The year is 2026 and much has changed on the world stage. You were only thirteen when the war broke out in 2014, and like most people know nothing of the details. You do know that it involved the world’s two superpowers, the US and China. You know that nuclear weapons were used, though sparingly, and were enough to shatter one side and cripple the other. You know that the UN and other charity shipments of food and aid trickled to nothing months after the UN troops themselves pulled out.

After that you were far too caught up in the need to secure your own survival in the following nine years of carnage that was the result of a near total collapse of the majority of the African countries. Though you suppose one or two nations may still exist in their original condition the bulk of the continent is now made up of hundreds, if not thousands, of miniscule nation states that are constantly at war with their neighbours or trying to combat insurgency within their very own borders.

While the world stage may now be unrecognisable from what it was 10 years ago, Africa is much the same as it always has been, a cesspit of unceasing violence in a beautiful land.

You are captain of a company from the 3rd Battalion of the FKSA located in Bankatu, population 380. Understrength, the company numbers 60 men.

-Unpopular: Your force is viewed as little better than a gang in uniform. To supplement their pitiful and irregular wages the soldiers have, in addition to the standard fare bribery, taken to extorting members of the community, mainly the Hunde minority.
-Command: While you get the distinct impression that your superiors don’t know or particularly care what happens here, you do still have something resembling a chain of command structure. If they remember that you exist they may issue further orders in the future.

You are Captain Hannibal Bonaparte, owing your recent unofficial promotion to creative disciplinary action (shooting your turncoat predecessor in the head). Over the past few weeks you have taken steps to transform the men of 2nd Company, 3rd Battalion from a disorderly gang into something approaching a military force to be reckoned with. It’s painfully slow going, but after personally making an example of any insubordination you’ve at least gone from being ignored half the time to having your orders followed without hesitation.

The men are rarely drunk or drugged out while on duty anymore, stand to something approaching attention as you walk by, and now spend just as much time actually keeping public order as they do accepting bribes and charging tariffs on incomers, be they official or unofficial. There are still quite a few recalcitrant layabouts who are sluggish in coming around, but a mixture of your methods and merciless inner-squad bullying are slowly convincing them of the error of their ways. The extortion of the Hunde minority is still in place, but the new duties of the men keep them from pressing too hard for now.

As far as you know Command HQ in Doma is still under the impression that the deceased Captain Habiyakare continues to be alive and in charge. You were expecting the armed unit of men sent by his rivals with charges of corruption to have arrived weeks ago, but there is still no sign of them.

Action Results
1. Shooting Competition = 58.3. Steady improvements all around, only 10% of the men were not found at their posts. Private Yamba was the winner this time, beating his and Private Alex's score by a hefty margin. He has followed the previous winner's example and divided the loot with the rest of his squadmates. Buk cam in 3rd again, also beating his previous score.

2. Nathaniel Diplomance = 29.6. Nathaniel fears for his life again and the men are given a free laugh as the psychologist chases the poor LT out of his home waving a machete. He swears he will have nothing to do with you or your ilk in the future.

3. Weavery = 43. You're no expert, but your investigations of the weavery leads you to believe that the majority of all the most expensive machinery is still there and intact, you have absolutely no idea how much it would cost to bring in a tradesman from Doma to get them working again & replace anything missing.
Eve, head bowed and eyes averted, tells you that she knew her business savvy husband made a profit by undercutting the factories in Doma with cheap wool cloth & running the risk of the country roads when times were less unsteady but knows nothing else of value. She seems upset so you let the matter be.

The next day you you return from idle chatting with Buk to the Villa/HQ, you figure it's time you clear up the rest of Habiyakare's personal effects. You're not sure what to do with his corpse, the convoy still hasn't arrived, it's been in the storage room all this time and is starting to smell pretty awful if you go in.

I think the DE can serve as a symbol of sorts, so keeping it or giving it to Buk might not be the best idea. If we keep it, that creates an image of killing superiors for their stuff, rather than to end corruption. Give it to Buk and we are creating an idea that he is succeeding the leader. Selling it seems "cheap" somehow, if it shows up anywhere.

Competition might be fine, if we present it as "we don't waste guns."

So I guess my thoughts are either competition or keep it to give to the superior officers who will show up later.

Seconding this. As far as them sucking - it's not that they suck, it's just that their heavy, small capacity, and have wrist-breaking recoil.

They are "inefficient" - you could probably hit something at a good distance with one and kill it one shot, but if you miss your first shot, recoil is going to throw off your aim bad. Ammo is expensive too.

I say we get all the men resting in the barracks on alert. Part of them get ready to defend the mansion, part of them are to jump on the truck (at least 7 to have a full garrison) are to to the Western checkpoint, they are to close the checkpoint and hold their fire. Bring along the RPGs, you and buk should come with, in the cheap, but park the jeep behind a building nearby, so you can drive away if shit hits the fan.

You, Buk and 7 men are to go to firing positions at the check point. 5 men are to do the hiding stuff with RPGs. By the time the convoy reaches the checkpoints your men are at the ready. Many are not in full uniform, and more have had a bit to smoke or drink, but they are without exception armed and at their posts looking like they know their business. The difference between the men you saw when you first arrived and the men that watch on as Buk waves the vehicles through is shocking.

There are four vehicles in total. The 2nd and 4th are regular cargo trucks filled with men, and your monthly wages/rations/ammo. The 1st and 3rd vehicles you recognise as M-3 Israeli -make Halftracks, both with MGs mounted. You recall from officer training that your original government bought them in bulk off of Israel when they sold them in favour of APCs. When the nation collapsed the state of Kivasu was landed with about 40 of them, though you'd guess about only 30 remain if that.

3. Have Nathaniel and his crew (shakira and 3 soldiers) take the jeep to Doma. He is also to see if he can get some scopes for our rifles (at least for our good marksmen, us, and Buk).

Results

1. Party = 39.3. The lads were enthusiastic to hear that your promotion was made official, and the party quickly got out of hand. Some property in the town was damaged, a couple of townspeople were beaten.

2. Patrol = 53.6. The latest competition again shows steady improvement throughout the ranks. Almost every single soldier was found on duty, and those that weren't were hounded so much by their squadmates that you expect they'll be sure not to miss the next tryout. Private Yamba won yet again, beating his old score by a miniscule margin. Buk has fallen to 6th place. You select the top 12 shooters and form them into a would-be patrol group and put them to training. Some of them look crestfallen at the extra duties, but for the most part the chosen are elated at both the extra responsibility and the extra pay.

In the meantime, find out who the soldiers responsible were and see how many and how well liked they were. Hopefully they weren't too popular with the men, so we can make a bloody example of them without provoking a mutiny.

If they ARE very popular with their fellows, dock them each a week's pay and give them extra patrol duties for a month. I don't like it, but we do what we can.
