.

    They are moving fast enough that approaching the planet is like running a gauntlet.

    Besides, there's a perfectly reasonable (for 40k) explanation for the planet to not rip itself apart.

    The plates are actually thinner than normal, keeping the water thawed due to the planet's heat.

    The steam asnd such is naturally attracted to all the constantly forming cracks in the 'surface' ice. Once there it freezes instantly due to how cold it is outside. Due to the insulating effect of ice, and the extreme cold up above, the ice in many places is rather thin. meaning not much is needed to support it. Other than the occasional break from something falling in (all of which are sealing in a matter of minutes due to the steam/frost dynamic), the whole system holds itself together rather nicely.

    The idea behind this theme was to create an "anti-" Ultramarine: a clear break from the progenitor chapter but one that keeps some of the cooler trappings (big gold eagles, white helmets for veterans).

    For fluff purposes, as the Ultramarines are essentially Rome this chapter could be like Roman Britain. Whilst politics rage on in the Imperium they have the Scotti- er, Orks, to worry about. The rich elite on our ice planet all like to claim distant heritage to Ultramarr but the Chapter and other armed forces are dangerously independent.

    Xomula was a swampy oceanic high gravity world beset with Xenos. And the Xenos worshiped Nurgle, everything was toxic and at times the High Tide came rolling over the little islands and anything outside the sealed hive cities was gone.

    Chapter Relations:

    Emperor's Nightmares are apparently bros. Since they were established for the defense of a certain area of space, I can only assume we're nearby.

    Space Wolves seem to think us a bit uptight, but considering that if you traded their 'enthusiasm' for disciplin we'd be all but identicle we get on well enough.

    Ultras all but openly hate us. They would consider actually going to war were it not for three facts:

    >Enough people in the Inquisition and other Chapters would be opposed to such an action that they couldn't even consider the attack.

    Salamanders get on with us rather well, considering we consider the people of the Imperium our first priority, not personal glory.

    Dark Angels like our combat discipline, dislike the fact that we consider some things more important than victory.

    Imperial Fists Both love and hate us. On the one hand, we're pretty much as far from how they think and act as can be without falling to Chaos. On the other, we compliment their battle strategy perfectly, and the one campaign we served together on lasted seven days instead of the projected seven years.

    I think it wouldn't be too hard to extrapolate other chapter's dispositions from that.

    I think that since we're warriors, chosen of the emperor to boot, we'd be welcomed and loved on such a militaristic shrine-world.

    We also share a building with the local order of Sisters.

    I say that the locals do most of the grunt work like cooking and cleaning, maybe in exchange for some training. Hell, worked for the Nightmares, and would go a long way towards explaining why the local military is so fucking horrifying. The things we don't trust the locals with can be handled by Full Brothers.
