The city of Wu is average and unremarkable. The walls and gates of the city are moderately strong, likely able to hold off any future barbarian attacks but not a full on scale siege if you ever choose to defend the city. Wu is defended by the Chang Jian river and the Yellow Sea, so it may be easier to defend, though also presenting passages for enemy attacks via water routes. The markets are semi-active with some trades inbetween, while the farmlands are in need of some development. You have 3000 gold in the treasury, and are expected to receive 500 through taxes every three months. You have 4000 units of food, and are expected to gain an additional 500 through harvests every three months. The city of Wu commands 5000 troops, who are still green and inexperienced, and only have a 1000 horses along with their basic spear, armor, bows, and ladder equipment. With Wu only recently have been conquered, support for Lu Bu's force and yourself in the city is merely average. There are still some criminals and lowly former bandits/Shanyue that make occasional trouble at the city.

It seems there is much to do if you want to improve Wu. Chen Gong has requested for you to maintain a strong army for future battles and campaigns.

My idea is simple. We purchase some warships get Gan Ning and another of our of generals to do a sort of active training for men, having them take shifts patrolling the water way. Both to train them in naval combat, and to hopefully keep trouble out of the rivers where our fishermen and trade ships cross.

Other than that, admins work on getting the markets and farms pumping with Cai Yan drumming support. She likely has a better chance due to her past and how Lu Bu and ourselves helped.

Linqui and ourselves can secure things inside the walls and police.

Forget the mechanical crap from last thread people. It has been dropped and removed, for a more generalized and flexible system. All you need to do is say what you want to focus on the city for now. It is Fall of 196.

All other officers are doing regular work. Civil guys doing paperwork, overseeing general development, etc. Generals patrolling, training troops, etc. Most of the development of city comes on your part. Focusing on one action than doing multiple things will result in better outcomes and improvements.

Don't make this more complicated than it needs to be.

Right now, searching for talent seems to be a wanted and taken action. What other actions do you wish to do? Unless there are objections, we will generally try to pass the turns by three months.

Our forces are a bit small, but with enough training and equipment, we could probably turn them into a elite small force that can be the back bone for our greener, future soldiers. Add our generals, and Yuan Shu may just end up being the nerd against the Lu Bu jocks.

Lingqi is patrolling the streets of Wu. Some of the people whisper at the sight of a woman in armor and weapon, but most know who she is and have heard about her deeds in battle. They know very well not to cause trouble around her.

You come before Lingqi, one hand waving in mid-air. At your sight, Lingqi smiles and walks forward to meet you.

"Good day, Zhu Xing," she says.

You've entered a relationship with Lingqi. You have both agreed that while you may spend some intimate time together, you both should keep things professional in matters of war. She stills seems quite happy to see you, and is all smiles.

“Lingqi, I see you are as dedicated as ever.”

“Of course.”

“I have something to discuss. I wish to rid the area of bandits, some remnants that still remain. I believe eliminating them will solve some problems and raise some support for us. Will you help me?”

“Of course!”

“Very good. I have recently hired an able warrior to help us. He's had some connections to the bandits in the past, but rest assured, he is trustworthy. We'll work together with him.”

“Of cour- Wait... We're not going to be alone?”

Zhou Tai emerges from the back, and bows. At his sight, Lingqi frowns.

“This is Zhou Tai. I believe he will be of great aid to us in eliminating the trouble around here. Zhou Tai, where shall we begin?”

Lingqi sighs and grumbles in a low voice, something about people interrupting and whatnot.

“I know of a group of criminals around this area. I was once a part of their group. But they are careful. They move around, and will likely hide from your lordship's presence. I believe it would be best to draw them out, dressed as common folk, and then find their hiding place.”

“Huh!?” Lingqi replies. “Let's just get the troops and round them all up. Why are we doing all that stuff?”

It takes a bit of time, but you manage to get something out of the man. He reveals the location of a sub-commanding bandit's location, but the leader himself. Sadly, the man refuses to sell out the commander, and you have to make do with eliminating a part of the bandits.

Returning back to the barracks, you organize some guards. You and your men quickly head to the hideout of the bandits; a dilapidated large building at the slums of the city, and swiftly attack their base. The bandits are caught surprised and are overwhelmed.

At the end of the of the building, you corner the sub-commander of the bandit. He looks at Zhou Tai, and screams.

Before Zhou Tai finishes, the bandit laughs at you.

You remember that Zhou Tai told you that the bandits are quick to move and respond. Fortunately, your intentions will not work here. With a sigh, you nod to Zhou Tai to allow him to kill the man.

"Die!" the man yells charging.

It only takes a quick lightning fast slash. Zhou Tai eliminates the the bandit sub-commander in an instant through a slash through the stomach.

"I have no regrets," Zhou Tai simply states, withdrawing his sword.

The rest of night is spent taking down the other bandits and rounding them up from the area.

The order of the city rises, and appreciation in the city comes to your force. Only a few criminals remain in the city itself, while a few remain on the outer lands. I would actually have Zhu Xing lead the expedition. This way we can negotiate with the Shanyue tribes when possible. Also fun as well.

Gao Shun would remain in the city with Zhou Tai to maintain order since he's the best at that.

I'm also thinking that Song Xian will eventually lead our elite crossbowmen. He was good at leading archers in our campaign and almost killed Wang Lang by himself.

Do not worry about gold and food upkeep, they are assumed to be accounted in your income to make things more simple. It will only become a problem if you raise a ridiculously large force, like 50,000 troops with mediocre markets and farms to support them, in which case I will warn you that you might start losing income. Remember that Lu Bu and other generals control armies as well.

Perhaps because Lingqi has not fought a duel yet, when you have fought Sun Ce a few months past and fought a hard fought battle together with Gan Ning against numbers, you overwhelm Lingqi for the most of the duel. She grows a bit frustrated as you break her defenses and manage to get strikes in. It is only at the last moment that Lingqi manages to dodge a backward overhead attack to her, and counterattacks you hard on your side.

The hit is painful... But it is clear for most of the spar that you've won.

"Tch... Damn, I seriously have to improve," Lingqi says at the end of the battle.

You laugh, and grab the girl and lift her in the air.

"H-Hey let me go!"

"You got me at the last moment, that hurt! But it seems I have won, so I get to have you for my prize!"

You get along well together with Lingqi.

Spring and the new year soon comes. You gather some of the taxes and add them to your treasury. (+540 gold). Taxes and harvest will be obtained at the start of every Spring and Fall, to make things easier than at the end of those seasons.

One such bandit, a traitor to the people, the Son of Heaven, and the heavens itself, is Yuan Shu. Declaring himself falsely as an Empeor, Yuan Shu has become a plague to the land. I hereby command Governor Lu Bu of Yangzhou, to crush Yuan Shu and bring his rebellion to an end. Do so, and the city of Shou Chun and it's outlying lands shall be given as reward to Lu Bu. Lu Bu shall also receive the title of General of Agile Cavalry should he participate in this task. Wan sui, wan sui, wan sui, the Son of Heaven.”

I cannot say that the rewards we shall receive is not grand.” Chen Gong rubs his beard. “Officers, we must decide if we wish to take this Imperial command or not. If we do not, we may instead focus on conquering Jiao province to the south and west. The governor Shi Xie is a weak man and I believe we can take his territory easily. Perhaps we should focus on territory inward...”

“But taking Shou Chun and Yuan Shu's lands gives us a foothold in the Central Plains,” Gan Ning remarks.

“I do not want to see Cao Cao grow stronger however,” Taishi Ci states.

“We have strong power generals, and our cavalry is the greatest in the land. What need do we have to fear Cao Cao?” Hou Cheng says with a scoff. “I think people here are overestimating the man too greatly.

It seems the officers are beginning to grow divided now on the issue as Chen Gong gives his input. What input do you give?

The good news is that we aren't really facing other threats to the city. Cao Cao isn't going to backstab Lu Bu right now because that would break the alliance and turn the coalition members against him. Liu Bei won't do anything, Liu Biao is a honorable ally, and Yuan Shu won't have the resources to maintain any sort of invasion.

We don't need to load all our cash on ships. We can borrow some ships from Lu Bu or Liu Biao for the fight against Yuan Shu. We can have a small fleet with Gan Ning commanding it and can use other people's ships to move our army if we don2t have enough ships to carry everyone. It is much more important to have a better ground forces since we will be focusing on the fight on the ground.

We have so many great generals as it is. I don't think one enemy general can turn the tide. Might be closer battle if Sun Ce was in charge and not Ji Ling though.
