It's just that plan is... a bit overt, it stinks of megalomania, and could be disrupted in so many different ways. While our Nice Guy DOOM persona is starting to sink in, it's not at the point where throwing accusations around will work.

Whereas the current plan is a masterfully crafted death of a thousand cuts, which doesn't hinge on any one action succeeding or being disrupted. Reed is driving himself into insanity and psychological meltdown, and the more he tries to dig up our "plotting", the more the he simply buries himself alive in the fruitless wastes of time and energy. This isn't a UN matter. This is a US State Department matter. We go to them with testimony from Strange, Xavier, Laura, Logan, even Namor. Demand that all those who took part in terrorist plots against latveria be handed over to our State Department (which consists if Lucia and ourself). I'm cool with this, but only AFTER his next attempt. Three strikes, and all that. But we want to make sure he is extradited here, not dealt with in the US. If we leave it to them they'll lock him in a lab and have him building weapons for the rest of his life. That's unacceptably irresponsible.
