Ragna continues screaming, clutching at the table with both of his hands, sweating profusely.

It's sort of impressive how long he's kept it up without breathing.

The other patrons around you stare at him, and you, self conscious despite the fact that you just decked two thugs earlier and nobody seemed to care longer than a few seconds.
Swallowing, you look back to him.
"OOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOO"
Okay, this is seriously getting annoying. You start sweating nervously as well..
Also, now that you think about it, he just assumed you were telling the truth, and that Rachel was, too.

You roll your eyes and slap the dumb bastard. “Will you just shut up?”
He grabs his cheek. “What was that-” and then pauses upon looking at what you're holding out to him.
“Have a glass of water,” you offer. “I sympathize, really. She seems to do this to everyone she knows.”

He drinks, and then turns to sheepishly smile at the people around him.
“So... uh, where do we go- from here? I mean, uh... I never knew she, uh...” He's babbling.
“She had me without you knowing, I think you mean?” you raise an eyebrow.
“Yeah. I, uh, don't know when that happened. How old are you?” He looks you over, trying to guess your age.
You shrug. “Not sure.” then your brows furrow. “Hmm... I seem to be forgetting something.”
“Really? Huh.”Ragna checks his pockets. “Well, uh... I... Oh, crap. I don't have any money on me. You don't think you could help me out?” he asks, scratching his scalp.
You snap your fingers, “That's what it was.”
“Really? What was it?”

He looks down to see his hands in cuffs., and his eyes bulge.
“I'm putting you under arrest for disturbing the peace and, among other things, dining and dashing.”
He snarls at you. “You little scamp, I'll!”
The manager steps up, with his battleaxe in hand. “You'll what, boy? I can still fight like I did back in the War.”
Ragna steps onto his seat, jumps on the table, and dashes just outside of an axe-swing before dashing out the exit.
Immediately, you pick up after him.

Hurriedly paying the manager, you fish about fifty dollars out of your wallet and throw it into his hand.
(down to ~$150)
“Everyone, stay calm! I'll handle this!”
“You'd better!” Snorts the old man, as you hustle outside.
Dammit, he's got thirty yards on you. Your pace quickens to nearly sprinting, but, surprisingly, you don't feel winded.
“Stop, criminal scum!” you yell, and the city hears you.
NOL officers notice and move on Ragna, but he clubs one with his bound fists and kicks another.

You point your gun at the ground, praying this works. “Clear the way! Gun Thunder!”
You use your Drive to control the resulting explosion, and, combined with the ambient noise, you generate a snaking, controlled sound wave across the ground, bolting after Ragna like a hunting dog.
He manages to dodge it the first time you pass it by his feet, but then he trips, setting off the power it contains.
The small detonation shocks the crowd and throws Ragna the Bloodedge to the ground. Howeve,r he's up in a few seconds. You're much closer now.

The next shot hits home, tripping him up and causing him to fall to the ground.
You see this as your chance, and try what you did before. “Gun Thunder!”
This time, it bolts straight for Ragna, but the Grim Reaper growls and pulls apart his cuffs, throwing up a barrier right before it hits him.

The explosion throws up a lot of dust, scattering the crowd, but it clears enough for you to see him standing, brushing off his coat.
“Well, alright, tough guy. You want to arrest me? Let's see how this goes down!”
He draws that slab of metal he calls a sword and takes a fighting stance.

“Get backup!” you yell at the two other cops. They scatter at your request, moving away from the fight.
Ragna notices them leave. “Hey, don't you- ARGH!”
You fire off two shots, and he bolts towards you.
The first hits him, but he ducks under the second.
“Dead Spike!” Throwing his blade forward, he uses the same attack he used when you first fought. Like a wave of seither, it guards his dash from gunfire.
He tries to close.

You put less distance between him than you could, but you both dodge the attack and shoot him.
He yowls in surprise as a bullet hits him in the shoulderblade, and the Dead Spike disintegrates over its distance.
“Son of a bitch, I'll kill you!” He leaps forward, putting all of his weight into the attack. It's a lot of force.

A clean shot, aided by the fact that Ragna seems to have forgotten how to move while airborne.
He practically slumps to the ground, his momentum distributed ineffecitvely and causing only minor tremors.
Even better, Drive crackles at your fingertips. You could wait for it to build even further, or you could unleash it now for guaranteed damage.

Either way, Ragna's pulling himself back up. “No way I'm losing to a brat like you...” He heaves his sword back into swinging position and charges with a roar.

As you fire at the ground, Ragna sees it coming.
He answers your Gun Thunder with a Dead Spike, causing a radius of ten meters from the spot they met to be filled with murky dust and seither.
When you find out where he is, you strike him with the barrel of your gun- only to find his blade meeting your ribs before you can shoot. You're hurled to the side, your whole left ribcage screaming in agony for a few short seconds.
He sweeps aside the cloud and sets up for an attack.
Dammit, that's going to be his Carnage Scissors- probably.

You barely roll out of the way, and while he's recovering from the sudden momentum, you shoot him twice in the back of the head.
He shudders and turns towards you, but you're back on your feet, and full of power.
You have enough Drive, you think, to pull off a spectacular, match-ending strike.

In a second, the plan comes together.
Ragna moves.
You move faster.
You shoot him, certainly, but it's only to keep him still. As he reels from the blow, you focus singlemindedly on bringing as much sonic force into the spot where Ragna is as possible.

Waves of air clench around him, creating a mirage-like effect as they wrap him in heavier and heavier layers. This is taking all of your consentration, but he can barely move.
He's practically floating at this point, suspended by the air pressure.
Suddenly, it reaches critical concentration, like a bubble finding the tension at which it breaks.
You brace yourself for the pop.

Instead of a mere bubble sound, the resulting wave is more of a physical wind, screaming past you at deafening speed. The effect produced is similar to a high-explosive charge detonating in regards to the dust forming a mushroom cloud.
You hold your beret and brace yourself to remain standing. Windows around you shudder, nearly breaking.

When the dust clears, Ragna is lying motionless, face-down in the dirt.
It takes less than two minutes for the retrieval brigade to arrive.
Apparently Ragna is alive, but only barely so, and unconsious.
Newton is there, and Jin, and Noel, but your head is still ringing.
They speak to you, but you can't hear them, at least yet.

Noel, a cheerful, victorious smile on her face, is the first to talk, followed by Jin, who is much less excited than the Lieutenant.
“What?” you shake your head.
Their voices are faded, almost blurry, if blurry could be applied to sound.
Noel and Jin look at each other, and then Newton speaks. You can't understand him either. “What?”
You realize that it's probably the explosion form earlier, and quickly draw the static noise out of your ears.
“Are you alright?” Newton asks. “Man, I thought you were a goner after I saw that blast.” He sighs in relief.
“How on Earth were you able to keep up with Ragna in a direct confrontation? It seems like he'd easily overpower you.”
“Hey... He may not be super-strong, but Ben can hold his own.” Noel defends you.
“You would say that.” Newton smirks and lifts his eyebrows.
“What's that supposed to mean?”

“What was that explosion?” Newton asks.
“It was a... for the lack of a better word, 'sonic bomb' I focused on Ragna's location.” You take off your hat and strike the dust off of it. “To be honest, I was planning on delaying him, I'm just as surprised as all of you, if not more so. I didn't think it would be so effective.”

“You three go assist with powering the tram. I will guard Ragna.”

“You talk about the Grimoire like it's a... person.” Something about that statement unsettles you to say.
Jin stares aimlessly away form the group. “Who knows? Perhaps it is.”
Distracted for a moment, you shake your head. “In any case, I'll guard Ragna with you.”
“What?” Jin asks. “What for? A second ago you were stating that it would be pointless to guard him.”
“Because Iron Tager or Hazama may try to break him free for their own goals. If Tager shows up, then we'll have to fight him, too, because Kokonoe claimed Ragna was in their possession.”
“That reminds me. Where is Tager?” Newton asks. “He should have arrived because of the fight. I mean, they probably know how to track Ragna if they can claim they 'caught' him.”
“The Red Devil is of no concern. We need to go, and srecure Ragna further.”

“Right. I found Ragna in a restaurant, I think the damages he made go from either his reward or an NOL reparations account. There were also two other thugs there that harassed Newton and I while we ate. There should be someone sent there to pick them up and make the payment.” You recall the past hour's events.
“I can do that.” Newton says. “I just need the capture notices for those goons and contact with a reparation fund for the payments.”
“Very well. I believe Byakuga or Relius will clear you for that when you arrive.” Jin moves to guard Ragna.
“If that is all, we should move.”

You guard Ragna until the tram hits NOL headquarters. A small mock-parade forms as the tram moves through the streets and the people of Iwatsu come to see Ragna the Bloodedge being captured.
You can see reporters taking notes, but the situation surprisingly doesn't please you. This whole set of shenanigans will likely drive you deeper into NOL political squabbles.
Your heart nearly stops when you see Relius Clover looking at you again as the tram enters the NOL garage it originated from.
His smirk is undeniable, now, and it doesn't bode well for you.
