You are Tom Gainer: an unregistered Class 5 Super. You are currently riding an elevator up several floors within the Platinum Towers building with your best-friend-as-of-yesterday Jim Knots the Minotaur. You two are here to seek legal help to reunite Jim with his daughter, who was taken away. You have already started the process with some good old community service by kicking the local street gang, the Talons and their mercenary Villain PyRiot, out of their hideout and out of the neighborhood. At the same time, you returned things that the gang had stolen from Jim's neighbors and got the whole event reported to the newspaper with Jim in the foreground of the details.

You are a good friend.

When the elevator doors open, you are treated to the sight of an extremely cluttered office. A man in a tailored blue suit sits behind a desk looking through a thick binder of what you assume is legal papers or court transcripts. You don't really know. You weren't a law student. He man quickly closes it and stands and moves to shake Jim's and your hands. He introduces himself as Jack Raleigh and gets down to the brass tacks. Which for the most part does not involve you in the least. In fact, because you aren't a relative or a plaintiff, Jack apologetically asks you to wait outside the office while they take care of business. Jim apologizes as well and offers you the keys to the truck if you want to just wait at home or go somewhere else. He isn't worried about what happens to the truck and says he has his insurance all paid up.

You decline the keys and state your plan to wander around the areas you're allowed to be. Jack mentions that there is a lounge and cafeteria on floor 5 that is open around now. You aren't hungry but you feel its worth checking out and maybe meeting some new people. These guys are there civilian Supers, so it would probably be a good idea to get a feel for them and maybe see if you should sign up with them for whatever insurance or help they can give you since you aren't inclined to join the Union.

You reach the lobby quickly and notice a few people scattered about doing their own thing.

At a table eating a small pizza is a man in what appears to be a suit of plate armor. You assume he's either a Cape or a Villain.

In another corner is a woman reading to a small child of maybe five. Its Dr. Seuss.

There is a young woman in a lounge chair working on a computer. She is wearing a track suit with a Union logo on it, so you assume she must be a Cape.

Getting a slice of pizza from the food counter is... Kowalski? What is he doing here? He doesn't seem to see you.

You sigh and steel yourself. It was probably going to happen sooner or later, you tell yourself as you walk up to Kowalski. He finally notices you and instantly recognizes you.

"Hey you're that kid from Ground Zero." He says out loud, which promptly makes everyone stop what they're doing and stare at you. You feel a little uncomfortable and Kowalski apologizes. "Sorry. I don't really remember your name. I'm the paramedic that you ran away from. Do you remember me?"

You nod and affirm his question. You take your turn to apologize for flipping out like that. He laughs a little and waves it off.

"Kid, you running away from me was the most entertaining thing that shift. And that was a long shift." He explains that while he got yelled at for it, once the Union finished their preliminary investigation and cleared you of any wrongdoing, any kind of guff he got from his superiors evaporated into a simple write up. "And all that didn't mean anything once all the other Supers started popping up. And that includes me now." He points at himself proudly. "I can accurately gauge power types and levels just by looking at a person! Probably an effect from being at Ground Zero. I got hired by Platinum Towers shortly after I registered as a Super. Gotta say I do not miss being an EMT. I get better pay here and I don't have to work 16 hours a day for 3 days a week." He laughs a bit and pats you on the shoulder before reeling his hand back like he just got shocked by a door handle.

"Woah... You're..." He hushes his tone. "A Class 5, bro. Like seriously crazy lethal."

"So what are you here for? You didn't seem too keen on registering or anything last time I saw you." He asks.

"I'm still not comfortable with the Union or registering with them, but I'm not here for me. Though I am curious about Platinum Towers' Super support." Kowalski gives a shrug and pulls a pamphlet out of his pocket.

"Well good news is you don't have to join the union to get support. Bad news is you do have to at least register with PT's database. It helps us give you help at any location worldwide." You look at the brightly colored paper and stow it away for now. Looking around again, it seems that everyone but the girl with the computer has gone back to what their doing. If she was looking any harder at you, you think she'd burn a hole through your head. Oh, god, you hope she can't actually do that...

You make no effort to hide your efforts. "She's not going to zap me or anything?" She audibly huffs and sticks her nose back into her laptop.

"Nah, she's alright. That's Tiffany. Er... Cicada Killer. She's one of the new Capes the Union sent in. Today's her day off and PT houses visiting Capes since the Union doesn't have a building out here anymore." That sounds kind of dark.

"What happened to their building?" You ask.

"A psycho calling himself C-4 demolished the whole block." Tiffany interrupts. "It was midday. Everyone was still inside."

Well... shit. You don't really know how to respond to that. And neither does Kowalski, as he stammers for a second before switching topics.

"W-Well lets, uh, hey CK how goes your paper."

"So how did Cicada Killer come about? Its sounds pretty tough for a Cape name."

She glares at you for a second for before answering, "It fits well for my powers. I can fly and I can paralyze people with my 'sting.' What about you? What's your handle?"

"Don't have one." You answer back. "I'm Tom Gainer."

"I guessed that. Tom Gainer. The victim found at Ground Zero who ran after displaying Powers. You were all over the news for a month or so." She states this in a matter of fact way. You try to change the conversation a bit.

"So you're with the Union, right? What's it like on the inside? Do you like how they operate?"

She sighs and closes her laptop. "They do what they can with what they have. I'm glad I could join them when I started showing Powers. I don't get why people have a hard time trusting us. We're not the police. We aren't part of the government. We're contracted by them to assist in SUPER issues not mundane ones. Helping others outside of Villain conflicts are just us trying to be fu..." She cuts herself off and glances at the woman and child, "trying to be decent human beings in this stupid world. The Union was made so us Supers could help people. We're not Nazis." She ends her rant in a huff.

Seconding this, I still don't trust the Union but hey if it works for them it works for them. I'm basically picturing this as Green Arrow prior to initiation to the JLU, we might think about joining if we start hitting threats at a larger than community level but other than that we don't need the oversight of a huge organization. We can cover our butts with PT and see where it goes from there.

You nod at CK's rant and turn your attention back to Kowalski who seems to have a similar expression to yours. You ask him more about the registration process. He clears his throat and goes through what you guess is a somewhat rehearsed bit.

"Well the process isn't very long or time consuming. All we need is your name, social security number, phone number and email so we can keep track of you. In return you receive an account on the PT site where you can access any and all of our features available. After that, you'll have an appointment to set up your personal liaison and have your powers Classified if you don't have them already. It's all for the sake of clean book keeping and none of it leaves the Platinum Towers database. If you need access to legal counsel, you only need to follow the links on the website to set up an appointment or call your Liaison." You nod and make a mental note about the information. Though your classification is already half done, you imagine.

The conversation dies down and you turn to look at the woman who is switching books. Looks like its "Mike Mulligan and his Steam Shovel." You ask Kowalski and CK about them.

"That's Gloria Warren and Grant Jr. They're one of the fallen Capes' families." Kowalski talks in a low tone as to not be heard outside of the group. Up until a couple of months ago, they were just receiving compensation for Steel Stallion's, Grant Warren Sr.'s, service in the Union before C-4 happened. Then the Odinsons annexed their neighborhood and decided that Cape families had to be evicted." There is some real venom in Kowalski's voice when he talks about the biker gang. "Platinum Towers has enough room for maybe about a quarter of the Super population on campus, but we're starting to fill up with regular people too. I mean some are just moving away since the quarantine lifted, but there's quite a few people who won't or can't leave."

"Gloria doesn't want Junior to see her bend to the people his dad stood against. I can respect that, I think." Kowalski looks to the mother with a warm look. Its not pity, but maybe compassion and understanding. You really don't know how to label the look. Cicada Killer looks frustrated and balls her fists. Looks like she's about as happy with the Odinsons as anyone else.

"The guy in the armor is a volunteer. Calls himself Grey Knight. Class 4 Durability, Class 4 Strength, Class 3 Telekinetic. I don't know why the guy didn't want to join the Union, he seems to like the hero aesthetic." CK pipes in, probably trying to change the mood a little.

You think you've heard enough about the Odinsons and their blatant jackassery. You announce your displeasure and ask CK about the Odinsons.

"What are you volunteering for Cape duty? I thought you didn't want to be Cape?" She asks sarcastically.

"No, I just didn't want to be forced to join the Union. That's what I thought happened at the time." You correct her honestly. She looked like she was about to explode into another lecture-rant about Union procedures when Kowalski steps in.

"Odinsons were small time til the bomb. They got a surprising number of Supers pop up in their ranks and smaller gang just flocked to them after they took Downtown. Outside of the Scrappers, Odinsons control the most territory. Downtown, A small section of Midtown and even a section of Old Town. A couple of subdivisions actually pay the Odins tribute once a month. These guys are nasty and they have taken down Capes. Rumor is that C-4 hit the Union House because they had placed a hit on a couple of Union guys and the cop contacts."

That knowledge cools your heels a bit. These guys ACTIVELY went after Union Capes and haven't been trounced. Cicada Killer looks even angrier.

"I think the Odinsons proper, not the small gangs that associate with them, number about 1000. Of that I think they have about 12 Villain in the gang. I don't know if they've hired any Villains."

Alright, so if we're heading this direction let's play it smart. Start by disrupting the gang on a low level, given our lack of support we can't pull a full frontal attack. But we can let them come to us, or weaken them enough so the Union is confidant in their own attack. By taking them on piecemeal instead we can play to our strengths as a one on one fighter

"12? Is that all? You made it sound like I should be worried!" You lean back. You're easily class 5 you could probably pop all of their heads in an instant. Well, that is if you killed. You could at least permanently damage their inner ear and other things. Cicada Killer barks in.

"Oh yeah tough guy? That's just their solid number! The Union's had its ear to the ground since the Odinsons took out the House. Of those 12, one of them is Multi 5s." That makes you pause and shudder. "Several more are high classed as well. Why do you think the Union keeps having to send in relief Capes. We're fighting the assholes tooth and nail. Not to mention the Scrappers, Bratva, and whatever independent Villain decides to crawl out of the woodwork that day. We're running ourselves ragged!" She is trying to keep her voice down, but her fury at your comment is starting to manifest in angry tears. An armored hand lands on her shoulder. Everyone looks up to see Grey Knight standing there. You can see his face through the solid steel helmet, but his eyes seems to shine through.

>Several more are high classed as well. Why do you think the Union keeps having to send in relief Capes. We're fighting the assholes tooth and nail. Not to mention the Scrappers, Bratva, and whatever independent Villain decides to crawl out of the woodwork that day. We're running ourselves ragged!"
There's your problem. "He who hunts two hares loses them both." Focus on one problem at a time, put all your resources into it, and take care of it. Then move on to the next. Might sound terrible, but look at how the alternative is working our for you.

I think I have a more single minded determination. The Union, CK here, and likely you now or at some point wanted to Do Good. Everywhere. At all times.

I want to see that mother and son home again and the people that ended that Happiness ended or behind bars.
>>
You think of several ways to answer that question, but in the end you choose one that doesn't make you sound cocky.

"I'm... rethinking my strategy." You start. You know a bit of their potential numbers now and said number's strength and skill. "But I'm also not going to stop. These guys are terrorizing families and can't be allowed to continue. I am volunteering to help with the Odinsons problem. The biggest problem is that the Union is dividing its focus constantly. We concentrate on the Odinsons, they'd be wiped off the map within a week. Alternately, we could go about this with some False Flag shenanigans. Take out Odinson patrols and plant Scrapper gang signs."

CK doesn't seem to like the deception tactic, but she nods in appreciation of it. Kowalski looks worried. You don't expect him to fight or anything, he just happened to be here as the conversation turned into an inpromtu war council. Grey Knight, you can't really read, but you assume he knows what you're going on about.

"So you know what we can do to some extent, kid." Grey Knight chimes in, "What can you do?"

"According to Kowalski here, I've got a 5 in Sound Manipulation. Along with that I've got some increased agility. I'm not sure of the classification." You think you can feel Grey's eyes widen under his helmet. CK is a little more obvious about her surprise. Kowalski stares at you for a second before chiming in quickly.

"Class 2 Agility Enhancement."

"Thank you, Kowalski."

"Well that's all fine and dandy," CK picks her jaw off the ground and goes back to her usual skepticism. "But that only two of you. I could probably help if I'm not dispatched to another incident, but a solid two versus over 1000 creeps with guns, blades, and Supers plus who knows what else they dig up still sounds like suicide. All it takes is one lapse in judgement or miss one guy." Its good to know she cares, you think to yourself sarcastically.

It's a big step to take, and to be honest I was just pissed hearing the story, I know I can't start with the whole shebang but we can start small by disrupting the gang on the street level.Plus I have to get all this figured out. I know I've got a big mouth but hey, at least now I've got a bark that bites.
>>
Can Kowalski see our undiscovered powers as well?

Kowalski can only gauge powers he knows about. You mention the power or he sees the power, he can 'look' at it and classify it.

Seconding this actually, mention it to him for sure before starting anything and if he doesn't want to be wrapped up, which is more than understandable considering his daughter, find a place to move out to. Wouldn't want the big guy to be collateral damage
>>
>>46022747

Cool, do you think you can slip in a conversation about discovering powers or do we just not know that we have more stuff we can do
>>
>>46022681

You sigh and ease back into a chair. "Yeah you're probably right." CK looks slightly surprised and confused. She probably didn't expect you to listen to reason. "It's a big step to take, and to be honest I was just pissed hearing the story, I know I can't start with the whole shebang but we can start small by disrupting the gang on the street level. Plus I have to get all this figured out. I know I've got a big mouth but hey, at least now I've got a bark that bites." You grin at your own joke, and to your surprise, so does Cicada Killer.

"Well then, new friend." A very heavy metal hand pats you on the shoulder. Grey Knight must weight just as much as Jim. "I'm glad we could come to an agreement on this." He makes a motion with his other hand to his chest. The metal armor moves out of the way to reveal what looks to be a dust grey business suit underneath with a red tie as his armored hand pulls a few business cards out and hands it to you, CK and Kowalski. The only have a phone number and the name Grey Knight. This guy really takes the secret identity thing seriously.

Kowalski chimes in again. "Well in the mean time, I should probably collect your information so I can get you in the system, Tom." He pulls a pen and a small notepad out of his pocket. You give him your information and he excuses himself to take care of business. You wonder if he gets a bonus for referring you. Grey Knight wanders off not soon after and it seems that Gloria and Junior left for their room while you four discussed strategy. Other than you, the only one left in the lounge is Cicada Killer.

Well. Here you are. Alone. With a pretty girl. A pretty girl who could probably immobilize faster than you could drop the ball. Lets hope for the best. You move your seat near her.

"What are you working on?" You start off.

"Paper for college. Writing about this Crisis here."

"Well maybe I could help? I was at Ground Zero when it all happened after all." You think a slow start is for the best here. She thinks for a moment before turning to you.

"You do have a unique and fairly unknown take on the event..." She sounds like she is hesitant but you can hear her heart beating like the drummer of a metal band. "Fine. This should be an instant A with this kind of primary source." Now you can make out the excitement in her voice.

The whole thing starts off like a typical interview. She asks you some questions about the Incident, and you answer as best as you can remember them, which isn't that hard. After a while, and with minimal effort on your part, the conversation moves to more casual subjects. You learn her full name is Tiffany Cooke. She is a sophomore at the University of Massachusetts studying Anthropology and History. She wants to further improve the relationship between the world and Supers. She is a Scorpio. She first started exhibited Powers in High School during Senior Prom, though she doesn't go into detail on that. Her parents are separated. She idolizes Apex. She loves wordplay and puns.

Loves wordplay and puns. Do you know what you've done QM? The hell you've unleashed.

I love it.
>>

You tell her almost everything that happened between the van exploding and you deciding to help Crimson Beach. You leave out Jim and accidentally murdering several woodland animals while training your sound powers. Though thinking of Jim, you decide you've spent enough time here that he probably has finished with his meeting with Jack the lawyer. You let CK know that you need to get going. She looks... disappointed. She grabs your hand and writes on it.

"Text me so I have your number. I left my phone in my room. I might have follow up questions for you." She commands. You smile and nod. That worked out much better than you anticipated.

You walk your way back to the offices to see Jim waiting outside it for you. You apologize for taking so long. He waves it off and says he is glad you had the opportunity to makes some friends in the Super community. You fill him in on everything that happened. He looks torn. He says he wants to help, but Jack has suggested he refrain from dangerous heroism until everything settles back down. They have a strong case, but actively attacking a gang that hunts Supers could be seen as reckless and poor judgement from a father. You tell him you thought of that wasn't planning on relying on Jim if you could help it. He give a relieved sigh and apologizes again.

You tell him that you decided to register. He looks surprised but is otherwise glad to see you made the decision. "No matter how tough you are, its always a good idea to have someone at your back." He pats you on the back. Yep definitely like a bigger, fluffier Grey Knight. You wonder who would win in a fight between them.

Kowalski thinks you're a little hot headed and brash, but a good guy.

CK thinks you're cocky, but you have a cute butt. She digs the beard.

Grey Knight thinks you're inexperienced but you could do some real good with some guidance.

Another thing I want to clear up. Tom power amplifies sound waves to violent levels. He can do this with virtually any sound. His main focus is snapping his fingers and using the snap generated. If he were feeling cruel he could turn the sound of a person's heartbeat into a weapon against them.
