A god/man known only as the Emperor rules human space. Few have seen him, only a handful spoke to him. Some say he's a decrepit old man, some claim he's eternally young, some laugh and posit there's only an empty throne and what remains of him lies in a coffin.
In far reaches of space on hostile planets there are monasteries training finest warriors known to mankind. They're hardly men anymore, so enlightened and advanced in their kung fu they are. Few are good enough to live through the educational process, so there's at most a thousand in each temple. But even a dozen of *** (I'm not good at names) is an awesome sight.

The era of Civil War which would follow would come to be called the Warring Virtues Period, and seemed to all to herald the end of the great Imperial dynasty.

With the Empire re-stabilized in the wake of the Warring Virtues Era, many of the Sons of the Emperor went their separate ways, either dying in battle with their fallen bretheren or vanishing on a quest to find Forgiveness and Kindness. They left behind them their most devoted disciples, who passed down their styles of fighting among the chosen of the Great Monastery Schools the Nine remaining virtues were organized in under Brother Li's law.

They Are:

Fu Jow Pai - School of the Black Lion, Yi: Modeled after the demeanor and fighting strategy of an attacking tiger. The striking movements are lightning fast, agile and powerful. Techniques unique to Fu-Jow Pai are ripping, tearing, clawing and grasping applications.

T'ai chi ch'uan - Supreme Ultimate fist, the School of Brother Li: Brother Li emphasized dogmatic adherence to practice and practical flexibility in all things. His (self named) Supreme Ultimate Fist is actually a fusion of five different intricate styles his followers are expected to attempt to master. It is said none ever achieved full mastery of all five styles except for him.

Zui Quan - Drunken Fist, the School of Brother Yi (the other one, Russ): Famous for his rivalry with his similarly named brother, the rambunctious Brother Yi (often called Drunken Yi) mastered a style in adherance to his roaring love of rice wine. This style mimics the unpredictable antics of drunken stumbling to put opponents off guard, before attacking them with ferocious close range blows.

Bājíquán - Open-gate eight-extremities fist, School of Brother Ren: Belying his more kind nature than his brothers, Brother Ren's method of fighting was up-close and ferocious, focusing on short range blows and elbow strikes to overwhelm opponents.

Yīng zhǎo pài - Eagle Claw, School of Brother Xin. Clever brother Xin favored a school of gripping techniques, system of joint locks, takedowns, and pressure point strikes.

lóng xíng mó qiáo - Dragon Fist, School of Brother Xiao. Lung Ying (Dragon form) focuses mainly on powerful, short range attack. In some Long Fist styles the motto is that "the best defense is a strong offense," in which case the practitioner launches a preemptive attack so aggressive that the opponent doesn't have the opportunity to attack. Others emphasize defense over offense, noting that nearly all techniques in Long Fist forms are counters to attacks. Long Fist uses large, extended, circular movements to improve overall body mobility in the muscles, tendons, and joints. Advanced Long Fist techniques include qin na joint-locking techniques and shuai jiao throws and takedowns. The Long Fist style is considered to contain a good balance of hand and foot techniques.

Xing Yi Quan - Shape-Will Fist, The School of Brother Cheng: Xing Yi is characterized by aggressive, seemingly linear movements and explosive power that's most often applied from a short range. A practitioner of Xing Yi uses coordinated movements to generate bursts of power intended to overwhelm the opponent, simultaneously attacking and defending.

The ravening hordes of the foreign barbarians are endless. These highly mobile, brutal enemies once ruled and extorted over the far reaches of Humanities outposts. Orks in this setting are effectively Mongolian, Bosses are Khans, and there is a greater emphasis on GOTTA GO FAST. I think a good mixture of cultures that retains Orks orkyness while adding some Steppe Barbarian in there can be found.

Funny enough, European (german, italian, and british) was what I was imagining the eldar as. Venetian Dark Eldar would be perfectly fitting. And rapier/sword wielding was exactly what I was thinking of.

In regards to the Ancient Culture issue, keep in mind shifting the genre to Wuxia and the focus to a chinese culture changes A LOT. The concept of "lost empire" is a uniquely western, and very specifically, british one. Furthermore, the decoupling of the Eldar from the origins of Slaanesh has massive implications.

Namely, the Eldar are not an ancient, dying race anymore. Well, they can be and are ancient, but they aren't dying. The Fall never happened. They're still very much a vibrant, powerful people, if extremely decadent and materialistic (like all Gwailo). They sell commodities like booze and drugs to humans that scarcely have an affect on them but that put Humanity into year long coma's (think Opium). One of the reasons (aside from being Alien Gwailo) the Imperium hates the Eldar.

The Eldar are basically space traders/jews, they're very mercantily aligned. They want to reclaim the INVESTMENTS they lost to the Imperium. As a result of this, the Imperium isn't quite as large as it would be in Baseline 40k, because there was an actual power that could stand up to it during the Pacification Era (Great Crusade)

The Eldar are far less of a homogenous people. Their Craftworlds, called Enclaves, are more akin to nations unto themselves, though they are all united by a common sense of Eldar superiority and culture.

The fall never happened. Eldar and Dark Eldar never split. You're as likely to meet a seer waifu as you are a homunculous murder-freak. Dark Eldar are instead represented by certain Craft Worlds (or even regular worlds, since the Eye of Terror never blew up the way it did)

Bak Mei - White Eyebrows, School of the Fallen Zhong. Bak Mei's fighting style makes use of the four principles of "floating" (fou), "sinking" (chum), "swallowing" (tun) and "spitting" (tou). Sim (dodge, evade, avoid): Sim represents the preferred defensive method. It is considered superior to evade all attacks whilst simultaneously striking exposed vital points. This is achieved through footwork, body positioning, and jumping.
Chyuhn (to pierce, penetrate): Chyuhn represents the primary offensive goal, for all strikes to pierce and destroy vital points. It also refers to vital point striking.
Jit (to stop, intercept): Jit represents the second line of defense. Attacks that cannot be evaded must be intercepted and the attacking limb destroyed.

Hands and feet cooperate well for better advantage and longer reach. Its strikes are short but fatal. Hardness is the core of Chuojiao which it combines with suppleness. Its routine consists of nine inter-connected twin feet routines. These routines can be practised either one by one, or linked together. The feet plays call for close cooperation between the feet which is why it is called twin feet play. Another feet poking Chuan is called nine-tumble 18-fall Chuan.

Fujian White Crane - Style of the Fallen Jian. The characteristics of this style are deep rooted stances, intricate hand techniques and fighting mostly at close range [1] as if to imitate a pecking bird. The flying crane style however has a greater amount of long range techniques although it too does prefer close quarters hand oriented combat, which simulates the flapping of the wings.
