That's not normally the case. Typically, the prototype is "the best we can possibly make with the budget we've been given". Following that, they show off the prototype, get more funding, and then say "what can we take from the prototype and make cheaper to produce?" That's when the corner cutting starts, and that's when the 01's and 02's and 03's wind up being shitty knockoffs when they have to standalone. They're SUPPOSED to have a bundle of those units, whereas the 00 was only built to work alone.

The second one is still fairly difficult to picture but whatever, I can live with it. Another option is that righty was sitting down on a surface and got hit above his centre of mass. Prototypes CAN be more capable than mass-production models, sure. But you know what? Usually they aren't. See, bugs happen. Prototypes are proofs of concept, or first attempts at making it all work right. Even WHEN it proves incredibly effective, its going to still be riddled with so many flaws and defects that even your best aces are better off going with something with a 10% smaller performance envelope.

What's generally better are limited production runs that haven't gone from "we want to impress you for more budget" to "hahah it doesn't work and while we're charging you as much as for the prototype, we've made it lighter by removing all armor and that reactor it needs to run" yet, as is wont to occur once you hand cash so freely to an industry.

Adopting new models takes years, or sometimes even more. I'd feel less icky if 'gundams' and whatnot weren't prototypes, but just rare by politics and budget-shenanigans they actually bothered to cover in the shows, for example.

There's also one other scenario. The one where the prototype is shit but proves it can work, then the second wave is fixed and badass but they run out of funding, so the third wave is cheaply made, mass produced models that are shit compared to the second gen. but still work better than the first. This is sorta what happened with the spartans from halo just for an example. If someone already stated this though, I apologize.
