Use a HEAT-style warhead to improve penetration, A quick googling says that HEAT rounds can expect to penetrate through a thickness of armor up to seven times their diameter under optimum conditions. Combine that with a hyper-velocity launch for improved penetration and even if Vagan armor is too tough to punch through we can at least blast a hole big enough to exploit with other weapons.
