Welcome to Academy City. The time is morning, the weather is dry, and the date is February 13.

You are Kyril Torikov, Level 3 telekinetic combat cyborg and you were investigating a jail break. The cell you were in was supposed to be holding the infamous master thief Lupin IV. Instead, you found Grímsdóttir. She was also a combat cyborg. It wasn’t just her artificial voice that gave it away. With how Tadakuni had asked the Problem Children for some help earlier, you weren’t surprised he had found an extra pair of hands. The pieces fell in place. He had deliberately triggered an alarm which prompted the transfer of the prisoners to another wing. That was when he struck. Both he and Grímsdóttir disguised themselves as guards and transported the prisoners. The switch occurred when they were transferring Lupin to her new cell. That Grímsdóttir was still here was suspicious.

“Honestly, I’m not sure whether to be impressed or wary that you’d rather wait in jail for me to catch on,” you told her.

She remained impassive.

“Still, the vaunted vigilante Grímsdóttir, working with a thief and a scoundrel like Tadakuni,” you continued, “Looks like we’re not so different in the end.”

“He is the lesser evil.” Her self-righteousness crept back in. “Did you think killing Etzali would magically solve all the problems in the District? Did you forget there is a serial bomber running loose? They’re responsible for the Papal delegation bombing.”

With all that excitement with God’s Right Seat, you had almost forgot that you were going to find the one responsible. Though thinking about the current season, you realised that Grímsdóttir was trying to broker some kind of deal here.

“You want to work with me to bring the one responsible in?”

“Consider it my apology,” she replied.

You were hesitant to take her word at face value. She surely had an agenda here. Still, you could put that aside for the moment. Both of your interests were in alignment so it was best to take advantage of it while you could.

“Apology accepted,” you said.

Her silent breath out was more a sigh of relief.

“Now tell me more about bomber. Physical descriptions, motivations, patterns, tell me everything.”

“I would prefer that we get out of this cell first,” she said, “Let’s see. I have no physical description beyond male and white hair.”

“Better hope it’s not the Accelerator then,” you muttered.

“I have no idea on their motivation but the way Etzali financed him hints at a mercenary disposition. As far as pattern goes, he tries to randomise as best as a he can so I could have not predicted where he would strike next, only when.”

The reports of bombings were clustered close together but even you could see the timing of his attacks. Etzali kept him on a breakneck pace, limited only by his ability to scrounge and assemble together materials discreetly.

“How much material do you think he has left?”

“Worst case he’ll hit someplace big tomorrow,” she replied, “I could do more if I were out of this cell, or had Taylor on hand.”

“You’re joking.”

It wasn’t a joke. You could conceivably walk out with her but what was going to stop her from pulling a runner? Then again she was an AI. She could simply leave this physical shell behind. You weren’t sure where she would go but you were pretty sure Nayuta or Last Order could track her. Unless… she didn’t have any more back up bodies available. Damn you were starting to over think this again.

“How modular are your systems?” you asked.

“The only one essential to communication is the head.”

“Good.”

The hidden blade slid out of your forearm.

The time is now lunch, the weather is sunny, and the date remains unchanged.

“This is highly demeaning,” Grímsdóttir protested.

You were slurping noodles the next seat over. Without the need to conceal your identity, you simply picked a roadside food cart to eat lunch at. It was nice getting to eat without having to wear a mask or helmet. You could do with a little less staring though. Then again, having Grímsdóttir’s head sitting on the counter complaining didn’t make you any less conspicuous.

“You’re not very cool-headed are you?”

You poked her with your chopsticks, eliciting an annoyed glared.

“I am not surprised you are not above pettiness.”

“I couldn’t possibly still be sore from you trying to poison me on a hospital now could I.” You were being sarcastic. “What’s our next move?”

“I don’t suppose you can recover my body.” You shook your head. “Then I suppose we shall have to find our mutual friend Tadakuni. Part of our deal was that he would help me track down the bomber if I helped him with his girlfriend.”

It was a short drive to your friend’s usual haunt. Tadakuni was slumming it up in one of the disused cars in the train graveyard. You didn’t let the exterior fool you. There was more than creature comforts scattered about the place. Thankfully there was no hat on the door so you knocked and walked in.

“So you finally found him,” Tadakuni spoke to the vigilante’s head.

“In a manner of speaking,” she replied without amusement.

Tadakuni looked like he wanted to say something so you cut in before he could,

“Let’s head off the puns and get down to business. You know who I’m looking for is.”

“I don’t but Hamazura does, but he’s not really a nice guy.” Your friend answered with a smile. “It’s asking him or trying to catch the bastard while he sets up and I happen to know where he’s hitting next.”

“And that is?”

“The new Russian Embassy.”

“A real contributor to international cooperation he is,” you remarked.

“You think you can work your charm on Hamazura?” you asked.

“I tried once already,” your friend replied, “He said he was straight as an arrow and that if, and I quote, ‘Torikov wants to talk I’ll talk to him myself, not his lapdogs.’ So yeah.”

“Does he realise that arrows bend about in flight due to how bows work?” Grímsdóttir spoke.

“Well what can you expect from Skill-Out?” Tadakuni shrugged. “It isn’t like they dropped out of school of anything right?”

“Then I’ll have a talk with Her Excellency.” You threw the vigilante’s head at your friend. “Hold on to that for me will you?”

“No problem.” “This is highly demeaning.”

You walked out. There was a conspicuous absence of Mine Riko in the environs but you supposed that she would rather not get caught again.

The time is now afternoon, the weather is still sunny, and the date remains unchanged.

Ambassador Elizalina was fortunately just done with lunch was working on the ground floor of the still unfinished Russian Embassy. The floors above were in various states of construction. This being Academy City, the near silence of the construction site was due to the construction robots whirring about. They weren’t much louder than the old-timey fax machine the Russians use for their diplomatic needs. That the guards had casually waved your car inside spoke volumes of their attitude to security, glowy yellow Code M mojo or no.

“Ah, VERDICT, good to see you again.” She looked up from her paperwork. “I take it this is not a social call.”

“I have to reason to suspect your embassy is the next target of a bombing,” you said.

“I see,” she hummed, “Is he related to the Papal delegation bombing?”

You nodded.

“Then it is no matter.” She waved you off. “No need to waste your time when we can catch them in the act.”

She was probably hoping to build up goodwill in the District by stopping a mad bomber herself. That was good and all but you sincerely doubted that such a ploy would even work.

“Oh, but I insist,” you said.

She gave you a flat look.

“Take a look around if you wish but I sincerely doubt that a mere terrorist could slip in through our security.”

“They could if you are deliberately leaving holes in it,” you argued.

She shrugged before shooing you out of her office. True to your words, you counted less than a dozen guards patrolling at any given time. You didn’t see any security cameras outside either. There were clearly not enough assets in place to defend the site, let alone deter hostile action. Though you suppose they had their Code M as their ace in the hole. Their reliance on it was something that could be exploited. You weren’t sure that the bomber was in position to even exploit it but you weren’t going to let them in the first place.

The personnel checked out. No one was a plant and they had contingencies for such measures. Your survey of the grounds saw no threats either. It was when you climbed to the upper floors and started a look at the robots did you realise that you were too late. Each construction robots were bombs in and of themselves. They were slathered in explosives, filled to the brim in the small nooks and crannies that that bomber could find. The lead robot that coordinated the others even had a countdown timer. Thankfully there were still 32 hours until the planned detonation, or so you assumed.

Your first instinct was to try and disarm the whole system but you lacked the appropriate technical expertise. Even you were reluctant to interfere with the robots lest you set it all off prematurely. Nayuta, or even Last Order, was simply a call away. Speaking of calls, evacuating the building, and the surrounding area was probably something that should be done. CADRE estimated it would level the whole block and then some.

Have EOD protocols uploaded directly to our mind or helmet. If we can't do it just launch the explosives way up in the sky and do a controlled demolition with our built in missile.

Several things happened at once. Nayuta was called as you told CADRE to load up any EOD protocols as possible. You also hit the fire alarm to start evacuating everyone as soon as possible. The robots froze in place. Your call was redirected to Anti-Skill.

“Anti-Skill, how can we help.”

“This is VERDICT, I have a potentially explosive situation at the Russian Embassy,” you replied.

“EOD teams are being dispatched. Please do not touch the bombs.”

CADRE agreed. That was the extent of your EOD protocols. It assumed the worst, a hair trigger, and no one wanted that to go off. Thus you simply kept an eye on the inactive robots as the professionals arrived on the scene.

“Mother of,” one of the techs breathed, “How’d he get all this plastic up here?”

“What’s the hold up?” you asked.

“Whoever rigged this up was real clever about it,” the tech answered, “Time-delayed trigger, probably because he wants to make a statement or something. It’s linked with the other bombs using radio on three common frequencies. They’re set to explode when the signal is given, or if the signal is lost for too long. As far as anti-tampering goes, it all has to do with their weight and position. In relation to each other, and position in relation to this compound I would assume.”

“How are they determining their position?”

“Probably the accelerometers, coupled with the CPU and data from the lead unit. Of course if we wanted to tamper with that we’d have to remove a panel and that changes their weight.”

“So we have to blow them all up here?”

“Let’s not be hasty now, or piss off the Russians. We just have to spoof the signals and then attach weights at the same time we remove the main panels. Then it’s a matter of relocation and safe EOD.”

“Risky.”

“Part of the job. You can help shield us from the blast right?”

You could so,

None of the EOD techs were wearing those explosive suits as they wheeled in jammers and other equipment. They were foregoing protection for precision. There was no time to program a robot to perform the same task when steady hands could essentially do the same. Plus, they had you which they had easily put to task. You would have felt like a glorified crane if it weren’t for the fact that you were on a floor filled with explosives.

Her Excellency and the rest of the Russian diplomatic mission had safely relocated though you weren’t sure about the rest of the surrounding area. As far as the average person was concerned, Anti-Skill had just deployed some firefighting robots to assist VERDICT with something. You hoped the fiction would hold. If there was a remote detonator then the bomber was sure to use it if they thought the game was up. Catching VERDICT in the blast was probably even something they were hoping to do. You had asked one of the EOD techs about it.

“The only forewarning is that thing.” He pointed at one of the antennas. “As soon as you hear a buzzer or see the red light, that means we have less than a second to make peace and hope you’re faster than the explosives.”

That wasn’t very reassuring. If you were too slow, then you didn’t fancy your odds when the blast was powerful enough to demolish the whole block.

“Well it wasn’t like we could block out the ambient radio noise either, what if the vacuum of signals set them off?”

Yep, you were definitely not reassured at all. You let the technicians get back to work as you started to configure CADRE to prepare for the worst. Blast shields might not stop the robots from going off but it might just save a life.

Your preparations paid off. You saw the light change before you heard the buzzer go off. The panels snapped in to place quickly as the EOD techs recoiled in horror. CADRE was working fast enough to track the origin of the signal and you raised shields before the world was lost in the ringing, heat, and pressure.

The next thing you knew you awoke to a world of pain as the solid whump-whump circled overhead. Most of your systems checked in as functional, as if, you were not in immediate danger of death. You were lying on a bed of crushed concrete and steel. CADRE happily informed you that you were in the building across the street. Overall Combat Efficiency was down to a single digit. Just breathing felt like multiple stabs in the gut so you didn’t think you were going to move out of there too soon. The helmet was gladly giving you a feed of the local scene. The sound overhead was an Anti-Skill chopper while a news blimp was closing in on the column of white debris that was forming up. Of the EOD team on site, there was no trace.

Casualties for bystanders, inhabitants of the block, were just coming in. MAR were starting to clear the debris and identifying whoever they could. At least the Russian embassy wasn’t even a quarter finished. Speaking of casualty lists, better check in before they write you off as dead.

“VERDICT here, report.”

“Holy shit he’s still alive?” came a voice on the radio. “What kind of monster is-“

“Can it,” another shouted, “We read you VERDICT. It looks like a controlled demolition gone bad from up here. MAR showed up about five minutes ago. At least we don’t have to look for you now.”

Far was it for Anti-Skill to question your orders. Not when the only thing holding the literal meatbag that was your body up was your Ability and your resolve to find the motherfucker responsible and subject him to the same thing. That was before you were handing him off the Roman Catholic Church. You were sure the way the copter above started hovering slightly further away from you was entirely unrelated. Eventually you were brought down to ground level. There you were met by an EMT which you roughly shoved aside and Tadakuni, who was digging your car out of the rubble.

“Back off,” you growled.

He did. You lifted the Camaro out of the rubble, shaking the dust loose before setting it down on the tarmac once more. It remained, as ever, pristine. You popped your stashed away painkillers and Tadakuni crawled in to the passenger seat.

“Where’s Grímsdóttir?” you asked.

“She went ahead when we caught the signal,” your friend answered, “Here’s the address.”

It didn’t take a genius to figure out he had been electronically piggybacking. You pushed it out of your mind as you sank in to the Camaro’s seat and drove off with the power of your mind. As you drove, you paid attention to the running battle between the familiar figure of the vigilante and the mad bomber in question. It finally allowed you to match the face to a name, and that name in turn, to his files. You ignored the name, delving in to his Ability score card.

He was a Level 3 who could swap out small objects. The two objects must have a similar mass but otherwise could be anything. A chunk of the tarmac disappeared, replaced by a stick of dynamite. Grímsdóttir weathered the explosion with only damage to her costume. You wondered why he couldn’t simply replace her skin or someone’s heart but you suppose that it was a psychological limit than a self-imposed one.

The rumble of the V8 only captured his attention enough for you to stick your head out of the window and telekinetically crush him in to the ground. Despite the alpha strike, he tried getting up again, more explosives in hand. Grímsdóttir made to grab him but was blown off her feet by a concussive blast of some kind. Bomberman switched explosives under your car with the road beneath you. Tadakuni wisely bailed as you remained seated. The Camaro hurtled through the air undamaged. As you passed overhead you gave him a look and slapped him down in to the ground again. Then you grabbed the car, flipping it around and landing it softly with nary a squeal of the tyres. Grímsdóttir took the opportunity to fully restrain him this time. For a lanky fuck he sure was putting up a fight against a combat cyborg. Once you got out of the car turned around, it was all but over. Grímsdóttir had him restrained.

“Do you have any restraints that he could simply not teleport?” she asked.

“I have better.”

Her look of confusion turned to horror as her captive screamed. His legs were bent like a sigma. She immediately released his arms to support the weight his legs could no longer support. That left you free to tie his arms in to a bow tie.

“VERDICT!” she exclaimed, “Stop.”

“Let’s see him try and run now,” you said smugly.

It was such a shame that your captive was too busy screaming in agony for you to register her protest of,

“There’s no need for such excess.”

“Well he’s still alive,” Tadakuni chimed in, “And before you say police brutality, one, you’re not part of Anti-Skill, and two, you beat up poor innocent thugs at night in a costume as a hobby.”

“You wanna go another round?” you asked her.

She looked awfully human for a cyborg.

“No, not today. Let’s.” She sighed. “Let’s just get him in to custody.”

You were practically leaning on Tadakuni as the crowd formed a respectably sized circle about the scene. Anti-Skill were pulling to a stop.

“Well officially I have to say this,” you said in front of the crowd, “Grímsdóttir, you’re under arrest for vigilantism, obstruction of justice, premeditated murders, and who the fuck knows what else you get up to in your free time.”

“Of course.” Her lips tightened in to a strained smiled.

“I’ll be seeing you, now get out of here,” you waved her off.

She pulled a grappling gun from her person and was off before Anti-Skill could even get close. Anti-Skill weren’t so much concerned about her than the perp who had horrible fractures all along his limbs. His next stop was a cell in the Reformatory regardless. Yours was your favourite GP, Heaven Canceller.

Oh and Heaven Canceller also stressed that you not engage in strenuous physical activity. With how tomorrow was shaping up to be a big day, you didn’t think that would be possible. All throughout, Tadakuni was discreetly texting his girlfriend while pretending to read one of the bland magazines around the room. He finished when the doc left.

Tadakuni only gave you a, “I know more than you know,” kind of smile.

“So I assume that’s why every girl I know has basically gone silent.”

“Pretty much. But seriously, she’s not too bad, for an American. Probably too much manga though. Thinks she’s the hero of her own little story.”

“And I’m the villain?” you asked.

He gave you a good look over.

“9/10, I’d say you’d be a recurring antagonist, villain might be pushing it.”

“Right.” You sighed. “Does she have any more spare bodies lying around or is she going to keep doing the delete local instance thing?”

“Probably.” He shrugged. “She’s definitely funded by the Americans but I didn’t bother to look too much in to her real identity. It seemed rude.”

“And you definitely don’t have a deal with her or anything.”

“Nope.”
