Pym.... Is a competsnt scientist, but I wouldn't trust him to organize his own sock drawer without blowing something up. I don't want him anywhere near SWORD. We don't need another Ultron. Stark spends too much of his time grand-standing, or I'd suggest him. We need someone with the organizational skills to manage millions of people over twice as many square miles, supply them with all the logistics they may need, and deploy them efficiently in combat situations. The lis of people I'd trust with that is shorter than Stark's attention span.

unnessecarily cruel, precision strikes against hostile targets would be prefferred over an unwieldly genocide machine - it's not like Skrulls are completely unreasonable.

reiteration of first question: How far and where is DOOM willing to take this?

Fortify Earth and Sol, hope they see it is a waste of resources to engage Humanity? Start aiding resisting civilizations and liberating planets under Skrull dominion? Head straight for the Throneworld and demand ceasefire? Something else?

DOOM seems poised to begin a 'benevolence of DOOM' campaign with the way those who have surrendered to DOOM are being treated, but it helps to make sure.

Are we dealing with religious fanatic skrulls whose gods have decreed that we must be purged?

Genocide of humanity was the goal of the insane Ultron - the purpose of releasing an Ultron on a Skrull world would thus likely be Genocide of the Skrull, which is what worried me - Fury might consider it viable, but DOOM should know better.
