After visiting your old friend Ocean Father in his temple along the shoreline, you return to your villa, your place of residence for the duration of your "vacation" here in the archipelago of the Neck, have a light lunch, and prepare yourself.

You're about to meet with the council of patriarchs of Amphiro, and their spokesperson, the chieftan Bua Shing, after all. This is your chance to add the Neck to the crown of Tianna. And you're afraid it's not going to be as easy as you thought.

The people of the Neck have dodges most of the troubles and dangers of Creation by escaping notice, up to now. There's no way to know how they will react if you drag them on stage under the spotlights today. Technically, they're a satrapy of the Realm, after all.

And you doubt that the Realm will be happy if they lose the archipelago to you, even though these islands have little of interest to the Blessed Isle. Matter of principle.

Your butler Regis has already returned from the Coral palace with their answer: penned in simple calligraphy on a sheet of paper, it's just "The Council of Patriarchs grants you the privilege of joining us in today's session." You can only imagine that being said in a fairly passive-aggressive tone: they were probably too afraid to refuse.

Meanwhile, him and Millian have just finished cleaning up the table. Amata is lounging in the sofa, reading a book like she doesn't have one worry in the world. and Tia is putting her arms around your neck and biting your right ear in yet another invasion of personal space.

"About time to go?" Wonders Amata, without putting down the book.

"What, you aren't coming?"

"I don't know, should I?" She grins. "I briefed you and everything. I thought you were going to do this on your own." The book lowers imperceptibly.

"Well." You stretch a bit, forcing Tia to detach from you. "I was invited, after all. I'll guess I'll go alone."

The Lunar makes a sad, mournful sound.

"Oh, I'll be alright." You give her a kiss on the cheek to sheer her up. "I'll be back soon, promise. Regis? Be a dear and go ask Erman to put together a small detail to escort me."

The little butler nods and heads out, as you briefly consider what to wear before leaving.

You switch dress with a flouris and say goodbye to everyone. Amata barely nods, so engrossed in her book. Of course, Tia does her best to look like a puppy being abandoned in the rain.

Trying not to feel guilty about it, you walk out and through the garden, out of the gate, and hit the road leading to the city of Solid Shell. Five soldiers, lightly armed and armored, accompany you, together with Regis, who still seems surprised by the crowd of people constantly keeping your mansion under siege.

"Please, please, ladies and gentlemen, let us through. We have a very important meeting to get to." He informs them, coolly, helping you break through the encirclement without drawing even further attention to yourself.

Of course, the crowd follows you all the way to Solid Shell, but they're not as annoying as they were yesterday or this morning. Are they getting used to you? Or did the Immaculates apply some pressure on them?

Among the whispers going on, you hear more than a few voices mentioning Ocean Father. Sounds like news of the god's endorsement is already circulating...

At the far end of Shell Street, the shopping arcade from yesterday, stands Coral Palace.

A tall, spiral-like construction made from white, pink and red bricks of compacted coral, resembling a giant, jagged seashell shining under the sun, its windows of translucent... glass? reflecting light all over the plaza, where all the main streets of the city intersect.

Sparks of colorful light seem to dance through the construction's structure and fly through the space around you, like droplets of water from a chaotic fountain. This building is a Manse without doubt, though... it seems like one that wastes much of its Essence, or at least channels it quite poorly. A musical echo fills the air, carried by the dispersing magic.

There's already a large crowd, and more than a few tribal soldiers with shark leather armor, bows and spears, keeping the situation under control. Protests? Most of these people seem rather excited, and not in a good way. Before your arrival stunned most of them, there was quite some shouting going on.

Although you weren't able to exactly pick the words being said, you get the distinct feeling that some of the people here are protesting the council, or the decisions that they all seem fairly sure that will be taken here today.

At least some of the people here are apparently in favor of Tianna's annexation of the Neck, or maybe just your fans, while others seem to be quite firmly against, and you can easily tell that by how they react to your sudden appearance: some cheer, other seem to try to boo or jeer you, fail, and drop into a stunned yet hostile silence.

You head inside the palace.

After a short entrance and nicely-appointed hallway (though still with a somewhat "western island-kingdom" style), you are admitted into the council room.

Your guards are asked to wait in the hallway, but Regis is let through and allowed to accompany you.

The council room is fairly vast. It must take up at least half of the entire seashell-like dome of the Manse. Lit by glowing, spiraling displays of Essence hanging overhead, it's covered in carpets, tapestries and animal pelts (a rare luxury in the West). A wooden round table dominates the room, sitting in its center. There are no chairs, and the patriarchs are apparently expected to stand.

In fact, you can see them occupying the room, some pacing around, some gripping the edge of the table or leaning over it. There's about fifteen people here, all male (of course, there's a reason they're called patriarchs), of a varied mix of ages and ethnicity. Silence falls as you walk inside.

You can't help but fall silent with surprise as well: standing at the far side of the table you also spot the only two other women in the room: the two Dragon-Blooded Immaculates from yesterday, standing left and right of a clearly nervous man wearing rich crimson robes and covered in Realm honors and badges of office, so much so that you barely pay attention to the man hiding underneath.

The one you remember introducing herself as Ragara Sanaya, clad in her usual red dress, gives you a death-glare the moment you enter the room.

"Welcome to the Council of Patriarchs, Queen Maka." a mountain of a man steps forward, walking around the table up to you with a half-pleasant, yet wary smile.

He's definitely impressive, being as tall as you and probably weighting almost twice as much, arms and chest heavy with tough muscles and the weathered skin of a lifetime of struggle and labor.

"Chieftan Bua Shing." You shake his hand vigorously, recognizing him from Amata's description, but, more importantly, from his necklace of blue lobster claws, the symbol of leadership in Neck culture. "Thank you for having me here."

"It's not like we could refuse." He replies, inviting you to the table with a gesture of his hand.

Everyone around that table is currently glaring at you with a mixture of hostility and suspicion, though you detect more than a bit of fear, hesitation, even amazement for your presence and appearance.

You place your hands on the edge of the table and let your eyes wander around for a moment. The man in the red robes is clearly Sesus Chido, the local Realm satrap. And a leaner, younger man than Bua Shing, currently eyeing you shiftily, must be Huann Rang, his main political opponent and probable successor. All the power players in the Neck are here.

Okay, reviewing, Bua wants independence and autonomy from the realm, but does it slowly and by the book. We should sway him with an economic/independence argument.

The potential usurper, Huann Rang, wants to reclaim territory from Skullstone shadowlands. We need to appeal to him with a security argument. (And economic, since a trade surplus could bankroll his expedition.)

Either way, we need to subtly imply that the realm can't (or more reasonably, won't) offer any of that without being too overt.

We should appeal to both major potentials evenly at first, and see how the rest of the council responds, and take a cue from there.

There were Deathlord, Lintha and Fae incursions recently on Tianna, though we do not know how things are with regards to Neck.

I think that arguing just for independence is too weak, but outright annexation at this point is too strong. There is no point with an alliance as Neck is weaker than Tianna, not to mention that is incompatible with our current goals.

[SHINING RULER'S BENEVOLENCE]

"So, to what do we owe the pleasure of your visit?" Bua Shing nods, returning to his place around the circular table.

"Isn't it obvious?!" Ragara Sanaya slams on said table, so loud and sudden she startles Sesus Chido. "She is here to subvert your peaceful archipelago to her control! She will tempt you with her luscious body, and then enslave you! It's beyond me why you even agreed to let her in here in the first place!"

"Please." A Patriarch tries to quell her. "Mind your manners. You are guests here too."

Sanaya stares a hole in him and lifts her hands off the table, leaving handprint-shaped burn marks in the wood. Her other dragon-blooded friend doesn't seem particularly shaken by anything going on, but she's keeping her eyes on you at all times.

"They do have a point." Another patriarch sneers. "All this is tantamount to interference in our internal affairs. Not to mention letting so many women in these sacred halls."

"But they're guests, and Maka's presence has been endorsed by none other than Father Ocean."

"I'm sorry, what?" Sanaya nearly chokes from the reveal, while Sesus Chido looks like he's about to hide under the table.

The table's discussion degenerates in bickering, name-calling, and a cacophonous chaos, which you follow attentively and carefully

"Please, please." Huann Rang tries to defuse the situation, with some success. "Let's be focused on the matter at hand. Our dear guest has not even said anything yet."

Silence is restored as everyone's attention returns on you.

Still, you learned enough. Chido is going to be useless, and just pushed around by Sanaya. She is hostile to you, but blindly so. She doesn't feel like some kind of political mastermind at all. And, if she has any clout in Realm politics, she wouldn't be here. As for her girlfriend, she seems uninterested in all this, probably just here to make sure you don't hurt Sanaya.

The Patriarchs are mostly split in three factions here. You don't know if it's a formal split or just a circumstance, but, in your head, you decide to call them "Mercantile", "Loyalists" and "Independist".

The Mercantile patriarchs are those that represent the artisans, traders and business-owners of the archipelago. Mostly a small fraction of the population, but the one with the money and influence. They seem interested in the idea of trade with Tianna, and possibly some safeguard from Lintha and Skullstone pirates (the Neck is basically unplagued by conventional piracy), but that's where they stop. They don't want any deeper involvement with "trouble" like you.

Also, they mostly fell for your shopping spree yesterday and seem to believe Tianna is rolling in gold.

The Loyalists want to stay with the Realm, and just want you to go away. They're motivated by fear of reprisal, mostly, so maybe "loyalists" is a misnomer. They want to stick with the ages-old Neck strategy of survival, that is, being ignored. All in all, they'd prefer if you just declared annexation and occupied the Neck. It would let them play the "the Neck is just a victim" narrative. But they will resist any change or political action coming from within the neck, anything that draws attention to them. They're mostly opposed to Bua Shing, but they're pretty much opposed to everything. They just want nothing to get done at all.

And the Independists want to be free from the Realm, or rather, mostly from the Immaculate doctrine. The tribute on the Neck is fairly light and often not even paid at all, or just in part, but the Realm has forced the Neck to move away from their tradition of god-worship and siring god-blooded children as a way to form alliances with spirits. In the past, their Chieftan used to be always a son of Father Ocean, but they had to drop that tradition to please the Realm too. As things are right now, these patriarchs will be in favor of any measure that will bring back their ancient freedom of worship.

Bua Shing is playing a delicate game of keeping these three factions balanced and the discourse civil. You have the feeling that all three of them respect him, even though they might not always agree with what he does.
The Mercantiles accuse him of not doing enough for the economy, the Loyalists accuse him of breaking ties with the Realm, and the Independists accuse him of keeping ties with the Realm.
Still, they all recognize his authority.

Huann Rang is a different deal. He doesn't subscribe to any one of these three factions, but rather is here to push the agenda of his clan, the Tautoga, who want to recapture territory lost to Skullstone generations ago: the Isle of Cormorant. Nearly everyone has sympathy for his cause, and he is young, good-looking, eloquent and charismatic. But Bua Shing has always prevented him from acting on the desire of retaking Cormorant from Skullstone.

As silence falls around the table once more, you feel like now you know more on the situation here. How will you move?

"That, and also, that perhaps the Immaculate Faith isn't meant for the Neck."

"Oh, you'd like that, wouldn't you." But Bua lifts a hand, asking her for silence.

"The Neck has long had a tradition of spirit-worship and communion with the gods of the Sea, and god-blooded, that the Immaculate Faith sees as corrupted beings, are instead honored and cherished in your culture. Don't you think that you would be better off with us?"

"Is this what you're offering us?" Bua steps closer to you.

"If the problem is a lack of trust, I am a close ally of Ocean Father, and have his explicit endorsement for my presence and actions here." You point out.

A murmur makes its way across the room.

"What makes you think that the Realm will just let us leave?" Someone asks.

"Well, you are not a slave nation. You do not have an occupation army on your home soil. Do you believe that the Realm will send a legion across the sea to recapture its yearly tribute from the Neck?"

Someone breaks in sad, mocking laughter.

"The Realm did defend the Neck's shipping from Skullstonian pirates. We are owed that tribute." Sanaya argues.

Fortunately, no one seemed to have noticed her outburst, with all the politics going on in the background.

"...If I accidentally touched a nerve, I'm sorry." You backpedal almost instinctively. You've seen few people ever react with so much sudden anger. "I honestly am."

Breaking in a fistfight in the middle of the council wouldn't help anyone anyway.

She seems to calm down just slightly, just barely enough to become once more able of coherent sentences, but Ivana doesn't let go of her arm just yet. "...We're here because we made a mistake. That's all you need to know. If you REALLY want to be "friends", a good way to start would be to shut your mouth and never open it ever again. EVER.

She turns around and storms off, kicking the door open and leaving the room, Satrap in tow. Ivana follows her, shooting you a weird, sad glance.

The Neck is effectively annexed into a new nation (Name to be Determined.)
The new nation consists of the Okeianos Confederacy, the Kingdom of Tiana (which Pearl is folded into for administrative reasons) and the Three rivers.
Maka is technically the "high queen" although as a practical matter she's co-equal with Tia and Amata.
The government recognizes two types of territories: incorporated and protectorates. Any nation can, if they wish, request annexation as an incorporated territory which brings the following duties and privileges:
1. Taxation: any territory is subject to one form or another of taxation to support the federal government, although there are specific protections designed to stop one part of the nation from sucking the others dry like the Realm does with its satraps.
2. A basic Bill of Rights that every nation is expected to adhere to. (No human sacrifices, laws regarding the treatment of slaves, laws banning religious persecution ect.)
3. A requirement that every territory is required to fund and train reserve troops to handle local problems and assist the national military in defending the territory.
4. Restrictions on internal and international tariffs to avoid causing the bullshit that was the Articles of Confederation
5. Be a competent local government.
The Federal Government has to:
1. Defend against outside threats.
2. Assist in economic development in territories that need outside assistance.
3. Deal with longstanding local issues (Fae, shadowlands, asshole gods) when it has the military might to spare.
4. Handle foreign diplomacy.
5. Deal with the territories getting into spats.
