OK, so hear me out.

The evil AI has discovered a way to create a wormhole to any point in time, and wants to use this to take over the universe at all points in time, starting with the year 1986 why not. It has its EVIL ARMY of cyborgs that it imbues with science fictiony red energy (so the bad guy toys have red translucent pieces here and there on their armor) and sends them through the wormhole.

Unbeknownst to the evil AI, a strange benevolent energy being lives within the wormhole, and imbues the heroic but obviously outnumbered and outgunned future good guys that follow the bad guys through the wormhole with science ficitony blue energy that means the good guy toys have blue transparent pieces on their armor. However, the AI gets wind of this and has the energy being killed.

A few pre-teens and their know-it-all teenage sibling are hanging out in a park when the wormhole opens up right in front of them. They are in danger of being killed in the crossfire, when the energy being uses its last ounce of strength to close the wormhole and possess the kids' pet dog.

Now that it has a corporeal body, it can imbue the kids with their own blue energy, but only at plot-important junctures.

With the wormhole closed (temporarily, because the AI is working to get it back open and can still communicate across time from 2006 with its minions in 1986) the cyborg bad guys and their red energy must fight the cyborg good guys and their blue energy, with the help of the pre-teens, their know-it-all teenage sibling, and their dog that is also an ancient energy being that can give them superpowers for brief periods when the plot demands it.

Coincidentally, I was talking to a fellow roleplayer pal of mine - he kind of liked the concept behind CAH, but he felt that the settings included in the books were either too similar to pre-existing shows (Transbots, Actioncats, Strikeforce Freedom - can you guess what's being homaged?) or far too specific for a group to quite gel with (Tommy K & The Star Kitties is an egregious example).

His suggestion was to do exactly what OP is trying to do - the group builds a setting from the ground up.

He kind of floats around the dog, and can only be seen by the kids, but sometimes he has to step in to save the day, and then he truly possesses the dog, and the dog gets a third eye that can do wikkid time-space psychic power eye magic.

What if instead of this, they were 1986 dudes that were given cast-off tech from the Cyberzines in order to bolster their numbers, but then went rogue?

They could have purple or orange translucent pieces, and their cyborg armor would be really piecemeal (just a robot arm here or a half-robot torso there, one Terminator eye, etc).

This Cyberzine is almost always locked up in prison for some reason. Only occasionally he's allowed outside when the Cyberzines need extraordinary special robot soldiers for their missions.

It seems he's exceptionally skilled in military engineering.

He's also bound by something that controls him. Perhaps he was imprisoned for creating the crazy cyborgs in the future.

Some are consumed with their hatred for anything cybernetic (heroes included), and others are just outcasts trying to get along in a world suspicious of cyborgs (maybe six-year-old Molly can help get them on the heroes' side, since she hasn't learned to fear or hate cyborgs yet).

Ooh, and to sell more toys, maybe one of the story-arcs can be the heroes trying to help the "ghettoborgs" (Scrappers? Metal-heads? "Ghettoborgs" seems a bit crude for a kids' cartoon) better integrated with their robot parts. After a training-and-upgrade montage, they've got sleeker, cleaner machine parts that don't hurt so much and work more efficiently and reliably. (Naturally, many of them are not enthusiastic about getting more robot parts, given that the first set didn't work out so well.)

Alright, I've done some more thinking on the Scrappers (and the Cyberzines).

The idea of upgrading 1986 humans is one that the Cyberzines try several times. Naturally, it never quite works out (1986 technology just doesn't support the kind of cybernetics that they have), but they're robots, and upgrading technology is basically all they know. "Surely, Anti-Star [Autonomous Networked Thinking Intelligence for ], it will work THIS time!"

They tried making infiltrators by lobotomizing humans and implanting them with control circuits in their brains, but doing so resulted in some very dumb infiltrators. As in, moving stiffly, speaking in a dull monotone, announcing what they are doing (including "sa-bo-ta-ging!"), and so on. Because the infiltrators are mostly human, the heroes are initially faced with a moral quandary of how to deal with them, but in the climax of the episode, as they are about to force the city's gas lines to explode (or whatever the plot-of-the-week is), Billy reminds them that they have families and friends in the city who will "get hurt" if they continue, or alternatively, one of the infiltrators sees someone precious to them is in danger, but either way, they refuse to carry out the Cyberzines' commands. After the Cyberzines retreat, Toshi tweaks the circuits to restore the lobotomized humans' minds. If the heroes need to work in secret, this coincidentally muddles their memories of their time under the Cyberzines' control. Alternatively, if they remember the events of the episode, they may become recurring characters who help out the heroes (e.g. a maintenance worker who tells the heroes about some secret passage into a building they need to infiltrate).

Okay, these guys are NOT the Scrappers, but I've been thinking this up as I try to think of the events that lead to the Scrappers' creation, and I've just hit the post size limit. Scrappers coming soon.

The second season could take place in several timelines, as the TIME WARS heat up. The team will have to confront the Cyberzines in the prehistoric age (obligatory DinoBorgs with giant enemy laser-breathing T-Rex), the middle ages (where Merlin and King Arthur assist the Time Team, and Lancelot gets a cyber-upgrade to battle the wicked robot-witch Morgana, sent by Anti-Star to steal the power of Excalibur), and of course THE NEAR FUTURE, 2006. Where Anti-Star rules and pockets of resisting HeroBorgs fight a war of attrition. This timeline in particular allows for introducing a lot of action figure HeroBorg characters. And a base.

(Sorry about only backronyming Anti- of Anti-Star, but I think it might be nice to give the evil AI an acronym name. I was thinking something like "...Strategy, Tactics, and Reconnaissance", but Recon doesn't quite fit with the other two.)

After the infiltrator plan failed, they decided to try willing collaborators. This involved recruiting mercenaries and promising upgrades (think The Pack, from Gargoyles), but mercs proved difficult to control and the cybernetics didn't work so well (maybe they run out of energy at a critical time), so their resident mad scientist decided that some R&D had to be done to develop better implants. At one point, the scientist (possible names: Brainwave, Thinker, Autonomous Logical Bionics Expert for Researching Technology [ALBERT] -- not too happy with any of these) refers to the resulting cyborgs as "scraps", and they keep the name for themselves.

The first generation of Scrappers were basically abducted by the Cyberzines, cut open, had some cyborg bits stuffed into them, got poked and prodded, and when they had no more data to offer, they were disposed of in an alley. They never met the heroes, and so they believe that all cyborgs are evil. Maybe some of them try to go home and get rejected. In their first episode, they fight the heroes unprovoked (they are partially human, so the HeroBorgs just drive them off with non-lethal shots), but in the climactic battle against the Cyberzines (who are upgraded, thanks to the data gathered from the experimentation on the Scrappers, and putting the heroes on the ropes), the Scrappers come back, recognize "the tin-cans who made [them] this way", and turn the tide, before leaving for the sewers. The heroes offer to help them, but their leader says "You can help us by stopping them from doing this to anyone else. We've had enough technology for now, thanks."

I like your idea with the mercs and the scientist, but I'd take it in a slightly different direction and have a ruthless corporate CEO character try and reverse engineer Cyberzine technology to make an unstoppable army of mercenaries. He'd have a mad scientist sidekick doing the actual work. At some point he might approach Anti-Star with offers of collaboration. A rivalry between him and Night Devil develops over who can backstab A-S first.

The Scrappers soon fragment: those who help the heroes (and others) from the shadows, those who just want to live, and the ones convinced that all technology is evil.

"Adam": cybernetic left arm, right leg, and right half-of-head. The head implant caused him to lose his memories, but since he was the first of the Scrappers, he took the name Adam to mock the Cyberzines' scientist ("You've made me in your image alright -- butt-ugly metal!"). He looks out for the other Scrappers, carving out a living space in a junkyard. Since he doesn't remember how he got abducted, he doesn't feel he can trust anyone outside of the Scrappers (and even then, he worries about the possibility of remote control -- that could be fuel for an episode, with the possible twist that nobody is being controlled, and it's all his own paranoia), so he would much rather that they avoid contact with outsiders.

Elena: Voice of the "heroic" Scrappers, she thinks that they should use their powers (such as they are -- not as flashy as the HeroBorgs' future gear, but a super-strong metal arm or leg can go a long way) to help people. She has a family left behind after her abduction, which is a major part of the reason that she doesn't want to entirely cut off contact with humanity. Initially, she lacks the courage to re-connect with them and explain that Mommy got kidnapped by some bad men who gave her a robot arm, but maybe an episode can start out with her watching over them from afar, then trying to protect them as they get caught up in a battle as bystanders, and by the end, they have been through so many coincidental escapes (possibly including her calling out to them, to lead them to an exit) that they wonder if she is truly gone.

She could start out with a scrap bow (using her robot arm for superior draw strength), and when the time comes for the mid-season upgrade (and new toy wave), she gets a sleeker bow that is is integrated into her cybernetics.

She could get the super-strength with one robot arm, but to get superior aim, I think she'd need two robot arms (as the non-robot arm would have to be the front one [i.e. with a locked elbow, so it's not exerting muscle strength against the draw force], which is the aiming arm). This could give her an interesting dynamic of being tremendously powerful in a fight or while running (able to pull herself up and over any obstacle), but terrified of injuring people or breaking objects around her, reinforcing the tragedy of wanting to look out for her family (and humanity in general) but being unable to approach them.

This would also lead to an interesting kind of super-strength: as her spine and legs are still organic, she would have to plant one on the ground in order to lift a heavy weight.

And for the final "iconic" (i.e. first-wave toyline) Scrapper:

Ned (as in Ned Ludd, for those parents who watch the show): Leader of the "renegade" Scrappers. As often fighting against the HeroBorgs as the Cyberzines. He and his followers also will sometimes try to destroy human-made edifices of technology, like factories, power plants, and such, though they will attempt to evacuate (read: scare away) citizens first. Adam kicked him out of the scrapyard, fearing that he would draw retribution on the rest. Ironically, for all his romanticism and anti-industrial vigor, he has never lived outside of a city and is hopeless at living without technology (some fun can be had at his failed attempts at farming, home construction, and other disciplines that are vastly simplified with modern technology).

All of my previous posts were generated when I tried to think of a logical progression that could lead to this next batch of Scrappers. The Cyberzines created them when they got the idea that having some teenagers-with-attitude of their own would help.

Marco (11). Suffers a severe injury to his leg as collateral damage in one of the fights-of-the-week, permanently scuttling his dream of becoming an athletic star. The Cyberzines offered him a replacement. Unfortunately, while his new leg is super-strong and super-fast, it grinds against his hip with every step, and the control link to his brain isn't very good, meaning he isn't much more mobile than he would be if he had stuck with crutches. Younger brother of...

Maria (15). Team mom. When Marco tells her about the nice doctors who promised to fix his leg, she is suspicious, but the Cyberzines win her over by promising the opportunity for vengeance against the cyborgs who caused her brother to be hurt. Gets a head implant (most of the left half of her head, including eye and ear).

For extra TWEEST, Marco and Maria may also be Elena's children.

Sam (12). Gadget-wizard, skilled with electromechanical systems as opposed to computers. Gets a robot arm with built-in tools (think Silver from Treasure Planet).

Madison (12). Gets "recuited" after the Cyberzines realize that Sam is not so skilled with computers. Gets robot hands for faster typing, possibly also a brain-computer interface plug in her neck or elbow. She is not quite friends with Karen, but as the Internet is still a small world, they know each others' names.

Not every one of the kids is a perfect analog to the main heroes (e.g. Maria is a girl, Sam is a boy, and has a slightly different skill-set than Karen) -- the Cyberzines' attention to and discussion of these details (overheard by Maria) is part of what makes them suspicious.

And now, bump with some episode/story ideas for the Scrappers after some of them join up with the heroes (of course coming after their intro/creation episodes and the episode where Molly meets them and wins them over):

Romantic tension between Maria and Billy. Maria has some issues with the robot bits in her face, he assures her that she looks fine. Eventually, he kisses her on the robo-cheek (and after she gets her upgrade, which includes touch-sensors in the "skin", he does it again).

Toshi takes Marco under his wing to teach him martial arts, to help gain control of his body, and show him that there are career fields which use the mind rather than the body (of course, the advice rings a bit hollow when you realize that Toshi uses both his mind *and* his body in the course of being a hero, but these cartoons aren't always known for consistency in their morals-of-the-story, and maybe Karen and Madison can help).
