    War. War never changes. In the year 2077, after decades of rising hostility, the world's two great superpowers engaged in a all-out nuclear exchange, showering the surface of the planet with A-bombs and radiation. While this atomic holocaust consumed most of America, some citizens were lucky or privileged enough to find shelter in huge vaults designed to seal them below the surface until the world recovered.

    For decades, life continued within these cramped subterranean prisons. New generations were born and raised underground, generations of people that never experienced the open sky nor the freedom of the open road. Over time the vaults became strange and insular communities, cut off from each other, and cut off from their history. When at last the blast doors opened, the vault dwellers found nothing but a harsh wasteland filled with madmen, monsters, and strangers whom they could not recognize.

    Now, two hundred years later, mankind has been broken into a thousand fragments: gangs, tribes, clans, and cults. These diverse groups compete over the remaining scraps of technology and nearly depleted natural resources. They fight their petty battles in the shattered ruins of the old world. And although they fight on a smaller scale, these conflicts are just as bloody and insane as the Great War that reduced the world to ash. Because war...

    You awaken to the terrible sound of an alarm. It's been ringing for some time now, slowly hammering through your hangover. Your Vault Tec DormoPod is identical to Louis Cypher's pod, a six foot by six foot metal room with a time-locked blast door, except yours is much more 'lived in'. Barbells and empty liquor bottles litter the floor. Dirty plates fill the sink. Your old bras and stockings hang from your semi-private data-terminal. Some weird mold is growing in the corners. It's a total fuckin' pit in here.

    In your all-purpose container you have two JUMPSUITS labelled §R, and one BIOSUIT for working in sewage. You have a TOOLBELT and a MONKEY WRENCH, which can also serve as a head-whacker. You also have a set of lovingly crafted BRASS KNUCKLES (Unique Weapon: Official Stamp). You have a HIP FLASK, a present from your father for your 21st birthday. On your wrist is a Pipboy 3000 upgraded with a radio-chip and a photometer.

    On your shelf are over a two dozen unopened bottles of prescription PILLS. Most of these pills are 'Burblissine', a chem commonly prescribed for anxiety, clausterphobia, Vault Depressive Syndrome (VDS), and General Lack of Pep (GLP). It's side effects include headache, nausea, dry mouth, addiction, and permanent psychosis. Ask your doctor if Burblissine is right for you.

    The blast door to your pod is unlocked, and has been for some time. The lights are all off, both in your pod and throughout the vault, but the blinking lights of electronic equipment and tritium betalights provide a small degree of ambient illumination. The darkness doesn't really bother you, because you're part of the NIGHT SHIFT. You have CYBERNETIC EYEBALLS that allow you to see in very low light, but which make bright lights painful to look at, especially with a hangover.

    You stumble out of your DormoPod into your suite, a 6 by 6 meter room. There are two pod doors on the north wall, A & B, and two pod doors on the east wall, C & D, including yours. There is a data terminal by each pod door. A kitchenette covers the west wall. There is an exit on the south wall. In the center of the room is a table with several chairs. Your roommate, CHANDRA ESTABAN, is already up. She is doing dishes in the kitchenette sink, happily humming to herself. Usually you like having a girly-girl suite-mate that cooks and cleans, but mornings like this she really pisses you off.

    You also have two more suite-mates, Harold Berlin and Louis Cypher. You've never actually met them, because they work on the Day Shift. It's only due to Vault 50's serious overcrowding that they put two boys in a girl's suite, something otherwise unheard of. For some reason, a faint smell of smoke comes from Louis's DormoPod. That's odd...

One window opens onto a jury from the Day Shift, and the other opens into a dark room where the jury from the Night Shift sits. On the wall hangs a huge American flag with fourteen stars. The security officers strap the two PCs to the chairs.

    The Vault Overseer, Theodore Makaluna, enters the room. He paces around you, shaking his head in disapproval. He's revving up for a monologue, you can just feel it.

Either of you could have risen to high positions within Vault 50.     Even as no great brain in the Vault, Laya is going to be better educated and a better thinker than the majority of people outside it. She seems to have at least some level of skill at engineering and/or the maintenance of machines.

    Louis is more skilled and in particular has scientific - primarily chemical - and medical training, which is really valuable.

    So there's a place for both of them in the majority of stable Wasteland communities, I think. Those are valuable skills to have in a community.

    The thing to do is hit the nearest non-Vault civilisation as soon as possible, but obviously we don't even know that these things exist right now. So we should go to whatever pre-war structure we do know of that seems most likely to have survived or still been inhabitable after the war.

    This part? This thing here? Let's not. Raiders are fucking nutjobs. I don't object to creating ourself a little paramilitary force but raiders are not the way to do it. Even most tribals are better disciplined than most raiders.

    If we find some disciplined, not-psycho raider group then sure, but it'll probably be much harder to take control of that. I think we should just take the muscle that comes our way. There are plenty of people whose most marketable skill is with a gun looking for work in the Fallout universe.

    I don't necessarily think the terrible image raiders have is the thing to go for either. I mean, we want to attract people to sign up with our group (if we'll have them). We want to not be hated by everyone, because that makes controlling them easier.

    I definitely think the stim idea is a great one, and it's probably the easiest thing to go for first. We can start out providing stims and meds and hire muscle, muscle out our competitors, and start growing larger and larger. When we have the capability we'll look into biodiesel.

    We have no choice but to start small, but we have abilities that will help us get bigger.

    We could even go merchant, if we can build up a stock but don't have a great location yet. I think finding an out of the way location is potentially a good idea, I think we'll struggle for success setting up shop in a city which probably has an established doctor/chemist already even if we won't have much problem actually selling stock there.

    I think if Laya can get a good rifle and she's any good with it, her night eyes will be a pretty big asset. We can probably clear out small raider camps just by spooking them and picking them off at range.

    We could probably hire some merchants to hoke our goods for us once we're large enough, but then they might make off with our money. We could hire mercenaries to 'guard' them and make sure they bring back the profits, but they might split the cash with the Mercs and leave the state.

    Maybe we'll arrange it so they bring the money to us, and pick up the product themselves? At least, until we can pay people to murder merchants that steal from us.

    Maybe I'm getting ahead of myself.

    First, we need to find a weapon or two, a safe place to hole up, and a city to buy food and supplies from. So we don't, you know, starve.

    Another problem is water. We'll have to find a clean source so we don't die of radiation.

    Maybe we can find some way to clean the radioactive water, and sell it as pure water?

    Well Fallout does have magical anti-radiation medicine. I'm sure that shit probably comes in water soluble tablets or something. Maybe Louis can even make them.

    A town is probably best in the short term though just because it takes care of the food and water issue. If we can pay out way anyway. Then we start getting a grip on things.

    That's actually a really good idea.

    Laya seems like she's almost MEANT to be an assassin, really. Get her some camouflage, or one of those Chinese stealth suits, and she'll kill everyone in the building before they can turn on the lights.

    Or not. Either way, clearing out a raider camp in the middle of the night could be a great way to get a base of operations without going to all the trouble of fortifying it.

    So, to do list:
    1. Find civilization (They've got things like the atom bomb...)
    2. Get income coming in, avoid dying
    3. Get Laya a gun
    4. Kill ALL the Raiders!
    5. Use Raider camp to start pumping out chems, get more income
    6. MAYBE think about getting on the stuff the Overseer told use to do. No rush. They aren't really going anywhere, are they?
