I figure since I’m fairly good at going from Macro to Micro and vice versa, I will share with you some observations about how EB systems work, because GMing can be a bitch, and you're designing a new system.

Ignoring diplomacy and alliance, on first glance, it seems like every nation gets a roughly even deal in systems with a limited number of actions per turn. 4 actions, with a 40% chance (going from recruitment as a base) of success on a secondary goal or progress toward a primary goal, with primary being viewed as more advantageous but harder to achieve. However, this is thrown off whenever a player starts to acquire military or institutions and units that act independently from base actions in a similar fashion.

For example, I had an espionage division and a set of mages last game. With them both rolling a d10 as though they were military (later limited to just the espionage division) I was achieving roughly the equivalent of a successful action once every two turns with espionage. I assume magic would have had similar results.

The British have arrived

The result? I would have had roughly 167% of normal output by varying my goals and means of production. This means that a state that pursues a course of action like this one has a statistical advantage of 5-3 against any nation that doesn’t.

Now onto Macro. Almost always, save with players who have a hard on for alliances or with established reputations with their neighbors, no one will ally up or play the diplomatic game with you until you have armies. Armies, in this sense, are a multiplier in diplomacy. Assuming diplomacy means achieving goals and acquiring tech, this means that whoever produces a military can begin diplomacy sooner, and thus the nation with the higher production capacity multiplies it’s capacity for advancement. Combined with the above micro observation, it means that whoever pursues military, and whatever operates like military, has a disproportionate edge on everyone else. Soon, you get the mega empire. This isn’t necessarily a bad thing, but may not be what you intended.

As for the kingdom of Yang, what do you say to some sort of port lease? Lands in the chinese mainland would be trouble to manage if not contiguous with the korean pennisula.
