Welcome to Academy City. The time is morning, the weather is cold, and the date is January 4.

You are Kyril Torikov and you have woken up in an alleyway. You were also the victim of a mugging. Otherwise you would not be missing several key items on your person as well as your girlfriend. Memories of yesterday played back in your mind. You had attended Meigo Arisa’s concert, not as a fan but as her security guard. Nothing of note happened. Well you did see a few familiar faces again but nothing came of that either. You were attending for Asuka’s sake, or the sake of her prank. It would be something to ask about the next time you saw her. After that you bid adieu to your erstwhile employer before unconsciousness took you. There was a prick in your neck and you concluded it was probably a tranquiliser dart of some sort. Your helmet wasn’t fully enclosed at the time, due to it being turned off. That was a mistake to be rectified as soon as you could.

Come to think of it, you were also missing most of your clothes. That explained the damned cold. It also explained why you were huddled up between a pair of dumpsters. The smell wasn’t that bad. There were several things on your agenda past the immediate however. Questions needed answers. Property needed recovery. So you took stock of what you had on you at the moment. Aside from your boxers, and a mask, you had with you a,

You still had your helmet. That at least would have been helpful if you had turned it on. A fully enclosed helmet would have thwarted that unplanned loss of consciousness. As it was, you looked to be in the aftermath of a kidnapping. At least you assumed it was a kidnapping. Searching around a bit more revealed a business card. Enclosed in a circle was a stylised set of initials, AL. You had seen it before. The culprit could be none other than Arsène Lupin IV, unless someone was trying to set her up. You doubted it. Question of what you were going to do about it aside, you had another problem to deal with. You were without your wheelchair and your lower body was still technically out of order. Thus you were rather immobile.

There was the option of crawling away but that seemed like an inefficient means of travel. Concrete wasn’t exactly easy on the skin either. So that left turning on the helmet and subjecting yourself to the limitations and benefits of the VERDICT OS. You weren’t sure whether this was the best course of action. Given that you were the elder brother of the third best hacker in the City, you wondered why you couldn’t ask her to jailbreak the system so to speak. Then again, you probably would need a neurosurgeon to help her and those were harder to find. Still you needed to contact someone, preferably soon if you wanted to get on the case or otherwise.

The time is late morning, the weather is warmer, and the date remains unchanged.

You weren’t sure why anyone would want to steal your wheelchair. The gun, the phone, and the helmet were understandable, but a wheelchair? Clearly it was an act of spite to leave you crippled and helpless. Come to think of it, you needed to find out where Asuka’s mom parked your car, because you really hated crawling places.

“Onii-san what are you doing down there, says Misaka says Misaka as she wonders on your state of being.”

“Let’s say I had an interesting night,” you replied, “Can I get a hand?”

Sadly for you, it seemed Last Order didn’t quite have the strength to move you, regardless on how hard she tried. You settled on crawling in to her living room.

“I suppose your night had nothing to do with that?”

Your mother was sitting on the couch. Across from her was Lady Kudou, Asuka’s mother. They looked to be having tea while watching the news. Plastered on it were the words, “BREAKING NEWS: MASTER THIEF STRIKES AGAIN.” Last Order had went to fetch some first aid, not that you really needed it, while your mother helped you on to the couch.

“I’m not sure myself,” you answered.

“Well I did recall Asuka-chan going out last night, are you sure?” Lady Kudou butted in.

You shrugged as Last Order returned. Apparently she found a bump on your head was now attempting to mummify you.

“So what is onii-san going to do now says Misaka says Misaka as she wonders about the reason for onii-san’s visit.”

She beheld it for a moment, then as if coming to a conclusion, she hopped off to go plug it in somewhere else.

“Onii-san, do you have any documentation anywhere says Misaka says Misaka as she tries to figure out the architecture.”

You were pretty sure you left it in your room.

“That isn’t a problem onii-san I’ll get one of the Sisters on it says Misaka says Misaka as she continue fiddling with the code. What exactly did you want me to do with this?”

You pointed at your legs.

“I like having working legs, so maybe mod the limiter so that I can finally walk, and use my Ability again.”

As helpful as the VERDICT OS was, you still wanted the best of both worlds.

“I guess I could give the limiter an on-off switch but if you want to have full control you’ll have to ask someone like Nunotaba says Misaka says Misaka as she comments on the difficulty of the task. Besides, doesn’t the CADME already do that?”

You hadn’t tried it to be honest. The whole limiter thing was bothering you so you didn’t feel like turning it on.

“And Heaven Canceller can’t do this?”

“He won’t says Misaka says Misaka as she indirectly gives onii-san a reason.”

“So how does the switch work?”

“Simple says Misaka says Misaka as she explains the simplicity of it all. If Misaka is correct it is a matter of computational power. The limiter is there automatically handle the idle calculation, so if you turned it off onii-san will have to control everything manually. Like what you are doing now.”

“And that’s all you can do?”

“Well the other option is actually extreme says Misaka says Misaka as she is reticent to go as far as to slave onii-san to the Network.”

“Just install the switch,” you said after a while.

It was better than nothing you supposed. While hooking up to the Network sounded rather interesting, it was mentioned in the same sentence as “slave” was. It implied dependence and a lack of control. Neither were acceptable tradeoffs in your mind. At least this way, you had options.

“Alright, try it now onii-san says Misaka says Misaka as she intends to test the code.”

The helmet came back on, this time with a hiss. It was a familiar sound as the connections between you and the VERDICT OS was re-established. There was of course the boring start up messages, including that you have one outstanding message in your inbox. The HUD flashed quickly through the different modes before the CADME added another element. It was resting above Overall Combat Efficiency. The label was Barrier Strength, which was full, as opposed to the element below which hovered around the mid 90s. All of this happened within the space of a minute.

“Looks like it’s working so try turning off the limiter onii-san says Misaka says Misaka as she notes no adverse effects so far?”

“How?”

“Think says Misaka says Misaka as she states the obvious.”

You held the thought for a moment before error messages started popping up.

“ERROR: Ability Limiter disengaged.”

“ERROR: CADME has crashed due to exception.nullPointer()”

Your legs also started to wobble but with another bout of concentration you managed to steady yourself, if only barely. Again, with another though, you flipped the switch in your head and the messages went away. Of course the OS then rebooted itself which also took a minute.

“I think you’re good to go onii-san says Misaka says Misaka as she inwardly celebrates her success.”

Silently promising to do something nice for Last Order later, your rejoined the two women in the living room. You suspected there was a kidnapping involved last night and your mother deserved to know. Maybe she would have some kind of insight in to it, given her experience and all. Besides, it wasn’t like you couldn’t call Nayuta, not with your helmet back in full working order. Of course the news was still going on about Lupin.

“Back already?” Lady Kudou greeted, “Remember anything now?”

“I think there may have been a kidnapping since I was working security with Asuka last night at the concert,” you continued.

“The one with the pretty Arisa girl yes?”

You nodded and continued relating the sequence of events leading up to this morning. Of course as soon as you were done, the two women seemed rather unconcerned. Lady Kudou, because the thought of Asuka being kidnapped was laughable. As long as you came back alive and unspoiled your mother remained unworried. She did caution you about women being able to take advantage of you in such a situation however.

You also took the time to contact Nayuta about what was going on.

“Well you’re still on vacation onii-chan, but I guess if you want to do something I guess you could keep following the news.”

You turned back to towards the television where the broadcast had been hijacked. It was Lupin.

“Good morning Academy City, I, Lupin IV have embarked on my greatest heist yet. It is a heist so great in scale it has never been done before. What am I going to do you ask? Simple. I am going to steal Academy City’s sovereignty! And to make sure I keep it, and to make things interesting, I will be using our very own songstress of hope, Meigo Arisa to help me. After all, I can’t have a City of Thieves without a patron saint. You’ll to need to give it your all if you want to stop me. Dare I say it? You’ll need a hero.”

That was immediately agreeable. So while your mother prepared the food, you went and got a change of clothes, courtesy of Last Order. She had one of the Sister drop them off for you while the two discussed something privately. After breakfast you were roped in to controlling a corp of ships that Last Order said was ultimately expendable so you could get used to podding other players. All in all, it was a quiet morning for you. Of course it wouldn’t last. By the time lunch rolled around, you suspect that a high power was in play. Your visitor was none other than,

It wasn’t completely unexpected, given the news on the TV, but you supposed Sagara would show up sooner or later. When a heist went down, THIEF was usually involved. He was with Kyousuke.

Despite his missing eye, he actually looked happy to see you.

“He’s happy alright,” Kyousuke said, “A good thing too after he got dumped by Riko.”

“Hey, you know I got over that.”

“Fine, so you’re just mad Tadakuni ran off with her instead,” Kyousuke elaborated.

“What he means to say is that we have a job for you since a position has opened up,” Sagara interrupted, “We’re being hired to steal Lupin’s ambitions from right underneath her.”

“Pays not bad, even though we don’t know where the money’s coming from.”

You suspected the City was trying to turn THIEF against her.

“And there’s no problems with this?” you asked.

“Naw, she likes the competition,” Kyousuke waved it off, “You in?”

Well it wasn’t like you were going to refuse in the first place.

“What’s the plan?”

“We were thinking you could come up with one,” Sagara replied, “You know, just like old times.”

“That and we’re up against Lupin’s four man crew and they know how Sagara does things,” Kyousuke elaborated, “It’s time to change the game.”

“I’m guessing Tadakuni is on her team then,” you tried to remember, “Who else? Asuka?”

“Yeah, and Misaka WORST, if you don’t remember,” Sagara added, “We usually run together with Tadakuni and your sister but.”

They were leaving that decision for you.

“We could go big this time, she probably wouldn’t be expecting that,” Kyousuke suggested.

“Keeping it in house means a bigger pay out though,” Sagara said, “Then again we’re doing it your way.”

“Misaka would like to say that Misaka is not doing this pro bono says Misaka says Misaka as she states her terms.”

“Wouldn’t dream of it,” Kyousuke added.

“I’m thinking we could use some more muscle, we should go see if Kyouko’s up for a little work,” you said.

“Anyone else you have in mind?” Sagara asked.

“Well I did think Sparky would be free but,” you trailed off.

“Don’t want her to find out that her Aniki’s up to his old tricks again?”

“Something like that.”

You weren’t going to tell them that you were party to the conspiracy to prank her. They probably knew anyway. Before you went under way, you were handed a new side arm. It wasn’t your usual but it wasn’t like you could complain. Your own pistol didn’t see that much use in your hands. It was a modern reproduction of the model you had but it would have to suffice for now. You holstered it underneath your jacket. Then You, Sagara, and Kyousuke set out to go find the Slumlord. Last Order for her part could do most of the work remotely so it wasn’t like she was needed.

The Strange was livelier compared to the rest of the City. Mostly it was because life went on as usual on these streets. Residents of the other districts were huddling in their homes not just in case but specifically because of this morning’s news. Unlike the uncertainty that seemed to linger in the air, here the thugs littered street corners shooting the shit. Whatever trouble Lupin brought in this morning, it didn’t seem to affect then in the slightest.

“She and I have an agreement,” Kyouko explained, “She paid me a lot of money to stay out of her way and I intend to keep it. But if you’re looking for some hired help, I think I know a name or two.”

“You don’t have to get in her way exactly,” you argued.

“True but I think I wanna actually repair shit in this dump and still have enough money for sweets.”

“She’ll escalate appropriately,” your second offered, “An extra pair of hands is nice though but probably no more than that.”

“That’s not how we roll Kyouko,” Sagara shot back.

“Guess not,” she shrugged, “Just throwin’ it out there, ya know?”

“Before I forget, what’s the girl’s name by the way?” you asked.

“Oh, the chick was named Kinuhata Saiai.”

The name was familiar.

“Used to run with ITEM till they broke up like some kind of lame boy band,” she continued, “Now she odd jobs, knocks over thugs or two, with my blessing of course. All I need to do is give her a call.”

She hadn’t recognised you yet but you better cut this off before it became an issue.

“Look, we’re all here to just do the job and get paid,” you said, “We shut up, do the work and have no problems. Can you do that?”

“Fine,” she finally managed.

With that headed off it was time to actually follow up on the leads Last Order had been digging up in the mean time. While it wasn’t immediately obvious where Lupin was hiding right now there were clues.

“If I know Lupin, she’ll probably leave a few clues at one of her safe houses,” Sagara explained, “They are obviously traps though.”

“Hey ask him how he knows where they are,” Kyousuke elbowed you.

“Moving on,” Sagara interjected quickly, “our other option is to just let the others do the work for us in and then we’ll come swooping in to do what really matters.”

“And someone has a good lead that we don’t have?”

“No but we can certainly find them, it’s your call boss.”

“I like the sound of that but how are we going to find some dopes to tail?” Kyousuke apparently liked your decision.

“I can answer that question Kyousuke,” Last Order spoke.

“You guys even super have annoying mission control? This just gets better and better.”

“Just, go on,” you were starting to regret this hiring decision.

“Well there’s not a lot of people who are fans of Meigo Arisa and have the power to do something about it,” Last Order went on.

A Picture-in-Picture display showed the assembling some of the more diehard fans of the idol singer. Most were not exactly soldier material, though they were fanatics. Of course they were also tearing up a district just looking for Lupin.

“It’s a matter of narrowing it down then,” you concluded, “How long will that take.”

“Give me five minutes and I’ll get it done onii-san.”

Kinuhata gave you a look.

“You know, you still super didn’t fucking answer my question,” she finally spoke.

“I know him,” you answered, “We are working together after all.”

You think that only just pissed her off more, what with the scowl that had, “of course you fucking idiot,” written all over it.

“Why, did you need to know what we can do or something?”

“You are super fucking suspicious onii-san,” she drawled, “This is way too organised for a bunch of two bit thugs. Not to mention this clown here. So who are you?”

“Does it really matter?”

“We are super working together after all,” she repeated.

Even if she couldn’t see it, she must have been imagining that you were grinning underneath the mask.

“You sure you’re not some kind of super Loli Man?” Kinuhata grimaced.

“There’s a reason the Slumlord calls him Pops,” Kyousuke said, “and it isn’t because he’s a sucker.”

Sagara snickered at that. What Kyousuke wasn’t telling her was that it took a lot of effort to get Kyouko to call you anything close to that. While Kinuhata wasn’t convinced you were sure the seeds have been planted. She’ll come around soon enough. Just as well since Last Order had found a trail. Of course as soon, as you saw who it was, you were starting to have second thoughts.

It was Sparky, and Touma.

Apparently both of them were good friends of Meigo Arisa and were now fighting what looked both WORST and Asuka somewhere in School District 18. Asuka and Sparky were trading blows. It was a Code M sword, masterpiece from beyond the ages, against an improvised iron sand blade. The other fight was more onesided, given that Touma was running around the block and cursing at himself from bringing only his fists to a gunfight. He dove in to cover as best he could but WORST must have been an urban warfare specialist if she could relocate that fast. They looked like they could use some help but then you’d have to make your involvement known.

“Ladies,” you start, “It’s go time.”

It’s a short ride to the engagement area. While it might look like you were swooping in like some kind of hero, your reasons were far more pragmatic. You needed Sparky and Touma since they had a lead. It was significant enough that Lupin was deploying her two cronies to stall them, nevermind that one of them was your girlfriend and the other one was family, sort of. To make your entrance suitably dramatic, you had perched yourself on the roof over looking their little skirmish.

“So what’s the plan boss?” Kyousuke asked.

“Well I can track people by their heartbeats, give me enough time and I should be able to subdue WORST for interrogation.”

“So we just need to distract Asuka?” you wanted to know.

“Ideally, but I could use some back up. You up for it guys?”

“As long as I don’t have to fight the Dictator, I’m up for anything.”

“We just have to super distract sword bitch right?” Kinuhata interrupted.

Sagara nodded.

“That doesn’t super mean we can’t beat her too right?”

“Asuka-sama is a Level 4 with mind control,” Last Order sounded off over the radio.

“I know, but she and I super have a score to settle,” Kinuhata almost snarled.

Your gaze fell on Sagara who just mouthed, “SISTERS Job,” silently. Kinuhata was the type to hold on to a grudge, apparently. Good thing you kept your identity hidden. Still, were you really going to leave her to the tender mercies of your girlfriend? Not to mention that Sparky was having a hard time trying to keep up. Without warning, Kinuhata leapt off, heading for the two sword fighting girls.

Well with the way Kinuhata was acting you weren’t going to get in her way. Her landing tore up the pavement as she charged forward. Asuka’s name was on her lips, accompanied by a low throaty growl. It was enough to draw the attention both the Railgun and the Dictator’s attention. Yep, definitely the better choice here, you concluded. That still left you with a pesky problem though. Namely how to deal with Misaka WORST. She was cradling some kind of rectangular block with a huge scope on it. You figured it was some kind of semi-automatic rifle as she kept plinking Touma’s cover.

“I’ll try to ambush her.”

“Alright we just have to keep her attention, you got the covering fire?”

“Of course,” Kyousuke produced a submachine gun with his answer, “On your mark Kyril alright.”

You gazed back down on to the field once more. In that moment, WORST looked up at you. It was like someone was feeding her tactical information. Her gun came up and before you could even duck a streak of struck you square in the chest. The blow knocked you over, eliciting a manly squeak from Kyousuke and the sizzling of materials that are too hot for this kind of weather.

“She’s firing molten metal off the bat,” Last Order exclaimed over the comms, “Be careful onii-san!”
