Yes. Modernize the Army, and then send the Army to level in dungeons in order to raise funds for infrastructure work as well as to level the soldiers.
I assume we're going to be using a watered down version of our leveling plan, as well as re-organizing squads with specialists for optimized leveling.

Maybe, but a lot of it could be internalize. It would cause a flood, which would be bad. The capital can absorb a lot of goods however.

It would likely lead to deflated pric3s for a bit and could crash it, if it is not managed.

The best thing to do is identify what materials drop where. Farm the on3s that would be used by the army to reduce costs.

Also make sure a lot is shipped all over the empire and exported.

Especially if a lot is sold for quality goods.

Maybe we should see about setting up a second Rockit ship company here too.

Also, it is kings call. In a jrpg stuff like that never matters. No matter how much you offl oad.

it could if it wasn't managed. That's why Eldric will manage it. Identify what the drops are, see what the Army needs, stockpile raw materials rather than flooding the market. That way construction projects will be cheaper.
Though JRPG's usually never had economy problems with adventurers offloading stuff.

Soldiers can be given incentives:
They can keep magic items that drop, one item per week per soldier.
The best performing squad gets to keep 10% of their drops that day.

Miss Yin bows deeply as Eldric and Lyann leave. Her soft looking tails seem to sway gently to the whims of a unseen breeze.

"Eldric, are we going home yet? we need to pick up Mako and Ren" ~asks Lyann as she follows after Eldric, hands crossed behind her, taking quick steps with the tip of her toes, keeping her legs straight, as if dancing rather than walking.
"Right. Oh, Stella would like it if we bought something to eat while we are her- why are you behind me?"
"I noticed hardly anyone walks side by side here, except a few same-sex couples."
"Uhm?" ~looking around, she's right, actually.~ "Fine."

They buy some not-china food to go, and he grabs her hand when they return, causing her to smile and blush.

"Did you grow taller again?" ~she asks right before they treestride back to the college

Delivering the scrolls to Ren it's no problem. Shortly after, she and Mako are ready to go home for the day. Taking them back and returning makes you feel like somewhat of a taxi, but it's not really a problem if it lets us see our friends every day, after all.

Coming home, Athena greets us at the door. She opened the gate and took a few steps towards us, asking to be picked up.

Athena pokes her tongue out at Lyann.

"...!?" ~Lyann just stares, speechless

Letting Ellie and mom know that Athena can open the gate, they admonish her (gently). Rather than worrying about the gate, they just explain to her that she's not meant to go out alone.

Well, if she wants out, she could get out somehow, so its important to explain to her she shouldn't go out, rather than try to forbid her from it.

As expected, Stella is quite happy to have not-chinese for dinner. She wags her tail through dinner and afterwards.

After dinner, Eldric is resting on his bed, reading a book on golemcraft while lying on his stomach, holding his upper body on his elbows and enjoying the warmth of the room while it starts snowing outside.

A soft white tail sways back and forth beyond the edge of the bed....

"Zoe, what are you doing?"
"Ah! my bed was cold, so I want to cuddle!"
"Are you wearing your pajamas?"
"Yes!"
"Alright"

Zoe climbs up unto the bed, and gets on top of Eldric, hugging him from behind and enjoying to very gently scratch at his feet with her toes.

Thankfully, Eldric is not the ticklish type.

Zoe seems to fall asleep while hugging Eldric, yet somehow manages to latch on.

Taking Zoe to her bed, she barely seems to weight anything at all.

There's not much other than plushies on her room.

This is not to say that her room is empty. It has a bed, a desk, a closet, some drawers... its just that everything is covered in plushies.

Well, there's a spot on her desk where a notebook is open.

After placing her on the bed and pulling the sheets over her, Eldric turns around to go away when he notices the open notebook.

She should finish her homework before going around... reaching for the notebook, it's a diary.

With tonight's entry... it says that she's really cold and is going to get warm with Eldric. Apparently, Eldric is the warmest, followed by mommie Ellie

Yesterday's entry... she wants to learn to make her own Eldric plushies. She also names her latest plushie as Josephine.

Well, there's no way we can tell which one is which, right?

She has a very, VERY elegant and proper handwriting, really. It is very nice to read.

Oh, there's also a picture of the family in front of the house. It's an actual pen portrait, like the one you would see as advertising on pencil boxes in our old world. It really is surprisingly high quality.

Perhaps we could give her a set of paints and brushes one of these days?

(Ah, my handwritting was and still is a mess. Being reborn didn't help it at all. I wonder if good artists have good penmanship? I really couldn't even draw a proper stick figure)

Well, not wanting to pry any further into Zoe's diary, Eldric closes it and stores it in the first drawer of her desktop.

Well, it is quite late, so lets go to bed... and ... just as soon as we make it back, we find Athena and Stella under the sheets.

Well, they're actually about the same age, aren't they? We take them both to Stella's room, and tuck them in...

"I want a glass of water" ~says Athena after she's all in under the sheets and ready to sleep.
"Alright, hold on"

When we come back, and Athena is done with the glass, Stella asks for a glass of water, too.

Eldric goes and refills the glass and comes back. Stella sits up and drinks the water down.

...her pajama shirt is a perfectly fine size, yet its buttons look like they are about to pop, and the shirt is quite stretched... She's quite a big girl, isn't she? let's try and see if we can ask master Tazar for a tshirt buttonless version for her.

"Thank you" ~says Stella as she gives the glass back
"No problem"

"I want a cookie" ~says Athena
"You can't eat in bed"
"Then I want to get up"
"No, it is bed time"

Well, let's go with a classic (as well as we can remember it, anyway), and try snow white.

Once they are both sleeping, Eldric is almost scared to look into his room.

(What do you know? I sort of expected Lyann to be under the sheets, now)

The room is empty, so Eldric finally lies down on the bed and tries to fall asleep next to his alchemy book.

"Ah... it actually IS pretty cold, isn't it?" ~he says after a couple of moments
"Want me to fix that?" ~says Lyann in her most helpful tone
"Sure, than- why?"
"Don't worry, I was just passing by with extra blankets for my bed after seeing you carry everyone off. I'm not going to crawl into your bed."

She's quiet for a bit, and walks in, closing the door behind her without a word.

There's a soft "Foomph!" as a small weight is dropped on the bed when she puts the blankets down.

"Eldric..." ~she says nervously
"Just to sleep, alright?"
"Alright" ~she answers right away, more confident~ "Are you going to wear your clothes to bed?"
"Uhnn... I don't want to move"

She hits the back of Eldric's head softly with a pillow, and takes his shoes off, then his jacket, leaving him on his shirt and pants.

Eldric can feel her fiddling around at the lower edge of the bed as she slips in another sheet and some extra blankets in place before climbing up on top of Eldric and laying down on his back.

"You know, I guess it is not such a bad thing that you grew up so much... your back is rather spacious, now"
"Is it?" ~he asks a bit nercous as he can feel her soft body squished on top of his.
"Yup"

She pulls the sheets up, and gets comfortable on Eldric's back, lowering the small pillow from the top of his head to about between his shoulder blades.

"Its really wam now"
"That's because im nude"
"...no you are not"
"Turn around and find out?"

After a few minutes.

"Eldric?"

Going into the laboratory, Aura greets us while sipping from a hot milk cup, sitting crosslegged on a seat, mostly wrapped by her own wings and... where did she got wool "mittens" for her wings, anyway?

Well, she sure looks warm.

As it turns out, Okaba is not here right now, so we just head over to an empty workbench and start working on the core.

Using a crystal with 15k mana, we begin crafting the core for the chess club golem.

(roll 1d100, though it is pretty much fine as long as we dont roll a 1 with out stats, but you never know, still need to roll)

For the 40k question, you could leave some ambiguity if the stc is legimate or a template from the men of iron (y'know the mechanicuses big bad) with various techpriests either openly or secretly opposing (techheresey) or supporting (Its an STC it must be legit and therefore holy) its extraction. If done right could add political intrigue, distrust, etc and deepen the subtext of the mission, especially if the killteam doesn't initially know. Could be hard to pull off though.

With no pressure, thanks to wanting to uss this first golem as a trial run, and with no hurry, we successfully assemble the core with no issues.

It pulsates with energy. Truly, it is a living, magical heart.

We are beginning to draw the plans for the body when Okaba comes in, several hours after we arrived.

"Eldric" ~he nods towards us as he takes off his jacket and hangs it by the door

Aura happily goes over to greet him with a slightly.longer-than-needed smooch and a smile.

He notices the heart on the table, and heads over to take a look at it.

"Do you mind?" ~he asks as his hand linger a few inches from it
"Of course not. Go ahead"

He looks at it, and takes it over to his desk so he can use some tools on its examination.

"Have you decided on a personality template, or will you try and make your own?"
"Uhm? I .. what? I thought you said you did not know about golem hearts"
"I have never made a golem, but I have given some casual reading to the reports of our alchemy counterparts across the hallway."

Right, this is the enchantments lab, but there IS an alchemy lab.

"And you were saying something about templates?"
"Yes, there's a few personalities that have already been made available if you want to use one. At the very least, it should give you an idea on how to make one, I hope" ~he says while looking at the heart through a magnifying lense
"Uhmm"

Lyann and Aura come back. They are clothed up in their long jackets up to their ears, with a few snowflakes on their hair.

They pull out some hot beverages from their item boxes for Eldric and Okaba.

"Thank you." ~he says to Aura as she hands him the drink with a smile.

He grabs her hand in his, and holds it.

"Master?" ~she says with a smile
"I love you" ~he says
"W-wh- Master, what are y- that's so sudden...!"
"I love you" ~he says again~ "So I want you to stay here"
"In the lab?" ~she blinks, saying the blushing, heart-shaped tip of her tail behind her

I think we should rephrase it. It looks like they did talk about it, however I think simply leaving Aura here is a bit, cold? She simply wants to be at Okaba's side regardless. I can't see her caring much about what others say. Okaba also needs someone he can trust 100% to guard his back and Aura is one who will regardless.

Okaba has a duty to prepare his nation for the storm that is coming. Just like we have a duty to sit down and talk to gramps, Asmund and Ren about it.

That is one reason why I want to set up a production facility in the empire. Sell them to the Empire. I imagine the Empress would appreciate having it under her control, even if Eldric owns it.

As far as infrastructure goes, the Empire likely could use better roads and everything else. It is not-china and likely is a bit behind Eopolis, let alone Sebastia.

Okaba was always going to go back and take full control of the kingdom as the king. His intention from the very beginning was to take full control, bringing Aura with him and implementing sweeping social reforms.

After being told of the demon invasion, he wanted to put those social reforms on hold while he militarized his nation.
Not taking half-measures simply means that since he's taking full control when he goes back and becoming king, he shouldn't waste the opportunity to also implement the social reforms at the same time as the militarization.

Grandpa spends his time not building up the Eopolis Army and Navy, he does not build better city walls and defenses to protect the new residential districts that went up outside of the old city walls, he doesn't prepare high-level adventuring parties despite have a Scion Mk2/The Pope as his friend, he hasn't built an army of golem shock troops to help blunt the initial waves of demons, he hasn't cleared out the Family Armory and donated the weapons and armor to the city garrisons to help them be better equipped.

Then there's not implementing the cheap magical healing devices we've built so that the poor can receive free health care and the military can have easy field medical care.

All in all, he's spent all of his time doing everything BUT preparing Eopolis and the Coalition for the coming storm.
Sure, he's going to die a heroic death holding back a wave of demons.
But that just means he leaves the mess for us to clean up, and if we hadn't started preparations on our own, a completely unprepared Coalition military.

Well it depends, I guess. Road-wise, yes, but the empire has a LOT of ground to cover so the roads are cheaper the further away you get from the capital. In the middle section of the continent, they're actually pretty good.

The roman empire roads are STILL in use in some parts of the european countryside, for example.

Bureaucracy-wise, honestly the empire is much better organized than either eopolis or sbastia. I went with the old chinese model, so government official is a position open to everyone as long as they pass a entrance test that happens every 5 years, on history, math, calligraphy, etc.

To advance within the old chinese government, you need to give more tests, and you are regularly tested to see if you are efficient in your current post or should be moved down. Ancient chinese bureaucracy was more of a meritocracy, really.

Inefficiency and favoritism was punished, while efficiency was rewarded, constantly. So while their infeastructure (roads, public schools, hospitals, aqueducts and such) may be in the middle ages, arguably, their government is better than that of most modern day nations.

Plus remember that the citizens are allowed to give their complains to the empress once a year, so the regional governments cant abuse their power either. It is designed to work very efficiently.

You forgot a couple of options:

Terraformed roads that are completely level and possibly a few feet above or below the surroundings. It's certainly more expensive transporting large masses of dirt and rock, but there is the added option of literally making it somewhere else and dumping it where it has to be placed.

I get if bridges are negligible unless it spans an entire canyon, but what about tunnels? There are quite a few advantages to going straight through certain mountains.

As a rule when cimparing costs, get the cost per mile in local currency and then find out how much a normal peasant makes in a day on average.

There is a lack of info however. As a work around just figure out cost per mile on local paved roads, heavy duty interstate and gravel roads as comparison.

We also need to remember we deal with gold, when a lot of peasants deal with much less.

Rockit vechiles will likely be rare for the smaller villages and peddlers. We can get away with lighted highways however.

I think we should see about having a national highway system built with roman roads. It will likely spur trade. Build between the largest cities. It will of coarse allow troops to move quickly too.

A lot can be done with magic also. Craft and wall spells make a very interesting combination. Not having to move massive amounts of stone and having it on site would really increase speed.

As the cold of Eopolis winter night drains the heat out of them, they wait for the end with implicit acceptance.

Some older, rich kids, took their can of coins earlier, so tonight they didn't have enough for wood or food.

A wealthier, ordinary citizen would have accumulated enough life experiences, enough good memories, enough will to live, but the children have no such drive, no memories of something better, no dreams for the future.

They quietly hug each other, waiting for the end.

The people walking past them do not look at them, too busy rubbing their hands together, going home in a rush. They watch the cloud of their breaths as it rises from their mouths and disappears into the cold night, and dream of home.

None of them look at the children, the same way in which none of them would turn to look at a bag of trash on the street. They are non-people for those around them.

As the younger of the siblings starts going blue, her brother hugs her and tries to warm her up with his breath, but he, too, its much too cold. No steam comes from his lips. His body is just too cold for it.

A five raises over his little sister's head. In a few moments, she'll be gone, and he'll be next in a couple of minutes.

As he hugs her for the last time, a enormous mass of shadow descends upon them. If it is a hand, it is surely the hand of a god. Huge, large enough to shelter both of them from the snow while another carries a small, bright red flask unto the girl's blue lips.

The plaza and the streets around it are packed full, with over four million eopolitan citizens listening to a speech that is transmitted through magical means to every single one of them.

Noone could tell when the crowd started moving, but it was obvious for everyone that this tide would not stop, flowing through the streets towards the keep in the middle of the city.

From the keep itself, it looked as if a river of light was coming. Millions of torches held high, flowing through the streets towards the Eopolitan center of government.

We are still talking with Okaba when dad comes for us at school. A first, really.

Looking at the open door, we see Dad standing there with a worried expression.

"Prince Okaba, I'm sorry, but I'm going to have to take Eldric home now." ~he says politely~ "Whatever it is you are talking about, its going to have to wait"

Alright, from the very beginning, then.

Eopolis was formed some two thousand years ago shortly after the collapse of the Empire's colonies in the "new world".

A massive monster horde was picking out the colonies in the continent, and the survivors and refugees had arrived at the keep after literally running out of continent to run to.

The keep was already there. It was already old, and nobody knew what it was there for.

When the refugees settled down, however, the inhabitants of the fortress came out and began helping them with supplies and healing. They also began repelling the first groups of monsters that were arriving in front of the main monster army.

After repelling the monster army, the ancient lightbringers tried to help the refugees return to their homelands, but most countries were too devastated for that to be a realistic option.

That's how the city came to be around the keep.

Over time, the family has tried numerous times to have the citizens rule themselves, but eventually, they always end up asking the lightbringers to step up into government.

Grandpa was the first one to come up with a system of popularly chosen leaders for every sector of the city before stepping down, hoping that if the people voted for their leaders, they would feel more connected to them and this wouldn't happen again.

Well it happened again. Maybe because their chosen leaders moved away from the city and into the keep, or perhaps they just werent as fair as grandpa hoped for, or they had personal agendas or were just corrupted by power or whatever else.

Well, a big part of it may be that when WE tall them "I need to buy this land to build X for everyone's benefit" nobody says no, but when that guy that used to be a baker up until last month and is now a senator says the same, people tends to doubt and object, you know?

So even if they were good leaders, they found a lot of obstructions in the way of their good intentions.

It was hard for the chosen leaders to effectively push changes and reforms, most of the time. And when they HAD TO, they usually had no choice but to impose them by force. For example, FORCE the people owning X land to sell to the city in order to build Y.

Well, grandpa looks quite tired.
All his effort trying to get the senate up and running just came crashing down, after all.

Still, he smiles when he sees us and squeezes his son and grandson to his chest.

Good lord what DID grandpa eat to get this big. How can he still dwarf us so badly even now. He has no problem holding dad and us and we still can just barely see dad across grandpa's pectoral muscles.

Once he's given his boys a good squeeze, he bows gracefully to Lyann, and, as if she would break should he brush her too hard, gives her just the lightest smooch on her forehead before smiling a little and moving everyone unto the library studio to have some snacks.

Right now, they are working with grandpa trying to find a way to keep the congress in power, but it looks like something like both a dual system or a constitutional monarchy are unknown concepts in this world.

Once the senators have left, we head to our rooms to enjoy our private bathrooms before bed.

We are coming out of the tub and about to get into our pajamas when cousin Alard knocks at the door.

Opening the door once we are ready for bed, we find our cousin still wearing his school's uniform as he waits in the hallway.

After Alard goes away, we look at the picture for a while. Grandpa, uncle and Alard appear on it together.

It is a low resolution image, but it is definitively a picture.

A few moments later, Eldric is fast asleep on bed.

***The next morning***

We go to the keep with grandpa, our uncle, dad, and Alard, and meet with the citizens representative at the keep.

They return the keep to us happily, and seem content when grandpa explains to them our plans for a constitutional monarchy.

The whole process is surprisingly straightforward. Then again, it was the will of about 3/5 of the city so there was very little resistance.

We are back home by the evening, and Zoe is the first to give us a hug.

"Well, that certainly happened. Thanks the light it was quickly over with" ~says dad as he greets mom and then Ellie with a kiss

That weekend, we are meeting with friends and family in one of the keep's old dining halls. It has been a while since the last time this room was used this way, hosting leaders and envoys from many nations, but this is a dire, important situation, after all.

With grandfather Baldric, uncle Wolfric, father, and our friends Asmund, Honoria, Okaba and Ren at the table, we have much to talk about.

Explaining to them about the lady's warning, and telling them about our run in with Asmund's father as proof of the demon's existence, we try and convince them of the "cascade failure" that is about to hit the world.

None of them question it. They all believe in us, but after a few moments of silence, they start arguing and discussing about what to do.

Ren wants to build several rockit shipyards in the empire, both to crate work and to quicken the pace at which new ships come into service.

"Your highness, as beautiful as you are, monopolizing the shipyards of rockit ships is the easiest way for the Coalition to guarantee their independence. We can't just give that away" ~says our uncle

This is a global problem and the Coalitio n's industrial potential is dwarfed by the Celestial Empire's capacity.

The reality of the situation is that Rockit tech is both simple and innovative. The idea is harder to get then the device.

Okaba was able to duplicate it when we first found a sample pretty quickly. Okaba is a genius, but it would not take a dedicated team much more then a year to do so.

Anyone with enough drive will get them once it is known. There have been enough merchant men with them now for Alquin to get spies on them to look at ship basics. They also have any samples spies got or they salvaged from the lost ship in the war.

If they decide to go to war again, they will have the ships next time, likely with unexpected innovations of there own.

That is more likely to happen if they try to kidnap Mako again and Ren sees it, or finds out about it.

"Actually, I wanted to ask you for some personality templates for a couple of golems I want to make"
"Not a problem. Ah, perhaps we should just make a "package" with the rockit ships and personality templates info, and give one to every member nation?"
"Wait" ~says our uncle~ "I respect that you kids trust eachother, and gods know that I trust you all, but what about Black Lake, Silverspire, or Bastion? they are coalition members, but they won't really bring up any sort of new technology into the table"

Okaba adds

"By that logic, what does Eopolis bring to the table, if you pardon me asking? the rockit ships, it could be argued, are a dwarven technological innovation"

After talking through the whole morning, we decide to make a pause for lunch and so everyone can freshen up a little bit.

In the keep's garden, Mako is sitting with Lyann, talking quietly, when they see us come out of the meeting room and head over towards us.

"Eldric, how did it go?" ~asks Lyann
"Well, I think? we are making a pause for lunch and resuming in a couple of hours"
"Oh? do you want me to give you a bath? the tub in your room is quite large" ~she says with a playful tone

Eldric smooches her gently.

"You are so much worse than a succubi sometimes"
"That's mean, what makes you say so?"
"Well, i've never seen Aura or Dawn say such a thing, so yeah. Also, look at how red Mako is now, she doesn't knows you are joking"

"a-Ah! s-she's joking, right!" ~says Mako, as she visible relaxes

She smiles a little bit, albeit it is just barely visible since she hides her face behind her hands.

Lunch is quite nice, and Ren loves the taste of icecream. Shortly after, we talk with Asmund about our golem, and ask him for a personality template and some recomendations for the chess club golem.

"Oh, the chess club, huh? Are you still exploiting that poor elf girl?"
"I don't do that anymore"
"Ah, so you are aware you were doing it in the past"
"..I apologized to her"
"Well, do you want a butler-like construct, or someone to play chess with?"
"I was hoping for a little bit of both, but it would be nice if it enjoyed chess"
"Alright, I have a good idea on what you need, then. Give me a couple of days to dig it out for you"

After a shower and a change of clothes, we restart the meeting.

We are opening a series of rockit shipyards in the empire.
The golem technology, as well as the mana generator tech to support it, will be available to the coalition countries.
We are already counting Hêven as one of the Coalition countries.

The last big issue is. Do we help Okaba take over his home country? should the coalition involve itself in foreign politics in such an aggressive manner?

I feel that with Rock-it ships coming around, increasing both the exchange of trade and ideas, something like the mana generator will be found by someone eventually.

Ideas will spread, and it will be for the best of everyone.

If we don't get blasted back over 5000 years by what is coming. There were undertones by the Lady that this wave will be bad, really bad.

Personally I would like to meet anyone who has fought demons, I imagine Euphrosyne likely has, but I am not sure what oaths of silence she is under.

Do we have a contact on the elves that might be able to find someone there? Or maybe in Okaba's country?

Part of the key for Okaba is of course making himself a successful king or leader candidate is showing what he has accomplished.

He has a hand in the following magical items:

>Rock-it technology
>Eyeglasses that allow you to see some of the gods notes.

But he has also made personal contact, and is thought well by:

>The old Empire (He personally knows the Empress and her sister. He helped reunite them together and the Empress is very grateful)

This are very very important contacts in the future. It will allow him to help keep trade and travel open and growing.

We can offer our personal support, and what support the coalition can give. In a lot of ways just the firm knowledge (say sealed notes and such) might matter more then other support.

He likely will know what is best used for this. Personally I would earmark him his own personalized, custom Rock-it ship for his travel over there.

I would give it to him out of Eldric's pocket as a gift. I would likely christen it Aura (pick language), as a firm statement on our view of his social reforms.

I think a nice gaudy reminder of the contacts and technology he has made is one of the best ways to head back.

And he did a lot of work on the items too, he provided the magical background needed for our high minded ideas.

It was interesting to see how quickly Grandpa jumped on the idea of a Constitutional Monarchy.

At least this way the Lightbringers are not part of the day to day running and are just a backstop of confidence and last resort if needed.

Giving up the keep was a problem, simply because of how it symbolizes the family.

Ren and Mako : Bloodline of the 1st night
Eldric : Lightbringer lineage, that goes back at least 2000 years. Older records are lost.

Starting to think they are both related, somehow.
