Well there was the Second Siege of Terra, at the end of the Age of Apostasy.

A grand alliance of Space Marine chapters and the armies of the Fabricator-General of Mars besieged the Ecclesiarchal Palace of the mad High Lord Goge Vandire, Master of the Administratum and Ecclesiarch. The precursors of the Sisters of Battle, the Brides of the Emperor, and Vandires armies kept them at bay until the Custodes intervened.

Apparently the population of Terra is rather fearful of Space Marines due to twin attacks of the Heresy and this second siege.

The structures of Terra are built down into the Upper Mantle and up into Low Orbit.

Per square mile, it exceeds even the infamous Kowloon Walled City.

The entire planet is covered in ground to space anti orbital weaponry and massive layered void shields, beneath is Kilometer thick armor plating.

And above is a network of battlestations so thick you could walk accross the entire world and never need exit.

It is a Supreme Fortress world that can withstand Planet Cracking bombarment, the most Holy Place in all the Imperium, and the Center of Bureaucracy.

Tldr:Its a giant clusterfuck that puts Coruscant to shame.

It does, the Terran Praefactors.

By tradition, all of the original Legions were Terran until they were re-united with their Primarchs, who got to change their legions' home planets as they saw fit.

The Imperial Fists recruited from a number of different worlds but never changed their 'official' homeworld.

To this day, even though they are fleet-based and recruit from all over the place, and even though Space Marines are not too welcome on Terra, by tradition, the Fists are permitted to retain Terra as their official homeworld in remembrance of their defense of the Imperial Palace.

That's just the planet where Dorn settled. By the time the Emperor found him, Dorn was already in charge of a multi-planetary kingdom. The Fists recruit from Inwit like they recruit from a number of different worlds. (I'm sure they have a soft spot for Inwit, though) Terra is still the Legion and Chapter's home world on record.

OP, read the third? book in the space wolf series. It takes place on Terra, and is one of the only books I know that does. From what I've read, it felt like Coruscant, at least in that novel. There was a part where they travel to the underhives and I think he stumbles upon a subway system and they discuss the ancient city of Nova Yourk.

It has guard regiments, yes, they're mentioned in some obscure fluff.

Most Astartes aren't allowed to go there outside of emergencies, so as to not repeat the Horus Heresy. The only exceptions to this I know of are Space Wolves(protecting a Navigator house in exchange for ship pilots, part of a pre-heresy contract they made) and Imperial Fists(Terra is their main recruiting world, and is listed as their homeworld despite them being fleet-based).

Life on Terra is like life on any other Hive World, except the planet is even more crowded. It has the centers of Imperial institutions. What goes on there? Scheming politics, bureaucratic stupidity, all manner of treachery. It's a really rotten, messed up, corrupt sort of place, if it wasn't the Imperium would probably be in better shape.

It's the center of the Imperium, although it is not featured much in stories, since most things in the stories happen on worlds that have current wars going on. It's where the Imperial power, that most planets ignore when possible, is seated.
