So...what makes a Witch Core much more special than a normal Grief Seed? Besides the fact that the Witch that drops it is supposedly much more hardcore than the normal ones?

There are only a few ways in which they can be reliably obtained - and all of them are risky, expensive ventures that only an Officio such as the First can afford to undertake."

"As you should. Tomoe Mami and Hanegawa Midori are busy at the kitchens, making your breakfast as we speak." Another low chuckle. "I do not think they slept at all last night. They kept vigil in my office, watching me keep track of your movements. When your readouts indicated that you were under heavy duress, well..." You could hear the mutant cat bastard let out a sigh. "Suffice to say, I had to leave them alone in my office to get some sleep of my own."

The fact that they also field robots - huge, agile ones that had taken no less than your Equerry and Rank Leader Eversor to put down permanently - could also make the hypothetical conflict a very bloody and drawn-out one, with hundreds of casualties on either side. It's just a matter of how many they can field before the Ninth overruns them.

So, yes. That's your assessment. Attacking the Sixteenth for the pure purpose of destroying them, of breaking them apart until nothing remained - will be a bloody affair, but it's doable. Only, of course, Kyuubey was willing to deal with most likely half of the Officio dead, their Soul Gems unrecoverable.
