Welcome to Academy City. The time is late morning, the weather is calm, and the date is January 22.

You are Kyril Torikov, Level 3 telekinetic ‘superhero’ and you were contemplating your latest assignment. The Slumlord of the Strange had been kidnapped by a ‘Magic God’. Thankfully, you had someone trustworthy working on a solution to that. The problem that you had to deal with now was the breakdown of the society said Slumlord had built. It hadn’t taken long for the residents of School District 10 to carve out little slices of pie for themselves. Nayuta had likened it to an African civil war. Factions of one stripe would visit violence on another for land and resources, all the while loudly proclaiming their legitimacy as successors of the Slumlord’s administration.

What the residents of School District 10 failed to consider was that they were part of Academy City. You were being sent in to make sure some semblance of law and order was restored. Your orders were to secure the district, contain the violence, and protect the rest of the City from the worst of it. The question of how you were supposed to achieve this was up to you. Nayuta wasn’t partial to simple unleashing VERDICT upon the district. She had said that you would end up in a lengthy and protracted conflict whose end would only arrive after you had levelled the entire district. You liked to think you were better than that. The benefit of having a ‘civilian alter ego’ was that it gave you more options. Namely you didn’t have to murder every single of one of these upstarts. Instead, you could simply convince them to accept your terms without much bloodshed. With a little of help from your friends it was certainly doable. Either option was viable.

In the end, there was no harm in trying the diplomatic approach first. Violence was a rather final solution. That said you probably had to get the lay of the land somehow. Unfortunately for you, Kyousuke had classes to attend and you had to settle for your second choice.

“Somehow I should feel insulted about that,” Sagara said as he smiled.

“You weren’t Kyouko’s secretary,” you countered.

“More like Kyouko’s personal bitch,” your best friend smiled, “but point.”

“Right, so you live, or at least work here. What can you tell me about the situation?”

“Aside from the fact that there’s no way I can guarantee the info will be good.”

You just gave him a look.

“Alright, alright,” he shrugged, “Things haven’t started to stabilise just yet. Plenty of shooting going on in the streets if you couldn’t tell. That said, alliances are forming, and the gangs are getting organised. Dunno for how long this will last before it settles in to a new status quo.”

“So plenty of opportunity to get our own little faction going?”

“Now is probably the best time yeah since no one’s really become a power unto themselves yet,” Sagara agreed, “Of course you could just co-opt some of the existing groups. Might be easier since personal power is currently hot on the market right now.”

“Who do you think I should start with first?”

“That’s where my intel falls short really. There’s only two I can say for sure exist. Skill-Out and the newly formed Guild. I’m sure you already know about the first.”

“I probably won’t have too much luck with them no,” you admitted.

It wasn’t that they prided themselves on being Level 0, that is, those without an Ability. It was simply a matter of practicality or necessity for them to band together for protection.

“The Guild on the other hand is an association of ‘business owners’ within the district. They had the money when things went south and are keen to keep it that way. I may have an in for us but subverting them isn't going to be easy.”

“It will own?” Sagara shrugged, “I dunno man.”

That said, you had made your intentions rather clear. There was no need to go grovelling around when you could do things your way.

“We’re going to need three things then, a base of operations, a business, and some advertisement.”

“Kyouko’s old place still standing?” you asked.

“No, we demolished for the portal, remember?”

“That was her new place,” you explained, “I meant the one before Grímsdóttir made her move out.”

“Oh, yeah, it’s still standing,” Sagara answered, “Doesn’t need to much work either. So we just gonna walk in there and say it’s ours?”

“Who’s stopping us?”

“Alright, so what’s our business? That’s the important bit. The good old ‘insurance company’ or a ‘general store’ or perhaps we could go in to ‘entertainment’? Keep in mind this is already stuff that’s been done before so obviously there’s plenty of competition.”

“There been a market for a neutral territory yet?”

“Don’t think so, but honestly, I don’t think anyone around here is up for talking things out yet and it’s not like you have a rep or anything.”

You grimaced. The expression morphed in to scowl after Sagara added,

“Besides, everyone hates lawyers.”

“What are your guys doing right now?”

“You mean THIEF?”

You nodded.

“Mostly corporate espionage with a side order of independent scores,” he answered, “Same old, same old really. We can help you with acquisition if there’s anything you need though.”

“You’re not looking to expand through me?”

“Objectively, you don’t bring anything to the table that we don’t already have.”

Damn. So in short if your choices were a dealing in protection, the black market, or in pleasure.

As far as your options went, the good old protection racket was the cheapest option in terms of initial investment. All you needed to do now was to make sure everyone knew Kyril Torikov was not one to be crossed. Your next stop was Kyouko’s old place. It was a smaller, less ostentatious building than her former palace but at least it was still standing. Of course you had hoped that it would be unoccupied. Sadly it was not.

“Oi, the hell are you punks doing here?”

Both you and Sagara looked around. The modest office building had been refurbished as an impromptu apartment. It was more accurate to say it was a slum but then the whole district was like that. The few tenants on the lower floors had given you one good look before taking off. Those that didn’t had congregated around the staircase that you and Sagara were using. Their leader wasn’t exactly the epitome of charisma but you could tell they had stuck with him to better protect themselves.

“This used to be the Slumlord’s you know?” you pointed out.

“Well bitch ain’t here so fuck off.”

“Pleasant isn’t he?” Sagara piped up.

“Man you were right about me having no rep,” you turned back to the supposed leader, “We’re the new management.”

He gave you a sly grin and shifted his jacket. There sitting in an improvised holster was a handgun. You didn’t have to be Sagara to hear the rattle of chains and the hiss of things being unsheathed. As far as threats went, it wasn’t a bad one. The only problem was they had showed their hand a bit too early. Sagara gave you look, willing to back you up one hundred percent. It was time to evict the squatters. The question was how.

“Sagara, duck.”

The thugs had no time to wonder at the marvellous display of loyalty that you commanded. In the time it had taken for Sagara to register and obey the command, you had disabled your limiter. Around you, the thugs were sent flying backwards as they were hit by a wave of force. You weren’t going to let them rally but you needed to prioritise. First, you needed to clear the staircase. There were thugs climbing up and down to get at you. You sent them flying down and up respectively and always towards a window if you could manage.

The pop of a handgun’s discharge reached you. Sagara’s was smoking as you turned around. He had your back. The two of you exchanged a smile as you turned left and went down the hall. They shrank at your advance but you gave them all the same treatment. Most of the windows were already broken but there was screaming nonetheless as you threw out the trash. One of the doors opened and another thug jumped out, tackling you. It drove the breath of your lungs. You coughed once, twice, before you managed to kick him off as Sagara picked you up off the ground. More thugs came down the hall, fearful yet confident. You tasted blood in your mouth before you spat it out. That last one certainly didn’t endear you to the current occupants of the building.

Once again you reached out, grabbing each and every one of them and forcefully evicted them from the premises. A few of them had guns though and you were forced to duck in to a nearby room to avoid any stray shots. Your TK was good, but not that good. The fire died down, replaced instead with curses of various kinds.

“Sounds like they ran out of bullets,” Sagara remarked.

“I hope so,” you replied.

Whatever benefits of offering them surrender was not worth the risk of getting shot at. So they went out the window. The floor had returned to relative silence. You stepped out in to the hall, catching fearful faces from the tenants that had not taken part in the fighting. It didn’t stop you from evicting them all the same. Though in their case, you let them leave unmolested. You and Sagara stood at the entrance of the building watching the street empty.

“Hopefully they aren’t part of a bigger gang.”

“Didn’t look like it to me,” Sagara said, “And if we’re lucky it’ll stay that way.”

“Right, now we just gotta shake down the rest of the street to make sure they know who rules this block,” you sighed.

“Well that can wait a bit. Before we can start making some money we’re going to have to make sure we can put it somewhere safe and these guys only pay cash.”

“You mean I have to hire Kyousuke to do that shit for me.”

“Pretty much yeah,” Sagara agreed, “It’s getting close to lunch, if we leave now we can probably get him to play hooky.”

You were going to voice your agreement when you coughed again. There was no blood thankfully but you were feeling slightly uncomfortable.

“You alright man?” Sagara asked.

“Probably caught a cold in Siberia,” you answered, “Nothing a warm meal and some rest can’t fix.”

“If you say so.”

As lunch approached you decided to,

The time is late afternoon, the weather is better, and the date remains unchanged.

It turns out that the tightness in your chest wasn’t actually a cold. Your ribs were fractured and were only another hard hit away from breaking entirely and possibly puncturing a lung or slicing up a major blood vessel. Thankfully, you had the sense to actually go to a hospital. Normally, there was nothing you could do save take it easy for the next few months with a bottle of painkillers. However, this was Academy City and while invasive in nature, speeding up the process was well within the realm of possibility. You were confined to a bed for the rest of the day though, and maybe you were going to stay the night. It was also of no surprise to you that you would have guests.

“Yo,” Kyousuke greeted you, “I heard from Sagara you caught a cold.”

“A little bit,” you replied.

You were pretty sure he knew better, what with that smile of his.

“I also heard that you were looking for your own personal bitch.”

“That’s Sagara’s way of saying secretary,” you explained.

“I’m sure it his.”

“Besides, what I need is an accountant, not a secretary.”

“So you need someone to cook the books huh? Well I’m sure I know guy.”

“You in, yes or no?” you cut him off.

“Why do you ask when you know I’m going to say yes?”

“So that I can actually go back to the fun part of a protection racket.”

“The fun part of what Aniki?”

It seemed Sparky and Asuka had decided to pay you a visit as well. If Sparky was worried that you had ended up in the hospital again then she wasn’t showing it. Rather, she was suspecting you were up to no good again. She wasn’t mistaken but you would rather change the topic.

Asuka was amused as Sparky lightly swatted you with the bouquet in her hands. You think it was also the exclamation of, “baka Aniki,” that also contributed.

“Maybe you should have enquired about her day before broaching the subject of our excursion in to Siberia,” your girlfriend opined.

“Alright,” you agreed, “How was your day Sparky?”

Sparky hit you over the head with the bouquet again. Instead of calling you names, you settled for sighing in resignation.

“You know that does not actually answer his question Railgun,” Asuka addressed Sparky.

“It was a perfectly ordinary day,” Sparky managed to grind out, “Now, what was that about a protection racket?”

“You didn’t answer his other question,” Kyousuke pointed out.

She glared at him.

“Shutting up now,” he shrank back.

“Oh, just complaining about work,” you deflected, “I like comparing governance to organised crime.”

“Oh and why’s that?” she asked.

“Because I don’t see the difference.”

That answer earned another blow from the bouquet. Slightly fed up, you mentally yanked it from her hand and set it on the night stand.

“You know I’m only staying for a day at most right?” you continued, “It’s nothing serious.”

“I know dear but the Railgun wished to see you anyway,” Asuka answered, “Though I know not what for.”

“So about the trip?”

You seemingly brought the conversation back on track but it was more of an attempt to keep Sparky occupied.

“It was fine,” she answered with a huff, “Even if we didn’t get to bring that idiot back.”

“I know you must feel powerless Railgun but there is nothing wrong with relying on your elders.”

“If only we could get all the world leaders in the same room with you,” Sparky complained, “We’d have achieved world peace by now.”

“That rests on the assumption that I would wish for such a silly thing,” Asuka pointed out, “What is the world without conflict? As a famous person once said, ‘there must be contests and you must win.’”

While Asuka and Sparky went on to debate their respective viewpoints, you had Kyousuke go and smuggle some refreshment in. From the way Sparky spoke, you suspected that there was something that was troubling her. It probably wasn’t something she’d confess to in the presence of others but maybe if it was a private conversation.

“You know if I didn’t know Nakazawa I would have sworn your life is like a goddamn anime,” Kyousuke returned.

He had found some alcohol.

“Really?”

It was rubbing alcohol of course but it was better than nothing.

“Or a manga, with weekly serialisation and a yankee as the main character.”

“You going somewhere with this?”

“Not really,” he grimaced at the taste, “Anyway, let me know when you get the first instalments okay? I’ll drop whatever to handle it.”

The time is now morning, the weather is chilly, and the date is now January 23.

Nayuta was busy this morning and so was Sagara. Everyone else was, on account of attending classes. It didn’t stop you from getting to know the area around your little base of operations. Despite locking up after yourself the day before so you weren’t surprised to see the building infested with more squatters. Either way you gave them a choice, getting tossed out, or paying rent. You were surprised that a few were willing to give up pretty much all they had just for a small room in this part of the district. Well there were always sob stories but you didn’t care for them. True to his word, Kyousuke skipped school simply to deal with the fact that you had your first little influx of cash.

“Man you work fast,” he remarked.

The two of you had commandeered the top floor as a private office for the building’s new landlord.

“I don’t want to say I have experience in this kind of thing because I don’t,” you shrugged, “It’s all natural talent.”

“So you’re just naturally a thug?”

The two of you shared a laugh.

“Alright so that’s it for this building but what about the others?”

“I’ve gotten a good look or two at the other buildings nearby, one looks like it used to be a specialty store of some kind. The other’s a workshop. Former looks empty, the latter is occupied. Dunno what we’ll find in either one though.”

Kyousuke stuck his head out the window overlooking the workshop.

“Yeah sounds like a cat’s dying next door. Probably trying to collect grinder sparks or something.”

“You can tell what it is?”

“No, but in this district, can be one of two things, cars or guns, and both are the highest paying jobs outside of a casino in this part of town.”

“So they’re probably packing heat is what you’re saying.”

“Yeah, might want to call for some backup if you want go poking around.”

“If it makes you feel any better, you can call Kinuhata to bail our sorry asses out if things go bad, but I really don’t think it will.”

Kyousuke didn’t look too convinced when he said,

“Yeah, fine, I was getting sick of the noise anyway.”

You didn’t miss the fact that he checked his own firearm before following you out. Of course you probably shouldn’t have assumed you could walk through the front door.

“Who the hell welds their front door shut?” Kyousuke asked.

“Either they’ve got something to hide, or a different way in.”

“Or both.”

“Or both,” you agreed.

In the end, you simply smashed a window and climbed inside. You were greeted with a heap of junk as the sound of power tools emanated deeper in the building. Making sure that you had weapons well in hand but out of sight, you crept forwards. Then the background noise stopped and the two of you froze. There was low whir, one that you could hardly pick up before something exploded further down the wall to your left. Then there were more, making its way closer and closer.

It didn’t take a genius to recognise armour-piercing bullets. The two of you ducked down and under as the rounds flew in to the room, loudly striking the metal around you with a clang. Ricochets were a real risk if you stayed here. There was nothing to do save to crawl forward slowly and praying that you wouldn’t get hit anywhere vital. Then, as suddenly as it began, it stopped. You think Kyousuke said something. It was probably along the lines of, “I’m not paid enough for this shit,” or something. Your ears were still trying to adjust to the sudden silence. Someone must have heard you because the next thing you know there was a girl by the door far ahead of you.

“Oh hi, were you here to check the merchandise? I know the boss wanted me to show off something nice today for some candy,” she said with a giggle, “Do you have any candy? I could use some right now.”

The girl, who was unsurprisingly shorter than you, simply smiles and leads you away.

“That’s good. When I do good the boss gives me candy,” she babbled, “That room was not good though. It’s the test area. Things go boom there.”

The next room held the answers. It was an impromptu firing range. Sitting in a shopping cart was a minigun.

“The boss likes the big booms. He gives me extra when I make some.”

You could imagine what this kind of firepower would be useful for. Instead you asked her,

“Where is he then?”

She giggled.

“He’s in the shop silly? Where else would he be?”

“Figures there’d be a tunnel between the two,” Kyousuke muttered.

He was right, at least according to your GPS he was. Smart, two properties for the price of one. You picked up the sound of voices, muted by the shaking ceiling. You took the time to brush some dust off your shoulders as you were brought before a seated young man.

“Hey boss, I found you more guys.”

The young man turned around, slowly appraising you before he reached in to his pocket. It was a candy dispenser but you had a feeling the while pill he had the girl gobbling from the palm of his hand was anything but. Then he turned to you with a roguish smile and said,

“I was wondering where my usual clients had gone.”
