There are 2 new additions I forgot to add so I'm writing them here:
1) You can only have a number of armies/navies equal to 1.5 times your population (rounded down).
2) taxation systems once initiated yield 1 wealth every 2 turns with another +1 wealth for every 10 points of commerce (10 is 2 wealth total, 20 is 3 etc.)

Those who are collecting taxes, just state it as one of your stats. Keep track of the income yourself but if I find yo cheated your nation becomes another most glorious cossack horde of most greatest NPC quality.
Those who established systems last game begin taxing 1st turn of this session.

He had no idea how this had transpired on his watch and guessed it was probably partly his fault, a bit of over-zealous spending during the first few years of his reign. He called his minister from the newly renamed Ministry of Economic Expansion and set him about increasing the state coffers by any means necessary. “Just get it done man!” He yelled at him and the Minister scurried away, keen to do his Lord’s bidding to avoid his wrath.

Jacque di Pfzerd has a problem. As the Mining Supervisor of Sterlitz Mines his problem is simple. Mining into the hard rock of the Pyrenne Mountains is nearly impossible. The rock is hard and thick, and going any deeper into the mines requires something stronger than manpower. He sends word up the Company chain to Mecklenburg & Sons Mining Corporation, the actual owners of several mines dotting the rocky Pyrennes. They have an idea so stupid and crazy it might just work, but it'll take time and a great deal of money...

Meanwhile Parliament votes on a new measure, the Conscription Act...

Gunter-Piedmont had always been a thickly populated island. Rich in rivers and hills the people who called the land home never wanted for much. It's independence as it's own separate entity came to an abupt close centuries ago when it was conquered by another Empire. The two Principalities of that land, named Pyrennica by the Imperials who had taken it, broke their bonds as the world came to a close.

With a new era came a new start. Bonded together by hardship Gunter and Piedmont, once enemies, united together to form a great nation. Having gained a degree of expertise in all matters relating to education the previous year from the people of CogHolme, the Grand Commissar instructed the vast state bureaucracy to begin the mighty endeavour of educating the unwashed masses. As per the national ethos of the state, education would be provided to all citizens equally; however the practical realities involved in running such a large country ensured that only the children of the wealthy and state officials would receive a full education in all matters.

The UCE accepts the trade deal with the people of Inferno, gaining the knowledge of how to build the mighty dirigible in return for the knowledge of steel-working and the basic principles of medicine.

We of the humble Hirmoshiri Shogunate expand our gratitude to the Kelnitz and Cog for such technological advancement. In turn we will agree upon a non-aggression pact with both of them.

We have come to terms with our neighbors of the Kelnitz and agree for a treaty of peace between us. We will trade with our ships with them.

The Shogun is humbled by such generosity of nations and will strive to meet such expectations of the Hirmoshiri.

News reached the Grand Commissar that a new nation had emerged out of the scattered tribes to the north of the UCE’s island province. Curious as to the exact nature of this new nation, Kelnitz decided to send a small delegation to investigate. Several months later, the delegation returned with tales of a bright people making the best out of a tough and unforgiving land. Remembering the tales of hardship that his father regaled him with as a boy about the struggles of the newly formed UCE, Kelnitz decided that it would be appropriate to lend a helping hand to this new nation.

Thus it came to pass that the UCE’s knowledge of paper, rudimentary medicine and masonry were passed onto the people of Hirmoshiri freely and openly. Furthermore, a NAP and Protectorate treaty were signed. For years to come (6 turns), the brave people of Hirmoshiri would be under the protection of the UCE state, free to place their mark on the world without worrying about external threats.

One of the Kingdom of Martiem's diplomatic vessels finally came back with good news!

While they were visiting the nation of CogHolme, they were amazed to find that the people of CogHolme used something called "currency", basically pieces of metal that were used instead of items when trading! This sped up trading quite substantially, and made the economy of CogHolme much stronger than Maritem's economy!

The diplomats then walked to the capital building, after a short detour through the red-light district, and offered a trade to the government of CogHolme; they would teach the CogHolme military in the art of dance, in return for learning the art of currency. The CogHolme government agreed, and much drinking and merrymaking was had by the diplomats!

As the military began to research a way to make steel-versions of the heavy armour worn by the UCE’s soldiers, the Grand Commissar was worried that the state was falling behind militarily. He had heard rumours of vast technological developments in far-away lands. Thus, he decided to direct the state military to improve upon the thunder crossbow design, maybe some new mechanical contraption could be invented that could shoot projectiles faster.

With a wet smack, the poster was thrown up against a brick wall somewhere in the den of streets that was the UCE’s capital. The young soldier then moved to rub the paper into the wall, ensuring that the glue would find a hold. Satisfied that the poster wasn’t going to fall down, the soldier took a step back and took a moment to admire his work. Staring back at him was the upper torso of Grand Commissar Kelnitz 2nd dressed in practical yet well-kept military garb, his hand outstretched and pointing towards the viewer. “Every man must do his part!” Read the line in bold at the top of the poster, with “Four years of service for every young man for their Grand Commissar!” on the bottom. The young soldier nodded to himself before moving on to the next lane, his large bag full of posters weren’t going to stick themselves up.

****THERE IS AN INTERNATIONAL FIASCO******
The maker’s had sent “diplomats” (read: spies) to steal the steam tech. They failed horribly. They arrived via a civilian commercial vessel under the flag of Maritem with citizens of the Storm Confederation on board. The spies almost sneaked the scientist out, but the guards caught on. They chased after but the spies made it with the VIPs back on board. A military vessel belonging to Kelnitz’s forces saw the Mon Grayr guards reacting and thinking there was an attack proceeded to open fire on the civilian vessel. Since it was flying the Maritem Flag, the Maritem navy not far off came to their aid and returned fire. This caught the Attention of other forces of the Bloc who then got involved for the sake of their allies, all without government approval. No one really knows what happened save the spies and the Mon guards but that doesn’t matter as the citizens of all nations cry for war. The Bloc wants war because Maritem attacked them, those of citizens of other nations want war because civilian demagogues declare the that the Bloc threatens their sovereignty and business enterprises by firing on a merchant fleet.
All nations will suffer being reduced by 6 stability unless they answer their populace and declare war on someone.

Utilizing the plans for dirigibles which the UCE obtained from the people of Inferno, the Grand Commissar directed the military to begin to develop a way of using steam power to inflate these mighty sky-warships. Soon the UCE, with its knowledge of gunpowder and dirigibles, would rule the skies.
