What is this?
Pax Americana Posits an alternate reality where half the Enclave rebelled against genociding most of North America, and by extension, the world, because the inhabitants were genetically deviant from what the president viewed as perfect. These rebels blew up the oil rig and left for the american midwest. Once there they encountered Brotherhood of Steel outcasts and become the New American Union (or the Brotherhood of Enclave, depends on which you prefer.)

So a quest?
Civ quest, standard rules, we take actions based on a vote system, I display results and throw in sidequests and events. Discussion and commentary are encouraged.

Okay last I checked on dood wanted full disclosure but 2 other doods wanted half disclosure, at least 2 doods wanted to roll up in a vertibird, and at least what 1..? 2? 2 doods I think wanted us to hide our power level.

In case you have no idea what I'm talking about, Samson, a frighteningly intelligent supermutant with an army of humans, ghouls, and super mutants has been laying siege to a slaver stronghold called Salvation city.

He wants a new homeland for the mutant people and is willing to share it with humanity, or so he says anyway.

So what's it gonna be guys? hidden power level, or semi-revealed power level? Or full disclosure?

Tell him that from what we've heard, our goals are very compatible.
We just met, however, so we can't fully trust him, and he can't fully trust us, for an alliance.

The Vertibird and T-45b's are because the tribes would have seen the Vertibirds we sent to take care of the Yellow Clubs and Red Signs, and with all of the flying about we do for scouting, I doubt that Samson's scouts haven't noticed them yet.
However, they would have seen only one, at most two, so we can still hide the bulk of our air force.
Having 2 Vertibirds is reasonable for being refugees from a military bunker.
Same with having a set or two of the older T-45b power armor.

New boston is a decoy town, a false capital meant to fool anyone who sees it into thinking we're a group of heavily armed vault dwellers who were forced west when raiders attacked us out east. The town of workers, farmers, and travellers that has sprung up around it is real enough, but the fortress is more than a decoy, its a secret military base with an underground bunker, false walls to hide security robots and secret caches of advanced technology to give us the homefield advantage if we're ever attacked here. The troops call it Fort HellMurder castle when no one is listening.

Salvation city is a place built on greed and corruption, they've funded raiders and slavers for years and reaped a profit of blood and misery. not its biting them in the ass. Samson, a super mutant, has gathered his army outside their gate. He won't stop until he's smashed down the doors and Turned Salvation into his capital.

What, you think a town that suddenly sprung up in the region over the course of a single month is going to have a fully operational industrial base?

Samson's army has been in this region for at least weeks, to months in this region, blockading trade that was going to Salvation City.

He already knows that we have a developing industrial base. He just doesn't know what our tech level can be once our industrial base is stabilized.

That's what the Vertibird and T-45b armor is supposed to show; a city-state that could, given time, rival the NCR in terms of technological power, and who is amenable to being an ally because of similar goals and ideals.

Not wanting to take Chances Ozz has a T45D brought up from the sub-basement. He slips into an interface suit and has a pair of techs help him don the primative power armor. One of the drill seargents walks him through basic Power Armor SOP and eventually he's ready to go. Ozz slides on the leather weapons belt for his plasma pistol and officer's sword. One of the techs asks Ozz if he'd like some decoration for the armor. They've been screwing around with ceremonial touches in their spare time.

Enclave: The Enclave Oil Rig was a military bunker in the sense that it was mostly populated by the military, and it was turned into a military installation.

So technically, we're not lying when we say we're military bunker refugees.
Just that we came from the west, not the east.

Around this point in the aimless ramblings that he usually occupies his mind with he comes upon the steps to the Roof access. Roughly five minutes later he's on the roof and climbing inside a Vertibird. The ride surprisingly short, in just an hour the vertibirds are near Samson's encampment.

Ozz gives the order for his bird to descend, and for the other to fly in circles around the landing site. The Vertibird descends and Ozz greets a group of very surprised humans, ghouls, and super mutants. He steps down from the vehicle and quickly has a pair of Power Armored troopers flanking him.

The quickly get to work and within a dozen minutes your escorted into the heart of the camp.

You approach the tent that general Samson uses, It's a tad palatial, but even hunched over your average super mutant is ten feet tall so they need a lot of space. Samnson's a massive mutant, grey skin, grey hair, brilliant green eyes. As requested you leave your companions at the door. "Ah, a Colonel! Do you know how long it's been since I saw an honest to god Colonel?" General samson gestures to a pair of stools, both are clearly meant for super mutants.

"Now what are the orders you've given them my good man?" asks samson as he turns around and begins reaching for something. Ozz can't see what Samson is doing because the Mutant is really very large.

He shouldn't...but he's never even tasted wine.

"A good Assumption. I take this will be a short visit? Please, drink, its wine from the NCR vineyards good stuff."

Ozz removes his helmet and places it on his lap. To be honest the stool is quite comfortable and more than large enough for himself. "You want to live in a world governed by law and order." Samson nods and takes a contemplative sip of his wine. "Well so does New Boston, we live by the ideals of the Declaration of Independence, the Constitution of the United states of America, the Declaration of the rights of man and the Magna carta. But the world doesn't have room for old world values yet, so we shoot raiders and brand thieves like everyone else." Samson nods again as he sips his wine. "What I mean to say is, I know nothing about you, you know nothing about ,me. I want to live by law and order, so do you. But our world doesn't engender trust"

With that done the Colonel Dismisses himself an dreturns to the Vertibirds. There is no FEV taint, though the wine may have had heavy metals or other contaminants in it. Ozz returns to base and takes up hgis role as leader of the New Boston Trading post. Maybe we'll see him again some day soon.

You do at least have metal and silicon now, you've got rubber trees in the hydroponics bay, if you could get industrial chemicals you could make plastics.

Okay New washington has everything short of a forcefield bubble, and its immune to thermographics and radar, nit visually invisible though.

New boston has everything excep a forcefield button and its all hidden. If new boston were a hasbro toy it'd be a transformer. More than meets the eye. You have hidden robots, hidden turrets, hidden cameras, 4, count em 4 basement sublevels. and an arsenal of high tech weapons. so upping defensive cpabilities her doesn't help.

We can convert Mr. Handies and some security bots to mining duty and put them on that detail. They're on that detail now I'll tell you when they're done.

So we have one vote for doing stuff with the mutant trees. Who wants to support that?

From what I can tell Tree-Anon wants to establish a small outpost by the mutant tree grove. One thing we have a lot of is explosives so building a stone outpost there and manning it with dudes who have guns wouldn't be impossible.

Alright, your budget is tight but you manage to get some explosives and mortar. You find suitable stone in anearby quarry and blow it the fuck up. Then you haul the pieces to the building site. Mutated bears (furless and angry), wolves (furless and the size of a horse), and the occasional hell cat (puma the size of an MBT) make the job difficult but you finally manage to build a working fort.

It has stone walls that can be patrolled by men, a garison, Sniper-Towers, a hospital, warehouse for food and other goods, and a basic laboratory for analysis test. If something proves to be interesting you can send it back to New Washington's vastly superior research facilities. Food and other goods are shipped in via New Boston with APCs and an MBT escort, 'cause goddamn, giant Puma!

Feel free to name it.

You have some guys in Standard Combat Kit (I.E. Combat armor) load themselves into 4 APCs and ride out into the wasteland. As they travel along the highway you notice a fortress made of ruined cars, wood, concrete and any other junk you can find.

Eventually you make your way into the walled city of alhambra. Its a fortress town with a wall made from bricks, they have sharp shooters in towers, wall mounted heavy machine guns and wall sentries.

The town itself is home to 10000 people and is built around a water spring that provides fresh, clean, mildly radioactive watrer to its residents. The town has an elected mayor but It's real power lies in that hands of Grayson Catsvallen, son of the late Susan Catsvallen, The woman who basically built this town by providing funding for it. Her son reaps the benefits in profit and by all accounts uses his resources wisely, and always in the benefit of his settlement.

You have 2 'Birds in the air, 40 minute ETA. 1 T45-d squad, 1 standard combat kit squad, even split between normal and anti-vehicle weapons.

Your APCs have 3 axles, 12 wheels and military grade armor plating as well as a Laser Minigun or HMG as a turret mount. This is standard kit for an Enclave APC.

Raiders can't hurt you when you unleash the fury of AMERICA on them. Or at least that's what your Expedition Leader says. He has the APCs charge down into the fray in an attempt to protect civilians from the raiders. It quickly becomes clear that the raiders never expected to fight a real armor action when 4 of their cars go up like firefcrackers after a sustained burst of laser and HMG fire. They do their best to fight back and even manage to bust every single tire on one APC.

Thats when a tank bursts out of the town gates. Its old, but it's heavily armored, and judging by the first explosion and the smoke streaming from its muzzle.

Between the APCs and the salvaged tank the fight doesn't last very long, 3 of the raider cars manage to escape by abandoning their braver fellows.

We dealt with a tribal situation: the 2 Warlike tribes that declared war on us surrendered, and we soundly trounced 2 other aggressive tribes.

Then there's this town. About 10,000 people, seem to be decent people, may be able to ally with them, then these raiders came and started shooting up the civilians.

We have our orders: we're strong, but hide our full power. Keeping a Vertibird here would imply that we can afford to keep such a machine idling for just one man.
If it has to leave, it doesn't let Grayson know its full fuel capacity, and makes it seem that our number of Vertibirds is limited and in constant use.

Tomcat has the APC lower just enough so that he can jump out without hurting himself. He hits the ground hard but manages to land pretty gracefully. From there he uses his armor radio to call for a ride.

5 minutes later he's watching a few Groppos using a hydraulic jack to lift up the busted APC so they can remove and patch up its wheels. In the mean time grayson approaches him.

He's gotta be at oldest 19, he's your typical pale, dark haired caucasian youth, except his eyes are cats eyes, literally the corneas are green and his pupils are slits. His fingers are thick and his fingernails are like claws.

He points at you. "You in charge of that?" He gestures at the soldiers as they slide one of the mangled wheels loose of its axle.

You nod and extend your hand. "Major Tomcat jones, American Union armed forces."

Grayson takes your hand and shakes it firmly, or you think he does, its hard to tell in power armor. "Grayson Von Catsvallen, Lord Protector of Alhambra."

"My people came from a vault. 57 to be precise. We were all supposed to be equal, some of us were more equal than others, my ancestors especially. Some people resent that. Which is fine." Grayson shrugs and scractches at one hair ear with a clawlike fingernail. "People have a right to harbor a little spite and resentment."

If you squint and look off in the direction Grayson is pointing you can see the junk fort you and the APCs passed earlier. "Some people decided to carry old grievances a little too far. I have no idea what they hope to accomplish. This place is about as fortified as you can get without raiding a Pre-War military facility. We make our own bullets, and our water gives us enough wealth to trade for just about any kind of weapon we want." Grayson sighs heavily. "Sadly I don't have the wealth or the resources my mother had. She spent them. I can't get the men or the machines to destroy that damned fort and I can't kill these bloody terrorists even though its my job."

They have relatively clean water, they aren't hurting for supplies, they're wealthy, they're well-armed, they even have a tank, and their raider problem is more an annoyance than life-threatening.

The only thing we could offer them would be advanced medical technology, and we don't want to reveal that.

Perhaps the only way to approach this is later, when we have a stronger economic hold on this region, and it economic factors make it more advantageous for them to join than stay independent.

This aboout summs it up really. Some problems get solved slow. Like the mining tunnel.

Your best bet would probably be to kill the raiders, on general principle, and then to make certain that they know you did it because you hate raiders.

Later one when you have a better grasp on the region you can get them, and a looser restraint on your power level you'll be able to convince them to join. In the meantime just think of them as another potential source of resources.

You stake out the fortress after sneaking over to it. Finding cover to hide behind is difficult but eventually you find some trash to hide behind. You can hear a great deal of profanity and the sounds of machines working but not a single person leaves the fortress all night nor all day. The raiders are working on something, something big and they have no interest of leaving their fortress until they'd done with it. Judging from what you can see by the morning light the fortress seems a like parts of it have been scavenged, mostly the metal parts.

You call in 3 APCs two groups have basic infantry, they're armed with RPG launchers and assault rifles in equal measures. The has has T45D equipped soldiers. They have laser rifles and rocket launchers in equal measures. You also call in 2 Main Battle Tanks.

Before any of these people arrive though you have a vertibird do a flyby of the base. What you find is relayed to your through your Pipboy's visual feed. For starters there's a 20 foot wide disk made of silvery metal that has a single large hole on its right side. This disk is glowing with energy and it's got scaffolding built around it. The raiders are attaching scrap metal to the hull and slowly sealing up the breaches in the hull.

The raiders are being lead by people in hazmat suits who are passing out drugs of some sort, they're all obviously suffering from heavy radiation poisoning and a few have even become ghouls.

You can't even imagine what they think they're going to accomplish with a flying saucer. Apparently they're smart enough to turn it on, but not smart enough to realize that they should turn it off and leave it the hell alone because they don't know what they're doing.

You have the RPGs, Rocket Launchers, and Tanks openb fire on the fort's gates. Then you charge in and clean up. APCs and MBTs open fire on anyone who resists. Amusingly enough that mostly consists of the guys in hazard suits, a fewof the rad-sick raiders fight back but most surrender and ask for a quick death.

Also they want to be buried way the hell away from the saucer.

You can see why, it's putting out 10 rads per second, not much but day after day in close proximity to the thing...

Well anyway you have a flying saucer and 50 grateful raiders, half of whom are ghouls. what would you like to do?

You have a hazmat team arrive on the scene, they lock down the saucer, and after a great deal of time fiddling around inside of the saucer figure out how to turn it off. From there they load the thing up in a cart and drag it back to New Boston. They hid it in one of the ware houses and leave it there until it can be picked up again. You decide to ship it over to new washington once your rail tunnel is ready for use.

Tomcat jones meanwhile has the raiders escorted back to New Boston, after that he personally sets the explosives and oversees the demoliton of the raider fort. It was heavily irradiated anyway.

The Raiders meanwhile are treated for rad poisoning and cancer... and then turned over to the Lord Protector of Alhambra. Surprisingly he only executes a quarter of them and then exiles the rest after giving them some money and a weapon for self defense.

You send out scouts to find resources, after traveling along the trade route and hearing news that Salvation has fallen and become a possesion of the Mutant Nation you find something unexpected.

The first thing you notice is the gladiatorial arena, room enough for 20000 spectators. Secondly, the pens, there has to be enough capacity for 500000 slaves here. The arena holds blood sports and orgies every day, with specific events planned on the hour, these are never deviated from.

They pit monsters against humans and mutants, mutants against humans, humans against mutants and everything in between.

This settlement, is in short, a slaver's paradise. They make massive amounts of money off of this place.

One of the good things about it, is that it's so amazingly large that you could probably sneak away with slaves in the dakr and no one could catch you.

Train some recon, special ops, and sniper capability so we can go quieter if needed.

Research and develop near silent vertibirds. We need to be able to use more vertibirds without drawing attention.

Develop and attach more hologram emitters to advanced power armor mkII suits for our best power armor teams. It gives us he possibility of using them without revealing power level.

Any other power armor suits, give them gill suits. It'll not quite disguise their power armor nature, but it's better than nothing.

You increase security on your end of the traderoute, but the Colliseum raiders just wait until travvelers get further along on the road and then they pounce. Short of dislodging them from the colliseum there's nothing you can do.

Squirrel Military Doctrine:

The colliseum is run by pitboss Khul, a brutal piggish man who kills for profit. True followers of the faith kill for pleasure. Fin asks her why the raiders are attacking the traderoute for slaves. She says that that the colliseum needed slaves and that slave hunting was over in the other lands. Apparently there's map of settled areas and Faith Priests use the map to determine who is "in season" and who is "out of season." bribes are probably involved.

Defenses, and how the guards for the slave pens are distributed? Make her work with a cartographer to come up with some maps of the Colosseum, where the important slaver defenses are located.

Give Fin a pitying look. We can't exactly just kill her, that would be against our laws, so it comes down to her being Fin's problem.
