They've been retained because of how useful they are in urban assaults I suppose. Although Maulers are a little harder to explain than Fencers--the only way I could make them make sense is to make the Maul out to be a giant shaped charge on the end of a long metal pole. You'd have to be suicidal to want to charge a tank with nothing more than a ballistic shield and several kilos of highly energetic Ragnite Explosive Composition B.
