OP, you just combined two of my favorite things.

A metal gear campaign would be great as long as it's set before rising. That way it's not just cyborgs fighting and are few and far between.

You can pretty much bullshit your way into having whatever character you want on the basis of "yeah, but the pain keeps bees in this body".

Imagine a weird-ass team like The Bosses', Foxhound, or Dead Cell, invading bases and shit.

Alternatively, you could go the COMPLETELY AUGMENTED STREET SAM version. That might be more appropriate for Shadowrun: Remember, the players will most likely chuck grenades, shoot him, and unload magic in his direction instead of facing him in a sword fight.

If he's not built with that in mind, he'll be the idiot with the sword the party killed with a grenade launcher. I love Shadowrunner versus Shadowrunner fights, but I've found that the enemy team rarely gets to demonstrate their gimmicks.

Really, what you want is cyber for stat boosting.

Losing .75 worth of magic points for +1 to a stat...or losing .5 essence for +2 to a stat? it's actually more efficient in some ways for adepts as long as you carefully work out your numbers to get nice round number for essence loss (No 1.1 lost) and you mostly focus on stat boosting.

Look into the bioware Suprathyroid. It's +1 to all physical stats for .7 essence. For an adept, that would be 3 whole points of magic.

There is also muscle toner.

Also: Get 'Way of the Adept'. Look at 'Way of the Burnout'. 10BP quality. Reduces essence costs for cyber or bioware by 10% AND reduces the cost of several adept powers.

Think about the progression of enemy boss groups.

Cobra Unit -> FOXHOUND -> Dead Cell -> B&B -> Desperado Elite

Because one of the themes of the later MGS is that the old ways of warfare are dying under regulated tricks. The paperwork you are doing is actually how you gain your powers as "The Accountant". His super powers, per day, are exactly equivalent in power to the volume of paperwork he's able to complete that day. I can't stand Rising from a story standpoint. I really enjoyed PLAYING it- at least the first time through, but the story is a mess.

It's like a parody of the MGS series. I get they were always silly, but they often took themselves very seriously despite the ridiculousness of the situation, which was fine. The developers knew it was weird- and we knew it was weird. They don't need to spell out how totally crazy they are. On top of that, it felt really out of place to be coming from a series with antagonists like Solidus with legitimate depth, and bosses like Sniper Wolf or The End who you hear about way before their fight; Then in Rising to have the antagonist be "OMG DID U NO POLITICIANS R BAD?" and the bosses show up without explanation or development beforehand unless you call everyone on your codec constantly.

I could go one, but I'll stop complaining here, as I'm sort of getting off topic.

I would have been Ay-oh-kay with that if it took place, say, in between MGS2 and MGS4. But this is a sequel to MGS4, and somehow that feels disrespectful to the ending, to just continue like that. Yes, I know ending SOP wouldn't stop war altogether, but just like with the silly-stuff, you don't need to spell it out for us. It would be like if you watched a Disney movie and at then end it said "6 years and 4 months later, Prince Charming was brutally murdered in an alley". Also, the crazy shit (using a robot arm a hundred times his size to slice that Spider-Gear thing, Throwing a RAY, exc) that Raiden does in MGR makes Snake look shitty in comparison. Yes, I know he fought some RAY in MGS2, but he didn't destroy any. And yes, I know he stopped Arsenal Gear in MGS4, and that was stupid- but just because something stupid happens doesn't mean you should base a game on it.

Anyway, just needed to release that, having recently played Rising.

Ground Zeroes is a Big Boss game set a few months after Peace Walker. MGS5 probably is five years later or so in one of those wars in Africa that we hear about in later MGS games but never see. Where Big Boss gets the real estate for Outer Heaven and like a third of the named characters were involved in wars.

The problem is that conventional firearms didn't really make the same leap cyborg technology and melee technology did in the setting. Bullets are great, as evidenced by Solid Snake's liberal use of them in 2014, but high frequency conversion of materials is an expensive and lengthy process and can't reasonably be applied to ammunition (Which wouldn't really benefit that much from them anyway) when you can instead give someone supermuscles and a sword that can cut through anything.

Snake will start on the first floor and have to anticipate where you'll come down from, otherwise you'll be right above him, and blow the floor out from under you to try and crush him / shoot him. Then, after enough damage, you rocket boost up to another floor and he has to take the stairs / elevator for it to continue. Maybe if he takes too long on the first phase, you blow up the elevator so he has to take the longer route - and if he takes to long THERE, then you regain some health waiting for him.

To expand:
When you fight Guardian Badger, you fight him in a power plant the unit is trying to sabotagge, and his suit is plugged into the main generator. In order to stop him from regenerating health and to cut him off from his most powerful attacks, you have to sever the power cord fueling his suit. Once you do, he fights with 6-gauge shotguns and grenade launchers built into the suit.

Metal Corgi is a short lady cyborg who fights you by body slamming you with her near-indestructable body. You kill her by tricking her into body slamming through the supports on the oil rig you're fighting on, triggering a chase sequence where you have to dodge attacks while you get to a chopper to escape the collapsing rig, whereupon she sinks because she's not buoyant enough to swim.

Stalker Capuchin is fought underneath a refinery in a maze of pipes. The only way to track where he is is by watching the lights on the ceiling sway or the water on the ground splash. If he gets a hold of you he breaks bones, causing you to slow down.

Menacing Bee fights you in an abandoned military base that the villain is using to house some sort of nefarious project. At the beginning of the level, he manages to hit you with a poison dart, so you have to fight against phantom soldiers and other hallucinations. When you reach him, he flickers in and out of the shadows. Getting hit by one of his poison darts builds up a toxin bar and hakes the illusionary foes more numerous and more dangerous.

You fight Killer Butterfly while skydiving as she goes after Air Force One. Her mid-air maneuverabilty makes her hard to hit, and she tries to strangle or dice you up with razor wire. You have to damage her flight pack, forcing her to pop parachute before you hit the ground.

Praying Elephant teleports all over the room when you fight him, attempting to slap your shit with six artificial arms and incredible strength. You can't get too close or he'll literally pull you apart, so you have to capitalize on his weight and bait him into teleporting onto weak sections of floor, and when he catches himself to prevent falling you can hit his synthetic arms.

When you fight him, he hides in the shadows, and if he hits you, it builds a toxin bar, spawning more and more illusionary foes and more deadly phantom monsters.

Killer Butterfly is foguht in mid air while skydiving as she goes after Air Force One. Her flight pack gives her incredibly maneuverability as she tries to dice you up with razor wire. You have to damage her flightpack enough that she's forced to pop parachute, all before you hit the rapidly approaching ground.

Praying Elephant is fought in an abandoned monastery high in the mountains. He teleports all over the room, trying to close into close combat where his six arms and impossible strength can rip you apart. You have to trick him into teleporting over weak sections of the floor, forcing him to use his arms to catch him when he breaks through, allowing you to damage them.

To this day I can't tell if Kojima is a master satirist or a shitty writer.

I originally hated MGS when I first played it, but then a few years later I decided to give it another chance, and played MGS2 and something inside me snapped, and I realized he was trolling the players and playing with genre conventions. Then I went back and played MGS1 and loved it, and I've been a fan of the series ever since.
