I already said this in the other thread, but incase it got missed, I think Arctus's endgame should be becoming something like the Dominion from DS9. We use diplomacy and negotiation, the implication(occasionally the actual deed) of military conquest if refused, and the protection of our person/armies against outside threats to coerce planets into joining our empire. Once they are part of it, we integrate them as smoothly as possible so we have one unified and assimilated whole.We are a benevolent emperor and rule the galaxy as we see fit.
