You are Captain Kusajishi Riku, of the Ninth Guard Division.

After your borderline treasonous day yesterday, you've managed to get at least a little bit of rest before your first full day as a Captain. Instead of practicing your sword technique this morning, you're obliged to read over the Divisional policies as they were put in place by your predecessor, Captain Muguruma, in order to figure out how to run your unit. Yoruichi curls up next to you in her unobtrusive feline form, just in case you find yourselves interrupted by official business, while you read over page after page of notes.

“So, what exactly did I do to you back then?” you muse as you shut the cover of a list of publishing guidelines and regulations for the Shinigami news magazine's printing office. “You know, while I was a Hollow?”

Yoruichi's ears lay flat for a moment as she recalls the event, despite clearly understanding the importance of knowing exactly what these new abilities of yours can do. “I saw two unusual things,” she replies in her strangely gravelly, masculine voice. “One was a compressed, bullet-like cero that I didn't give you the chance to use.”

“Like a bullet?” you repeat, looking over a document detailing patrol schedules and sector-based deployments.

Yoruichi raises her head to look at you. “Yes. It wasn't much bigger around than your fingertip, but was extremely dense and powerful. Quite the deadly little trick if you could ever replicate it.”

You nod, mentally noting how appropriate it is that an ability like that would belong to someone with your history. “You said there were two?”

“I did,” Yoruichi replies. “The second is more difficult to understand. When I cut you, towards the end of your rampage, your blood was infused with a dangerous amount of reiatsu. Needless to say, I didn't cut you again after that.”

As you flip through a copy of the swordsmanship primer for new recruits, noting it to be a decent enough review of the basics, you begin to explain to Yoruichi what you fought against. “You spent a lot of the time on the ground,” you recount with a grin. “Though when you finally broke through my bakudō, you tried to use a terrifying attack... at each of your fingertips you created a blade-like cero. Each claw was vibrating at a high frequency.”

“Vibrating?” she muses. “How fast?”

“Millions of times per second,” you reply, resolving to print a secondary manual for higher-level sword instruction at some point down the line. “I don't doubt it'd have little trouble cutting through damn near anything in its path.”

Yoruichi rises to her paws, padding silently towards the window. “I like the sound of that. We'll have to work on it at some point. See you later, then?”

You nod. “Of course.”

Some thirty minutes or so pass after Yoruichi's stealthy departure before Rangiku knocks at your door. She slides it open, kneeling formally in front of the entrance as the dawn streams in from over her shoulders.

“Surprised to see you up so early,” she muses.

You can only shrug noncommittally as you pull on your Captain's jacket. “Eighty years of habit.” Just saying the words make you feel a little older than usual, but it's a feeling that's quickly pushed aside.

You're quick to join Rangiku in your morning preparations, walking along the covered patio towards the smell of breakfast. “So what's the first order of business?”

Rangiku nods, grabbing two trays of freshly-cooked food: this morning it seems to be British-style. “Will do, ma'am.”

After a quick meal, you dash off without your Lieutenant to ensure you have plenty of time before she gathers the officers you requested. On the training field is a wooden crate, inside of which are ten brand-new kidō rifles packed in straw. A separate box holds the ammunition for the weapons, and a small velvet bag sits atop the rest of the items. Inside is a note written in spindly handwriting along with three glass phials, each with a cap at one end and some sort of spring-loaded mechanism.

“Captain Kusajishi: these three phials are designed to release a serum into the body through the needle at one end. The serum is distilled from Hollow blood, and can trigger immediate cellular regeneration at the site of a wound. Do not mention my Bankai training or I'll kill you.”

Huh, so this is the “extra” Mayuri was talking about. Neat.

The heft of the first rifle you remove from its packing is vaguely familiar. The mechanisms are clean and chemically treated to resist rust, and the barrels are nice and straight. But the real question is do they shoot as well as they look like they should?

There's only one way to find out, and you've got plenty of time...

You load a round, seating it firmly in the chamber before sliding the block into place and clicking the safety off. Take aim... control breathing... squeeze the trigger...

The weapon goes off, striking the wall behind your intended target: low and wide right. That's not what was supposed to happen at all! Every single step of the process was correct for your part, so the problem must be mechanical. Luckily for you, the crate also contains all the gunsmithing tools you could ask for and at least a few you never knew you wanted.

“That's not good,” you mutter, finding at least one source of the problem: the base for the ladder sight is mounted improperly, meaning the rear aperture is in the wrong place. You correct this issue, only to find that a careful inspection of the innards of the weapon show rough machining on almost every part. No wonder the trigger was so heavy and full of grit, they haven't been properly finished! It broke late and hard, leading you to jerk the weapon ever so slightly downward just before the primer ignited. Speaking of which, the action isn't as smooth or as polished as it should be, which increases the lock time. You thought it felt too long between trigger break and bang, and that explains it.

In short, these rifles are useless to you in their present form.

“Having trouble, Captain?” Rangiku teases you as she arrives with Third Seat Nikko, Fourth Seat Iba, and Fifth Seat Ichinose in tow.

You shrug, tossing the rifle back into the crate and tucking the phials into your sash for now. “Remind me to shout at Mayuri later. Shoddy sight alignment, inconsistent trigger weight, and gritty mechanics. Poor showing, really... I'll have to disassemble them all and fix 'em when I get the chance.”

“So Soul Society's slow ta change?” Kai muses. “Amazin'. Never woulda guessed it.”

That's more of a case of using his blood as additional fuel to his getsuga tensho. His blood is used for offensive purposes whilst his getsuga tensho is a ranged slicing wave.
Riku's blood is a defense mechanism, and her cero bullet is a precision based projectile that fires at a small area. Extrapolation of what happens when the bullet is fired and hits it's target suggests an explosion will occur from the bullet's impact or detonation at max range with a blast radius of 1~2 city blocks.

Kai offers you a bow, the humility clearly played-up for humor, before slinging his lever-gun into position. “Beat, Kamitinbe!”

His Zanpakuto has changed since you fought off that Gillian together all those years ago: its spear blade now projects out under the end of his rifle's barrel, and the tinbe shield now has a notch specifically designed for resting his rifle in it. He dashes towards one of the practice targets, taking a few shots as he moves, before demonstrating his more traditional shield-and-spear tactics in close quarters.

His speed isn't the greatest, but his defenses are strong and his attacks are solid at all ranges. And that rifle of his is the real deal, not like these clunky pieces of junk Mayuri foisted onto you. He's even figured out how to work the lever one-handed without disrupting his pattern of attacks.

“Not bad,” Rangiku admits. “I'd heard Eleventh Division had good fighters, but this is a totally original style. His reiatsu isn't bad either... not really my type, though.”

You sigh loudly and bring your fist down lightly onto your daughter's head. “Doesn't matter whose “type” he is, Lieutenant. All that matters is he's still as good a fighter as I remember.”

The Ninth division is supposed to be mainly tasked with the defense of SS. Our main job is to be the main line of defense in the case of intruders and attacking forces like the quincy during the most recent arc.
What I want to see in addition to the implementation of some actual goddam military tactics, beyond running at them with sealed swords, is for our grunts to at least learn their goddam zanpakto's names and start fucking training.
We need to be/recruit a talented Drill Sergent and whip the entire division into shape while trying to keep our new super grunts from being poached by other divisions looking to snag some talent.

When invaders come in thinking all the divisions are the same, thinking that only the captains and LT's are worth their time, thinking that they can breeze through the linemen like cannonfodder. THEY WILL BREAK UPON OUR WALL OF DISCIPLINE AND POWER!!!

Redshirt level shinigami take on scrub hollows and do all the day-to-day junk that the actual fighters don't have time for. Said actual fighters are the people who A) Hold everything together and B) Take on the things which kill the Redshirts.

Because the power disparity is just so huge, there's no real way to equalise the playing field. It's like... Damage reduction, basically. If a guy has an armour value of 5, and all the Redshirts do 3 damage, it doesn't matter how many Redshirts you throw at him, or what they do, really, he's not going to be any worse off for it. Unless they all pool their power somehow, then maybe you can get somewhere.

I think part of it is that so scrubs have training and tactics to respond properly to stronger normal hollows and can delay or survive against gillian huge hollows.

The guns that have normal bullets may be able to help with that. Also some group kido casting too, maybe.

Not that I'm really disagreeing with you, it's good to have well trained scrubs, but it's probably better to make sure our non-scrubs are top-notch, because those are the people who are going to be carrying the team.

Other anons' points that soul society isn't composed entirely of idiots and if there was an easy way to make everyone powerful it would be done are pretty much on point, I think. We're not going to make all our non-seats fuckstrong like seats or lieutenants. However by using enough guns and fancy tech and shit we should at least be able to make them capable of doing something if they work together.

If we knew more about reiatsu we might be able to figure out something new. Specifically I'm wondering about storing it and releasing it. It doesn't matter if we've only got scrubs if they're equipped with rifles shooting bombs containing Riku reiatsu. Or what about delayed spells? Get a bunch of guys chanting spells with really long incantations that can be somehow activated on demand, and our squishy unseated nobody just turned into a squishy wizard.

Ninth Division's seated officers are already set up the way Kensei figured best reflected their abilities... your current Seventh Seat wasn't good enough to make the cut for the old Commandos, and they got their asses beaten badly. Factor in the predictable loss of your own due to scalping from other Divisions looking for Lieutenant-level fighters, and Iba's desires to become a Lieutenant at some point... looking within your own Division would be the feel-good choice, but the ideal would be to snap up a promising Academy fighter before anyone else gets the chance.

“Rangiku,” you announce, “you and I are going back to school. Nikko, Iba, and Ichinose, you three are to begin training the other Seated officers in riflery. Nikko, you take the lead on this one, youv'e got the experience.”

Kai and Iba immediately snap off salutes, while Ichinose's comes off a little slower and sloppier. Seems he's not got the hot blood of the other two? Well, at least it balances out your unit a little that way. You need calm guys too.

As you head towards the Academy, Rangiku pipes up at your side. “So what exactly are we looking for?” she asks you thoughtfully. “Not more musclebound thugs I hope?”

You merely shrug. “We'll see what we end up with. Like I said, I don't care too much how they look so long as they can do the job.”

Inside the impressive grounds of the Academy are a maze of hallways and dormitories, but one building stands out: the Zanjutsu hall. From the feel of things it's the graduating class that's in there right now, along with old man Ōnabara.

The student nods again. “They're amazing... I just wanna bury my face in 'em, you know?”

“Yup, my darling little daughter sure is amazing,” you tell him as you let the spell that's been hiding you fade. The boy's face turns white as the haori his eyes have just fallen on, and you're loving the way he's trying to stammer out a response. “And that's why if you so much as LOOK at her disrespectfully, I WILL cut you down like a dog. Are we clear?”

You're smiling, but the boy knows better than to be fooled by the outward appearance of kindness. He immediately kneels, and bows so hard you can hear his forehead smack against the tatami mats as he shouts a panicked apology.

No it doesn't. That is extremely inaccurate. The gotoei thirteen do not send mook level shinigami against hollows that will massicure them. They send shinigami strong enough to take those ones down. The one time we saw them get slaughtered by the dozens was when hte quincys invaded and sent the sternritter in first.

Assuming the stone won't break the rifle, it might be benificial to her, seeing that she has a weaker body, the rifle would theoretically grant her the capacity to engage at a longer range.
She might even have, or develop, the ability to control and alter the trajectory of the stone's, kind of like that Nazi Sniper chick from Hellsing... Might be cool.

It might also be handy to look up quincy tools and see how they work. Remember that lightsaber chainsaw? I wonder how long it stays lit if we put reiatsu into it. Clearly not 0 time, as it could be used as an arrow. That means objects keep reiatsu in them under certain conditions, and *that* means we can have a look into designing things so that the reiatsu stays in a very long time.

Maybe talk to Kurotsuchi Mayuri? Just a shame Kisuke's no longer here, he's a lot more approachable.

What I understand and what I have been pushing is better squad based tactics and training so they know when to run, when to change tactics and when to get backup.

The current design of the squads was screwed when the Quincy invasion happened. The Quincy looked to move in squads while lots of the Gotei 13 still zerged around.

Besides losses among Shinigami are high, anything to reduce losses in normal missions increases the chances of increasing the over all squad power.

Also, Riku likely understands with Japan being open to the world and the changing technology the war related losses might get worse then the 1600's where they had to cull tens of thousands.

Massive Hollow feeding grounds. She was also advised of wars coming up. Anything to help her squads survival rate.

The guns really won't make mooks capable of defeating Liutenant level Hollows/Quincy/Anything.
What they will do, is make the mooks die less frequently, allowing more of them to become stronger through simply living longer and thus training longer.

Really, if we can refine the Rifles to be capable of firing the equivalent to low/mid level Kido, then it will massively improve the combat capability and survivability of low-level shinigami.

They didn't know who it was. And no the sternritter didn't break through to hunt down captains. They were sent in first to kill as many shinigami's as they could for two reasons. To weaken the shinigami and to attract those who had bankai to them.

We also see them get sent out to fight hollows and get slaughtered by the dozen whenever one of Aizens experiments show up. Or whenever there's a big hollow around (Kenpachi even tells his guys to stay the fuck out of his way and they decide to get stuck in anyway since they're there). They also send mook levels out into the mortal world to deal with hollows without much support (as seen when Isshin decided to pop in on a couple of nobodies). Old man genocide expects the troops to be mobilized and at least act as containment in any engagement short of the battle with all the Espada. Hell in this quest alone mooks have been sent to their death to fulfill their duty of containing threats (the Feng brothers and their subordinates).

The rank and file are still soldiers and they're still expected to fight unless a superior tells them to fuck off and get out of the way. When strawberry proved strong enough to beat a 3rd seat in Kenpachi's division they didn't call off the mooks, they kept them out there even though they were all horribly outclassed. Central 46 and Yamamoto don't really seem to care about casualties among the rank and file, the only time they held back mooks in canon was the espada fight because that was a captain level extravaganza with special circumstances.

Well, it was after the war declaration, in the first invasion. Quincy would be the expected invaders. Getting some cover is just common sense. Both hollows and Quincy have ranged attacks on there basic move list.

Those huge pillars of light were obvious invasion points for the captains to respond too.

Of coarse the younger captains were dumb fucks who hit bankai right away, despite knowing that it could be stolen.

Once soul society was flipped and over written in the second invasion, it was a moot point, they did not know the land. The Stern Ritter were also hunting captains then too.

I am just calling for some more varied tactics and weapon variety for the scrubs, to reduce loss rates.

How many does the academy graduate each year? That is roughly the yearly attrition rate.

Besides, cannons seem like a waste. Also better to perhaps just work with kido squad on group casting defensive and binding kido's too. There is a way to store Reiryoku for the shinigami now. Maybe have some of that to power low/mid level kido's in combat too.

King Fisher also killed several mooks in his time, as he bragged about. We don't often see normal mook hollows fighting mook shinigami because by the time Soul Society was introduced mook Hollows weren't a threat to the protagonist. The power level had moved past the point of them being relevant to what was going on. My point is we've seen shinigami mooks in the field and more often than not they're still fighting shit bigger and scarier than themselves and it makes sense that they can fend off mook hollows fairly well. They sent that incompetent afro dude to fill in for Rukia and expected him to hold his own after all. The mooks are expected to fight shit beyond their ability to handle in just about every instance I can recall mooks being around. If you disagree fine, but maybe you can provide some examples yourself now? Keep in mind the mooks kept attacking Chad even though he literally cleared out waves of them in a single punch every time the got in his way up until he me Shunsui.
