I really like Fall from Heaven II's fanon where the Moon is most likely a creation of the Angel of Deception (being akin to a false sun) and used by him as an instrument to induce lies in minds.

Lesser werewolves can be changed by various things (mostly rage and stress), but it's easy to imagine that particular angel could use the light of the Moon to persuade them that they -are- wolves, instead of humans, and trigger the transformation.

So if we take that kind of explanation for other settings, the Moon would indeed make the werewolves wolves all the time, but a bunch of other shit would most likely also be part of the package, due to spooky selenite magic.

You've confused an attempt to break a misconception (there are no "earth rises" on the moon, because the earth and moon are locked into permenantly facing each other) and then applied it to the wrong thing - the moon orbits the earth, and it rotates relative to the sun, which in turn leads to a day/night cycle which corresponds to the lunar phases.

So yeah, the werewolf would appear to follow the lunar day just like it does on earth.

Is there any place for were anythings in hard science fiction?

What are the biological prerequisites and how does a moon cause transformation? Is it just the dark at one point during a month?

I want to see what I can get away with, and if my players demand an explanation, I can give it to them.

While I am not entirely sure if this counts as hard sci-fi, I figure I might as well say that. Infinity gets away with having "werewolves" by saying wolf like aliens infected people when they were still in the womb of their mother (kinda like Blade).

They don't tie transformations to moon phases either. Infinity goes with people transform whenever under: stress pain, fear, etc. (basically Hulking out = Wolfing out)

Game mechanics wise, it wouldn't make sense for people to only use their werewolf troops on night missions. And because moon phases are silly whenever you travel to different star systems with multiple moons, or for that matter no moons at all.

I wouldn't count that as a werewolf. To me, the defining characteristic of a werewolf is the transformation between man and wolf forms; anything else is a furry. And the only way I can see such a transformation happening in a Hard-SF setting is if the person transforming was already pretty much made out of nanobots, since I just don't see flesh, no matter what you do to it (short of turning it into nanobots) making that kind of transformation.

It's not that hard. You simply provide an explanation for the werewolf myths of the past that fits in.

For example, they're actually the result of a rogue agent of a progenitor race.

Xir'gith always had difficulty convincing the Assigned to implement his ideas. It had been convinced by the other arbiters that natural selection was the route to creating new species, just because it had worked for the Xelth. Even then, they'd spent millennia fighting over their ball of semi-solid gas before turning their gaze outwards. Well, if a war was the route the Assigned had chosen, Xir'gith would give it.

At first Xir'gith designed a creature, four legged and cloaked in fur, with a mouth of terrifying teeth and the detectability of a shadow at midnight. They could operate alone, but would easily form groups and determine leadership. They were the perfect killers, certain to win the war. Then Xir'gith would present them to the arbiters and they would have to acknowledge Xir'girth's triumph over their beloved Assigned.

At first Xir'gith was satisfied with guiding the creations into existence behind the Assigned's monitors, but soon Xir'gith grew dissatisfied with its progress. They weren't breeding fast enough, and the arbiter's latest favourite had even subverted them, enslaving them. So Xir'gith pondered, and came up with a solution. Xir'gith would infect and use the favoured to further the creations'.

Ironically, it wasn't deemed necessary for anything to be done about Xir'gith's infection; it was unsuccessful enough to be unsuccessful, and the necessary processing to detect all instances and remove them would be far over the limits for the degree of calculation for the Assigned to perform.

That said, Xir'gith's infection was very good at survival. Even now it can be contracted from contact with old bones from the fourteenth period.
