Welcome to Academy City. The time is afternoon, the weather is dazzling, and the date is January 4.

You are Kyril Torikov, and you were lying on your back. In a distant part of your mind, you were inevitably grateful for whatever was behind the decision to switch your helmet on and to have the CADME installed. Saving you from harm tended to do that. The CADME had erected a shield of some sort, invisible but no doubt controlled by your power. Barrier Strength was down 50% but it seems to be going up slowly. The projectile that had landed you on your back was some kind of molten metal. It had splashed an area around you, slowly cooling. Kyousuke, who had been beside you, had taken cover. So this was the power of a Level 4 Electromaster huh?

This morning, Lupin had declared her intention to steal Academy City’s sovereignty. She wasn’t exactly Carmen Sandiego though. That meant she had to steal something that was effectively the same thing. The first step in her nefarious plans was the abduction of Meigo Arisa. Academy City in turn decided to fight fire with fire. The Problem Children, guest starring Kinuhata Saiai, were thus put on the case of stealing her ambitions. Standing in your way presently was Misaka WORST, the aforementioned Level 4 Electromaster that Last Order was now kindly babbling in to your ear about. Touma was also down there somewhere. You weren’t the only one who was opposed to Lupin’s scheme though most weren’t as prepared as you were. As long as you could subdue and capture her, then you could interrogate her. Barring that, there was always Asuka but you’d have to get through the clone regardless.

She had fired the first shot, now it was your turn to reply.
>Switch off Limiter, abuse your Ability
>CADME has an offensive option, try it
>This is why you got guns, suppressive fire

So far, CADME hadn’t steered you wrong. It seemed like the kind of fight to try it out in.

“Kyousuke, suppressive fire,” your ordered.

He nodded and did as he was told. You stood up. With but a thought, a switch flipped in your mind. Then everything felt jagged. The small Barrier Strength indicator reversed in direction. It went down constantly. That annoyed you. Then you looked down on the disobedient little sister. She needed to be punished. A snarl and a swift kick later, a piece of concrete nearly slammed in to her. It only stopped because of the piece of metal sticking out of it. Reinforced concrete was no good. That annoyed you. Out lull came Touma, fist swinging wide. She caught it and sent him flying over her shoulder. Her shoulders moved, with gun still in hand, shrugging with an exasperated smile. That annoyed you.

You felt the loose items in the building below you. With a click of your heel, they relocated themselves. Out the window, furniture large and small went flying at Misaka WORST. That impudent little thing couldn’t possibly stop it all. She ran. Ducking away into another building like a startled goat as her previous location was bombarded with impromptu projectiles. You missed. That annoyed you. The patient hunter would get his prey. There was one thing you were sure she couldn’t stop and that was glass. Slowly the shards came to you, orbiting and imposing itself between you and the next shot from her. It wasn’t enough to stop it. The shot deflected, veering past your head by centimetres and you could feel the heat. That annoyed you. Obviously you were putting it all in to the offense but she had cover and you were open. You were going to,

The hunt had begun, and the prey was worthy. You shifted your gaze towards Kyousuke. He was loyal, and a comrade. You would allow him to share in the hunt unless he got in your way. Another shot came your way. You ignored how close it was. This game of throwing things at one another was grating. That annoyed you. You took a step. Heedless of the voices trying to interfere, you dropped to the street. The landing left the street a mess. More shots, more misses, you walked in to the building. It was an office building. The lock had been disengaged temporarily. Locks were useless without a door though.

“Damn onii-sama, that was hardcore,” your prey suddenly spoke through your helmet.

Your head swivelled left then right. Scanning but there were no signs of her. Not yet anyway. You advanced, mindful of the cameras dotting the rooms.

“Onii-san, WORST is attempting psychological warfare says Misaka says Misaka as she explains onii-san’s predicament.”

Your lips curled. The prey was smart.

“Oooh, that’s a scary face onii-sama.”

The prey was afraid. That did not annoy you. Bits and pieces of glass still swirled around you. Soon, more objects joined them. A coffee mug here, a PET bottle there, anything non-metallic and relatively light was drawn in to orbit around you. You picked up a trail, it was ever so faint. She was hiding on the floor above you. No doubt an ambush awaited you. The prey was not cornered yet. Both of you had anticipated that you would advance slowly and relentlessly toward your goal.

“This building is an enclosed space onii-san, you should use this to your advantage says Misaka says Misaka as she offers advice.”

It was sound but you remembered your intentions. The prey needed to be captured alive, preferably, unspoiled, not necessarily so.

No, not yet, you weren’t close enough yet. There had to be a personal touch after all. The door ceased to be in your way as you stepped through. You were met this time with simple gunfire. The items around you let it through and several rounds struck your chess. It would have been stupid to walk in like that but she was merely delaying the inevitable. You were wearing body armour after all. That still annoyed you. She backed away, ready to sprint away. You didn’t let her. A shard buried itself in her foot with but a flick of your finger.

“Ffffffffff,” she hissed.

The gun in her hand emptied itself. You replied by shattering a coffee mug against her hands.

“Damn onii-sama,” she managed, “Is that a rifle in your pants or are you just happy to see me?”

Your right hand wrapped itself around her throat. It wasn’t enough to squeeze, just merely enough to lift her up to eye level. Her feet barely touched the floor.

“Fuck, and I thought Accel-kun had a huge murderboner,” she wheezed, “Heh at least you got to touch me because in case you forgot, I’m an electromaster bitch.”

Her hands grabbed the arm around her throat and sparks flew. You looked at her, clearly unaffected.

“Well fuck me.”

You inclined her head but got no further than that. A hand fell on your shoulder. As if dispelled, your Ability simply ceased to be. CADME threw up another null pointer exception and VERDICT rebooted itself. Your arms went limp and you were unsteady on your feet. WORST fell to the floor, cursing as she went. Touma was right behind you.

“Tell me to never to get on your bad side.”

“I have a bad side?” you asked incredulously.

He gestured to the bleeding clone on the floor. Well that was one way to subdue her you supposed.

It could probably stop him if he didn't have a way to stop her from getting a signal out at least though.

Well, Accel has proven himself to listen to superior officers and Asuka's power is like getting ordered around by God or something, so it'd probably work considering DM works through a partial emulation of Accel's thought patterns.

“Alright, we’ll get her some first aid. Just keep her honest,” you waved him off, “Last Order, sitrep.”

You ignored the, “don’t touch me you fucking pervert,” from WORST and Touma’s pained remark about his misfortune.

“Well your brainwaves went a little wonky there onii-san but Kyousuke and Sagara are fine.”

“Whatever you did just made me feel all kinds of inadequate,” Sagara said.

“I have eyes on Kinuhata,” Kyousuke spoke, “I think it’s turning in to a three way from here. Should have brought popcorn really.”

“Just get me a first aid kit.”

“Way ahead of you,” Sagara popped out of the ceiling vent.

Of course Sagara tied her up with some ceramic restraints her before administering the first aid. That and he had Touma hold on to her. Didn’t stop WORST from giving live commentary though,

“I gotta say onii-sama, you’re bipolar as fuck. I’d rather be captured by hero boy over here.”

She nodded towards Touma.

“What do you say hero boy? Care to save this little sister from her big bad brother?” she asked.

He pretty much flushed at the comment. Then his gaze fell on you. You shrugged and replied,

“I’m not sure Touma is ready for a relationship just yet WORST.”

“Aw why not? Doesn’t he live with that nun?”

“You know, there is such a thing as a chaste relationship right?”

“Bet he cuddles and holds her hands each time they sleep at night,” she snorted, “Fuck me, the Sisters are way too precocious for their own good.”

“I’m right here you know?” Touma complained.

“It’s like you’re not important or anything right?” Sagara smiled.

“They’re just giving you shit cuz they care,” WORST drawled, “So now that you’ve caught me fair and square what do you want to know onii-sama?”

“You know you’re acting more like supervillains than actual thieves,” you noted.

“Of course we are, we’re playing a role,” she answered easily, “though I’m not really supposed to tell you that, but who cares am I right?”

“Someone does,” Touma concluded, “She’s just a puppet, just like Lupin is.”

“Riko’s always had a flair for dramatics,” Sagara said, “maybe it runs in the family.”

“I’ll tell you what runs in my family,” WORST exclaimed, “Fucking crazy.”

You weren’t sure if she meant that literally or otherwise.

“Alright next question, what’s Lupin’s real goal then?” you asked.

She just started laughing. The three of you had no idea why. It was a little unnerving and awkward.

“Oh wait, you’re serious? Let laugh harder,” she did then continued, “Goal? That crazy kleptomaniac doesn’t have a goal. She’s just bored and looking for a challenge. Says she needed a new nemesis. A right proper Zenigata, and not some bored rich kid with an grudge.”

You looked to Sagara.

“To be fair, Oscar kind of is a prick.”

“Oscar?”

“Right, Herlock Sholmes,” he elaborated, “She calls him Oscar since it annoys him.”

“Alright so where’s Meigo Arisa?” Touma asked her.

“I don’t know, somehow we ended up with the head of security team instead,” she answered, “It’s a bit embarrassing so don’t go spreading it around or anything.”

Touma gave you a look and you responded with a slight nod.

“Just tell me where she is.”

“There’s a good story behind that I’m sure but whatevs, she’s being kept in a penthouse in School District 3. Might want to hurry hero boy, before she steals her panties.”

“Who else is working with her?”

“Apart from the crazy sword lady, there’s Tadakuni the Pansy but you didn’t hear that from me. Can I go now?”

“We got what we came here for but someone needs to watch over her,” Sagara stated, “And what do we do about Kinuhata?”

“Let’s leave her with Kyousuke,” you suggested, “I mean, what is she going to do? Bleed on him?”

“True, I’ll probably ask 3rd Echelon for some support though, and Kinuhata?” Sagara agreed.

“Pay her up and see if she wants more?”

“I doubt it boss, she’s having a right blast punching it out with both Sparky and Asuka,” Kyousuke replied, “Or maybe she’s relieving stress. I can never tell with the kind of women we know.”

The three of you rejoined Kyousuke on the roof. True to his words, two Level 4s and a Level 5 were battling it out in the district. The cost to state was rising. You were going to drop off WORST with Kyousuke so you were surprised to see three sisters there.

“Sagara-nii-sama has called for reinforcements says Misaka #19090 as she eyes her wayward sibling.”

“Great, just great, it’s the three stooges,” WORST sighed.

“We are here to ensure that ensure that the extra individual does not escape or cause Kyousuke-san any further harm says Misaka #13577 as she elaborates on her presence.”

WORST snarled at them.

“Dispensing product says Misaka #10039 as she disciplines her unruly sibling.”

With a pop, pop, pop, Misaka WORST dropped in to a fetal curl. She was hit by three paintballs. The issue somewhat under control, you tried to get in contact with Kinuhata. She didn’t reply, though you didn’t expect her to so you had Last Order relay your instructions. Whatever she did now was off the clock since you had payment transferred over to her. Your next stop then was School District 3.

The time is evening, the weather is rich, and the date remains unchanged.

It took you that long to get there. You honestly needed to get your car back at some point you thought. Though looking at the size of the hotel you think it would be best if you,

“Alright gang, let’s split up,” you said, “Lupin isn’t much of a fighter I hear so if we can hit her from different angles then we’ll have the advantage.”

“Right-o boss.”

With that, Sagara melted in to the crowd, no doubt seeking a clandestine way up. Touma for his part was going to try the stairs. No one used the stairs unless it was an emergency. You let him go. For your part you walked to the counter.

“Can I help you sir?”

The staff were like mere ornaments. Pretty, shiny but ultimately forgettable and thrown out in short order. That was how you found yourself in an elevator headed towards the penthouse suites. You liked to think you were rather clever. Sagara would no doubt disguise himself as a sanitation technician, while Touma subjected himself to forty flights of goddamn stairs. Had it not occurred to them that you could have simply thrown money at the problem? Between you and Sagara, surely you could have afforded more than just a penthouse with a Jacuzzi. That said the complimentary helicopter tour was a bit much in your opinion. Hell if you were lucky, you could get Nayuta to pay it off later.

Of course there were only two penthouse suites and they were across the hall from another, right below the communal helipad. It was thus very curious when you found the door to Lupin’s quarters wide open. Peeking inside was a table, with a candle and two seats. Clearly this was an invitation.

Well why not? It would seem awfully rude if you declined. You were decidedly underdressed, given the bullets in your chest and smalls imperfections here and there. Lupin thus was dressed just as casually, a school uniform that you didn’t recognise. Both of you sat down at the table.

“VERDICT, in the flesh, it’s nice to see you again,” she started.

“I wish I could say the same.”

“Come, come, there’s no need to speak business just yet, we have all night long after all.”

Somehow the entrées had managed to materialise on the table. Garlic soup with a floating crouton with melted cheese sat steaming in front of you. A quick glance around you in thermal vision revealed the culprit.

“I’d appreciate it if Tadakuni could drop the optical camouflage.”

“And I’d appreciate it if you could take off your helmet,” she shot back, “But we can’t always get what we want so things will just have to stay as they are.”

The soup was nice and as it was being swapped out with a main course you continued your inquiries.

“You’re not actually trying to steal Academy City’s sovereignty are you?”

“Same as you aren’t keen on remaining the City’s dog. Are you not?” she matched question with question, “I’ve heard the stories you know? And meeting you in person, in a relaxed environment was top of the list.”

“I wouldn’t say we’re relaxed.”

“You’re on vacation aren’t you?” she smiled.

“WORST said you were bored, and you were shopping around for a nemesis.”

“Of course she did, and she’s not wrong. So? How about it? Being my public nemesis is much more liberating than it sounds.”

“I don’t think there are many who enjoy being the enemy of VERDICT.”

“Oh and why’s that?”

“They’re all dead. Or most of them are anyway.”

“Well that makes you all the better doesn’t it?”

“I suppose, tell me more then.”

Tadakuni continued to serve dinner. The main course was roast chicken with hers, a bit of butter and potatoes on the side. It would have been delicious.

“Well the first thing you need to know about me is that my name is actually Mine Riko, I would prefer that you call me Riko but Lupin is fine if you absolutely must. The second thing you need to know about me is that I always get what I want. Lastly, the thing that I want is usually not very obvious.”

“A scheme within a scheme then.”

“Pretty much,” she turned to Tadakuni, “Can you be a dear and open the window, it is a bit stifling.”

The two of you finished the main course. For dessert, there was some ice cream. Surprisingly simple, you thought. She took her cup and got up walking to the window as she didn’t so. The balcony wasn’t windy but you thought you heard the approach of a helicopter’s blade.

“You’re probably wondering what’s taking your friends so long.”

You weren’t but now that she brought it up, it was a rather obvious question in your mind.

“You were pretty smart, buying your way in but didn’t you stop to think, what if I just bought the hotel?”

A muted rumble came from down below. Your feet could feel the tremors of an explosion.

“Well that’s my cue and safe to say VERDICT, I’d think you make a great nemesis.”

The helo flew by at speed and before you could act, she was whisked away in to the night. Tadakuni too was gone from the room. More explosions went off and the building tilted. Another sound emerged, a guttural,

“ONORE, LUPIN!”

You wonder whose voice that was.
