Alright hold up. Without magic or magi-techology, they're going to have a hell of a problem with climate issues on this world. Look up something called hurricanes or tornadoes in the historical archive. Maybe even a global warming or cooling effect from atmospheric chemical buildups.
What if this world has a new type of resource that's a super energy dense liquid? What if this new liquid was able to give them the ability to power huge iron machines that could move at lightning fast speeds. With this, they may even be able to build iron birds that can fly at the speed of sound (a stretch I know, but this if a fantasy setting after all)! This could also be adapted to civilian use, and people would use these machines to travel vast distances almost trivially.However, there is a twist to this. What if the resource was being rapidly exploited, and that there is no way to make more. I image there would be wars being fought using new technologies in order to secure this resource. We could also have technologically undeveloped peoples who happen to be sitting on massive amounts of this resource, and have them in conflict with the larger powers.
What if everyone in the world carried a small electronic device that allows them to communicate to everyone who also owns a similar device? Also, this device is constantly used for recreation and provides people with music, video games and movies 24/7.I know it's a little stretch but if this is going to be electropunk, let's make it all out electropunk.

And then they own most of Europe, except for Britain and Russia, because the Italians and the Austr-Hungarians and everybody is on their side. Also, the Germans should be the bad guys, so maybe they should do things like burn books and say they own the entire planet. And maybe they could start killing certain people for no real reason, too, just because they hate people and they're evil. And their uniforms should have skulls on them, so everyone knows they're the bad guys.Anyway, so the Germans own most of Europe, right? But they decide to invade Russia, because the Russians are Marxists in this universe and Germans hate that for some reason. And it looks like they'll almost take over Russia, and there are all these battles where the Russians get completely annihilated, but then the Russians barely stop them outside of Moscow, even though lots of Russians die. But the Germans are going to just wait until the winter is over, and then attack again.

So then the Allies are moving in to Germany from the west, and the Russians are coming in from the east (Because they defeated the Germans in Russia too) and eventually the Germans surrender to them. And then the allies make the Germans promise never to be evil again, and they all become good guys.
