Welcome to Academy City, the weather is sunny, the time is morning and the date is July 16.

You are Kyril Torikov, Level 2 Telekinetic Child Error and you have much to think about. Yesterday had provided you with a list of suspects as well as other, more solid leads. It had also given you a sword wound and a meeting with a Level 4 girl from Tokiwadai. Her name was the Dictator and carries a goddamn longsword called “The Dean” wherever she goes. You couldn’t get mad at her for the sword wound really seeing as you were the one that jumped at her sword in the first place.

Along with a friend of Kyousuke’s, they’ve given you two suspects, both with abilities related to graviton manipulation. One had a name, Kaitabi, the other was in a coma but you were pretty sure you could suss them out pretty soon. As an aside, there was also a guy named Trick who’s supposedly been dealing in Ability User dope. He was more a tangent really without any real connection to the Graviton bombings, or at least not yet. You’ll cross that bridge when you get there.

As far as suspects go, the comatose Level 4 was the prime suspect. They had an alibi of course. Being comatose since before the bombings started was a pretty good alibi. Thus it fell to the next best thing, Kaitabi. From what you remember, he was a lowly Level 2 like you and if thugs like Tamezou’s friends shook him down every so often then you probably figured out his motives. It was either a plea for help, in a certainly twisted kind of way, or revenge, lashing out at those that did him wrong. Either way it was a crime and you’d see him to justice if he was truly the Graviton bomber.

This left you with another problem. How do you track him down? You had more than enough information to make a search but the public databases are monitored. Being a student you probably had no business making inquiries on the information of the location of another student. Nakazawa still had ways for you to exploit but there was also two other options. One you do the legwork, again, with Ryousuke. Gangers and thugs, the kind you deal with, were pretty much omnipresent and they formed a pretty interesting network of their own. They didn’t actually have any obligation to help you though. The last option involved The Dictator. A Lady of Tokiwadai could have a lot of leverage, and given her Ability would make the search really easy. The only downside to such an option was that she was a Lady of Tokiwadai.

You ring up Nakazawa and he greets you like an old friend. It’s only been four days but with how Sagara was hospitalised and you injured his behaviour was explainable if not justifiable. Then again he was actually the most normal of your group of friends. No, normal wasn’t the right word given his weird proclivities for older women, more law-abiding would probably be more accurate.

“I need to track someone down.”

“Is it about the bombing?” he asks and you answer affirmatively, “Honestly, taking matters into your own hands like this is just what Anti-Skill and Judgement hate but I was there so I’ll definitely do this, what’s their name.”

“Kaitabi, Level 2 Synchrotron.”

“Him? I was told he was the only other possible suspect but his Level doesn’t match up,” he replies, “You’re not going to shake him down are you?”

“Just going to ask him a few questions.”

“Try not to rough him up too badly then,” he sighs, “Give me ten minutes but you should probably head out now and I’ll keep you updated on your hunt.”

The railgun manga explains it better, mentioning that it works because each clone is more intelligent and effective than the previous due to the shared information network and thus Accelerator would have to experiment with, develop and improvise with his powers with time, as with each clone there would be a bit more challenge and each clone knew more info to figure out his weaknesses, which meant he also needed to work more as time went by. It was implied that Accel could possibly die if the experiment went on until the last few dozens of clones, since he would be completely figured out by then, so it all makes some sense. The accurate numbers are because the Three Diagram is supposedly a ridiculously accurate quantum computer capable of doing calculations, which would normally take hundreds of computers and dozens of hears, in a matter of hours or even minutes. The scientists had absolute belief, because even Aleister himself was the one who used the TD for this.
Accel went along with it, because by then he couldn't care less about the world. The very idea of becoming strong enough to be just left in peace after all this time was to tempting and thus he never questioned it. There's also the fact that he initially never viewed the clones as anything more than dolls, as they never showed any human emotions even when he provoked them or brutally killed them.
Obviously, all of that is bullshit, because the experiment to fail from the start.

Accelerator was initially hesitant to kill the clones. I think his disregard for their life kinda grew as her slaughtered thousands of them.

After ten thousand fights, the Sisters still had no idea what his power actually was. If they were supposed to be getting better as time went on, it was displayed terribly. Especially given how rapidly everyone else figures out Esper powers.

You knock on Ryousuke’s door which happens to be down the hall and he answers quickly. It is doesn’t take much to convince to go gallivanting with you again since he’s clearly too invested now. Something about sunken costs or so he says. A text message from Nakazawa gives you the location.

“He’s headed for the underground mall, you know the place.”

Damn right you did and it doesn’t take that long for your to sprint there. Of course, even with a narrower search window you still had to find Kaitabi. You recall that he was using bags and dolls to disguise his bombs so that left two possible search locations. Toy stores and the arcade. If he wasn’t in either then you were going to comb the place regardless.

Splitting off allowed you to cover more ground and it also helped that the toy stores were on one end and the arcade in another. You’d both tighten the net as you moved closer to each other. Nakazawa hasn’t messaged you yet so that means he hasn’t left yet so you made haste. Come to think of it, you don’t even know what the guy looks like. You message Nakazawa.

“Oh I thought you already knew given his name and everything,” was his reply, “anyway, here it is.”

The attachment was a photo, a mugshot specifically and your mind almost crashes.

That motherfucker you ran into days ago was your target? This seems too convenient to be coincidental.

As you approach the arcade you see him at one of the crane game machines. His headphones were just like you remembered though it seems his glasses were a bit scuffed. He doesn’t see you yet but with the glare you’re levelling him he’s bound to notice.

You rein it in so far you haven’t confirmed his motives nor his guilt. Even if he really was bombing up things as part of his vengeance, you weren’t going to do the same. You were going to bring him to justice and that means evidence. Like that videogame you tried once, you become a blade within the crowd around the dance machine. He looks up but your casual glance doesn’t seem to attract his attention. That was good. You text Nakazawa for confirmation after sneaking a photo as well as Ryousuke so he could stop fruitlessly searching.

Kaitabi is dressed in uniform though it has no markings so you can’t tell from which one he’s from. His headphone makes him deaf to the world it seems but it doesn’t matter as he easily concentrates on playing the crane game. Beside his legs is his school bag though. Its rectangular shape didn’t betray what he kept inside it though. Beside his hands are stuffed animals, one of a puppy and a kitty respectively. He’s on his last coins you note so he’ll start moving soon.

Kyousuke joins you shortly and obviously questions your intention to tail him all day.

Before we tail him, are we capable of estimating the weight of something remotely using our telekinesis? Given that it's harder to lift a heavier object than a light one and based on how Esper powers involve actual calculations, I would think so.

Before he leaves though, you try and figure out what inside his bag, subtly using telekinesis to push the cloth inwards and lifting it up, revealing that there is definitely something in there and with multiple protrusions though you’re unaware of what they may be. Kaitabi finishes just as you do and leaves promptly none the wiser.

You tail him for the better part of the day as you notice how he guts a stuffed animal before shoving a spoon in to them and sewing them shut. He must have a bag full of spoons. That was more than proof as you continue to record his every action. In fact, to draw off suspicion you and Kyousuke take shifts, before finally a bit after lunch, he drops off the puppy in a nearby park. It’s an armed bomb and the children haven’t noticed it yet. Kaitabi hasn’t gone far though and there is two of you so one could theoretically distract him whilst the other takes the bomb away. However, you don’t know how his Ability manifests so if you act too soon you’ll give up the game or worse.

You don’t have any damning evidence of him being the bomber other than the fact that he just put a metallic spoon inside a stuffed animal. That’s quite circumstantial there. Maybe he’s just the kind of guy who likes doing that. Odds were low that he was and you really didn’t want to risk it if there was going to be a real explosion here. You could picture the size the explosion from where you’re standing.

That’s why you decide to move it, just in case. You have Kyousuke run the distraction since he’s an unknown face. Once Kaitabi’s back was turned you were free to act and what better way than to use your ability. After all, you didn’t have to be in the lethal blast radius to move such a conspicuous object.

Levitate it as high as possible.
The explosion will likely attract the attention of Anti-Skill or Judgment, so it's best to have it in the open, but away from potential victims. If the guy realizes he's been tricked, Kyousuke is sure to stop him. As long as he is held in place and has both the spoons and toys on him, the evidence should be sufficient.
The situation could always be explained by Kyril hearing random rumors on how the bombs are shaped and by chance seeing a suspicious guy placing a toy right in the middle of a park and getting concerned enough not to take any risks.

Your first thought was to bring the bomb back to you so that you can hand it back to him with a smug face. That thought is quashed with the fact that you would be holding on to a live bomb that could go off in your face. So you go with another plan. You lift it straight up, as high as you can go. The tests said that you could control things up to a hundred metres and that’s what you decide to do, bringing the stuffed animal up and in to the sky where most people don’t look. You’re a few metres away but really, ninety something metres is fine you think.

You’re hidden from view but as you do this but Kaitabi spares a glance at where he left the supposed bomb anyway. You could see his panic and uncertainty when he doesn’t find the stuffed animal that he left behind. That was good, either it meant his ability was sight activated or he really was up to no good. Kaitabi eyes Kyousuke before he shoves your friend aside bolts for it. The time is now afternoon and the jig is up but the hunt is on.

How do you choose to pursue the suspect?

You consider pursuing him. For a gangly nerd he isn’t that fast. Then another thought occurs. Why bother when you could just trip him? Letting your control of the plush go, you focus on his right shoe and with a quick mental yank he goes sprawling in to the sidewalk. That faceplant looked painful, even from where you were hiding and he doesn’t seem to be going anywhere soon when Kyousuke gets to him and holds down a leg. You step out before grabbing the stuffed puppy with your mind again and approach.

He sees you approach. His bomb is floating just by your shoulder and he gives you the meanest look he can. You rate it at a 2/10. He’s trapped now and he knows it too. If the bomb goes off, then all three of you were goners.

“You,” he seems to recognise you, “What do you want?”

“Just a few questions,” you say.

Our character seems to have powers border on level 3.

He uses his powers on a daily basis and it helpful...somewhat.

He still too weak to be level 3 completely though but he getting there.
