Ok, so we know they have a quota. They're recruiting soldiers. Why a quota?

A planet is soldier output. Unless the invaders are getting a stronghold on the planet such that more soldiers are required to defend it than can be gathered from continued recruitment, there's no reason not to leave a planet around.

It appears that there's a one-companion per mage limit. Perhaps they reached maximum companions? In that case, why not just send out some of the current mages and then recruit new ones once the current ones die?

The doctors then inject whatever chemical it was into Mirai's IV line. A few seconds later, Mirai's eyes snap open.

"Alice...?" She blinks.

And that's when Mirai punches you in the face, knocking you on your ass and sending you skidding on the polished, disinfected hospital floor. The guards all immediately raise their guns, but you wave them down.

"THAT WAS FOR KILLING JO!" Mirai screams as she starts pulling out the IVs and monitoring equipment and she stomps toward you, grabbing you by the collar. You brace yourself for another punch ,bit it never comes.

Instead, she hugs you.
