There is a very VERY deep seeded aspect of japanese culture which is that there is a very strong stigma against admitting that there is a problem. This is something that permeated all aspects of japanese culture from health and safety, to political decisions.It's about keeping up appearances. Fat people don't go outside, disabled people are not accommodated, and psychiatric help is something only read about. If they admit that there is a problem then they are rocking the boat, and in japanese culture where the neighborhood/group comes first over most everything else, YOU DON'T ROCK THE FUCKING BOAT.
