You watch the ogres herd the nervghul into a larger, open dome, feeding and brushing them, speaking softly. Elsewhere, you see some lizardmen, along with Sanoklek, scooping mud on some of the plants they'd brought from their homeland.

You feel her heartbeat suddenly speed up, beating out a staccato tune, and her body exploded outward as the temporary spell wore off, peeling away her human form. The enormous, red dragon looked down at you, and rested her nose on your forehead. She smiled, showing you layers of sharp teeth.
<For some reason, it feels like I'm a lot better in this form now.> She said, looking down to one of her claws- it was pure silver, gleaming unnaturally. <What else did you do to that ring?>

"Magic." You say, reaching toward the ring to see if it could speak. All it showed you, when you examined it, was the enormous, dozen-chambered heart that lie inside Kaliel's dragon form.

"I'm not at all sure." You say. "There's part of my soulfire in there, though. I think it's an artifact."
<Well, if it's an artifact, then there goes all hope of understanding it.> She said.
"And yes, I'd love to ride a dragon." You say. She sticks out a leg for you to use as a ramp, and you climb into the crook of her neck again.

<Now, I've never done this before...> She said, taking a few steps back, before leaping off of the cliff face.
The two of you started falling immediately, before Kaliel spread her wings, and the dragon's entire frame seemed to stretch, before she was able to turn falling into gliding. And from gliding... into flying. Kaliel's wings beat hard, her tail snaking from side to side.

<So are my wings!> She cried back, and your ring buzzes as she laughs, exhilarated. Swiftly, you flew above Triune's Gift, and she quickly got into the scheme of things, her strain lessening as she soars higher, ever higher.
She opened her mouth for a moment, breathing in a wisp of cloud, and laughed again. <This was the *best idea* I've ever had!>

<Hang on!> She said, and you grab ahold of two convenient bony spikes sticking out of her scale. Promptly, she stopped ascending, and folded her wings, pulling downward into a dive. Your stomach went topsy-turvy as the two of you entered freefall. Kaliel waited, calmly, for just the right moment.
The dragon between your legs roared, as the two of you tore out of the air, almost faster than gravity should be able to pull you, down toward the city.

One of the ogrish children happen to look up, and says something. One by one, the still-working people of Triune's gift looked to the sky, where something small, small and red, came falling down toward them, faster than belief.

Before, of course, the small red object expanded, into a dragon, roaring happily, wings spread, and slowing down, the two of you slow to a stop, running across the courtyard of the star-shaped castle, before slowing to a stop, claws digging into the dirt.

Breathing heavily, Kaliel relaxed, laying her head on the dirt.
<You okay up there?> She asked, as Marigold and Redglare clapped, from marigold's flower garden.

Feeling a little self-conscious, you wink at her. In response, she lifted her head, and gave you a 'dragon kiss', which mostly involved being in close range of those multi-layered sets of teeth. <I'll look forward to that, then.> She said.
"Are you strong enough to turn back?" You ask. "If not, I guess we'll be sleeping under the stars, tonight."
<I would be if I borrowed some energy from Jormungandr.> She said. <And I do have a lot of things to get done, but. . .>
She rolled onto her side, curling into a large 'C' shape, tail still flicking. <But I'm exhausted. I might just nap here for a bit.>

Soon enough, the pillows and blankets arrive, which you use to make a little nest, leaning up against Kaliel's belly, cuddling close. Her wing stretches out, and covers the blanket, tucking you in. "You want some pillows?" You ask.
<Thank you for asking, but I'm fine.> She responded. <Something about this form is that I'm comfortable no matter what contorted position I'm in.>
As the two of you sit there, the sun finally set, you stare up at the stars, and eventually drift to sleep.

"Blasphemer!" Qu'az snarls, waking you up. Her eyes are slits, and the portions of her jaws are vibrating, the tip of her tail whipping this way and that. "You take the form of the great wyrm, healed? You seek to impersonate a god?! Blasphemer, heretic!" She's ranting, before snarling a few words in a different language.

Kaliel's still asleep, her stomach shaking softly as she snores. Qu'azriel doesn't seem to realize that she isn't awake yet, and continues ranting.

In response, Raziel opened up a mirror, and pushed it in front of Quaz's eyes.
"There are ruins, not far from this continent, on an island." Raziel said, softly. "They contain the remains of old bodies of dragons. I have, up in Jormungandr, a massive skull of one. They have existed before."
Quaz pulled away from Raziel, perfectly silent.

Raziel looked like she was going to say something, and then closed her mouth again.
"Just... leave us to our blissful ignorance." Kaliel said, her eyes bright red. She got up, and slowly walked toward you, taking your shoulder. Your leg immediately went numb. "Please, Qu'azalith?" She asked.
The serpent woman slid down the wall of the keep, collapsing again.
"I'm... sorry." Quaz said, finally.

If the spell hinges on the sacrifice of the species then one dragon could still exist.

A species with only a single individual is an extinct species.

Unless this is like DnD where dragons can breed with EVERYTHING then their race is effectively dead. That might be enough for the spell to still work.

Or not. It might just be a shape shifter that suffered brain damage and can't turn back.

Guess we'll find out when we meet it.

This is actually a good question. Should we try to talk with her for now? I'm not sure what there is to say, really.

She's pretty much delusional, so I'm not sure how much reasoning there is to be had with her. (Nor why we should want to do it.) She's obviously a danger considering that she was quite willing to hurt us.

I suppose we have these options

1. Reason with her, two problems here, lolreligion and also for what purpose?
2. Forget this ever happened (assuming she allows us to do that) and hope she doesn't feel like attacking us again in the name of her religion.
3. Not let her live in the castle with us anymore. (For everyones protection).
4. Throw her in the slammer. (I'm not sure what the punishments for hurting royalty is in the rest of the world, but I'd assume that prison time is lenient).
5. We could go check out the dragon they've got chained up, but that would probably not help our relation any, and considering the fact that she's on the run from them us bringing her might be a bad idea.
I'd suggest them in order of 1,3,2, 5, 4.

I think perhaps a better option than those you've suggested is to simply talk it out without the goal of reasoning with her.
In cases like this, it's often more important what the other person feels rather than if they're right or wrong. We need to get her to a point where she's emotionally stable before doing anything.

Just sit down with her and ask her to tell us more stories about the Great Wyrm. That should calm her down if anything.

After that we can try reasoning with her.

Alright guys, I know we've shelved this Quaz thing for now, but I think we need to bring up the idea of punishment. She did knowingly and with intent of harm physically assault a head of state, and normally that sort of thing results in execution. I think we can be a lot more lenient than that due to circumstances, but both she and everyone else in the kingdom needs to know that shit don't fly.
First I suggest we post a guard at her door both to ensure the safety of the page, and to escort her directly to us when she's ready to leave being cold. At which point we can talk to her and try to see how much of a danger she poses to herself and others.

If she poses no threat, I suggest X number of years in service to the state, the form of which is to be decided by her aptitudes and willingness. She'd be provided with food, lodgings and whatever she needs to do her job (probably brewing), but would not be allowed to leave the city without our express permission.

If she is unrepentant and/or cannot be reasoned with, but is otherwise not a threat, I suggest banishment.

If she is clearly a threat to herself and/or others I suggest imprisonment.

Killing (Involuntary) - To be determined on a case by case basis. Sentence requires 2 of 3 magistrates in agreement to be implemented. Punishment may range in severity from a fine to life imprisonment, but not execution. The ruling Queen or King may supersede the decision of the magistrates.
Killing (Voluntary) - As above, but the punishment may range from banishment to execution.

Service is defined as an act of labor performed for the benefit of the state.
Banishment is considered a less severe punishment than imprisonment, which in turn is considered a less severe punishment than geas, which in turn is considered a less severe punishment than execution.
A geas may only be taken voluntarily, or if the guilty is unable to be imprisoned.
Execution is to be carried out in the most humane and painless method available.
Habeas Corpus, the right to face one's accuser, and the right to remain silent without incrimination are in effect. Divination is considered acceptable evidence. The spirits of the departed are considered valid witnesses if applicable.

Geases are similar to enchantment spells, but they're most closely aligned with abjuration. Usually, they prevent someone from doing specific actions- like stopping the geased being from harming someone, or preventing them from leaving a certain building or travelling too far away from an object. Certain (more questionable) geases can be tied into enchantment, to force someone to do something, or to wipe their minds on certain conditions, or tied into evocation, to kill someone when they do (or don't do) something.

Geases featured prominently in the kalak legal system, which is how Azariel lost the ability to use evocation. He was able to rules-lawyer his way out of it, rarely, by tying it into different spells.

Also, Divination isn't actually absolute enough for most people- other than the kalak and Ishy, ogres are the only beings with the knowhow to use the more powerful divination spells.

It only becomes an issue when it's abused. Maybe allow the magistrates to veto the monarch in such cases (Probably with a majority vote).
Also, establishing who is allowed to be a magistrate might be a good idea. I'd suggest not allowing dynasties, and buying a seat is right out.

More seriously, an easy complaint system for the residents and being able to easily divinate the truth and punish offenders seems good enough.
There will be a bit of disruption, but it's worth it. In medieval war, soldiers are more important than civilians. Simple as that.

I've done this with an admittedly strong liberal slant in mind, as Ishelda is a 16 year old lesbian girl who practically farts rainbows and sunshine, and has repeatedly demonstrated a strong belief in forgiveness and second chances. The parts in brackets are my own notes.

Rights of Citizenry:
- Citizens have the right to speak or otherwise express their feelings and opinions freely and openly without fear of retribution from the law, provided that such expression results in no quantifiable harm.
[For example, you can't set a building on fire as a symbol of expression.]
- Citizens have the right to own arms, and to bear those arms both in self defense and for sport.
[no more of this hurrrhurr bears have arms bullshit. It's about as funny as the planet Uranus at this point.]
- Citizens have the right to demand and receive reasonable compensation from the state for the housing of soldiers in a time of war or other national emergency. No solider shall be unwillingly housed in a time of peace.
- Citizens have a right to privacy from the state, and from unreasonable searches, siezures, and divinations. Any such activites from lawful sources must have warants issued from the state, on no basis but probable cause, and describing the place to be searched, the person or things to be siezed, and the events to be divined.
