    You are former Imperial Navy captain Elyssa von Braun, the newly appointed Planetary Governor of the planet Daysimir following the previous corrupt, incompetent, and, as it turned out, Tau-Sympathizing Governor Rodoris Caliphate the Sixths removal from office for failure to pay the Imperial Tithes.


    The world itself is somewhat larger than Terra and has gravity roughly 10% higher, along being notably richer in mineral resources, it also has deposits of several useful substances not found on Ancient Terra. It's population of 3 billion 32 million souls (The old Governor was fastidious about keeping up population census, if nothing else of practical value) is spread more or less evenly across the single inhabitable mega-continent of Daysimir, stretching from pole to pole and containing a wide variety of environments. The planet is dotted with smaller island chains and landmasses, but due to harsh climates they are populated only by research and weather-observation outposts, along with the occasional goat herd that remains only because they have no means of leaving.


    Aside from divergent continents the planet is practically the twin of Ancient Terra, having been terraformed and seeded with Terran life forms during the Dark Age of Technology, the planet has both a massive moon similar to Luna and a range of trace minerals nearly identical to Old Earth, meaning that the population of Daysimir, unlike most other planets in the Imperium, does not require regular supplementary pills to make up for trace minerals that the planet is deficient in.

    The people of Daysimir are a hardy, independent, and freedom-loving folk, heavily armed and used to telling authority figures to go to Hell when their interference becomes annoying. Many of them were veterans of the conquest of the planet by the Tau Empire, and the following guerrilla war to free it. Resistance forces eventually won with the help of Eldar strike-teams from Exodite worlds in the sector and a nearby Craftworld. After 12 years of bloody guerrilla warfare beside their Eldar allies, along with the occasional Gue’Vesa or Kroot Turncloaks, the people of Daysimir shed the Imperial propaganda that the Ecclesiarchy had managed to hammer into the population after Imperial forces shut down their trade with nearby Xenos Empires. Since the end of the war the neither the Ecclesiarchy or anti-Xenos propaganda have been welcome on Daysimir, and clandestine trade with old Eldar allies continues in the wilderness to this day, far from prying eyes.

    It was because of this bloody-minded independence, martial spirit, and near-total disregard for the ancient Laws of the Imperium that Governor Rodoris was blocked from tyrannizing his people, by fear of a planet-wide rebellion, and was thus limited to squandering tax money on a lavish palace and personal pleasures instead of holding his populace in an iron grip as he had intended. The Governor was eventually removed from power when he began cracking down on the ancient civil rights of the planets citizens. Imperial authorities in the sector feared that a successful rebellion (As the PDF had atrophied from constant embezzling of funds for several decades) would encourage unrest across dozens of worlds and removed him from office. The planet is also unusual in that most positions normally held by Techpriests are instead occupied by civilian engineers and technicians, leaving the Techpriests in control of only the most complex and advanced pieces of machinery and greatly reducing the amount of influence the AdMech holds over the planetary government. The population of Daysimir boasts both a very low rate of mutation and almost twice the number of Geneseed-Compatible citizens, making it a popular recruiting world for fleet-based Astartes Chapters.

    The planet is also home to several million Ogryns living in tribal groups on the northern reaches of your world, which has had the effect of making your people far more tolerant of Abhumans and even more mistrustful of the Ecclesiarchy. Until the Tau occupation and Rodoris the Sixth’s disastrous appointment to Governor, it was customary for the Regiments Ogryn attachment to simply be recruited from their homeworld.

    The Nobilis Proscriptae Sector is located on the farthest reaches of the Eastern Fringe, being far enough away from both the Tau Empire and Ultramarine space to keep interference by both parties to a minimum. In the immediate sub-sector (Called Kri by the local merchants) there are three Civilized worlds, eight Frontier worlds (Backwater Civilized worlds with little to no Imperial presence, often ignore Imperial laws concerning trade with Xenos, although this is true of most of the sector) one Feudal world, and a Death World that is the proud home of the fiercest and most highly decorated Regiment in the sector.

    In the sector at large is more of the same, a mix of Frontier and Civilized worlds with a peppering of feudal and feral worlds. In the capitol system of the sector there is one Hive World (Magnoris, the Sector Capitol) one Forge World, two civilized worlds, one Agri-world, and a very lucrative asteroid belt mining colony.

    Of the Xenos presence in the sector, there are four major Empires: The Xin'Tar Warrior Hives to the "Southern” edge of the sector, the Kraan Hegemony to the North, The Jarki stars to the center of the sector, and an unknown reptilian race run by a "Cabal" in the East (And that's right near you!). There are also five Eldar Exodite Worlds, three Ork worlds (which are a constant pain in the ass) and one Daemon world (Which is a bigger pain in the ass to everyone than everything else in the sector combined). There are also several dozen minor Xenos races whose dominions extend over only one planet.

    There is a nest of Genestealers festering beneath your capitol; they have apparently been breeding domesticated Hormagaunts smuggled from the same Tyranid-threatened world they came from.

    The Iron Dragons Chapter has come to aide you in cleansing the Genestealer infestation. They have also shown interest in putting down roots on your planet as a Homeworld.

    A message has been sent to the Sisters of Battle and Ultramarine forces en route to deal with said Genestealers that the Iron Dragons are already on-site and dealing with the problem. The Sisters have sent back an affirmative and are changing course to engage a particularly troublesome band of Ork pirates, the Ultramarines have simply replied that they will be there shortly to “Clear up this matter” and have remained silent ever since.

    Infrastructure repair is 68% complete.

    Your capitol has been renovated to serve as the “Las Vegas” of your sector; tourism has been halted for the moment until the Genestealer crisis is taken care of. (Will become a +8 Currency income from tourism per year when the Spaceport is re-opened)

    Orbital Defense repair is 40% complete.

    The PDF is re-armed, trained, and enlarged.

    Contact the AdMech about procuring improved lasguns for the PDF and personal guards, and selling the old stock off on the civilian market.

    Consider converting the moon of your world into a massive orbital defense station and shipyard.

    Consider changing the name of your planet to something more “Grimdark” at the behest of citizens who are tired of being called “Daisies” by off-worlders.

    Discuss starting up a Xenos-Artifact distribution business with your RT friend, allowing Xenos merchants and human buyers to trade freely using Rogue Traders as middlemen to put a “sanction stamp” on Xenos artifacts to prevent the Inquisition from having cause to come down on you.

    Exclude ship construction beyond repairs from the resources deal. Mining the resources for a cruiser or something like that would probably do lasting damage to the planet.

(Davos proposes that the Iron Dragons uplift your tech level from High Space (Somewhat more advanced than modern-day Earth) to Mid Imperial (Locally manufactured Cybernetics available for wealthy citizens, tech level high enough to manufacture most Imperial Guard weapons and vehicles without off-planet parts and experts)

    oh wow, I'm actually around for the start of this.

    This genestealer problem lurks beneath a heavily populated area, correct?

    If we could evacuate the area, could we have a ship lance the site from orbit? We set up an outer containment zone far enough to be safe from the lance strike, have the marines hold the inner area and then fall back to our positions before the lance strike?

    We can't really risk such a dangerous infestation surviving this, and the lance should be able to crush the center of genestealer resistance allowing us to mop up the fringes.

    this could be overkill, but might lower our casualties in the long run.

    Heck yeah, we're towing it back. Ask if the Marines would be willing to sweep it first, make sure the tyranids didn't put any sleeper agents onboard while it was a derelict. They love doing that. Would be a great way to train some PDF too.

    The munitorum guy will want to hike our tithes. If we let him do that we'll slow down ALL our improvements. Try to explain to him that we're undoing a whole lot of idiocy, and if he lets us build up first we'll be able to produce a lot more for the Imperium than if he starts squeezing now.

    Whoever keeps trying to get the sisters here: You are going to get us blamm'd for heresy. Our people, at ALL levels of society, are trading with xenos and have xenotech.

    They can dock, recover, build a church or two, but then we need to send them on their way.

    Davos bends down and presses his ear to a handheld radio. Then he clears his throat. "It... Would appear that over three and a half times more Promethium was used than was planned on. There aren't any casualties so far, but we have a lot of badly burned PDF and News people to evac to the surface. My men stayed behind hard cover and the Astartes...are, well, Astartes."

    He grins. "At least we know that the Tyranids have been well toasted."

    Also see if you can try to do some agriculture reform and improvement, more tech/manufacturing means more people in the cities, and a bigger food drain, furthermore you can use the extra food for tithes/cash.

    While we're in space repairing the orbitals, see about the fesability of mining on the moon and conduct a mineral survey, iirc Luna has valuable metals are ores that are much rarer than on Terra (I.E. Platinum.)

    The Tithes demanded of Rodoris before his removal come to 60 Currency and 350,000 Men. The monetary Tithe may be raised a bit if the Tech Level is raised before he arrives, and if you have Chimeras in local production then you'll be bound to supply a few of those too, along with supplying all the Chimeras your Regiment needs (although producing your own vehicles will grant you a tax break big enough that you'll come out slightly ahead).

    Guys, I got an Idea.

    We make a movie about the overthrowing of the corrupt governer.

    Typical hollywood action movie, former govenor a ruthless tyrant, scheming along with his cronies with the evil tau for personal gain, with the resistance as brave heroes fighting to keep their world, with an obligitory romance, ending with the corrupt dictator overthrown, and a good, well functioning governemt established at the end, at the end it'll be dedicated to "the brave heroes who saved our world".

    It'll make huge money on this world, paint us AND the resistance in a favourable light, which will boost relations with them, and it'll make the ex-govoner and his cronies look even more dispicable, we can even sell distributing rights to other planets in the sector to make more money!

    Like import some deadly beasts, and dump them on a couple of islands, then we could have the pdf train there like it's a minature catachan.

    Naturally the islands would be forbidden to non-military/support personnel, to prevent poaching/theft of animals/flora.

    Care would have to be taken to only use plants/animals that couldn't overrun the entire planet though.

    Naturally this would only be implemented when we have a bunch of money around.

    Even if we can't get the animals/plants to live on these islands, we'd still have a bunch of islands with harsh conditions isolated from populations, which would be good for training, albiet less effective.

    I forgot to mention, Grow the mystery seeds in seperate, isolated greenhouses, preferably on one of those isolated islands, that way if any of the seeds are dangerous, they can't spread.

    Equip each greenhouse with flamers, if some plants try to go catachan, torch the entire thing, better to lose 1 greenhouse than have a deathworld.

    Later we should grow the seeds in the isolated greenhouses with conventional crops and the new wheat to see if they advesely affect them.

    Only plant seeds that aren't harmfull and don't overwhelm the ecosystem outside of the greenhouses, after they've been tested throughly.

    I think we should focus on building up our agriculture and tourism for funds before focusing on industry at the moment, as they seem to need the least amount of work to get started. Tourism can be split between Gambling/Urban shit like meuseums, and Eco-tourism, like recreational fishing and the like, Eco-tourism should take very little infastructure to set up, as the attraction is the natural environs, while we use the surplus artwork for our urban works.

    Since the planet is larger than terra and less than 1/2 current earth's population, we should have vast untouched land for agriculture/tourism, which would benifit us immediately as opposed to heavy industry, which is more useful when we have a higher population, and more developed infastructure/technology.

    We should use the funds we earn from Agriculture/Tourism to fund the development for infastructure/defence/industry.

    The populance is quite willing to rebel if we start acting like the last guy, and we have a chapter of astartes who would respect us significantly more if we put the people before ourselves.
    I think that for even one money unit we could have a specops squad guard us, and would be at least as effective as a single mutant at protecting us.

    (I suspect some of those possible purchases are deliberately useless, like the ring weapon and gold plated helicopter. Choosing badly on what to buy could lower the opinions other characters have of us, while choosing wisely may raise it.     I'm not really following the quest, but here's a suggestion:

    Recruit from loyal and educated men, perhaps even Adepts, to make an institution of Political Officers within the PDF. Like the Imperial Comissars, but less shooting their own men (or shooting in general), more inspiring speeches and education. They shouldn't need extensive martial training, as their chief assets would be charisma, courage and loyalty. They would be given extrajudicial powers on the battlefield, like the Comissars, but we should instruct them to prefer bonding with the troops, preaching patriotism and the Imperial creed and dealing with psychological concerns (such as preventing conflict and fostering teamwork between recruits) over coercion and punishment.

    If we can get a loyal and motivated backbone for our forces that would be well-liked by the average trooper, this could improve morale a lot without a great cost; literally all we'd need to do is select candidates carefully and pay them well.

    Aside from that, the purpose of the Tithing system is that a planet sends only what troops it can spare off to war while leaving plenty for local labor.     It was thanks to the Iron Dragons that the Genestealer conflict was resolved so easily, we could've done so purely by ourselves, of course, but with many more lives lost than with their help. (This should help us play up both the skill of the Resistance and PDF, but also the Astartes.)

    We're a naval officer, we got where we were by manauvering ships in space, so I doubt we have much skill fighting in ground combat personally, I'd stick to Botler/Carapace if we have it, rather than buying personal gear.

    Training up your civilian Engineers, Technicians, Mechanics and the like to further reduce the number of things you ABSOLUTELY NEED Techpriests to operate and repair is 40 C without uni and 20 C with. Uplifting your planet to High Imperial (Can make pretty much anything up to small starships) costs 300 C, or 600 C if you want to have native Mechanics trained in how to use the new shit instead of just bringing in more Techpriests.
