Doom deposed a douchebag tyrannical baron who was an oppressive asshole in his home country. All of the quaint, ye olden buildings you see around? That was the level of tech he forced them to stay at.

Doom cam in, kicked hi out, and established a utopia filled with superscience, policed by incorruptable and efficient robocops that have made crime within his borders nonexistent, and his people are honestly really glad to have him. Hydroponic farms can easily exploit Mars' high-carbon and nitrogen content to produce excess food as well. Now we await the activation of the portals that the Doombots are instructed to open in Doom's courtyard tomorrow.

The new immigrants can work the farms and factories there, and step between worlds under the watchful eye of Doom as they commute to work every day. Send a missive to that pathetic wretch of a weakling, The Mole Man, and let him know that if he wishes, Doom has arranged a suitable home for him and his minions far from the oppression of the American surface dwellers.

Begin construction on a series of larger-than-normal sized doombots with portable portal generators built into their chests. They will travel across the Third World countries, offering Sanctuary to the poor, distressed, and downtrodden. American runaways, african tribesmen, oppressed chinese villages, the poor and homeless of all nations will be taken and molded into perfect citizens of Doom.
