Just some rough ideas.

Kamikaze: A former pilot injured after an air raid. He has the ability to change into a fast moving, heavy state that explodes after impacting. He changes back into his regular form after the explosion.

Under Pressure: A submarine crewman who was trapped in a pressurized bulk head after his submarine hit a mine and sank. He was thought dead, but he developed a power to manipulate pressure near him.

The Bandaged Woman: After Tokyo's hospitals were full because of the fire bombings, stories appeared about a woman capable of manipulating fire. Investigators found that this woman was a high level pyrokinetic. She is covered head to toe in white gauze bandages and is incapable of sight or speaking as a result of her injuries. As a result of her powers, she is capable of detecting heat.

It might be a neat bit of story if there was an occasion where he was called out of his correctional facility, and when some of the inmates started reverting back to their old ways and tried something, the older inmates, among which were some of the worst criminals, band together to stop any riots and try to calm down the situation before the guards or other inmates get violent.

Some psychic, working at the facility or a PC, could scan their minds and find that their attitude is not a lingering effect of the Black Hole's power from being with him for so long, that there is currently no trace of his calming ability in them. This could be proof that the Black Hole's methods have potential to be more than just a leash, and a bit of hope that super criminals may actually recover.

ODIN

He fights with two flying warriors dressed all in black from head to toe as his wing men, Hugin and Mugin.

SON OF SIEGFRIED
>Son of Siegfried is probably some kind of super actor who stared in films before Germany invaded Poland. He's probably the most "innocent" of the Gesellschaft, not fully "getting" the scope of Nazi atrocities. He has an extremely romanticized view of combat and his handlers keep him away from the worst scenes of the war in the hopes of keeping his moral up.
>Dresses in an elaborate Siegfreid costume, maybe one he acted in when he was a performer. He likes to challenge Allied capes to one on one combat.
>Power wise he wields magical swords gathered from throughout the world by Hitler's Volund project that grant him a variety of powers, but whether they are the actual swords or copies remains to the discretion of the GM. In universe his collection of swords is a common "unsolved mysteries" topic. He wielded three, Gram, Balmung, and Nothung. >Astrid ("divine beauty" in Old Norse) was one of the shining lights of the Übermensch Gesellschaft, the proverbial heart of the team. Her beauty and poise were one-in-a-million, her dignity knew no bounds, and her ferocity in combat was rarely equalled. Like Freya, the mythological queen of the valkyries, Astrid had a mystical cloak of feathers draped off her back that granted her flight. Combined with her mastery of arms, she was a screaming devil in the skies and on the ground, hurling blasts of radiant energy and cleaving foes with her enchanted blade. When she wasn't in combat, she was most commonly seen as Odin's arm candy. While she was privy to most of the Reich's horrors, she secretly disagreed with their policies. Bandage woman sounds like a great idea. extemely sympathetic "bad" character. She'll shatter the hearts of even the edgiest PCs.

Can she have a good ending? Maybe a mentor to the "ghibli" team, a lonely lady that lives in the woods like a witch who reveals herself to protect them from a rampaging Kami?

Anubis ends up being just a guy with only the power of eternal youth and Cynocephaly. Also, because he has a dog's head, he can also only speak to dogs.

He refuses to answer any questions on where he has been all this time, but he does claim he is THE Anubis. He does have a wealth of experience to back up at the very least that he has been alive for a long, long time.

I had an idea for a Japanese superhero/villain. A woman named Origami who can telekinetically control paper. While she is moving paper, it becomes supernaturally durable and resilient. Most people would simply be satisfied with letting stray paper fly around as their offensive and defensive capabilities, but not Origami. She is an artist, first and foremost, and turns the paper into fantastic animate creations. A giant snake made entirely out of paper, for example. Although she could theoretically have the snake fly, she prefers to make her creations act like what they're based on.

Under pressure could be a great antagonist for a ww2 island hopping game. Just picture him walking on the ocean floor in a pressurized bubble waving his arms around and crushing submarines like tin cans. And he's just as deadly on land.

Blue Crab-why not make him dirt old, I bet life expectancy is considerably longer in cape world than real life-probably got his start when OSI asked him to design a sub that could withstand under pressures attacks. Under Pressure could have been his first super baddie.

for some reason I picture a super-strong, invunerable Eygptian man who begins tossing around tanks and wrecking nazi asses, and when the war is over, he promptly goes back to being a farmer/shepard. One of his grandkids can be a modern day Eygptian Hero.

In Egypt I can also see the "two fisted" heroes of the Golden Age, using their knowledge and action to get to the sacred treasures of the ancients before the Third Reich does.

my hero academia had stain the hero killer. he'd killed superheroes who didn't live up to his ideals of superherodom, people who where only heroes for the money or fame.

you could work something like that and he even had a similar power, when stain licks some of his foes blood their power turns off for a time based off their blood type.

Nothing unique or compelling, they are just a villain, and they can kill superheroes, so they do. Think like a classic, simple villain, who was suddenly able to kill superheroes. If all those heroes are dead, then they can rob more banks! Not particularly interesting but simple and it makes sense.

Supervillain who has been to jail and busted out and been thrown in again so often that his next visit comes with a free drink kills someone close to the character. Character blames hero for always going with the righteous, lawful path and not preventing more murders by just killing the villain. Starting with the hero whose mercy allowed their friend to be killed, and the continuing on to other heroes who also allow more deaths in the name of their own mercy.

Someone close to them was killed directly by a hero. The hero either did it by accident or was really willing to kill this person. It's "super" edgy because even the hero is doing shit.

Character is from the future, one where heroes go overboard, either like Superman in Injustice where heroes become villains or like Superman in Red Son where heroes just become overbearing in their quest to protect humanity. Character shows up in the timeline right before whatever event pushed heroes over the edge, and with a hit list made from their knowledge of "history" they try to stop the dystopic future by killing fallen heroes before they fall.

A resolution to this could either be killing the character before hearing what they have to say, dooming the timeline if they haven't killed enough heroes by then, or by taking head of his words and either joining him or informing other heroes at the risk of some time paradox fuckery and try to be more vigilant for corruption in the heroes.

Okay, what I'm thinking is someone who was near a superhero origin event and tested positive for superpowers afterwards, but failed to manifest any (at least obviously).

His sister, who he was close to, was killed in a minor scuffle between a low-level cape and a low-level villain. He later found himself in the unique position of being in the same bar as said cape, and, having a few too many drinks, picked a fight with them, during which he realised he had a nullification power.

After killing the cape (who was unprepared to deal with having their powers turned off), he set out to kill every superhuman he could, seeing himself as a sort of cosmic equaliser.

Kamikaze can certainly be that. But my idea was also that there was a transition for these characters later on after WWII. Maybe Kamikaze leads an ultra-nationalist group, or the Bandaged Woman retreats inland to be isolated. There is a certain point where these heroes become shunned for what they stood for and their beliefs become obsolete.

You could see someone who is bullied by capes become a killer. Maybe some is threatened, beat up, and watches their home get destroyed by a super villain. Maybe the heroes never came just in time. It could be their superpowers influence their beliefs.
A character like this might be fearsome because they could have powers that interact with other powers. Maybe they have a power than gives them superhuman strength and endurance while robbing any capes they fight of their own powers. Maybe they have a power that automatically gives them the counter to a particular cape.

Not an answer to your question, sorry, but I just thought of something.

What if two people, both possessing one power, a power-nullifying field, both powers being of equal strength and range, were in each others range? What if this happened, and then someone else with an ordinary superpower like heat vision or superspeed went into their range?

Would the fields' effects stack? If the field only lessened powers rather than completely stop them, let's say they lower the magnitude of powers by 30%, then would heat vision's maximum heat be 60% less than it's usual maximum level?

Or would the fields cancel each other out, and the third superpowered individual would be completely unaffected, unless one of the power-nullifyers walked out of range?

So I'm starting to build up potential plot ideas ahead of time for a Masks game. Character/setting construction hasn't really happened yet so these are just loose plot arc ideas. Critiquing or other ideas for arcs be great.

Hardly Knew Us: Years before superpowered individuals began to sprang up various corporations, cults, government agencies, etc. have been aware of the potential and have been taking measures to counter the fact that an individual could undermine all their long-term plans. For some it is blunt method of killing supers as soon as powers were present or other more nefarious means. This be one of those long-term conspiracy plotlines.

They Don't Deserve Us: In this case, one of the first superheroes to be known about is the main mysterious villain. Back in the 60's he was involved in breaking up a major race riot in the city. However during it he was rescuing a trampled child when a shot rang out. The child would have lived the initial bullet wound but when it ricocheted off the super and back through the child it killed him. The super disappeared and has since been spending years and years convincing supers to turn their back on man (basically a lot the supervillains the PCs will fight will be his apprentices).

Their First Cults: One setting idea I have is that people have various small shrines and almost cultist like behaviour toward heroes and villains. So in one particular alleyway you could leave an offering and a face of someone you want killed for a villain, or in another a clue for a hero. Most big time heroes don't really need the shrines but for amateurs like the group would be this be one of their main lifelines once it gets started.

THE HOOSIER

"Looks like I got here just in time. Sorry if I'm not the backup you wanted. God knows I'm not the backup that I would have wanted for you guys. But I got a plan, and if you'll hear me out I think we can beat them."

ORIGIN

Ever sense the formation of the Statesmen the Indiana representative has been called the Hoosier regardless of powers or previous name. Its a state tradition and its been carried on through the first Hoosier who was a man that could control glass to the infamous Hoosier from Gary who was a carrier for a deadly alien cloud a Hoosier that could animate and control Limestone and now the name Hoosier comes down to Jake Davis, formerly known as CROSSROADS.

As Crossroads Jake was what is commonly referred to as a "super hobbyist" or "super sportsman". Countries such as the Untied States are very big on the "right to bear super powers". With the proper licensing and testing and background checks any civilian can purchase or build for themselves super powers. Hospitals sell "animal splicing" operations that allow a person to mimic the appearance and abilities of animals, cats being the most common. Outdoor and survivalist stores sell energy weapons. The gear of Super Criminals is often auctioned off to the public. In this environment comes the "DIY Superhero" subculture composed of people that want to adopt the mannerisms and lifestyle of costumed crime fighters and adventurers most commonly by constructing a "super suit". In a respectful light the subculture is filled with creative, industrious, self-actualized builders and risk takers. In a disrespectful light the subculture is filled with engineers in the throes of mid-life crisis strapping themselves into bipedal tanks to feel better about themselves and reckless teenagers with too much money buying powers for a cheap thrill.

I like the first and third ideas, but I have reservations about the second one, namely the motivation for the superhero to turn villain. In that scenario, I can see them taking it out on themselves for effectively letting the child die and becoming disenfranchised with humanity, but it seems like the result would be less to make less other villains and more just retreat from the world.

I'd have it at least be a more dramatic event where the hero felt betrayed on all sides: the rioters saw the hero as the symbol of oppression keeping them down as the police did, while the police/establishment see him as another no-good Communist terrorist, and the media spins them into being a universally reviled being when all they wanted to do was stop the violence and bring people to the table. That, or come up with another event entirely that has far more of a sense of all humanity being dicks rather than just an incident between one human and a superhero's failure in an otherwise resolved situation.

Cape World Mid-East has a lot of cults like that. One poor guy with sand powers is taking his village on a tour of the world because they say he's the next Islamic prophet (because Jesus and God could make life out of dust). He agrees that he's the next Islamic prophet just to keep his neighbors and friends happy, and he's vowed that he's going to care for his people like a prophet if he has to be one. That means his-on first-hand education of planet Cape Earth.

For the first one there are supers running around but one's that were deemed a threat were taken out before they were ever known. It be a more subtle conspiracy that the PCs would uncover.

For the second yeah, both sides I agree be better. The irony is also in this city the hero and the child is immortalized in statue because the riots stopped after that the child being plastered over the media. The villain though only sees the failure in his moment to shine, he talks big but it is really just selfishness.

I'm thinking also in my city to go along with the cultist/religious vibe instead of heroes and villains but instead "Saints" and "Sinners."

Another story idea is the game beginning with the trail of a hero over the death of the first debutised hero. So throwing the whole legalization of vigilantism into question.

That's not at all a bad idea. Makes for a clever ruse.

Really, that's something I haven't seen in any comics and would really like to. A superhero or supervillain who is new to the scene pretending to have a weakness to what is actually their strength, dictating how their enemies think of them and allowing themself to fall into a "trap" in which they can finally come clean and battle it out with both the advantage of the environment and the advantage of surprise.

Has that been done before? I feel like that could make a great debut.

Most of the subculture are content to be hobbyists and amateurs. Most are the friendly neighbor who washes his suit of powered armor like a precious car each morning in his driveway, the old lady who purchased a thought-form of comfort so that she wouldn't feel so alone, the young woman who competes in amateur Super MMA with her komodo dragon splicer powers, and the young man that bundles up in a coat each morning so he can take his robotic pet bird "for a walk" in the clouds.

But some turn "pro". Some become legalized anonymous vigilantes under America's Gordon Laws. Some become professional entertainers or super-artists and aim for Vegas or Hollywood. Some join the international SUPER BUILDERS and build infrastructure throughout the world. Some join the French and American based ARGO and explore worlds beyond the Earth in the hopes of building mutual peace with the beings that live in those worlds. Some join international disaster and crisis management organization PHOENIX. Some even go on to be members of "super hero" teams that protect not just Earth but all reality from threats rational and bizarre, human and divine, scientific and mystical.

Some, like Jake Davis, become super-races. Jake Davis started his career as a super-racer at the bottom. He took out loans and took a risk on novel ideas he had about vehicular engineering and created his first CROSSROADER. He proved not only to be a genius engineer but a skilled driver when he began to win "road battles" as well as races at a phenomenal rate. The prize money went back into buying the material necessary for him to upgrade his CROSSROADER.

I really like this idea. A Romanian solar powered Cape that decides to dress up like a vampire so idiots can waste their time trying to kill him with UV rays (which make him stronger), fire (which also makes him stronger), garlic (which he actually likes), holy water and crosses (which as an Eastern Orthodox he finds amusing), and other useless anti-vampire tricks.

We were playing M&M and the setting was set somewhere between the end of WW2 and the beginning of the Red Scare.

My guy was a German American CIA spy who could read minds and could induce fear into people. He went undercover to spy on the Russians but was found out and taken prisoner, where he was experimented on. Through horrible experimentation he gained the ability to turn invisible, but unfortunately when he turned visible again the only thing you could see was his skeleton. The CIA code named him Citizen Bones.
So he basically walks around the CIA as a skeleton in a suit with a German accent.

I see him fighting a guerilla war in Nazi occupied territory using the imagery of the vampire to strike confusion and terror in the Nazi ranks while actually doing his most damage as a daytime plains-clothe saboteur who would blow up and set fire to Nazi installations with invisible heat rays. As long as the Nazis focused on the colorful Count Nocturne prowling around at midnight and scaring Nazis in their beds he and the resistance had an edge.

Razorback's drug origin might be tied into Turnpike's story. I'm thinking of having him be another "super metabolism" cape secretly created by a corporate conspiracy. It took a long time for Razorback to get busted for his drugs because people at first couldn't believe someone could get THAT strong off it.

So far Hoosier and Pitt Fighter are the only ones I'm writing with a background in "super sports". Anyone else on the Statesmen you feel that would be involved in super sports as well?

Palmetto Bug knows Ms Cryptic from a "misfit monsters" outreach program. They both know what its like to be strange looking monster people with anti social tendencies. While Ms Cryptic focuses her talents on investigating super-powered and paranormal claims in the hopes of helping the lost, confused, and strange (like Haunter and Rugaru) Palmetto Bug focuses on leading a group of misfit monster-people that want to not only fit into society but improve it as well. I think the "monster people" team will absorb the "Jack Kirby Monster" team and some "Doom Patrol" esque ideas I've been kicking around.

Waveracer I'm not sure what to do with besides make him the cute guy Fisher-Girl and Madame Delphine fight over. Should I keep his Atlantean heritage or make him from mystic archipelago race like Fisher-Girl? Which girl should he eventually end up with?

I'm thinking of tying the Brown Recluse's nemesis industrialist Mari Dundo into the "super metabolism" plot. Good idea or bad idea?

Just make it adaptable. Hossier is a "genius mechanic", he should be able to create or adapt whatever parts fit each mission before heading out.

Robots attacking? Hook up an EMP. Werewolves? Mess with the stereo so it plays at some higher pitch undetectable to humans but drives dogs crazy. Stuff like that.In addition to specialized parts, also just have the staple "James Bond gadget" fare as well; dump oil behind the car to throw off pursuers, some kind of projectile weapon level to where the tires of another car would be, a maximum overdrive switch, built-in computer and milkshake machine, all that stuff.

This has got me thinking, could sports be used as a way to try and bring the Statesmen together? I would assume that they meet up sometimes for publicity or just regular meetings, probably not all 50 at any one time but still a large number. What if they had some game after the meeting as some recreation to blow off some steam and get to know each other better? I know that Pele is trying to make a functioning team out of the Statesmen, she could be convinced that this is the way to do it. Or it could be someone else who wants them all closer together. Or maybe there is no plot to it and when you bring a bunch of strange, disparate heroes together they just start having fun to break the ice.

I'm thinking they'd play something generally American, like baseball or football. Or some sport specifically appropriate to whichever state they are meeting in.

Hawaiifag here. Was thinking about Pele, and I think it would be good to give her a bit of complication.
For those that don't know, there's a Native Hawaiian sovereignty movement--it runs the gamut between a nation-within-a-nation model (ala Native American nations) to full sovereignty from the U.S. There's no clear consensus among Native Hawaiians (there's some against the idea completely, of course), so the discourse continues over the subject.
Pele grudgingly accepted membership to the Statesmen to bring attention to her mission to see Hawaii restored to self-rule. She believes the islands were seized illegally, and believes that she works in the best interests of the Native Hawaiian population.
That's not to say she hates America, or the rest of the Statesmen--she can see the good of their aims, but Hawaii is first and foremost in her mind (kind of like how Batman prioritizes Gotham, and frowns on other heroes operating in his town).
Pele's supposed self-promotion (as others see it) is more about shining the spotlight on her mission than herself. Still, the chip she carries on her shoulder rubs a few people the wrong way.

The light-speed and above league finish the race so quick only specially designed instruments observe the race. The league composed of non-powered that use conventional boats and cars to race takes months to finish.

Jake took first in his league, and the win brought him notice from PHOENIX which wanted him to incorporate his ideas on engineering into their rescue vehicles. He used the prize money and contracts with PHOENIX to open up DAVIS GARAGES where he and his teams design top of the line vehicles for vigilantes to explorers to rescuers.

Thinks were looking really, really good for Jake. He was living life in the winners circle. He got his face on the cover of more than one magazine. He even got on the cover of super-tabloid TALES TO MYSTIFY which depicted Jake in their usual tradition of exaggeration as threatening to carve his name in grand-canyon sized ruts in the Earth with his CROSSROADER unless Earth could step up its game and produce a worthy challenger.

It was their way of saying good-job Jake, and he has the issue framed in his office.

But Jake was blindsided by his nomination to THE STATESMEN. He was a sports-man, not a fighter. His opponents in the road battles followed rules, super-villains didn't. It was true that Statesman PITT FIGHTER was a mechfight champion before becoming a member of several prestigious Super Hero groups, but he was exceptional.

It was explained to Jake that while the Statesmen fought against supervillians and protected America they were designed to be more a social mixer for capes across America and a PR thing for cape society at large than a super-effective crime fighting force.

It was pointed out to him that many Statesmen aren't crime-fighters and protectors. DR GLACIER hasn't fought anyone sense she blockaded the Ice People.MS CRYPTIC is an investigator that has been in extremely few situations that would count as "fighting super villians". The same goes for her fellow STRANGERS HAUNTER and OTHERTHING. And South Dakota's FOUR FATHERS has never been in a fight in his (their?) life.

All he's expected to do is show up and hang out with the Statesmen. But a racer and competitor like Jake hates the idea of staying still and doing nothing. He's with Pele. The Statesmen should change and be more active, more like the other super hero teams. Unlike Pele he's less incline to tell others what he thinks the Statesmen should be and more incline to be the change that he wants to see.

He's a champion sportsman and now he wants to be a champion super hero. He's been training, and learning, and preparing, and now he's chomping at the bit for a chance to prove that he's not just CROSSROADS, he's THE HOOSIER.

POWERS AND ABILITIES

Hoosier has no special powers, but makes up for his lack with a genius intellect and skill in operating his advance super-car THE CROSSROADER. He's also been training with other STATESMEN to be a better hero and supplement his skills with some knowledge of magic, super-science, and fighting tactics.

The CROSSROADER is actually the third of its kind. His previous two are on exhibit at DAVIS GARAGES in Indiana. He's considered putting a Hoosier logo on it, but he's still undecided. His CROSSROADS "X" logo was the logo that crossed the finished line of the UNITY WORLD RACE after all.

The CROSSROADER is equipped with a wide variety of weapons and abilities and Jake modifies the load out to suit the mission at hand. Its capable of retracting its wheels and traveling on water like a boat or sealing up and traveling under the water.

It can even fly, but doing so taxes the engine more than if the CROSSROADER is on the ground. Defensively it is equipped with a simple energy shield that can protect the super-car from attacks or turn it into a high-speed missile. It is also equipped with traditional "road battle" defensive weaponry such as oil slicks, smokescreens, and deployable "clinger-mats" that bring even the fastest of vehicles to a dead stop.

Offensively the CROSSROADER is equipped with the traditional two weapons of the American road battler: a "lance" and a "catcher". The lance is a power particle beam that not only can hit with considerable force but disrupts electronics it comes into contact with. When it strikes biological enemies it disrupts their nervous system and stuns them. The "catcher" is a heat-ray with an adjustable length an width, but is designed to fired at its widest dispersal to "catch" targets the lance cannot hit. The heat way cay melt mundane materials and when pitted against even the strongest of metals it weakens the bonds of their molecules.

A road battle is a game of a quick wits complex math. The goal is to get a good shot with the lancer in and shut down the enemy vehicle, and each vehicle tries to throw their enemy's aim off with complex series of accelerations and breaking and turnings. The lancer can be deflected with metal and energy shielding, and the catcher is designed to weaken that shielding so the lancer and punch through and disable the entire vehicle. The deployable tricks are designed to make the enemy car an easy target and mess with their dodging.

Understandably a lot of math and quick thinking is required for a road battle. The audience for a road battle combines blue-collar trucker types and nerdy scientists. Both groups find something interesting in the contest.

Good road battlers make use of either genius level intellect or on-board targeting computers to juggle the number crunching required to accurately target an enemy while avoiding being targeted in return. But the best road battlers combine both a brain and a machine like Jake does. His targeting computer is like an extension of himself and he knows what to do to get the most out of it. He can accurately predict the moves of his opponents and counter them before they realize whats happening. He can turn the entire tempo of a fight around with a quick observation and plan.

He doesn't personally think and Jake lacks the raw charisma for the position, but in a pinch he can become a great field leader.

The CROSSROADER is capable of accelerating past the speed barrier while accurately peppering a target miles away with shots from its weapons. Its not only fast but thanks to advance "G-diffusor" technology its capable of turning on a dime and making quick changes in acceleration that would shake a normal car to pieces.

Anyone that underestimates Jake as "just a super-sportsman" is in for a rude awakening. His CROSSROADER is a fast, accurate, powerful weapon and he wields it like a surgical tool in his hands.

The CROSSROADER is not without its weaknesses however. The system is so fined tuned to be used by Jake and Jake alone that even other super-racers find it hard to use. The CROSSROADER becomes a clumsy bumper car when driven by anyone but Jake. The Crossroader is also designed to fight on the wide open terrain that road battles are usually help on out in mid-west America. In open terrain Jake is hard to defeat. He'll treat his opponents like slower, smaller enemy cars and blast them from a distance while speeding and turning to throw off the aim of any counter attack. But this strategy suffers in places where Jake has to deal with large obstacles such as cities.

And while the CROSSROADER can function in the sea and in the air it is not optimize for those environments. The CROSSROADER makes a poor substitute for THE BLUE CRAB or (insert super jet here).

If the GM wants Jake to be less effective he may choose to reduce the CROSSROADER's firepower to a simple laser gun, or take away weapons like that entirely. He may choose to take away the entire "road battle" sub-culture out of his game world and make Jake a unique car enthusiast with a highly customized car. The CROSSROADER can be treated less like a battle jet on wheels and more like a car from James Bond.

PERSONALITY

Jake is a hard-working guy, but he sometimes gets caught up in his work to the detriment of social relationships. He spends more time with machines than with people as fitting someone with his skills and background. He believes that a person should strive for healthy competition and to be all that they can be which is why he supports PELE and her attempts at changing the STATESMEN.

He's eager and ready to prove that he's not only a super-sportsman but a super-hero and will volunteer for any mission. He'll even be content simply chauffeuring STATESMEN and PCs around as long as he has something to do besides pose for pictures.

He is however not reckless and will defer action to any Statesmen that feels they know better. Truthfully he feels more than a little outclassed by his fellow Statesmen. He feels that even the non-powered members like himself are leagues above him. BLUE CRAB and CAPTAIN JUSTICE are legends. PITT FIGHTER is like himself but with super hero experience. MOUNTAIN LION is an intimidating super-bounty hunter (and gave him exactly one lesson when he asked her to train him in hand to hand fighting: how to take a punch). And the BROWN RECLUSE makes untouchable crime-lords and one-perceter fat cats tremble.

He feels he's just a dude with a car.

But he wants to and tries to be more. He wants to be THE HOOSIER.

Speaking of which, how do you think war time cartoon portrayed the 3 Japan capes we wrote up? Burning Woman is probably a man, and hideous deformed. Deep Pressure is a buck-toothed "me so sorry" stereotype who claims all his pressurized attacks are "most regrettable" accidents. They'd play up his saboteur nature and make him into a coward. Kamikaze would be a freak exploding himself without regards for anyone around him friend or foe solider or civilian, which might be frighteningly close to his true character.

They're all public domain heroes, some from Charleton and some from Nedor and some from others, make during the 30's and 40's. Alex Ross drew them up for "Project Superpowers" which was a comic series by Dynamite using the characters.

And yeah, Blue Beetle IS public domain, as is Captain Marvel. But good luck playing lawyer tag with Warner Bros if you try to make your own comics with them.

We're been pretty nice humanizing WW2 enemy supers. Burning Woman is in particular extremely sympathetic. Son of Siegfried is honorable, and probably had a relationship with Astrid before she was humbled by an Amazon and went into hiding.

With her grand daughter taking up her name and teaming up with Bucket Head to find out about her history she could show up in a modern campaign just as hot as she was in the 40's.

How's this for a plot hook: Ms Majesty tries to find Astrid, wanting to see if the legendary German Warrior is any good in a fight. Some heroes point her in the right direction wanting to see the ex-Nazi babe humbled and humiliated again, but her daughter thinks grandma has been humbled enough and wants to take down Ms Majesty before she fights her grandmother. The PCs have to choose a side, or stand aside and let the whole thing erupt in a glorious multi-generational catfight.

RELATIONSHIPS

Jake maintains good relationships with his fellow competitors and the men that work for his company DAVIS GARAGES, especially one of his top engineers named George Striker which unknown to Davis works as engineer for the BROWN RECLUSE souping up his car. But around the more powerful members of the Statesmen he can act awkward, not wanting to get in the way of anything important they might be doing or discussing. He could be a good ally of PELE as they share the same views on making the Statesmen more active but he actively avoids her ever sense she pointed to him as an example of "people that shouldn't be on super-teams". He's determined to prove her estimation of him wrong.

But Jake has managed to soften up around some of the non-powered members. At first all he could do was stammer in the presence of Captain Justice but now Noah trains him in hand to hand combat so he can defend himself if he is ever attacked without his car (he tried asking Mountain Lion for lessons first. She floored him in one punch and called that her lesson).

He's developed a friendship with PITT FIGHTER as they bonded over being involved in Super Sports and the two of them along with RAZORBACK and ERIC THE RED try to get together every Friday night to watch sports from traditional football to super-sports broadcast live from Las Vegas and Tokyo. He's become a fan of Super MMA competitor MEOWING MIDORI and any fighter from the RED DEVIL family.

Ever sense the "Immortal Race" incident (see Ghost O Jarone's write up) in which he, GHOST O JARONE and THE BROWN RECLUSE engaged in a heated chase with the ghost of prohibition era super hood THE IMMORTAL he's been in a sort of informal sub-team. "The Hell Riders" as O Jarone calls them get together to have drinks (or in Ghost's case pretend to drink) and talk about fast cars and listen to O Jaron share stories about the 1920's.

How Jake gets along with the PCs depends on how prestigious they are. The more prestigious they are the more likely he'll be flabbergasted the meet them. That being said he's capable of befriending them with time just as he befriended CAPTAIN JUSTICE.

Jake will want to help the PCs and will volunteer to assist them whatever their mission might be. Don't let the PCs feel as if you're trying to force an NPC on their team though. Have it clear that politely declining Jake's help IS an option and he wont' be offended if they do.

An interesting option will be to have Jake's role simply be to drive the PCs where they need to go. Not all PC teams think about transporation, and if they lack a ride here comes THE HOSSIER. The CROSSROADER is surprisingly spacious and comfortable on the inside. It even has a drink dispenser, and Jake will love to hear about about the players and what they do. Think of Jake in this role as a friendly taxi driver. He can provide a way for players to quickly introduce and flesh out their characters by having them talk to Jake at the start of a game while he transports the PC team to the action.

DIRECTION

Jack wants to prove himself as a super-hero. The PCs can help train him up to prove Pele wrong, or they might console him after his first mission proves disastrous. If a PC is particularly new they might in look up HIM as a plot twist which would really make Jake's day.

1. The Unity World Race

The Unity World Race is about to begin again this year and Jake is nervous. On one hand he wants to compete and defend his title as his league's champion. But on the other he doesn't want to be seen as putting his racing career ahead of what he sees as his Statesmen duties.

The PCs can either encourage Jake to compete and cheer him on or encourage him to skip out this year to make a point to Pele and other doubters. A PC might even offer to take Jake's place as a racer and receive special training from him to control the CROSSROADER.

I bet their powers created some sort of weird fire-earth goddess spawn. People get born that way all the time in mythology. A story hook for Peles write up could be about the pantheons fighting to claim this goddess when she awakens, but she wants to be a "modern" goddess apart from the old orders.

The Unity World Race can be a fun, light-hearted episode. Its a race for everyone from light-speed traveling god lings to normal people. The PCs might enjoy entering and competing just for the fun of it. If the campaign has been heavy with plot and dire circumstances the Unity World Race might be a great "breather" episode showing the lighter, fun side of Cape World.

Not everything dealing with super powers should be about beating people up. Super powers can be constructive and fun and the Unity World Race demonstrates this. It also provides a way to introduce PCs to the world of super-sports and the cape world theme of "powers can be apart of more than fights". Some PCs might even decide to take up professional super racing.

That being said the World Unity Race can also be a stage for drama. Reputations and pride are on the line and some people are desperate to place in their league. A GM can consider throwing stock characters the PCs way such as a young up and coming super that wants desperately to win but is unable to beat the PC unless they let him, a Armstrong style cape that uses drugs to win, an arrogant competitor with many betting on him to take his league this year, and a cape that deploys devices and underhanded tactics to win. The race has in the past been the target for THE ROULETTE'S "games". One year they threatened to dynamite the headquarters of the last cape to place in their league. This year might be "graced" by their presence, or the PCs might find out about one of their plots in advance and rush to stop it before the race starts, wondering if they shouldn't sound the alarm and risk ruining or cancelling the race or alert only a few trusted capes and work to take the Roulette down silently.

2. Ghost Derby

The IMMORTAL is back from Hell, and this time he's brought along a new trick.

He's found that he's able to multiply himself, and that each copy is able to possess and control a vehicle. His ghostly host of double and himself have manifested on DAVIS GARAGES and possessed several of the super-machines housed there including prototypes, rides belonging to prominent super-heroes, and HOOSIER'S first two CROSSROADERS.

The mad racer is no longer lonely on the road. Now he can race against himself, and he's never been happier.

This sounds like a job for THE HELL RAISERS, but the Recluse can't be reached and as much as Ghost would love to bust the Immortal again for the Boss he's busy "collecting" some choice bounties for the boss and business must come before pleasure.

This means HOOSIER must turn to the PCs for help. The new IMMORTAL DERBY didn't take all the cars. HOOSIER still has his CROSSROADER, and PCs can ride shotgun with him and add their powers to his car's weaponry. He also has a few spare super-cars lying around that other PCs can use. The scenario may even provide a player the opportunity to introduce a character, say, a test pilot for DAVIS GARAGES that gets recruited to pilot a super car and capture the possessed cars. It's a pretty good way to make a name for oneself as a super-car themed super-hero.

The GM should be warned though. Some players may be thrilled by the prospect of playing "super wacky racers" with ghosts, but others may feel that they're being forced into a scenario where they can't make the most out of their cool powers. A guy with super strength isn't of much use in this scenario. But the GM can add complications to the scenario to allow "non-drivers" an active role.

The possession of the DAVIS GARAGES cars seems uncharacteristically cunning of IMMORTAL. And where did he learn to clone himself? His actions speak to a higher intellect involved, and those that aren't involved in the chase can stay behind and investigate for clues.

Consider rewarding bonus XP for every car the PCs manage to stop without destroying. A lot of the cars stolen either belong to clients, are important to the company's research, or hold great sentimental value to Jake. So while stopping the IMMORTAL DERBY before their mad race reaches populated areas take priority Jake will be very, very, very greatful if the PCs can avoid wrecking his stuff.

IMPACT

Jake if of low to middling impact. Within the super hero scene he has little influence, but he's a super-sports star in his fields and a genius engineer whose company has contracts with PHOENIX. He has a considerable pool of wealth and resources and his engineering designs have helped saved lives by making this generation of PHOENIX rescue and response vehicles superior to the last and have helped further the super-car sports that he loves.

Well, that's 3 down and 47 (48 counting DC) to go! I'm thinking about assigning everyone an IMPACT score based on how much they matter in the grand scheme of things. It's not really a power level, but more to give the GM and players an idea of where the character stands in relation to other capes.

So Mountain Lion would be a 1, Captain Justice would be a 2, and Hoosier would be a 3.

Futurism was such a cool movement. Its a shame it was so tied up with fascism sense the beginning. I like how it embraced speed, technology, cities, and industry. It was like Romanticism's weird sister. It had the same high energy and emotion but instead of nature it loved technology.

WW2 Italy should have a weird Futurist themed cape, a cape that believes in progress at all costs. The strong must destroy the weak. Libraries and books are useless. Speed and immediacy are his gods.

Pic related is how he looks. He's a self-proclaimed "new god", a god of modernity. Electricity is his blood. Metal is his heart. Science is his mind. Growth, at any cost, is his soul.

He calls himself "Domani" meaning "tomorrow". But several Allies believe he isn't a new god at all but instead an old one mascarading as a new one to win followers for fascism:Moloch, god of sacrifice and exploitation.

Il Duce likes Domani. He's a powerful god that produces resources for his war machine and can eat enemy cities to grow stronger. But Il Duce underestimates his control over Domani. Domani believes in progress at any cost. Any cost. And Italy may very well be a means to an end for him...

A Futurist speedster like that could be a good guy from modern Italy. A guy that uses super speed to do crazy quantum contortion stuff to his body fits in with the post-humanity theme modern Cape Italy has going on.

Maybe he's a "son" of Domani, his attempt to create his own modern pantheon with himself as the Zeus/Ra/Odin figure. But he rebelled, because his a far gentler and kinder vision of the future.

He could almost be like a Silver Surfer figure. A noble guy trying to understand humanity from the outside who rebelled from his evil god-daddy.

A daughter is not a bad idea. Consider that the female lions tend to be the clever hunters of the group, whereas the males are the brute force. Also killing anyone with poison gas in the WWII era was considered a major no-no. She could probably find asylum/training in several allied (or soviet) states out of strategically appropriate sympathy. Might even be a bit of a snafu if she's being trained up by the French when they get taken over, and she's turned into a Vichy puppet unknowing of the situation?

BLUE CRAB

ORIGIN

During WW2 the American navy in the Pacific theater was menaced by a Imperial cape named Suisatsu Heishi, or Water Pressure Soldier in English who could increase and decrease atmospheric pressure. But the navy simply called him Saboteur X.

The only thing known about Saboteur X was that he was able to destroy American vessels and installations from a distance by crushing them like tin cans. The exact method through which he accomplished this was unknown, but examination of the wreckage revealed signs that a young navy engineer named Truman "T" Rawlings found consistent with bulkhead damage sustained by deep sea submersibles that dived below their limits.

Rawlings was sure that somehow Saboteur X was using pressure itself to destroy American units, and put all his knowledge and will behind creating a vessel that would be safe at any pressure.

He created a "dynamic pressure craft", the first of its kind. It was able to adjust the pressure inside the hull and outside the hull through super science, shedding off excess pressure in "shock waves" that traveled out of the craft and into the water. It wouldn't matter if Saboteur X altered the pressure inside or out of the craft. His power would be useless against it. To capture Saboteur X Rawlings gave the craft two claws mighty enough to retrain him but gentle enough to keep him alive. Because of these claws and the smooth shape of its hull he dubbed the craft THE BLUE CRAB.

Piloting the craft he began to guard supply shipment lanes plagued by Saboteur X and eventually encountered him. Saboteur X has no idea what to do when his powers seemingly failed him and was taken captive by Rawlings.

Rawlings became an American hero, and after the war ended he didn't rest on his laurels. He guarded America's coasts from cold war saboteurs and spies and monstrous threats that crossed over from the mystic archipelago. He even traveled to Japan to assist in the earliest Kaiju attacks.

In all the years up to the modern time he has used the same BLUE CRAB, simply upgrading and improving on it every year, giving it legs that could extend from the craft and anchor it to the ocean floor or allow it to operate on land, imaging drones that launched from the craft to scout the surrounding waters, and a weapon based on the pistol shrimp loaded into both claws that Rawling's dynamic pressure system to generate a bubble of crushing pressure.

Rawlings was the obvious choice to be Maryland's representative on the first incarnation of the STATESMEN, and has been Maryland's representative ever sense. Originally the Blue Crab was simply the name of the sub, but he adopted the name for his super-hero handle. As he explained "Blue Crab is the sub, the legacy, and in short the man."

But although his tireless fight to protect America's waters made him one of America's most beloved heroes his peaceful and scientific accomplishments made him a hero to the entire world. His dynamic pressure system was a boon to the space and dimension exploration of the post WW2 Earth. Space Suits and Space Stations to this day still use his technology, and the DPS was one of several super-science inventions that went into the creation of ARGO'S "reality suits" used for exploring all environments inside outside the multiverse.

On the modern Statesmen BLUE CRAB works with his own sub-team THE COAST GUARDIANS taking on aquatic based missions. His teammates WAVERACER, MADAM DELPHINE, and FISHER-GIRL are all hormonal young people in the middle of a love triangle and he's alternatively amused and exasperated by their antics. Sometimes they make him feel young again, sometimes they make him feel as old as he is. But he loves the kids dearly.

BLUE CRAB harbors a secret. Cape World's advance medical treatments have kept his generation alive, but there's nothing like an elixer of life yet. Age is catching up to him and his health is failing...

But he managed to get away and the was South American town that was filled with an ungodly amount of twins with blonde hair blue eyes despite ya know being South America. I had a thought.
Domani/Moloch probably won't survive the war; it's kind of hard for a city-god to go into hiding. But what do you use to kill a city-god? Sure, there's the option of having a bunch of superheroes do violent and arcane superhero things to it, but I prefer the option of a city-killer. A nuke.
So, somewhere in Italy, there's a vast and sprawling heap of slightly radioactive ruins, made of strange and bizarre alloys and humming with residual god-magic. Strange geometries and shadows in the shape of people burned into the walls, despite the fact that the god-city had no true population.
Off and on, people have been trying to exploit it. There's a vast wealth of material both mundane and arcane in those twisted girders and stagnant pools of blood; everyone from the post-humanists to the darkest magicians will pay well for the pieces of a futurist god.
It's a dangerous job, of course. It's not very radioactive... but it's far more radioactive than it should be, after seventy years in the wind and rain. A couple of years working the salvage crews won't kill you... immediately. Ten or twenty years down the line, however. The work crews, the one who actually go in and haul stuff out, are therefore comprised of the poor and the desperate, who will take any job they can get for any sort of paycheck. Just a couple of years, they tell themselves. Just long enough to get a new start somewhere else.
Many of them never leave, dying of cancer or being crushed by a collapsing building-organ. The conditions are horrible, but strip-mining the corpse of a god of exploitation carries certain consequences.
And with every impoverished, cancerous worker who dies on Domani's ruined vein-streets for the profit of distant masters, a little spark in the still-untouched core of the city grows a little brighter.

Thoughts? A good ultimate fate/future plot hook, or would something else work better?

Okay so 5 year old info dump incoming.

Tesla AKA Nicole Addyson.

Precocious youngster who falls into an experimental "Perpetual Energy" prototype suit while on tour for a potential summer internship at Albright Innovations Limited (Formerly "Probably not A Bad Guy Morally Ambiguous LLC").

The suit acts as a super insulator for a potential infinite energy source, and as such discharges electricity. With this suit on she can shoot lightning bolts resist electricity and do a lot of other cool electric things! Unfortunately with the suit on she is on the run from not just Albright, but other forces that want the perpetual energy tech... that she barely understands.

So she does superheroics to balance out the not-so-legal bit of her having "kinda technically" stole the suit.

Supplementing the lack of cool stuff like jetboots and flying with a Grappling hook she ordered off the internet. the suit has flight functionality, its just she didn't know about any of it.

For a while she also had the suit stuck to her. Not because of any Symbiote nefariousness. Just because the helmet was two sizes too small.

Eventually managed to squeeze her head out (and discover some poor dental damage from having her head rattle around from blows to it). So now she can take it off, and assume a cool super secret identity Part time instead of full time.

Losing the helmet though means there's less insulation and she risks getting electrocuted.

A lot of this story came from fresh out of highschool MMO roleplaying (Champions Online) so i know its not exactly shakespeare.
What could be changed about this story to fit into cape world? should she have or not have a helmet? I can see her fitting in with a "Teen Titans" esque cape group of youngsters.

He's an expert in marine science. When he isn't fighting sea monsters hes studying them, and he sometimes studies them WHILE he fights them. He's responsible for RAWLINGS REEF, an artificial atoll and preserve for specimens from the Mystic Archipelago. He's explored HOLLOW EARTH through volcanic vents with the first incarnation of ARGO created by members of the Fishermen after their journey to Thule. He's done work and research at DR GLACIER'S enormous ICE AQUARIUM seeing how different aquatic ecosystems kept side by side through Dr Blizzards control of temperature and his DPS's pressure magic interact and evolve when mixed and blended together.

He's a scientist, a hero, a builder, a thinker, and a father figure. He's THE BLUE CRAB.


POWERS AND ABILITIES

Rawlings is a capable sea dog, a genius engineer, an effective team leader, an experianced hero, and an expert on marine life. But he has no super powers of his own. He uses a submersible mech of his own design that shares the name BLUE CRAB with. Although the sub was made in WW2 he's kept it up through the years through constant upgrades. And as he's upgraded it he's grown as its pilot. He's as comfortable manipulating the Blue Crab as other people are manipulating their arms and legs.

There are many "blue crab" vehicles used by navies, scientists, and explorers worldwide. But there is only one BLUE CRAB that combines bleeding edge equipment with years of practical experience.

The Blue Crab's principal gimmick is its Dynamic Pressure System or DPS. It allows him to keep the sub safe at any pressure. It uses super-science to control pressure itself. Unlike real world subs BLUE CRAB doesn't have to worry about the bends or rising or sinking too fast. Excess pressure can be vented through the armor and into the surrounding air or water which makes the sub extremely effective against enemies that use sonics or vibration weapons.

As for how to fit it into Cape World, I think it already could. You wouldn't have to change anything, but if you wanted to more firmly establish her place, you could go into more detail with some things.

I'm thinking the suit be somehow connected to Spanish super armor. Either the company that built it is Spanish or it was built by a rival power armor company outside of Spain. Even if it's just a bit of flavor, background info; you could have the nationality and origin of the suit be whatever you want but also include that it is based off Spanish designs or meant to compete with Spain.

If I remember correctly, Spain is the number one power armor source in the world. Connecting the suit to that somehow just seems the most obvious and easy way to firmly root this character in Cape World.

Not necessarily linked to Cape World, but another tweak you could add to the origin is to have the suit itself to be somehow illegal. The company she stole it from was using it for villainous shit, it was made from parts that are illegal, or they stole designs from another company. If you go with the latter then you could link it to Cape World and have them be stolen Spanish designs. By making the suit itself illegal, that could help explain why the company is going after her to get the suit back themselves rather than go public with their issue with this new superhero.

Here is the premise of the setting:

-In 1930 people began giving birth to babies possessing superpowers: they were considered the "lost" generation though as many babies didn't survive the initial due to many of the powers and abilities being so diverse, dysfunctional and chaotic.

-1933-1956 is roughly the period of "cliche golden age to silver age comic book theatrics."

-It wasn't until the 1960's that superpowered births began to finally peek and normalize with trends and consistency generally settling in.

-1960's-1990 was the period spent "assimilating and the normalizing" super-powered people into modern societies.

-The present day is 2016 and 86% of the world has some sort of super power either via natural birth, environmental osmosis or activated through gene therapy.

And with that said I'm having a hard time deviating it from BOKU NO HERO ACADAMIA other than it taking place in Canada as opposed to >Japan<

I guess I'm just at a loss to what to "do" with it comic wise: I'm leaning towards just exploring normal or mundane life in a SUPER WORLD through the eyes and experiences of a few "average people" and just go from there??

It would be a nice starter adventure. And the mooks responsible for losing the suit probably don't want to tell Mr. Dundo about it, so they're hoping the heroes will take down Tesla and then take the armor back through the police lock up by using police officers in their pocket.

When that doesn't work out they start hiring super villian muscle to go after Tesla, and even though its no one too high level (because they don't want the story leaking throughout the underworld) its enough to scare Tesla into realizing this is not a game.

Third part of the campaign is the heroes trying to help Tesla come into her own as a super heroine while Dundo finally finds out and hires the best assassins his money can by to get the suit back.

Speaking of villian muscle we don't have much of that in Cape World yet. We need to start brainstorming goombahs. The Shockers and Electros of Cape World.

What could be interesting is combining the ideas. If the company making the suit is just as crazy illegal as her stealing the suit, then you've got a solid build for a continuous plot of them sending more and more tougher and tougher guys to try and get it back. Bit of a classic, bad guy of the week setup. But that plot is static, and leads nowhere other than just more of the same conflict.

With that plot going on, other than just sending more grunts after her, the company's hands are tied, leaving the ball in Tesla's court. As she grows as a hero and a person, recognizes her mistakes and maybe tackles that "running away from maturity like it's a bengal tiger" thing, she decides to take responsibility. How exactly she does this and how it goes could depend on a lot of things. She could try to vilify the company while playing up her heroic contributions in the armor, she could take full responsibility for her actions and turn herself in, or, if things go really bad, she could be labeled a supervillain. It could also make for a neat way to branch the story off in a campaign.

Come to think of it The Brown Recluse and Martin Dundo are great characters for interacting with Tesla. Dundo is an evil industrialist Kingpin type whose jaded cynicism contrast to her immaturity. Brown Recluse, like Tesla, operates outside the law. But unlike Tesla he does it with a sense of responsibility and purpose. He could be a kind of mentor figure for her.

Will she be old enough to drive the Brown Recluse's super car?

I'm thinking a villain to Canadian werewolf be some wolfman. A normal human boy whose fate was omened to be a destiny extra-ordinary, he was abandoned in the Canadian forests for unknown reasons and raised by the wolves of their own. Not werewolves just wolves. But when the wolfboy grew into the wolfman he realized that the wolves were holding him back, and he now attempts to return to his human origins by robbing banks.

Does your game have any distinction between "shadows" and "darkness"? I'd always just think of "shadows" as being defined both by the actual definition, a dark area caused by a physical object being between a source of light and a surface, and the condition that it be noticeably darker than the area around it. Though that might lead to a bunch of other questions.

Maybe you can have what counts as a shadow be something that grows? Low level shadow manipulation only works on shadows possessing no more than some amount of lumens; it has to be "this" dark, and as you level up that restriction loosens?

Heeeyyy! That's me! I was working on my setting that time to and wanted to ask people about those questions: I was curious about all the products and so forth people would be using, inventing, etc.. The Black Market info was really useful- I've never been good at writing villains.

Yes! Some Countries actually enforce it or have it provided in their public healthcare system as a sort of eugenics program: Canada (which is where I'll be focusing the story) does the screenings during elementary school so if someone has a power they can get it activated, expressed and adapted to their bodies as soon as possible.
A point of conflict I have planned is exploring the counter culture to it since some people obviously view it as "unethical forced evolution".

Virginia Daring, or any other coastal hero, villain.

Swimmer went out swimming. Lifeguard was busy playing on their phone or counting their money or jewelry, and didn't warn swimmer when a shark's fin was racing toward them. Swimmer was attacked by shark, bit on their back, but when rushed to the hospital, it was found that it was a radioactive shark, and the wounds on their back miraculously, or was it villainously?, healed, but with the flesh of a shark, giving them a shark fin.

The swimmer now takes their revenge on their neglectful lifeguard by roaming the coasts, scaring off beach-goers with their fin, and when they flee from what they think is a shark the swimmer rushes onto shore and steals all their shit.

To make them less intentionally shitty and more of an actual character you could give additional shark features like gills or teeth.

Anyone else have any low-tier villain ideas?

If organisations are okay, how about Minions Inc. An organisation that rends low level mooks to other ambitious supervillains under the conditions, that most of them return alive and a small cut of the profit?

Mousetrap - A low on money exteminator, who went mad and built giant traps for pest control after being refused his pay due to supbar jobs one to many times.

Butler Peskins - a butler, trained in martial arts resorting to crime to earn ends meet for his impoverished and equally criminal master.

Gravity Boy - A young man wearing a cape with the ability to control a limited amount of gravity. His concetrations is often only good enough for levitation. He is still growing into his powers.

Virginia Daring is the type to wrestle around with a Shark Girl. She could be a sympathetic character that thinks shes a freak because of her shark features and is jealous of Virginia Daring's looks and popularity, even if Swimmer might actually be cute on her own. She doesn't steal stuff really to steal stuff. She does it to "claim" the beach from Virginia.

I remember her write up mentioning a female Sandman she fights named Beach Babe and a fire spirit arsonist named Spitfire that's probably something like Magma. Ms Majesty probably wants to fight her as well.

Virginia Daring's rouges gallery follow a uh, theme. But I figure most also follow a theme of wanting to beat Virginia because she's so popular and they want to be popular as well. Beach Babe is a bully who can't stand not being the strongest girl. Ms Majesty wants a challenge from the celebrity heroine. Spitfire wants people to notice her pretty fires, not Virginia's pretty face. Swimmer hates how popular Virginia is.

Basically Spitfire. She likes to brag that she's hotter than Virginia Dare. She likes fire and likes watching it play. On her home spirit-plane fire ran free. It was one with the people. But here people keep it chained. No wonder they all seem so unhappy and passionless. Maybe she can put some passion back into their lives by letting the fire out to play and throwing on entertaining wrestling matches with Virginia Daring.

Does she work as a bad girl? I don't see her as truly evil. She wants to burn things, not people.

I got some nifty ideas for his plot hooks. One actually involves the PCs dealing with his death and its impact. The funeral, deciding what happens to his sub, the Coast Guardians struggling to decide who leads them, the mass of supers wanting the head of the guy that killed him assuming the GM wants his death to be unnatural.

There's a surprisingly large amount of good story material coming out of Blue Crab passing on.

To make her less ROD have her theme be based on the paper fire balloons Japan sent to America. Imagine if this campaign was more effective than in real life because had a woman who could bring paper creations to life. She lived her life creating paper creatures and caring for them like they were pets until they crumbled away with time. Now, changed by the war and the death of her husband before the birth of their daughter and the loss of her family in the Tokyo fire bombings she wants to give America a taste of the war.

She makes origami creations, usually large birds, that are coated with a certain flammable chemical. She can see and hear through her creations and at will cause them to burst into flames.

She creates life just to watch it die in a burst of fire. Its pottery for how war impacts families.

She's been tested attacking allied soldiers with flaming paper assassins and now she's being moved under cover to America in a plot to burn down Washington. The PCs have to stop her.

Yes, unless you take multiple actions. There is however the caveat that extras that give powers the ability to stay active (Duration, Endless and Permanent) mean that you only have to switch them on and off. Additionally putting these extras on a power with attached means that you can chain a bunch of effects to go off together, the attached effects were already active but suppressed until the correct conditions were met.

Variable Effect is a bit of a quagmire, if you don't absolutely need it it's better to not touch it. Basically it lets you use your dice pool for any effect - there's a power in the cafeteria chapter called Cosmic Power that is explicitly that which spells out the limitations. If/Then is pretty much the bread and butter of flaws, if you can think of a limitation that can't be simulated with any other flaw it usually has you covered. It's helpful to do things like limit Variable Effect to a power theme or in the case of the Ice Manipulation power keep it to controlling a specific material (you could use it to seal someone in ice, shatter some locks by freezing them, create ice sculptures or whatever else strikes your fancy).

You can also use it to simulate additional extras and flaws but unless you balance the cost out to zero you need to make up the shortfall with willpower PER DIE, which is generally prohibitive.

I'll admit it's my favourite system, so I'm biased. Wild Talents is explicitly geared for this because of the Godlike system it was originally based on, unless you buy a power that specifically enhances you in a particular aspect you're no better at it than an ordinary person (barring the fact that you can spend willpower to give little boosts here and there). If you want low powered supers just cap the point costs lower, 100 points for stats and skills plus 25 for powers is the Godlike equivalent and sounds like it would fit what you're after.

Hyperskills in the place of the qualities (brawling, dodge and athletics respectively) with various extras on them can also be used to simulate the same thing, but there's nothing wrong with the choices you've made (it's probably cheaper). I'd definitely consider putting some Spray on them though.

Another possibility is something like the Vicious power from the cafeteria, but with a bunch of Go First (and maybe Spray) on it. The only issue is that, like all Augment powers, it gets expensive quick.

They're stats and skills but one point cheaper, you can throw extras and flaws on them and they're subject to being hamstrung when you hit zero willpower or get power nullified. Hyperskills are notable for the fact that they break the rule on not combining extras with dice pools built from one source. You can have a really high stat and then buy a single dice in a hyperskill with a ton of extras on it.

There a lot of things in this system that don't really make sense to me. I don't get why you would want to do that. Why not buy a low normal skill, then get a cheap hyperskill?

Hyperskills are vunerable by the above methods. The combining dice pools thing has a few other wrinkles, like not getting the extras if you're doing stat+skill+hyperskill instead of stat+hyperskill. The whole thing is spelled out on p.107.

Permissions and sources are all about where your powers come from and what you're allowed to buy. Some games might straight up ignore this. Mostly it's there to provide a rationale and another potential avenue for modifying your powers (for example you might have a broad spectrum immunity power with If/Then (not for powers from a Paranormal source) -1 on it or a nullify power that only works on Cyborg sourced powers).

Normal stats and skills go up to five and can only be normal dice (barring the Inhuman Stats and Peak Performer permissions which uncap each restriction but keep them as normal stats/skills), but hyperstats and -skills can range from one to ten and be any dice type and are slightly cheaper but are dependent on having powers.

I've done a couple Weird World War 2, one shots. The premise so far is to stop the crazy Nazi Super Science/Occult shenanigans, and keep the course of history on track.

If the players succeed the course of the war will remain like it was in history. If they fail, things get worse.

A couple of re-occurring villains from the "modern" game make appearances too, as younger versions of themselves. IE the Nazi Supervillian Wunderkind will one day grow up to be the infamous Dr. Destroyer.

So for WW2 Japan we got:

Water Pressure Soldier. Pacific saboteur who developed the ability to control atmospheric pressure after a submarine accident. Was defeated and captured by Blue Crab who designed his sub to be a hard counter to his powers and released after the war. Secretly works as a researcher in Dr Blizzard's ice aquarium. Grew to love the oceans when he walked on the sea bottom in a pressure bubble.

Burning Woman: A young woman who lost everything in the Tokyo Fire Bombings. She became horribly scarred and disfigured, but developed the ability to control and project fire. She is blind, but can "see" through the fire she controls. She fights for vengeance. After the war she becomes a loner that lives out in the countryside and interacts with the "Ghibli" team (boy do they ever need a name)

Kamikaze: Poster boy cape who represents the meat-grinder "100 men as one bullet" policies of the Japanese military. He can explode in a bloody blast and reassemble at will. He views every detonation as "dutiful self-sacrifice" and expects the same standard from all Japanese men. He doesn't believe he's the "same" person after he reforms and uses this to justify his views. He is a vicious solider that believes in victory at all costs regardless of who gets caught in the crossfire. After the war he was tried for war crimes, got off (like many in real life), and became a far-right political activist. Eventually he and his followers seized the Diet building in an attempted coup but he was captured by an early incarnation of the TOKYO GUARDIANS. He remains imprisoned by the country he once fought for, having remarked that he would commit seppuku if he wouldn't just reform. One of Cape World's immortals. He seems to be always in his 20's, and this is likely a side effect of his reforming powers.

Sohn vieler Welten - a german Man, that went nuts as his daughter from the west and his son in law from the east side of the iron curtain got gunned down near the berlin wall. Developing a split personality and terrorizing the splitted german, his methods to try and unite the country grew more and more horryfieng, until he could be put down. Stuck into an asylum, he is slowly recovering. His abilities depended on the region he was currently in. Developing a split personality based on the region he was in. By the time of his downfall, he had reportedly over a hundred of them, each with an different field of expertise. But still, only human.

Paper Girl: A relative of Burning Woman who likewise lost everything in the Tokyo Fire Bombings and developed powers. Before the fire bombings she was a super artist and international wonder. She could fold paper and bring it to life where it would live as one of her pets until it crumbled into dust. Before the fire bombings she believed in he sanctity of all life. She saw the sacrifice of her brother and father in the army as needless and protested for peace even if it meant jail and beating and humiliation. She believed she had been given the ability to create life to show the world that life was precious.

She changed after she saw firsthand the horrors of the fire bombings. She became cold and hard and desirous for revenge against America. She found that the trauma triggered a new ability within her. She could set off a wave of friction within her paper creations-enough to cause them seeming pain and to ignite a flammable solution they were soaked in.

Paper Girl justified sacrificing her the beings she once cared for tenderly by arguing that it was a privileged for them to die like her husband and brother-a short life burning magnificently in the end.

She started as an assassin using her paper creations to infiltrate bases and then combust them on top of targets. Her success led to her being smuggled into America for a special operation-the fire bombing of Washington. The plot was foiled and Paper Girl captured. She was put on trial for war crimes back in Japan but was acquitted like Kamikaze. Having returned to her old philosophy she spends her days creating and tending for a little paper ecosystem that is put on exhibit at Tokyo's Paper Life Museum to teach people the sanctity and transcendent beauty of life.

It sounds workable. Iron Curtain guy could be interesting in some super Film Noir plots. Think The Third Man meets an Amnesia Noir like Crossroads or Memento. Smugglers and politicians take advantage of his split personalities. He doesn't know what he's done or will do on the other side of the wall.

He could be a neat metaphor for the schizophrenia of cold war spy politics. He's a man that can't trust itself just like Berlin was a city that couldn't trust itself.

We've got a few Russian Cold War guys. One is a General Atom who is Red Dr Manhattan and a politician. Eventually left Earth after glasnost when he wasn't appreciated and loved by the people anymore for a higher "New Gods" dimension.

There's also a living WMD guy that wears armor that can barely control his energy output. He's a 100 percent died in the wool Communist who will defend to the Warsaw pact to the death.

I prefer a mix of origins.
the first super team in my setting was formed from the first superhero and his foes teaming up when assassins started trying to kill them.
it began as mutual survival but then they ending up becoming friends and they decided to become superheroes full time.
a Japanese team started when a magical girl fan stated giving her friends transformation items to become magical girls.
they eventually grew to include kamen riders and other toku heroes and became the henshin hero collective.

I know I keep going back to the Tokyo Fire Bombings, but maybe he's like the guy that cared for all animals and had to shoot them when the bombs wrecked their cages? The Tokyo Zoo had weird creatures from the Spirit Earth and he got changed by contact with one of them when they got out.

I got the feeling the A bomb is a bit more super in Cape World. Maybe something like a molecular dissentigrator, or a weapon that opens a hole in time and space to the surface of the sun? Something that gives even Capes pause, something that could have taken out all of Japan but was deliberately dialed down by the military.

Normal Nukes are pretty scary already. You've got to remember the ones used at the end of WW2, were just prototypes.

They weren't entirely sure that a nuke wouldn't set earth's atmosphere on fire, but they still tested the first one.

He's also learned to use the sub's DPS as a weapon and tool. He can project waves of pressure and have them bounce back to the sub from objects as a kind of sonar. He can deploy this pressure into sea beds through the sub's deployable legs and map the composition and makeup of sea soil, seeing if there are any blanks spots super villain bases or giant sea serpents could hide in. The legs also allow the Blue Crab to walk on the surface and to anchor itself to objects.

Two powerful and precise claws have been apart of the Blue Crab sub sense WW2 and modern day WALDOs owe their mechanical grace and precision to their development. They can gently cradle drowning sailors or wrestle with enormous sea monsters. They are capable of extending and retracting over great distances and in the 1970's Rawling upgraded them to include a weapons system based on the natural abilities of the pistol shrimp. The claws can use the DPS to generate a collapsing pressure bubble that Rawlings claws a "click". This "click" is a powerful blast of raw force that can be heard and detected over miles and can either be used as a powerful finisher against goes trapped in the grip of a claw or fired as a long ranged weapon.

Defensive systems take use of the DPS to generate zones of high and low pressure around the sub which can divert and demolish projectiles aimed at it as a kind of quasi-force field.

Secondary systems include deployable scanner drones and air canisters that can deploy to the surface, refill with air, and return to the Blue Crab sub. Through these air drones Rawlings can stay in underwater for a considerable period of time, almost indefinitely.

Since there's all this brainstorming about Axis capes, I think we've ignored some of the Russian capes. These are just my rough ideas.

Project PAVLOV: Named after the heroic defense of a building by Sergeant Pavlov, this project was intended to answer Germany's cape force by any means possible. Using whatever resources they could throw, Soviet sciences explored occult and scientific pathways.

Object 251/The Collective: Soviet scientists came up with a serum that boosted worker productivity. Employing it at [REDACTED] Tank Plant, they found the workers were vastly more productive. Eventually, something strange happened. The workers exposed to the serum developed a hive mind and began calling themselves the Collective. Boasting high amounts of processing power and efficiency, the Collective were at the forefront of Soviet scientific ability.

Object 363/Rasputista: Soviet leaders desired a project to grant them a way to stop the German advance. Soviet scientists working around the clock gave them the woman who stopped Kursk-Rasputista. An ordinary woman who volunteered for Project PAVLOV, Rasputista gained the ability to manipulate mud. During the thawing periods after winter, Rasputista is able to devastate whole armies.

Object 371/The Crone: The Crone is an old woman discovered on the banks of the Danube by Project PAVLOV's historians. She evaded Soviet soldiers by using a flying mortar to evade them, but was stopped at the side of her chicken-legged hut. She was convinced after long deliberations to aid the Soviet defense. She possesses extensive magic abilities and occult knowledge.

The MC from the first "quest" i participated in years ago. A Teen Titans based CYOA on /co/ that lasted for a while. Mixed elements from the greater DCAU and DC mythos. (Death of the Endless was involved in the origins).

It was really fun... and really grim.
