Well you have to remember that the TG and the TSAB are on opposite sides of the Iron Mahou Curtain. The Institute and the TG are both agencies of Meta-Earth.

Given that we use majaikal Devices and have textbooks on Mid-Childean magical system, but have a working agreement with the TG, it sounds like the Bureau is a neutral organization in the Meta Cold War.

Basically the base setting of having magical devices as focuses for powers / armour came from there as did the Beureau idea we diverged from that pretty hard as soon as we got rolling though.
