Once again, I forgot to go and make a full changelog. However, you're going to want to look at Resilience (which has fixed a lot of problems with size), weapon proficiencies have been largely reworked, missing feats and abilities have been repaired, things that did nothing now do something, Specializations are more balanced, and some classes have been changed around.

I wish everyone a merry apocalypse, and remember that it's not my fault. Definitely not my fault.

Found a few more minor points;
Unlike the other exalts, Wraith and Dragonblooded don't have a described tell.
On the Cuthbert morality chart, 'Refusing to punish someone for a major crime' is listed twice at morality 8 and morality 3. Morality 8 is obviously meant to be minor.
Example character on page 17 uses a slightly different character sheet to the one at the back of the book.

Unfortunately, that would make them better than every other vehicle weapon by quite a large margin due to the fact that two of the weapons that have homing can only fire on full auto.
SRM's would deal an automatic 9k2+10 damage, LRM's would deal an automatic 8k2+10 damage and homing arrow IV's would deal an automatic 6k1 + 30 damage.

For reference, a D-cannon, which uses the same space as a LRM and is twice the cost, deals 4k2 damage, if it hits and has the potential to deal an additional 2k0 damage if it beats the TN sufficiently and is firing on full auto.

For my random splat thing, I'd been thinking about trying to expand cybernetics, and make some sort of mental hacking combat as an optional system.

From what I've played of E.Y.E., I think having the Secreta whatevers and the like mimicing fucked up orders like Jedi/sith would be a possibility.

Another thing that probably wants looking at is abilities which, in the previous version, treated a targets size as being less than usual.
To keep the effect the same in the new version, it would be more worth while for this to now reduce the targets resilience.
This has already been done for some of the abilities, such as felling giants blow from stone dragon. However, the weapon quality from the weapon creation rules, felling, has not been changed.

essentially a monster manual and fluff guide full of organizations and groups (taken from various sources naturally) that a hero might encounter on a good long game.

a few mega-corps from shadowrun variations in the key of tyranid; a few of the more Iconic beasties from D&D; as well as some more recognizable M;tG cards; some supernatural things from WoD (new or old matters little here)

In what sense is it confusing? It's similar to the system in WFRP.

Each class has a list of skills, characteristics and talents (some have magic, sword schools and gun kata as well).
You can only buy things that appear on the class you are in. To exit a class you need to have bought all the talents that do not have an asterix next to them.
You then enter free study,and can then buy things from any classes you have completed, so skill and characteristic advancements, sword schools, gun kata, magic and any optional talents that you have not bought.
Or, for twice the xp cost, you can buy skill and characteristic advancements that do not appear in any of your completed classes.
Whilst in free study, you can start a new class at any time as long as you meet its prerequisites.
The xp costs for things are in the table in character generation.

It seems that buying backgrounds is ridiculously unbalanced, what with only costing 50 points per blip. one of my players has five wealth for only 100 of the starting experience? is this a typo, or is each additional background blip only cost 50?

100 each for every dot above 3, and only buyable at character creation. So wealth 5 costs 3 Free dots, and 200 xp. Don't remember whether you can use Vampire's 4 free ones to go above 3.

You're essentially spending a quarter of your starting xp, which is the only thing you can buy backgrounds and assets with, to get a boost on the ability to acquire gear later, which may or may not be useful, depending on where the game is set. You start in Sigil, you can find some nice gear, and can afford it, you start on a backwater sphere, all the dosh in the world can't buy you a suit of power armor they don't have.

Honestly the more broken options tend to be things like veteran of the wheel, where you can get to having 5 in one of your primary stats, as well as 4 or 5 in your normal method of combat, or artifact, where you can get a really useful piece of gear, that's nigh unbreakable.

One thing I do like about the new edition is it makes it easier to damage characters. I once made a Paladin who took roughly something like 45 damage to take one point of actual hp damage.
