Welcome to Academy City. The time is past lunch, the weather is breezy and the date is January 16.

You are Kyril Torikov, Level 3 telekinetic ‘superhero’, and you certainly weren’t in to rope play. Your current location was an infirmary, one of Nagatenjouki’s at any rate. It had been commandeered by a Code M named Taylor. The friend and bodyguard of your friend Dinah had hypnotised you to sleep. You had gone to them to enquire about another Code M that had tried to drown you yesterday. What had started as an investigation in to some financial irregularities had turned in to something much more sinister. It seemed that yet another Code M threat had materialised. Instead of the usual show of force, attempted drowning notwithstanding, they were attacking through another channel. The Slumlord may rule School District 10 with an iron fist but her influence was waning. Simply put, the district was being bought out without her even realising. While the City probably didn’t need her, it definitely did not need another way of being attacked, especially by Code M. Hence your current predicament.

You were currently bound to the iron frame of a bed. The restraints had yet to be tested but you could see they were glowing yellow. It was a given since Code M was involved. A wall of curtains cut you off from the outside world though obviously not sound. You could make out the figures of the two girls outside and they have yet to notice that you were no longer unconscious. Their conversation was clearly audible. It would be terribly impolite to eavesdrop but they had tied you up to a bed after hypnotising you. If they were going to do worse it’d probably be rape, or torture. On the other hand, you really wanted to know more. There had to be reason they did what they did after all. In the end you,

“I understand that you wish to protect me friend Taylor, but I am confident our protections and protectors. There was an agreement after all.”

That wasn’t really surprising to hear.

“It’s for his own protection too,” Taylor’s voice rose, “I can take anyone on in a straight fight but you know how well that goes. You’ve seen how easily I could hypnotise him. He could be a sleeper agent without knowing any better.”

“Friend Taylor I believe they call this paranoia,” Dinah’s voice replied cheerfully.

“It’s not paranoia if I’m correct, and besides it’s part of my job description. I need to make sure you stay safe.”

“Don’t worry friend Taylor, I am combat ready.”

“That’s not the point! I’m trying to prevent things from escalating in the first place. I know my track record’s not great but I try damn it. Just let me talk to him privately first, please.”

“Is this what they call the Good Cop-Bad Cop routine?”

Taylor sighed and said,

“No, this isn’t an interrogation, more like a check up so please, a little doctor-patient confidentiality please?”

She ushered Dinah out of the room quickly at that. You could hear the door’s lock click before Taylor herself stepped from behind the curtain. She glowed an ominous yellow with a staff in hand a gourd on her belt.

“Who are you, and who do you work for?” she stated her goals clearly, “That is what I want to know. And don’t lie. If you do, the next time you wake up will redefine the meaning of trouser snake.”

Well the answer to the first question was definitely,

“I work for VERDICT,” you told her, “I guess he figured it’d draw less attention.”

Or maybe you just weren’t subtle enough. In either case she gave you a good look over.

“If you weren’t trying to draw attention you probably shouldn’t have worn a kilt to school today.”

You looked downwards and God damn it Asuka.

“If you’re only just working for VERDICT then that’s fine but I’ll need to talk to him face to face tonight if he’s really going after that madman.”

“Anything you can say to me will get back to him.”

“You don’t get it do you?” she shook her head.

A particularly large python materialised along her staff as she stalked closer. It seemed to be tied to it. Otherwise it probably would have lunged at you already, given the way it was hissing.

“Unless you want to save everybody the trouble of collecting your body later then I suppose I could kill you now,” she continued.

The serpent’s fangs were too close to your neck for comfort.

“Harry, or whatever he’s calling himself nowadays, he’s not going to go after you. He’s going to go after your family, the ones you love, and anything you hold dear. Killing you would be a mercy, so you tell VERDICT that I need to see him tonight. Then you get out of the game, got it? It’s too dangerous for normal people like you.”

You could only gulp and nod at that. It seemed to satisfy her as your restraints were removed and she handed you your sunglasses and cap back.

“How is he supposed to contact you then?” you asked.

“I’ll find him, don’t worry about it,” then she stepped out to unlock the door.

Of course as soon as you followed her out, both she and Dinah were gone. Then you remembered that both of them had classes. Well so much for that.

You found no reason to stick around after that. Instead of reporting back to Nayuta of course you decided to compare notes with Kaoru. That and you wanted Kaoru to give you a full sweep to make sure Taylor didn’t leave any nasty surprises behind you. Thankfully there were none, or at least none that Kaoru could detect so you two simply got to work. It turned out that the Professor did know a bit about your mysterious Code M’s character.

“He’s informed me of the nature of our suspect.”

“And?”

Naturally the two of you were conversing in Punjabi.

“The Professor called him an anarchist,” Kaoru frowned as she spoke, “He holds very little regard for the various authorities, mundane and not since they apparently can’t handle what he views as problems. He’s also made it his personal mission to solve these ‘problems’.”

“Sounds like a great guy,” you deadpanned, “Here I thought he was just another freelancer.”

“He’s less that and more like a free agent of chaos. If what your source told you about his overall methods holds true, then it seems we may need to deal with him in a more permanent fashion.”

“In any case, my source wants to meet with VERDICT later after dark. Can I count on you for back up.”

Kaoru smiled,

“A wise decision.”

Still this left you without any real specifics in regards to the Code M you were hunting. Aside from his one escape spell he was unknown. Perhaps there could be clues left over at the scene of the crime yesterday. Kyouko had allowed Anti-Skill to cordon off the area. No doubt they were doing their own forensics investigation. Without VERDICT’s specialist knowledge they were bound to miss an important clue. Just as you were about to head off Asuka messaged you. She apparently needed your sleuthing skills for something. You prioritised,

Asuka was practically skipping classes if she was asking for you to also bring the car. It wasn’t quite at the level of an emergency just yet. Snapping your helmet in to place you retrieved your car to pick her up. You also made sure to change out of the kilt. Asuka’s first words as she got in was,

“Drive.”

So you did. She checked the mirrors, eyes narrowed in suspicion.

“What’s going on?” you asked.

“I believe that you may have some competition dear,” she answered, “Unless my stalker is not after my simply because of my looks and charming personality.”

There was a flash of yellow in the rear view. It was a brief one, but it was enough to draw your attention to it. You suspected that the culprit was the same as yesterday’s incident.

“I’m surprised that you didn’t go after them yourself.”

“I would have,” she admitted, “if I had managed to corner them. They’re rather elusive after all.”

“I figured you’d tear the whole place down brick by brick.”

“I would but I am sure Mental Out would find a way to use it against me and the last person I would like to be indebted to is her,” she ground out, “Rarely have I seen an enemy be so discourteous as to disrupt my studies. Ah, I see how it is now.”

You noticed that the traffic was thinning out around you as you drove. Not that there was this much traffic this time of day but it looked like cars were deliberately taking turns to avoid you. Then when you hit an empty stretch of road you saw him step out. It was the same Code M you had chased yesterday and he was standing in the middle of the road. You,

You made a show of slowing down and even finding a legal parking space next at the curb. The Code M didn’t move from his spot. Just as there were no cars on the road, there were no pedestrians on the sidewalk. In the distance you could hear the sounds of the City so it wasn’t like you were completely cut off.

“Bugger, just my luck you’d have an in with RoboCop of all people,” the Code M spat.

“You look like you’ve met once before, care to introduce me dear?” Asuka asked.

At this distance it would take Kaoru at least fifteen minutes to get here, less if you were going to rely on the City’s other resources. Still this was a Code M you didn’t think they would be up to the task of containing him.

“Harry Lyesmith,” you answered, “He’s a prime suspect in yesterday’s incident in School District 10.”

“And I suppose you’ll want to have a chat at the station,” he finished.

“Then it is unfortunate for you that you have no choice,” Asuka spoke, “Tell me the reason you were following me around all morning.”

His back straightened and his face was tinged with reluctance but her Ability took hold over him anyway. He spoke with a tremor,

“I wanted to find a way to separate you from the blade that once belonged to Countess Mircalla Karnstein.”

When he finished his face was full of terror as he grasped at his throat.

“It seems you realise the gap between those who have ‘talent’ and those who do not,” Asuka remarked, “Not that this changes anything of course, I will still kill you, and The Dean will remain in my possession.”

He snarled, fishing for something in his robe as Asuka drew her sword.

“Accelerate,” she whispered.

Then she shot forward. Instead of spitting him upon her blade he had managed to shield himself with a book of some kind. They separated and in that small window of opportunity you,

So I saw a really good argument that an esper's powers are affected by the mentality. I believe the person referenced the bee and the ant story where it turned out there could only be one level five telepathy/mind controller. Having another one around would prevent either of them from reaching level five.

Man don't make me re-read that volume of NT since I'm currently in the middle of running but I specifically recall that it was because they did not have the resources to develop both girls to Level 5 because Tree Diagram said so. Maybe the mentality played in to it as well but the thing that stuck out to me was because they the whole resource thing. Not to mention it makes sense due to the Parameter List deciding how and which Ability Users are developed.

At this range you were more likely to hit Asuka accidentally with your gun than the intended target. Thus you closed in. In the time it took for you to approach, Asuka had already traded five more blows. At least, that was what CADRE could determine from the speeds they were moving. The Code M was definitely trying to retreat out of range as he used the tome in his hand as an impromptu shield. If what you knew about magic grimoires held, then you didn’t want him using it if you could help it. There was no telling what could be inside. He turned at your approach, eyes wide in surprise for but a moment before a shout escaped his lips.

“WULD.”

Just like that your tackle met air as he transported himself a fair distance from you with a snap. It was definitely not teleportation though. The cameras had captured his movement which if CADRE’s calculations were correct, were even faster than Asuka’s ridiculous instep. Asuka didn’t miss a beat however, pivoting on her heels to give chase. You expected him to move again but instead he coughed up a tiny bit of blood. Perhaps there were limitations to it then. The distance was only a dozen metres or so otherwise he probably would have used it to escape long ago.

The Dean once again met the grimoire in a clash but was not repulsed. That is, until Asuka pulled the second blade from her hair. It was aimed to sever her opponents hand from the wrist. Harry caught it with his free hand and simply spat in her face, blinding her. Then he headbutted her away and opened his book to start chanting,

“So the Lord scattered them abroad from there over the face of all the earth, and they ceased building the city.”

Genesis 11:8, you matched verses aware that the effect of the spell was no doubt related to it. The nearby buildings started to crumble, collapsing inwards towards you. The Bible, and you recognised it now, in Harry’s hand snapped shut as the Code M smiled at you. Asuka was still down.

You rolled your shoulders and raised your arms as the weight bore down on you. It was immense. Your spine compressed, your bones creaked as you took the weight. Slowly your stance started to collapse. Your knees were close to popping and you felt your ankles give way until the collapsing buildings finally came to a rest on your shoulders, if only temporarily. Asuka managed to wipe her face in time to look at you holding the literal world at bay. There was no need to tell her, she knew and scrambled out of the way. With one last heave you shifted the weight behind you leaving the rubble to settle behind you as you stepped from the growing cloud of dust.

You emerged to a crowd of rubberneckers. Asuka patted you down without a care as you scanned past the crowd.

“We’ve got him on camera nii-chan,” Nayuta’s voice came over the helmet, “He’s heading south.”

Your head snapped in the direction Nayuta had provided.

“And Kaoru?”

“I’m stuck in traffic,” Kaoru’s voice was added to the call.

So it was just the two of you then. That was fine with you. The crowd parted as you moved forward though the effect was probably magnified by Asuka flourishing her blade. Thankfully you had the sense to park your car outside the fighting area itself. The big block roared to life as you engaged the flashing berry and roared down the road.

“So,” you spoke as the call transferred through the car’s communication system, “Any ideas on his spells?”

“Language perhaps,” Kaoru guessed.

“Why don’t just shoot him already nii-chan?” Nayuta asked.

Yeah why didn’t you? As your drew closer the Code M turned around before ducking in to a storefront in an effort to shake you off. Too bad you,

You made sure to buckle up.

“Seatbelts everyone,” you announced.

Asuka wasn’t slow to follow as you swerved across the street and straight in to the storefront, honking as you went. It had to be enough to clear a path as the frail window display gave way to one and half tonnes of automotive engineering. Apparently the store sold everyday apparel. Your Code M hadn’t missed a beat as he retreated deeper in to the store, not that it was doing him any good as he frantically looked about for a nearby back door. Instead of his book in his hand was a small knife. You weren’t sure where he got it but it glowed just as yellow as he did.

“Everyone on the ground now!” you shouted.

The civilians gawked at you as the Code M weaved through them.

“Bystanders on the ground now,” Asuka’s command worked over much better.

It gave you a clearer shot now that he the civilians hit the deck. The Code M ducked behind a counter just as you opened fire. You heard a curse emerge from behind it so you assumed he was hit. Shouldering rifle, you and Asuka moved to surround him. That was until you heard a scream and he rose up, this time with a hostage. It was one of the cashiers and he was holding his knife to her throat.

“Back off,” he commanded.

You looked to Asuka who seem amused by the situation. She didn’t feel like helping out then.

“Easy does it eh? Just stay right there and no one gets hurt,” he waved his knife around threatening.

It looked like this Code M was a seasoned hostage taker. He didn’t expose much of himself to your line of fire and he kept his knife hand in constant motion. If you didn’t have the CADRE then perhaps you wouldn’t have felt confident enough to pull it off but you did. Just as he started inching towards the one of the changing booths you squeezed off a shot. Though your hand was steady and your aim was true, it was just your luck that the bullet struck his shoulder in the middle of one of his waves.

“Fucking bastard,” he cursed.

His grip loosened, knife falling out of his hand. Asuka rushed in then, moving to separate the hostage from the hostage taker. It was perhaps the best incapacitating shot you could have made given the circumstances.

“Even I must admit that was a clean shot dear.”

Even Asuka agreed so it must be true.

“Phew you had me worried there nii-chan,” Nayuta’s voice came over the line.

“Suspect is neutralised, he’ll need an EMT.”

“Gotcha’, oh heads up nii-chan, here comes trouble.”

“Oh? What now?” you asked angrily.

“It’s the press,” she replied.

The package was nondescript, as far as deliveries went. Not even the sight of a foreign deliveryman was much different. Both had come from China, as the name-tagged Lo Ki informed you. Index wasn’t home presently since she was off in search of more inspiration for her budding writing career. The less you said about it the better, even if she did get an offer from Soliloquy Publishing. You had to turn it down for her. It was for her own good and the good of the world around her. What she didn’t know couldn’t hurt her anyway. Thankfully this particular package didn’t look like it was in need of immediate disposal so you brought it inside.

You were amazed to find a sizable block of clear ice inside with a note to keep the contents cooled and below freezing. You could make out some sort of bottle or jar inside but the blotch of black escaped you. Of course as your luck would have it, the damn thing broke apart as your nd hatouched it. You figured it wasn’t dry ice to begin with but you didn’t remember to check if the ice was magically enchanted or not. Who the hell did that anyway? The jar crashed in to the floor revealing the contents. It was a small, tiny, slip of a girl no bigger than that calico kitten that Index had wanted to adopt. Stirring awake, the girl took a look at you before insistently tugging at the hem of your pants.

“Hey,” she said in a really emphatic manner, “Hey listen.”

You already knew where this was going so instead you pre-empted her with a,

You sat in alone in your room amidst the grit and grime that was endemic in School District 10. Your days were numbered. While you were able to survive mostly due to your niche, it looked like it you were finally going to be laid off. The worst part is that you were being replaced by a machine. Hooray for automation, you thought bitterly. Then again it wasn’t any better than being the City’s Code M pet. You had spent some time looking in to it. It was certainly effective at killing but otherwise it had none of the subtleties or knowledge a true magician had. How none of them had managed to kill it already was a mystery to you. All it would take would be a simple curse. Then again, they never saw it coming in advance, which was the one advantage you had over them.

The clock chimed an hour to midnight. It was time to pay an unwitting minion a visit, and to make preparations for your escape from the City. With some amount of lingering affection, you gave one last look at the picture of the girl that had brought about your current state. It wasn’t her fault, hardly ever was. Still you had trusted her to another, and as long as he could do what he promised then you would be satisfied. Now, all that mattered was that you had some insurance before you left. It wasn’t everyday you could simply blackmail Academy City in to leaving you alone after all. That was why you needed the Parameter List. The disposable cell phone you had rang. In a City that suspected Code M, to truly fly under their radar was to use their own technology against them. It was just as well that the caller ID was displaying ‘Mad King Ollerus’ since you had been expecting it. You stepped out, slipping in to a mask as you did, before answering.

It was tall, taller than any creature that could possibly be conceived. There was seemingly no end to its height. With such height it surely touched the heavens themselves. It came from nowhere, emerging in the middle of Siberia. The ground shook as the lower serpentine half, the whole brimming with wings, swat aside all in its path. Its very passage was catastrophe. The thing itself uttered no sound but hissing. Hellfire rained down on the earth as a hundred dragon heads peered through the clouds. Thankfully there was little out here in the tundra. It would not last though. Such wanton destruction was like a beacon. It drew in curiosity.

“That is not Gabriel,” the girl voiced.

Her tone was distant. The horror had settled in to shock. The man beside her looked onwards, hands tightly gripped on his sword.

“What’s the problem?” he then asked, “Both of our swords are sharp enough to cut God himself.”

“Your sword reaches through dimensions,” she recited, “and I am not like grandmother. I cannot cheat myself past my physical limits.”

“The Russians are on their way,” he noted.

The creature was soon overpowered by another sibilant scream. Overhead, a trio of fighters flew by. They were circling distant from the creature until a head struck out.
