Of course, the Device looks very different based on the reality it comes from. It may be the beak or claws of the perfect hunter, swooping down upon their prey - anyone and everyone else. Magic has mutated most of the planet's fauna; gryphons are to the setting what birds are to our world, so there probably are gryphons that look like eagles, gryphons that look like ravens and so on.
As a side note, not everyone sees what magic has done to the animals as "mutations", with the belief that it has just accelerated their evolution being very popular inside some circles.

Well, if everyone is their own reality, we're probably talking far future or lovecraftian mindfuckery.

So reality-on-reality interactions should be the thing that the system handles, somehow, and the interface for that would be the Device. Maybe that's what lets you create and isolate your own reality? PCs would be whoever happens to have these Devices, and within their reality (e.g. if no other Device-bearing actor opposes it) all that is desired is done.

This may or may not end up like the legendary Time Wizards, if this direction is what is taken. Or possibly like a sufficiently high-powered game of Exalted.

YES. Ok so let's say there is three types of high-level Wizards. Guild Lords, Cosmics, and Tower Wizards.

Guild Lords are man with god-like power. Petty, selfish, and completely crazy. Each one is different but even the ones who try and protect their people go about it the wrong way (police states and the such).

Cosmics are Wizards who just decided to leave. They up and flew away from reality and if you meet one it's like meeting an Lovecraftian God rather than a man.

Tower Wizards are guys who just said "Fuck you guys" and left society. They built there own massive "towers" (basically anything you can imagine as a stronghold) and study the universe. They're the most "together" of the group and might actually help you if you have a good reason.

So, what we have so far is "safe" cities, where you can conduct business and interact with the real world.

You go outside of the cities, and you're in the Sea. Unreality, where you shape your own world around you. If you find someone else, you can attempt to engage with them by means of a Device, forcing your reality upon them.

Definitely a wizard-based dystopia.

Players are bounty hunters, entrepreneurs, or what?

I had first suggested the Dreamhunters with the idea of them being humans with Devices, that basically grabbed anyone who dared venture out.

While it's interesting if PCs are the only ones with Devices, we need to make sure that there are still other humans (or humanoids) with them. Otherwise, there's a much more limited interaction with NPCs, and the idea of forcing someone else into your reality becomes much less a part of the system.

One thing to bear in mind: How does the party maintain a single reality?

Difference being purpose. Players retrieve pieces of magic, dreamhunters capture souls for reasons unknown read : making new cities

players will have to go into the dreams of loners lost in the Sea to find the artifacts, and be harrased by the dreamhunters which should be immortal be destructible meaning that they reform when they are killed

The Sea is, simply put, mutable space. With enough will and a Device, you can shape it to be whatever you want. You can exert control. A "gunfight" between two people in the Sea is effectively a battle of will that ends with one party having control of the other, be it the end that they are dead or servile. Out in the Sea, some do mention... entities. Things not bound by mind or reason. Whether there are sentient spells, extradimensional entities, or elementals... that is up to debate. But what it certain is that they are dangerous.

How about, since the Devices serve as defense against the sea, they also serve as defense against other Devices?

It should be easier to impose smaller changes than larger. Death should be very difficult. Turning a person into a tree should be a little easier. Making them like you should be even easier.

Maybe your reality should be a list of traits, and Devices can inject or remove those traits? With none, you are as the sea - a blank soul cast adrift in the chaos of un-reality. More traits give more reality, giving you more to affect with the Device (like hp), but Devices have a certain resistance (so players can't just give themselves a million hp), and adding or removing traits can damage that resistance.

What about Devices having different powers depending on what spells they're loaded with? That would allow PCs to switch powers between adventures. Of course, a spell still requires willpower, and it's not like you can just buy Devices in a store. Instead, "spell bullets" have to be carefully prepared by skilled mages, and are often loaded with memories, emotions, rare components and even souls.

Sort of. Like another anon stated, it's pretty much a fantastic combination of Shadowrun, Psychonauts/Inception, and the Points of Light default setting for 4e. There are places that normal people exist, small Cities in the midst of a massive Sea. These are the places that the players find employment. Objectives and missions. Some of them can be solved inside Cities, but for most of them they must enter the Sea. From the Crystal Cliffs to the Blazing Woods, the landscape and the... fauna in the Sea can be dangerous, but if you have a Device, you at least have a chance.

I'm not sure if I'd say that normals can't leave the cities, or simply that they would be like a level 1 commoner stepping out into the Blood Marches of Nazarog and getting gutted by the indigenous vermin.

Basically. It's sort of like a mixture of that MacGuffin from the Inception movies, a Caster from Outlaw Star, and a sheriff's star. Owning a Device sets you apart from the sheep of the cities.

I can certainly imagine things going very much in the way of Shadowrun in the assignments and interactions of player-characters in this setting, though replacing Mr. Johnson with the guild mages of cities, which in turn take up the position of the megacorps.

So as a party you would try to only have one or two domains, such as tropical/forest/urban but everyone has their own styles so you can adjust to what you are fighting

LIke say you are fighting a speed lizard, you'd have the schizo teleporter take over in style so that everyone can outrun the fucking speed lizard, but if there was a giant iron golem, you'd instead let the muscle wizard play some dubstep and throb the entire dimension so you hit oh so much harder

I might crack a shot at this, though the name's for a character that I'd probably play if I were ever to get into a game in this setting. Let's see what happens.

Larua. Something of an engima -- the one thing that leaders of Cities seem to share -- Larua has long since shed of a human body, if it ever had one in the first place. Appearing as a humanoid with eight arms and four faces that seem made of porcelain. Dressed in heavy robes, four of the arms are always held close with the hands held in static poses that hold symbolic meaning in the Cult of Spectres that is dominant in Larua's City, Solace. It speaks with four voices in a eerie harmony, its words often coming with a blue haze that comes from its four unmoving lips and forms images relevant to what it is discussing. Its goals, however, are simple. Relics of the future dead.

Solace is a somber city, sheltered in a simple tower that rises out of a still lake. There is no method for leaving to city by foot, much less crossing the inky water that forms Solace's foundation, though that rarely stops those with Larua's blessing from enter or leaving the city. The architecture of the circular column seems rife with ornamentation, a mixture of funerary motifs and those of drama. Its citizens are well-known both for their respect for the dead as well as brief auguries, even among those without Devices.

I was thinking crunch-wise, your character sheet would consist of a list of positive and negative traits. Each trait that is "in reality," or present and active in the scene, gives you a die. So having a homogenous group makes them powerful - until the world shifts.

Those traits are your spells. Using them is rolling them. Resisting effects would probably be rolling traits that aren't present.

There should be a limit on the number of traits possible. I like 6 for an arbitrary average.

With this, I guess I was learning a bit more away from guilds and rather having Cities be relatively self-contained. They are built out of a powerful mage's willpower. I doubt they're really want to share that space. Hence the usage of those with Devices, to act as their hands outside of the city as well as against other mages. Rather than guilds, you end up with domains that are directly sculpted by the mage that created them.

Just my two cents. And I could still totally see guilds, but as much lower-power things.

I sort of disagree with not having Natives to the Sea. Especially as a magical distopia, to limit yourself only with humans and the minds they possess, well... limits you. I'd prefer to up both the dystopia and the alien-ness of the Sea a bit. As I suppose shows in the mage that I offered up being a little more out there than just a man in a robe and a boner for power. One thing I like about this setting is the implied friendship and cooperation between party members. It would be absolutely impossible to maintain a party otherwise. Supporting each other's realities is a way to bring a bit of the safe harbor of the city with them.

Let me try my hand at this NPC creation.

The Grand Noble Rizmarc the Benevolent came to power during a rebellion against the City of Arches ruler Pain Lord Nix. Nix was not a benevolent man, quite obvious due to his Pain surname, and ruled harshly and swiftly. His Pain Guild were bullies and Nix plain didn’t have time to deal with things in the city instead studying for long periods of time. That was when Rizmarc attacked, a long time member of the Pain Guild he found himself unable to quiet his concience and had secretly trained and outfitted his own rebel group with Devices. When he attacked it was quick, brutal, and well..Nix’s surname-ful. When he reached Nix’s underground study with his closest allies Nix only had this to say. “Someday you’ll be just like me.”

He wasn’t lying. He instituted a new rule, his rebel allies making up the new Guild and the Pain Guild becoming slaves and stripped on their Devices. The peasents of the city rejoiced. Finally a Lord who will protect us! Like all men Rizmarc slowly succembed to the power. At first it was small, a curfew for young people to stop muggings. Then he shut down the Council of Nobles that ruled the city. Then he lowered the curfew. Then he started scrying the entire city 24 hours. He never stopped, new laws “for protection” are put in every day.

Rizmarc the Benevolent hires mostly to find objects to increase his power and tortures the Pain Guild daily to find out how Nix became so powerful.

I would also stress that multiple Nobles in one city would not only be rare but really shaky ground. Sort of like the Drift connection that was mentioned earlier, when two Nobles create a city together it is a reflection of both of their wills. Dissonance between the two would be potentially catastrophic and just as dangerous as living in the Sea. Perhaps moreso, as with the Sea it's simply a given that you're in the Chaos Primordium. As opposed to living in a city and suddenly you have a mindquake because the Noble's minds clashed in how to resolve an issue.

Sorry, I'm pretty sure that there isn't an iOS (or any mobile) app, at least for the client I use. Any XMPP-compliant client would be able to communicate, however.

I don't have an iDevice, though, so I can't test any to see if they're any good or not. If you don't want to go through the trouble, you really don't have to, but searching something like "XMPP VoIP iOS" should yield some results.

I'm perfectly happy communicating solely through email and Google Docs or whatever other document-sharing service we might use.

The Domain called Renhala is a simple place consisting of little more than a quaint farming village nestled at the crook of a still river. The people work their fields to provide a bountiful harvest every year, blessed by perfect seasons. Food is supplemented by hunting in the woods that ring the fields and fish from the river, and it seems like there is rarely a week which passes without a merry if simple festival.

The Noble of this Domain is simply known as Elder, taking the form of a wizened old crone who is always happy to see company or settle disputes between villagers. She rests in the small longhouse in the center of the town, seemingly always stirring up a bowl of stew. Though out of the corner of your eye, sometimes it seems that her shadow doesn't quite match her body. Though that's liable to just be a trick of the eyes. After all, the longhouse is thick with woodsmoke and the scent of that fine stew. Who cares, after all? Just sit down and rest a while.

Kas is a dangerous Domain, a land of damp, dark jungles and overgrown ruins. The land seems caught in a perpetual state of dawn, a blood red sun coloring the clouds on the horizon while a large moon above refuses to be defeated. And that spirit runs through all that survive within it. Predators wait in every shadow, waiting for prey to make a single mistake and reward their patience with a kill. Others take a more brutal approach, forcing their way through the jungle with savage strength and uprooting prey wherever it might seek shelter. For while Kas is a land of predators, there is certainly prey eking out an existance. Kas' subjects are a hearty group, broadly built and sturdy. Green skin helps them blend into their surroundings, and tusks not only show prestige among competing males but act as a weapon of last resort against predators.

The Noble of Kas is unknown, though the savage tribes that live in the jungle all revere the Great Serpent, said to be a massive snake who's end is his beginning that dwells beneath the roots.
