You spend the rest of the morning and afternoon attending to the final parts of the Steelshard Mercenaries' training, taking it easy, and trying your hand at cooking, under Millian's guidance.

A pretty new experience for you, actually, since you've never had to cook for yourself that often. (You usually had people doing that for you).

Still, it gives you new respect for Millian and, really, anyone who prepares food for others as a professional It takes skill, speed, patience and care.

Your first experiment, pancakes, is wolfed down by Tia in a matter of seconds, with much praise, but Amata (a much more reliable source of criticism) merely admits that they're "good", and Millian (your MAIN source of criticism) gives them a barely passing grade.

Finally, night comes, and, after dinner (which you also try preparing: roasted mackerel with lime, which, according to your maid, you did a "passable" job at), you prepare and wait for Bua Shing's arrival.

You still have a bit of time before he shows up, and you feel ready, but perhaps...

Once the dinner table is cleared and cleaned, you pull up a chair and call Amata to sit down with you for a moment.

"...What's up?" She wonders, approaching you.

"Any hint on how to handle Bua? You probably know the Neckers better than I do."

She grins, sitting down. "First of all, never use that name in front of them."

"Yeah, I know. People of Okeanos." You roll your eyes. "At the council, Bua seemed authoritative and in control, but I still am not very sure how he'll be when it's more close and personal."

"He'll be troublesome to handle correctly. For you." She mumbles. "He's a man, and a traditionalist, in a very male-centered and very traditionalist society. He's good enough a politician and a host to not let either of those things get in the way of a good deal, but he'll still be uncomfortable. The Neck isn't very used to women in position of power, or having power. it's a small part of the reason they had trouble with the Realm, which is technically egalitarian and in practice a bit of a matriarchy because of the whole Scarlet Empress thing."

"Should I use my Hearthstone and change into a man for this meeting?" You wonder. "Would he be more comfortable with that?"

"Depends on if you want to have a frank discussion man to man, or if you want to seduce him as a woman, because the other way around..." She giggles. "Not going to say it would be impossible, but it would be difficult and unlikely."

You nod, thoughtfully.

"Plus there's the marriage problem."

"No, their marriage." She replies. "In their culture, all major deals, between clans but especially with supernatural entities - and there's no doubt that they consider you one - are sealed by ritual marriage. When a supernatural creature is involved, like a god or an elemental, this is also a way to ensure the birth of a god-blooded. Neck society used to be very reliant on god-blooded before the Realm tried to put a stop to dalliances between mortals and spirits."

You giggle nervously. "What, is he going to ask me to bear his child?"

"He probably isn't, but just because he's careful and still doesn't know you well and doesn't want to step on a landmine. If you were a god or elemental he knows how to handle, he probably would." She grins. "Conventionally, the sort of alliance we're trying to get out of them would require us to marry into each of the Okeanos clans, so as to have a compact with the entire archipelago."

"What do you mean, us?"

"Well, us as in Tianna, it doesn't have to be you specifically. Although they'd definitely prefer a bloodline capable of granting them god-blooded. I'm also using the term "marry" very loosely. Marriage is not very formally defined in the Neck."

"...Yes, that's not bad." Amata is clearly very proud of you. You feel a bit embarrassed by this.

"What do you think?" You make the mistake of asking Tia, who answers in usual Tia fashion.

That is, grinning lewdly and making a very clear and suggestive gesture. "I want to watch while you fill like thirty women at once."

Amata clearly struggles with the answer. She decides to go with: "...There's only five clans, you know."

"Lame." The Lunar replies, crossing her arms and pouting.

"Will they be offended if we, you know, don't do any of this?" You ask Amata.

"Probably not." She shrugs. "It's a custom that mostly applies to pacts with gods and spirits, and between clans. The problem is that we don't fit in neither of those two categories nor we are the Realm, so they're not sure how to handle us. Things will certainly go better if we do. And keep in mind, they've been doing this a lot. I think Ocean Father must have, like, upwards of a hundred sons and daughters in the Neck alone. Probably had more than three times that number before the Realm discouraged it."

You whistle. "Guy's been busy."

"Why do you think he's called "Ocean Father"?"

"Here, they call him that because he's the ocean AND he's usually the father when you don't know who the father is. Which is a fairly common thing here and has no negative stigma because there's no real official "marriage", all families are large, and work at the clan level so everyone helps everyone else inside your clan."

"So, what's your opinion, Amata? You're the most knowledgeable person I know about international politics, the culture of the West, and, well..." You scratch your head. "...stuff in general. What should I do?"

She takes your hand in her own, and squeezes it gently, She stares into your eyes longingly, and says:

Either or both, I think the Neck would definitely respond to the water court better, but starting our own base of Dragon Blooded families would be great if/when we eventually go to war with the Realm.

I feel like this is something we should come to an agreement with Bua Shing personally, get his opinion on which the Neck should get.

As an official thing we can really do any of them, but nothing is stopping us from encouraging some DB families anyway if we wanted to.

Just from a power level perspective the DBs would blow any half-caste or god-blooded out of the water so it's something we should think about.

Show up and tell them I made a deal with someone so that they'll have to bed someone they never met before for political reasons."

"Of course." Amata nods.

You hear the clanking of arms being brought at attention from the garden and heavy footsteps approaching.

"Seems like he's here." She notes.

"Alright." You change your clothes with a snap of your fingers (not required by the effect of the Charm but you like doing that every now and then) and walk to the door to receive your guest.

"Want to handle him alone?" The Sidereal wonders.

"I'll handle him, but I'd like you to stay. Elbow me in the robs if I say something stupid or so."

"Ooh, what about me?" Tia raises a hand.

"Well, um... Can you stay on standby and hidden in case something happens?" You don't think anything will, but Tia is not the diplomatic sort and it's probably better if she doesn't interfere.

She nods and, under your eyes, transforms into... a mantis. Not like a giant man-eating mantis but a tiny regular mantis, its only unique characteristic being a mix of emerald green and silver, the two colors melding into each other.

"We don't get to see this side of you often. You're kinda cute like this." You tease her.

She waves her claws at you making tiny angry noises in response, and leaps behind the couch, just as Bua Shing enters the door and you turn to welcome him.

You already knew Bua Shing was a big guy, but you've only met him in a large hall before, and it's not until you see him squeeze through your doorframe that you realize how beefy he is.

"It's a pleasure you have you here tonight." You bow to him, and he bows lower than you did in response.

"It's my own pleasure to be your guest."

"Have you met my wife, Amata Tai Tianna?" You introduce her, and she bows accordingly.

You see him hesitate imperceptibly when you say the word "wife", but it's just a split-second. "Not personally, no. Enchanted to meet you."

After getting the introductions out of the way, you accompany Bua Shing inside to the appropriate place where to have this meeting...

"I don't doubt it." He nods. thoughtfully, staring into the half-full cup. "But still, your intentions puzzle me. Not just me, but most of the Council of Patriarchs. If that was your intention, when you succeeded, because no one has any idea about what you might be planning." He puts the cup down. "But that might be a mistake on your part."

You let him continue, limiting yourself to an amused glance.

"We're a simple people with simple wishes and simple needs. We're not cut for grand politics, massive warfare, Creation-wide trade. We live a simple life, and we don't like being confused."

"It's all pretty simple. We enter a formal alliance, deepen trade relations, offer you protection, and will return Cormorant to you once we have the ability to do so."

You let him vent for a bit.

"So, we're back to the question that every man with a seat in the Council is asking himself, you can bet on that: why?" He empties the cup and then hands it to Regis, nodding for a refill. "Why us? Please don't play with us games of political intrigue we're not used to, lady Maka. When the people of Okeanos get scared or confused, they close up."

He gestures to the room around you.

"We're in your house now. This is an informal meeting. We're not the Queen of Tianna and the Chieftan of Okeanos here." He puts the necklace of blue lobster claws, his symbol of office, down on the table to underscore his words. "We're just Maka and Bua Shing. And Bua Shing asks you to be honest and straightforward with him and explain to him why you want an alliance with the Neck. Explain it to me like I'm five years old."

"You're correct. The Neck didn't attract me for its simple but fine crafts, nor its lovely people. But I don't do one thing when I can do three.
By making your people my ally, I gain your ports and your strategic location. Tiana needs food to grow much larger, and I think we can spare some of that technology you lack. It would make me happy to see so many lives enriched on both sides.
And as much as I'd love for the Realm to no longer count me its enemy, I doubt I'll convince the Immaculate Order of my innocence any time soon. So divesting them of an asset, and denying them a stepping stone on my border, is a worthwhile endeavor.
But I don't plan on stopping there, either. The Empire of Okeanos ruled these seas once as a bastion of trade and naval might. I think with the right resources and motivation, it may be so again. The Unconquered Sun has charged me with protecting and growing Creation, and I intend to do so. "We are... now. But I expect Tianna's population to increase dramatically in the future. We're actually expanding farmland in Tianna as well in preparation, but I really want Okeanos to play a part in this."

He leans closer. "...Why?"

"Because I am going to create an empire of the Western Ocean. And it's only rightful that ancient Okeanos has a part in it."

Silence falls in the room.

He leans back. Receives a second cup of tea. Sets it down on the table without drinking one sip of it.

"You're serious."

"Absolutely. I want to create a great nation that will rule over these lands, and perhaps, one day, all of Creation. A nation that will guarantee peace, justice, freedom and safety to all of its inhabitants."

He is absolutely stunned as you continue.

"To do this, I need, to begin with, your food, your ports, your markets, and, most importantly, your friendship and approval."

He stammers, captivated by the light shining on your brow, unable to form words for a moment. You doubt he understands exactly what the Crown MEANS, but it has certainly impressed him.

You put the necklace back around his neck.

"...So, will you help me?"

"...I will." He nods. "I will help you restore ancient Okeanos, and pray to all the gods in Heaven that you succeed."

"Thank you." You lean closer, and grace his cheek with a kiss.

As the light slowly dies down, returning the room to normal, he seems to slowly realize what happened. "So... what happens next? We'll just have to wait for your diplomat for the agreement to be finalized?" He's still a bit shocked and confused, it seems.

You work hard to give him the night of your life, because this is more or less what it's about. He's no match to you, and, even considering his impressive physical fitness, skill and experience, he just doesn't compare at all to any night you spent with Tia or Amata.

To put it bluntly (and you'd never admit this to him), you don't particularly enjoy it, personally, but you can't hold it against him. It's not his fault, and he did his best.

You didn't go TOO wild (for mortal standards. You're sure Tia was watching, and she probably got bored), and in the morning, he's even able to stand up on his own and walk down to the table and get breakfast.

Millian slips him an extra dose of coffee and a pat on the back.

"It's..." He starts talking after an overly long silence. "It's been... quite like nothing I've ever done in my life."

You nod. "Stay on my good side and this might happen again." You joke.

"You want all-out, I'll give you all-out!" You reply as she drags you to the bedroom (a mostly unnecessary gesture as she's proven herself capable and willing to do the act absolutely anywhere in the past. "Do you want to put on a show outside? Teach everyone how it's done?"

Amata facepalms quietly. "Please don't. Besides, it's not like anything they'd see would be educational, especially with Tia involved."

You grab Amata by the arm en passant as Tia lugs you away and pull her along for the ride. "You're coming too!"

She rolls her eyes as you hoist her up so that she's carried along by you while Tia carries you in turn. "Kids these days."

You can barely hear Regis and Millian's matter-of-factly commentary in the background before Tia slams the door: "...I guess this means we must pack all the bags by ourselves?" "...I guess so."

You all get it out of your system (which, as previously established, requires Tia to be broken and unable to remember her human shape for a while, pretty much), and climb out of the bedroom.

"I really needed that." You stretch and straighten your hair, combing it back, then put clothes back on. By now, your two dutiful servants have packed nearly everything, and the soldiers outside also seem ready to depart.

You hear Erman knock at the door. "Are you decent, miss Maka?"

"Aren't I always?" You reply.

A short pause. "That's not what I-" then he just opens the door. "I needed to talk to you a bit about our contract. After all, this day is the last one."

You nod. "Yes. Well, at first I remember you were skeptical, but have you seen the result of my training on your men? Was it worthwhile payment?"

"...We still haven't had a large battle since then, but I can definitely see a difference. Frankly, I'm not sure how you even manage to DO it. But my men have indeed improved in... nearly every possible way." He gives you a long, hard stare. "You're terrifying, and I hope I'll never have you as an enemy."

Cool. Stripped of all the high flown legal language it amounts to this:
The Neck is effectively annexed into a new nation (Name to be Determined.)
The new nation consists of the Okeianos Confederacy, the Kingdom of Tiana (which Pearl is folded into for administrative reasons) and the Three rivers.
Maka is technically the "high queen" although as a practical matter she's co-equal with Tia and Amata.
The government recognizes two types of territories: incorporated and protectorates. Any nation can, if they wish, request annexation as an incorporated territory which brings the following duties and privileges:
1. Taxation: any territory is subject to one form or another of taxation to support the federal/imperial government, although there are specific protections designed to stop one part of the nation from sucking the others dry like the Realm does with its satraps.
2. A basic Bill of Rights that every nation is expected to adhere to. (No human sacrifices, laws regarding the treatment of slaves, laws banning religious persecution ect.)
3. A requirement that every territory is required to fund and train reserve troops to handle local problems and assist the national military in defending the territory.
4. Restrictions on internal and international tariffs to avoid causing the bullshit that was the Articles of Confederation
5. Be a competent local government.
6. Restrictions for messing with the federal/imperial government in various ways (interfering with military recruitment or whatever)
The Federal Government has to:
1. Defend against outside threats.
2. Assist in economic development in territories that need outside assistance.
3. Deal with longstanding local issues (Fae, shadowlands, asshole gods) when it has the military might to spare.
4. Handle foreign diplomacy.
5. Deal with the territories getting into spats.

I've actually been thinking about our Kingdom's defense and it's more or less this.

We'd have each territory maintain a Home Defense Force which would take care of most local problems that don't need us, but in case of war or big scary shit we would have Karas travel to wherever with his personally trained group which then integrates into and command the HDF to tackle the problem.

For the purposes of Chain of Command Karas would technically be above the territory's general or army commander, but he should be encouraged to take their advice and work with them.

When we get back to Tianna I'd like to take the chance to formalize his and every other Exalt's position in our new Kingdom, for Karas I was thinking a cool title like Champion or something.

This was mostly for general home defense stuff, mostly just ideas for defending largely separated swathes of territory. A shield to the main army's sword if you would.

That said when I said Karas' group it was going to be his privately trained detachment, even if we give him just one of our First Age warships he could travel island to island with 125 Tiger Warriors making good use of his Sail charms and the ships natural speed.

In general yes, but I imagine Pyre is the type of person who if given a choice in the matter, would prefer her child be a Solar Half-Caste to a Terrestrial Exalt.
I imagine the same for particularly devout priests of Luna and the Maidens regarding Lunar and Sidereal Half-Castes.
