By the time you return to the office, the sun is already starting to rise. You let Rochelle, Sparky, and Morgan go to take off their gear and let themselves get cleaned up. The first set of files are a series of emails and memos, apparently being sent back and forth between the previous Dr. Vahlen and his superiors. His superiors were apparently not satisfied with the slow progress genemod research was taking. Vahlen kept telling his bosses that since they were delving into a new field of science, progress would inevitably be slow, but they were having none of it.

Then there were more files of scientific mumbo jumbo that you couldn't understand and skipped over to several audio files.

"Entry Nine: I believe I have reached the end of any useful gains to research from animal testing. However, in my employers' infinite wisdom, they refuse to increase my funding until I show results, except that I need additional funding in order to upgrade to human trials." The voice audibly sighs. "With this issue in mind I may have to resort to alternative methods..."

"Entry Eleven: Since I lack the funds or the moral bankruptcy to hire mercenaries to obtain human subjects from the Tombs, I have come up with my own solution. Using a sample of human DNA I have collected, I will use my existing facilities here to gestate my own human subjects. Of course, I will modify their growth to ensure that they will be completely braindead, in order to minimize any ethical issues that may arise."

"Entry Sixteen: In hindsight, perhaps it was not a good idea to use my daughter's DNA as a basis for the test subjects. My eyes keep playing tricks on me, making me think these things are alive."

That would depend on who's in the more vulnerable position. Remember, it isn't strength that gets someone a seat on the Tribunal but idol popularity. We would have to sideline or somehow remove their idols and anyone who replaces them to get them off their seat.
