The year is 2026 and much has changed on the world stage. You were only thirteen when the war broke out in 2014, and like most people know nothing of the details. You do know that it involved the world’s two superpowers, the US and China. You know that nuclear weapons were used, though sparingly, and were enough to shatter one side and cripple the other. You know that the UN and other charity shipments of food and aid trickled to nothing months after the UN troops themselves pulled out.
After that you were far too caught up in the need to secure your own survival in the following nine years of carnage that was the result of a near total collapse of the majority of the African countries. Though you suppose one or two nations may still exist in their original condition the bulk of the continent is now made up of hundreds, if not thousands, of miniscule nation states that are constantly at war with their neighbours or trying to combat insurgency within their very own borders.
While the world stage may now be unrecognisable from what it was 10 years ago, Africa is much the same as it always has been, a cesspit of unceasing violence in a beautiful land.

The Free Kivasu Sate is one such mini-nation. Now 25, a man not unversed in the ways of violence, you are the head of what passes for the authority in your community.

Selected Faction
*Free Kivasu State Army (FKSA)

Picture demonstrates immediate area of community, located to the general northeast of Kivasu’s capital, the town of Doma.

For purposes of scale, it would take about a week by vehicle to travel to Doma and back and in good conditions it would take about a day to get to Pierche from Bankatu.

Each turn = 1 week, 3 actions per week.
D100 system, higher is better (unless stated otherwise).
Turn Action rolls done on averages (1st crit is autoaccepted, can only be cancelled out by another crit)
Current Action rolls take best of 3 (crits auto accepted 1-10, 90-100 etc)

Free Kivasu State Army (FKSA)

You are now officially captain of a company from the 3rd Battalion of the FKSA located in Bankatu, population 379. Understrength, the company numbers 62 men.

Picture depicts the mini-nation of the Free Kivasu State. Beyond the southern river lies the True Republic of Congo, and to the far South East lies Mbete King Country, where the FLDK originally fled from.

Red = Kisavu Towns
Yellow Dot = FKSA Control
Green Streak = FDLK Control
Light Green = Plains, Grass/Farmland
Dark Green = Jungle
Light Brown = Hills/scrublands
Dark Brown = Rocky/Mountainous
Light Blue = River/Lakes
Orange = Savannah

Subordinates:
-Lieutenant Nathaniel: Well-liked by the men for his easy-going nature. Considered to be a bit of a pushover.
-Sergeant ‘Buk’ Rukuba: Soldier, lecher, gambler, considered to be your right hand man by most.
-Sergeant ‘Shakira’ Malike: Ex-casual crossdresser, now takes pride in his military attire.
-Sergeant Azzam: Big, ugly, doesn’t talk much. Never smiles.
-Sergeant Delacroix: Served in the First Congo War in 1996, believes he’s way too old for this shit.
-Private Yamba: Considered the best shot in the company, eagerly joined the new patrol group.

ADDITIONAL: You have selected the following bonus.
>Natural Tactician: Merit played a large part in securing your position. +10 to all tactical and ‘preparatory’ rolls (e.g. ambush setup). More importantly, since you know how damn important it is, you’ve spent your short time here building a solid rapport with your senior NCOs. They can be trusted to support your every decision, at least in front of the men.

You are Captain Hannibal Bonaparte, your promotion now official approved by Central Command. Over the past few weeks you have taken steps to transform the men of 2nd Company, 3rd Battalion from a disorderly gang into something approaching a military force to be reckoned with. It’s painfully slow going, but after personally making an example of any insubordination you've at least gone from being ignored half the time to having your orders followed without hesitation.

The men are rarely drunk or drugged out while on duty anymore, stand to something approaching attention as you walk by, and now spend just as much time actually keeping public order as they do accepting bribes and charging tariffs on incomers, be they official or unofficial. There are still quite a few recalcitrant layabouts who are sluggish in coming around, but a mixture of your methods and merciless inner-squad bullying are slowly convincing them of the error of their ways. The extortion of the Hunde minority is still in place, but the new duties of the men keep them from pressing too hard for now.

You have recently put together a group of the 12 most competent soldiers into a patrol group. They still have a lot of training to do before you’ll consider them ready for their duties, but for the first time in years the FKSA in Bunkatu could be taking proactive action and be ready to restore some form of order to this troubled region.

Despite the improvements to discipline and the increase of standards things have recently taken a turn for the worse. During the celebrations of your official promotion the men got a little out of hand and caused some damage to the townspeople’s property. It was worse than you realised, as you have now been confronted with reports of the rape of a Hunde girl that night. This is the first instance of this occurring since you have come into command, and you've not made it clear how you wish to deal with this.

Reponse to Community Dissent
Players will choose how many actions, if any, they wish to use in dealing with this matter. I will roll and add or subtract any bonuses. You need a +60 end result to find the perpetrator. Regarldess of the option chosen paying +20W in compensation to the girl's family will do much to salve Hunde discontent.

A) No action designated to investigating the rape. Soldiers will like it, depending on how you approach it will be seen as a free reign to do so again or it will be seen as you taking care of your own. Community won't like it all, the Hunde minority will be especially furious.

B) 1 action to investigating. No bonus to roll. Community will suspect that you are covering for the perp.

C) 2 actions to investigating. +20 bonus to roll. Community will recognise that you are at least taking the problem seriously. Major crit-fail (1-5) ignores bonus.

D) 3 actions dedicated to investigation. Public investigation, you and NCOs inform village elders of all your findings. +20 bonus to roll, also always a re-roll even if there is a major crit-fail. Soldiers won't like it at all, but community will admire your efforts.
>>
>>22060064
It seems to me like option C) would be the best idea. We take the problem seriously, still have one action left to do other stuff and our men are shown that we condone rape. There is also less risk of them immediately rebelling on us.

And we can still cover for the perp if it turns out he is too important to let him fall down hard.
>>
>>22060064
>C
I'm not forking out my cash to any Hunde's, thank you.
>>
>>22060064
I'm thinking we try option b or c, only if to save face with the community.

Or we could just one-off it, say whatever, and if it happens again throw the book at the perp with all the extras and everything.
>>
>>22060174
To add to that, paying the 20W to the girls family might be a good idea.
>>
>>22060174
>>22060178
>>22060183
>>22060198

So far it seems in favour of option C. Are you paying the family of the girl? She is only just a Hunde after all, but they're pretty upset about the whole thing.
>>
We should either go for an investigation and not pay out compensation, or do noting and bribe the family 20W to go away.
>>
>>22060251

If we're using going for a big investigation, I don't think its really necessary to compensate the family.
>>
>>22060308
An investigation will put the community at ease, the compensation will help the family recover from the fact that the girl will be an unattractive marriage prospect. Rape victims are viewed as unlucky and generally avoided.
>>
>>22060308
I think its a good idea, solely to keep the minority under control. They are where we get our bribes and tolls from, would be bad if they got uppity.

Also, i think its customary to pay a blood fee to the family of the victim in tribal societies. We might even be able to let the guy get of relatively lightly if we make him pay part of the money.
>>
>>22060346

Very well. If the family occupies some respected place in the Hunde community give compensation, if they really are nobodies however don't bother.
>>
>>22060308

I say we compensate them for 10 instead of 20. It may be cheap but dammit we're working on trying to find the guy and we need all the money we can to try to find him... even though that's bullshit.
>>
>>22060393
Agreed.
>>
>>22060393
Say, pay 10 out of the companies reserves, make the rapist pay another 10 if we find him?
>>
>>22060393
>>22060410
>>22060445

So option C and pay 10 yourself?
>>
File: 1355617473134.jpg-(30 KB, 400x283, MacheteWarrior.jpg)
30 KB
>>22060445
I was thinking just execute him. But making him pay and then putting him into like a penal legion where they're forced to only use machetes would be an interesting idea.
>>
>>22060496
No idea how stuff like this is usually dealt with. But i am reasonably sure that even murderers could get off with paying their victims family a blood fee in tribal societies. How would the village expect us to deal with the found rapist?
>>
>>22060495
Agreed.

>>22060539
I suppose we cross this bridge when we come to it. But it'd teach the men to not go around raping the population if we took away his rifle and boots and gave him a somewhat-sharpened piece of scrap metal.
>>
>>22060539
The Hunde at large wouldn't mind taking their pent up anger at the extortions and beatings against the rapist and see him strung up. Despite what the girl might want the family would be satisfied with the compensation.

The community at large cares less, but would want to be sure that you have your men under control. It's less motivated by outrage against the crime and more motivated by fear that it will soon be their daughters and wives at risk.

Taking this matter seriously, you investigate the rape thoroughly, all the while making sure to keep it within the company. No trials-by-mob here. The men are uncomfortable, and not a few show discontent with the idea that they might be accountable to these people. For the most part though, the soldiers accept your scrutiny and the NCOs barraging questions in their stride. To them it's not about being accountable to Bunaktu but being accountable to you, and clearly you don't stand for this sort of thing.

Despite the expected tight-lipped nature of the men, you eventually narrow the suspects down to a man from Sergeant Buk's squad. He's an unremarkable soldier, not unpopular or particularly skilled on the shooting range. He has no alibi, a shady history and was witnesses put him in the immediate area at the time of the rape. The girl identifies him when brought in, but you don't put too much stock on that. While it probably wouldn't stand up in a Western court of law, to you it's convincing enough.

Buk suggests docking the man's pay for disobeying orders (even though technically you never made any such orders). Sergeant Azzam advocates that he be stoned to death.
>>
>>22060949
Even though the victim was of Bunkatu, the rapist was part of the FKSA. The notion that the ruling body of the country being held accountable to civilian courts is laughable. The punishment for this soldier could be anything you so desire.
>>
>>22060952

Offer him the death penalty, or a place in a kind of suicide squad which do crazy shit and if he survives a couple of missions the charges are dropped.
>>
>>22060968
>>22060988

Then I say pay deduction, strip his rifle and boots and issue him a brand new machete and a demotion to the rank of 'Meat' until he survives four missions.

Or just kill him. But that'd be a waste of a good suicide man.
>>
>>22061010
What do you class as a mission? It's been over a month and apart from killing your own Captain you have seen zilch in the way of combat action.
Due to a lot of luck on certain rolls, believe me.
>>
>>22061045

Anything involving combat. Even be it against an animal attacking or whatever. He needs to have taken part of whatever action has happened, and have someone who stood beside him vouch or it doesn't count.

That and everyone can push him around and order him to do shit since he's the lowest rank in our militia.

It may be cruel but hey, it's better then being stoned to death.
>>
>>22061116

This sounds good.
>>
>>22060988
>>22061010
Dock his pay for a long time, at least until he has earned the money we need to pay to the girls family back.

He's also getting latrine duty now and is going to be used for any future force recon operations we might cook up. And a ban on booze for as long as we care. Also demote him to the rank of "Meat". Don't take his rifle though, that would make him completely useless in any serious combat operation.
>>
>>22061196

No-one said anything about him being forced to used the machete. If he finds a weapon on the ground he can use it, he's just standard issued a machete.

Buk feels that your decision is a little on the harsh side, but it’s still better in his opinion than execution or turning the man over to the mercies of the Bunkatu mob. Sergeant Azzam is content, appreciating the idea of the man having the opportunity to find redemption or death in his deeds.

The man, Dede, is stripped of his rifle, boots and ammunition. Not told of his fate, he is taken before the rest of the company at the barracks. His eyes widen when you draw a machete and approach him, but he does not attempt to run. His look of resignation, fear and a small measure of defiance is replaced with confusion and relief when you cast the weapon at his feet and speak.

“Before you lies your salvation. Four times you must take to the field, wielding nothing but this blade. Four times you must do your utmost to bring ruin to the enemies of 2nd Company with but the barest of weapons. And four times must your actions be vouchsafed by a warrior of 2nd Company. Until then, you are the lowest of the low, a snake writhing on its belly. The merest whim of the lowliest soldier is your command. Fight hard, and you will once again be considered a soldier.”

Oh, well that makes sense.

Forcibly conscript them? Sure, you can try.

However, the effects of the investigation and subsequent punishment won't be felt until next week. You've handled it well, so the community would be (a little) more amenable to you. If would be kind of weird if you were trying to recruit people and also investigating the rape at the same time.
>>
>>22061447
Right now you have two new volunteers, due to the low number I'm just treating it as them getting trained in soldiery while on the job and during the shooting comps. If you recruit a lot more you'll need to dedicate actions each week to training them.

Their view is that you are the town protectors, and that's what they're paying all the tariffs and bribes for. If you start arming and training them, the best you'll end up with is a semi-loyal militia within your own town, that sees no need to pay you anything at all.

LT and Shakira have returned from Doma with the mechanic. LT recommends that you spend some time (1 action) with the mechanic and people around the market to see how much it would take to get this business up and running.
Buk recommends starting up the shooting comp again for the regular troops (1 action) or focusing on training the Patrol Squad (1 action).

South

3. You decide to let sleeping dogs lie and have the tariffs/bribe remain in their current state.

Consensus on Actions
Everyone seems to agree on:

1. Spending an action on the mechanic and traders to get an idea of what you need to get the Weavery into a profitable state.

2. Start up the shooting comp again.

3. Seems to be to train NASA further?
>>

We should get the tribes to help scout for rebels. They probably hate them at least as much as we do, and it also means we won't be in their territory ourselves.

1. Mechanic Quote and Traders = 38. It's not as good as you'd initially hoped. Vital parts of the machinery are broken or faulty, some fairly important components are missing altogether. It's not a lost cause, but it's going to be far more expensive than you thought. As it is if you scavenged together some of the less functional machines with the ones in better condition you could get about a quarter of them working for 300W. This would produce about 10 bolts of wool cloth per week.
The Bunkatu traders have suggested they'd be willing to buy your wool cloth at 10-15W per bolts. They have the vehicles and fuel, but would demand that you provide an escort of at least 10 soldiers for their trips down to Doma or Viola to sell the cloth on.
Goats and Cows are the more common livestock around Bunkatu, but the traders from Pierche have mentioned that they do have someone who has sheep. They don't know if they'd be willing to sell the sheep or just the raw wool though.

2. Shooting Comp = 5. Major Critical Fail

3. NASA Training = 5. Major Critical Fail.

I need two more rolls (88, 56) etc to see just how bad it is.

1. Shooting Comp = 28.
One of the soldiers managed to shoot himself in the leg. He hit a major artery and was dead in minutes. The soldiers are discomfited, its your first casualty since you took command, but not real apprehensions of bad luck or ill will surround the shooting competiton.

2. NASA Training = 92 (Minor Critical Sucess). Phew. During exercise involving embarking and disembarking from the truck speedily, the driver forgot to put the handbrake on. Luckily no one was injured when the vehicle subsequently rolled down a hill into a rock, but the truck suffered minor damage. Luckily, you have a mechanic on hand. For 4W he's willing to fix it up for you.
>>
>>22063118
Well shit.

I'd pay him.

Actions available: 3

Sergeant Major Buk and the other NCOs recommend getting a move on with building up those drawn-out fortifications. It's been a long time since you saw any action at all, and you're awfully blind without a radio.
LT Nathaniel recommends contacting the trader in Pierche to inquire about his flock of sheep. Sergeant Delacroix is against it because you don't have nearly enough capital to start this anyway, but more importantly Pierche is home to the most powerful militia force after the FDLK and you in this region. Let sleeping dogs lie, says he.

A few tradesmen from Ikozi came through to Bunkatu today to buy goods and livestock in lumber. They didn't bring any worthwhile news, but your NCOs remind you that no news is generally good news. Still, you're worried...

Your new radio is expected to arrive with the next shipment of wages (due to arrive next week actually).

>>22063384
I see. Can we give the Capital a message through the people who bring our wages? I've been considering setting up an artillery battery inside the town incase we get sieged.

You could, and after you get your radio you can just request them directly. Though it's kind of hard to 'grease the wheels' over the radio.
>>

That'll probably consist of us somehow acquiring a mortar or two.
>>

Are the militia in Pierche hostile?
>>
>>22063662
Okay, just checking because that would need an action and a roll.
>>
>>22063701
If I may ask again, are the militia in Pierche hostile?
>>
>>22063683
If by hostile you mean will they gun you down soonest chance they get, then no.
If by hostile you mean will they shoot you if you're on their turf and acting up (which might include carrying a weapon), then yes.

As it is, they already escort the Pierche traders to Bunkatu. You've had no trouble, but that might be because they aren't about to start a fight when there's only a couple of them against your whole garrison.
>>
>>22063817
Can we send the jeep with an envoy to negotiate with them then, to grant us permission to bear weapons on their turf and the like?
>>
>>22063862

>>
>>22063893

>>
>>22063893
>>22063911

Or have nobody but the Meat and a few dudes hiding pistols, just to show them how crazy we are.

But I'd like to train them so that they have extensive use with those pistols, just so they could take down anybody they see in-case things go bad.
>>
>>22063964
Sounds good. If no one else provides any alternatives, we'll send the pistol dudes, meat and a white flag with the jeep to Pierche to negotiate.
>>
>>22063940
Pink hex is the refugee camp/ghetto just outside the town of Violo.
The red hexs represent towns, the smaller red dots are the two closest known villages to you.

>>22063964
So is this agreed upon?
>>
>>22064122
Looks like negotiation jeep it is, with some of the rest of the company going game hunting and setting up the new defences.

Cocensus?

1. Building Fortifications, this will take up 2 actions to finish this week. Also, how will you deal with the head Hunde family in the house you wish to foritfy?
>Kick em out, bloody Hunde's
>Kick em out, offer compensation 30W
>Leave the house alone

2. Send an envoy to Pierche. Is Dede (Meat) your spokesperson or just a along for the ride? If he's not then who is representing you?
>>
>>22064146
You're going game-hunting with AKs and people who know absolutely nothing about hunting?
>>
>>22064217
Yup. We can hunt people instead, if it's easier.
>Starting to lose my sanity this late at night
>>
>>22064217

Option 2.

>>22064206

Poke around to see if anybody in your army actually knows how to hunt, and then put up fliers saying that you're hiring hunters and trappers. I'd say that they'd make a small amount based off the amount of skins they bring in as long as they don't drive the population to extinction.
>>
>>22064206
offer them 20W, not 30. If they don't like it, they should go get their own arsenal.
>>
>>22064273
Put up fliers if nobody in your army knows how to hunt*
>>
>>22064273
So:

1. Building Foritifcations, kick out Hunde family with 20W. With only one action dedicated short of a crit they'll only be have completed by next week.

2. Ask around town and put up fliers advertising for hunters and trappers and ask around your own men for the same.

3. Jeep of Peace.
>>
>>22064381
If there are no objections I'll have rolls now (46, 89, 72 etc).
>>
Rolled 95, 94, 6 = 195

>>22064206
As for who would be the face... maybe LT or Buk. Honestly though, I think we need to train a guy to be something of a Diplomat/Badass, so not only is he a smooth talker, he's a great shot, can clear a room in one mag, and can easily double over as a body-guard... maybe a few more people like this as well, so he and important people have body-guards.

... I think the best dude for the first choice would be somebody like Yamba, he's already a good shot, all we need to do is make him a cold bastard and train him in the art of negotiations, but we obviously can't train him in a day so I'd say for almost a month or so we train him and a few other people to become this.

1. Fortifications = 95. Major Critical Sucess!

2. Hunter/Trapper recruitment = 45.6. You learn that one of your men had been part of a criminal ring in Northern Congo, poaching Silverback Gorillas. He knows how to track them, but points out their natural habitat isn't usually this far south.
You learn from the townspeople that no one here really hunts, their mostly either farmers, traders or both. The tribes to the far east are renowned for their skill though, and a few enterprising traders swap more domestic items for their catches for a healthy profit.

3. Jeep of Peace. Minor Critical Fail!

1. The Hunde family is moved out with the expected protests and uproar. The compensation goes a fair way in quietening them. Your men throw themselves at their work, and the ambuscade and chokepoint are completed in record time and are able to provide cover for 10 men.
The house is a different matter. MS Buk points out that it is so shoddily built that it won't stand up to concentrated small arms fire, let alone stronger weaponry. If you're serious about fortifying this hill, he recommends tearing it down and starting from scratch.

2. Being part of an actual military, you know what exactly what a white flag indicates. To any other military mind the Jeep, even with the Machine Gun mounted to its back, would not have been mistaken for an attack.
To a militia though, the colour of the flag made little impression. What did make an impression was the uniforms and the MG strapped to the jeep. You don't know whether they knew it who it was or mistook you for FDLK, but they decided to open fire on sight.

The soldier mounting the MG was killed instantly, his head evaporating and upper chest dissolving as the AK fire cut him down. Meat, not even armed with a pistol as the others were, looked on in horror as an RPG trailed towards them. It veered off to the side, narrowly missing the Jeep but covering the driver in lethal shrapnel and causing him to swerve off of the road into a ditch. Meat and Pvt Mesik in the back managed to jump off of the back relatively unscathed, but the soldier in the passenger seat was cut down as he stumbled out. Trapped behind the crashed Jeep, things were not looking good for Meat and Pvt Mesik.

>Take control of Meat (choose actions and have better odds in rolls)
>Roll a general dice for their escape (poor chances)
